LAHORE: Former army chief Mirza Aslam Beg said on Friday the Muttahida Qaumi Movement (MQM) was established as a political measure to counter the Sindhi nationalist movement following the hanging of PPP founder Zulfikar Ali Bhutto. Talking to a private TV channel, Beg said the MQM did not exist before 1978 and was established on the directions of General Ziaul Haq, then military ruler, only to counter Sindhi nationalists who had lost Bhutto after Zia’s military coup. He said the caretaker government under Ghulam Ishaq Khan had decided to support the Islami Jamhoori Ittehad (IJI) to counter the PPP in order to balance the political atmosphere. “I think the formation of the IJI was a right decision at the time,” he said. Beg said the IJI were the only means that could create a strong opposition at the time. He said former president Pervez Musharraf had created and supported the Muttahida Majlis-e-Amal (MMA) and the PML-Q to prolong his term in office, but no one had pointed that out. Beg said he believed the Bahawalpur plane crash that killed Gen Ziaul Haq was “sabotage”. The national media is revisiting Mehrangate, involving bribes paid by the ISI under the then army chief, General Aslam Beg, in 1990 for the creation of the Islami Jamhoori Ittehad (IJI) to foreclose the possibility of the PPP again coming to power after its dismissal by President Ghulam Ishaq Khan. What has triggered this new media interest in Mehrangate is the latest statement by the former Chief Justice of the Supreme Court Justice (Retd) Saeeduzzaman Siddiqi that no one among the recipient politicians had denied receiving the bribe. The debate has also been given a fillip by revelations made by the ex-ISI officer and ex-IB chief, Imtiaz Ahmad, about how the army had interfered in, and damaged, the democratic process in Pakistan. The whole affair started when the PPP’s General (Retd) Naseerullah Babar told the National Assembly in 1994 how the ISI had disbursed funds among politicians to manipulate the 1990 elections, form the IJI, and bring about the defeat of the PPP. At the summit of power, President Ghulam Ishaq Khan was providing the legal cover. It is his name which was mentioned at the Supreme Court as the Chief Executive who ordered the disbursement. In 1996, Air Marshal Asghar Khan petitioned the Supreme Court against ex-army chief General Mirza Aslam Beg, ex-ISI chief Lt General Asad Durrani, and Younus Habib of Habib Bank and then Mehran Bank, concerning “the criminal distribution of the people’s money for political purposes”. When the Supreme Court proceeded with the case General Asad Durrani submitted the famous affidavit containing names of the “recipients”. That list is now being brandished on TV channels. From the “best prime minister”, the “best leader of a religious party” to the “most popular political leader in the country”, everyone figures on it. In some cases the sums are so small that it seems ridiculous that our politicians can sell themselves so cheaply. Why should the generals stay put if the lure of “interference” is uncontested by any social and moral restraint? The generals already had power and made money; the politicians wanted power to make money.

Writing in Daily Times (January 22, 2006) columnist Ardeshir Cowasjee revealed a large number of disbursements made from Mehran Bank to General Aslam Beg and his organisation FRIENDS. This was actually a bank account sheet provided to the Court during its initial hearings by General Naseerullah Babar. It also included the fee General Beg had to pay to the lawyer who defended him in a case of contempt against the Supreme Court earlier. Brigadier (Retd) Imtiaz Ahmad has confessed on a TV channel to having hated the PPP on the basis of his institution’s sense of “national security”. Ms Benazir Bhutto has already revealed in her memoirs how she was not allowed to rule under the Constitution and how General Beg had warned her away from Afghanistan and India policies handled by the army through the ISI. (Extrapolating from the de facto situation, Justice (Retd) Siddiqi was compelled to say on Wednesday that the ISI was a military organisation which should be separated from the civilian government.)

The Mehrangate case is still pending at the Supreme Court. The revelations are tonic for us today as we confront the task of understanding what Pakistan has become over the years. But the TV channels too must draw correct lessons from the information being regurgitated. Is the PPP still a “hated” party? Political accountability is an imperative that the PPP must submit to at all times, but “hatred” of the PPP is not a fair emotion on the basis of which to judge an elected government. Aslam Beg is still good for sound bytes if the PPP has to be pilloried for being an American or Indian “lackey”. Quoted in Nawa-e-Waqt (August 24, 2009) Gen Aslam Beg said that America used Gen Musharraf against the Taliban, later it bought Baitullah Mehsud, Sufi Muhammad and Ajmal Kasab to fulfil its designs in the region. Is this a fair comment to publish? During a discussion on a TV channel about his handling of Pakistan’s nuclear programme, he defiantly advocated the policy of “outsourcing” the programme. With the passage of time, this mismatch between the thinking of our retired top brass and the survival of the state is becoming clear. Ex-army chief General Aslam Beg (Retd) gets bogged down in damning facts whenever he tries to fend off criticism of his past misdeeds. In the latest attack launched by an ex-ISI officer Brigadier Imtiaz Ahmad Billa (Retd), his tenure as the army chief is again highlighted. The charge — as framed by those who are taking note of Brig Ahmad’s campaign — is that the PPP was victimised by Gen Beg and President Ghulam Ishaq Khan and that Ms Benazir Bhutto was dubbed a “security risk” in order to get rid of her. In answer to Brig Ahmad’s accusation that operation “Midnight Jackals” against the government of Ms Bhutto was at the behest of General Beg and the then ISI chief General Hamid Gul, Gen Beg has now asserted that “Benazir Bhutto was no threat to national security”. To prove that she was “loyal” rather than a “risk”, he cites an incredible but typical secret agency report in 1990 that “the US, the Israelis and Indians were planning to attack Pakistan’s nuclear facilities”. According to him, her response was that “the Pakistan Air Force should be ready to attack India’s nuclear facilities in case Pakistan was attacked”. But if one reads the memoirs of Ms Bhutto, she doesn’t return the compliment. In fact her version is that General Beg didn’t trust she would be sensitive to the security of the country and was warned off certain areas of policy that the army had monopolised and was not willing to change despite a string of failures. She was asked to stay sway from the Afghan policy, Kashmir policy and the nuclear programme, among other issues.

Gen Beg is also keen to divert attention away from his Mehrangate scandal and focus instead on — in his thinking — a less culpable source of the money that was distributed among the politicians to defeat the PPP at the coming polls. He says, “The Saudis had given bags full of money to Mahmood Haroon to woo politicians to join the Islami Jamhoori Ittehad (IJI), which was constituted to ensure that Benazir did not return to power”. To make it more realistic he has added the detail: “Haroon had claimed that the ‘money-bags’ were so heavy that his shoulders hurt for days”. But evidence shows that it was not Mr Mahmood Haroon’s shoulders that hurt but the hearts of the account-holders in the Mehran Bank that bled when details of how the bank had disbursed big amounts of money to Gen Beg came out. However, Gen Asad Durrani, the then ISI chief, has stated that he had distributed the IJI funds on orders from the army chief. If Mr Beg knew that the money was going to unfairly tilt the elections against the PPP, why did he allow the ISI to distribute it? Especially as he thought Ms Bhutto was no security risk.

Gen Beg is apparently running out of his stock of red herrings. Instead of explaining his own problems with Prime Minister Nawaz Sharif, he has chosen to explain how Mr Sharif fell foul of the then army chief General Asif Nawaz. He should have explained his insubordination when he went and discussed the nuclear programme with Iran without consulting the prime minister. Mr Sharif is on record as having complained that Gen Beg was running his own nuclear policy in violation of his oath as the chief of Pakistan Army.

Gen Beg is in the habit of floating impossible theories as “breaking news” simply because there are people in the national media willing to listen to his anti-American rhetoric. Whenever there is a need for this kind of catharsis, he contributes fantasies that he has named “strategic defiance”. His latest pronouncement is that the people (read the US) who killed General Zia in 1988 also killed Benazir in 2007. He has blithely disregarded the fact that in any investigation of General Zia’s death his name has cropped up again and again. Not surprisingly, this has compelled General Zia’s son, Mr Ijazul Haq, to say: “Mirza Aslam Beg should participate in the criminal investigation into the deaths of General Ziaul Haq and Benazir Bhutto if he has information about the killers”. ISLAMABAD: Brig. Imtiaz (rtd) and Adnan Khawja of the OGDCL have been shifted to Adeala Jail who were earlier arrested from the courtroom today, Geo News reported Tuesday. They were kept at Secretariat police station after arrest from the courtroom until the authorities received written order of the Supreme Court in the evening. Both of them have been arrested from the court on orders by Supreme Court (SC) during the hearing of a case relating the implementation of National Reconciliation Ordinance (NRO). A SC bench headed by Chief Justice of Pakistan Justice Iftikhar Muhammed Chaudhry heard the NRO implementation case today. The Chief Justice said the judicial orders were being disparaged. Later on, the CJ ordered the arrest of both the accused from the courtroom. The apex court said the accused may submit the bail challans within three days. It should be mentioned here that a three-member Supreme Court bench, Friday, issued notices to Adnan A Khawaja asking him to explain why he assumed two posts - Managing Director Oil and Gas Development Company Limited (OGDCL) and Chairman NAVTEC - despite the fact that he, as NAB convict, was disqualified to assume such a post. Also in the previous hearing, Brig (R) Imtiaz Ahmed, former DG ISI, who is also involved in NAB cases, was directed to appear in the next hearing. Days after his meetings at the Nadra, an important journalist of the official news agency APP started calling TV anchors and media persons on behalf of Brig Imtiaz and each time he handed over the phone to the brigadier who wanted himself on the screens. Many anchors have gone on record to say the brigadier was too eager and ready to spills the beans. One anchor wrote that the brigadier said he wanted to explode a “political nuclear bomb”. That he was going to spill the beans against his own self was irrelevant and unimportant but this time he was trying to compensate the PPP for ‘Midnight Jackals’ against Benazir Bhutto. The other members of the team would call up every friend and ìinterestedî media person to highlight the revelations of Brig Imtiaz and for days and weeks nothing else should be discussed on the media. They were quite successful in achieving that goal, while the presidency would keep on denying that any cell existed in that house on the hill. Factually the cell was not in the presidency. When Kaira was asked about any cell in the presidency working for this blame game and maligning the politicians, he said that he himself (Kaira) was the biggest cell.
