In 1997 the Supreme Court directed the Government to seek its permission before carrying out wiretapping or eavesdropping operations; however, the judiciary’s directive has been ignored widely. No action was taken during the year 2001 on the case of 12 government agencies accused of tapping and monitoring citizens’ phone calls, which has been pending since 1996, and no additional action the case was expected.

The Supreme Court directed the Government to seek its permission before carrying out wiretapping or eavesdropping operations; however, the degree of compliance with this ruling was unclear at year’s end.


“The government acted in violation of Article 190 of the constitution, which says all executive and judicial authorities in Pakistan shall act in aid of the Supreme Court. Instead of readily and honestly complying with the Supreme Court verdict in the Judges’ case, the prime minister castigated the ridiculed it and implemented it reluctantly in phases. Then there was the allegation of wiretapping of state functionaries, which is also a violation of a fundamental right.”[Dawn 30.1.1997]

In 1997 the Supreme Court directed the federal Government to seek the Court’s permission before carrying out any future wiretapping or eavesdropping operations. Nonetheless, that same year, a lawyer for a former director of the Intelligence Bureau, charged with illegal wiretapping during Benazir Bhutto’s second term in office, presented the Supreme Court with a list of 12 government agencies that still tapped and monitored telephone calls of citizens.

Why these tapes have appeared [if genuine] so suddenly just after Mr Ansar Abbasi [Editor Investigations - The News International/Jang/GEO] surrendered his own plot and “managed to file” a particular story on this surrender??

If I am not fogetting there was an Accountability Case in Sindh in late 90s or in early 2000/2001 wherein an Audio Tape and a Video Tape was produced before the Judge as an evidence of bribery but court didn’t allow the evidence and court’s observation was that anybody good at acting can do that. I hope if any lawyer on this forum can educate us on the admittance of such evidence in the Court of Law in Pakistan.

Recently on Justice Bilal Case in Aaj Kamran Khan Kay Sath on GEO TV, Mr Ansar Abbasi had openly admitted that he usually tapes the conversation of the people he talks with on any particular story. When Kamran Khan asked that “is it not against Journalism’s Ethics, Mr Ansar said, that investigative journalists would have to have some evidence to support the story so that the subject couldn’t deny the facts in future. Generally, journalists do inform the subject [when they break any sensational story] that he/she is on tape but that rarely happened in Pakistan and that is the Violation of Fundamental Rights i.e. Invasion of Privacy , illication of private information through unfair means. There is a difference between Journalist, Police Officer and Intelligence Officer. Journalists should avoid being Intelligence Officers because Intelligence Officers often do things which are not allowed under any Law.

ISLAMABAD: RIUJ (Rawalpindi Islamabad Union of Journalists) has taken strong notice of, the fact that Mr. Ansar Abbasi has written a letter to Chief Minister Punjab, in which acting as a very honest person, has returned his plot allotted to him in Media Town, Rawalpindi as a member of Press Club. He was more than welcome if his intentions were good, but unfortunately he also asked CM Shahbaz Sharif to cancel all the plots given to members of Rwp/Islamabad Press Club. In his letter he said that journalists in Pakistan belong to privileged class, while in fact 98 % of Pakistani journalists deserve sympathy of people, as they are the most depressed class of the society.

The journalists in Pakistan are getting the wages of 1996. In most of newspapers they don’t even get their salary even after three months; over 400 journalists were terminated without notice across the country from various newspapers and TV Channels. He never raised voice against this, though he remember to give safe side to media owners.

Ansar Abbasi wrote in his letter that he does not feel good because this plot was given by the government, but he never asked his bosses to move out of the GEO building because this plot was also given to Mir Shakil by the then government. He did not tell the people that previous government gave the status of MODEL VILLAGE to his native town and his brother was given the contract, besides not confess that he resides in a luxury house in the posh sector of Islamabad, and neither that someone gifted three hotels to him at Faizabad. This is not the move of ANSAR ABBASI, but of the media owners to avoid implementation on 7th wage award. IS there anyone to raise voice against this man?

ISLAMABAD: One Shazia Shah, a school teacher has alleged leading journalist Ansar Abbasi is backing “Qabza” group in Murree adding bother in law and some other relatives of Ansar Abbasi are part of this group. She said this along with other members of affected family while addressing a press conference here Wednesday in Islamabad Press Club. “My family belongs to Bhurbun and the Qabza group which is patronized by brother in law of Ansar Abbasi has illegally occupied a land tract of 14 kanal owned by my family”, she charged. This land valued Rs 2 Lac per canal, she added. About 50 to 60 hooligans attacked our home a few days earlier and abused our family publicly, she told. Some people also attacked my car when I was traveling from Murree to Islamabad by my car a week before and I made a marrow escape”, she blamed. Waqar who is brother of Shazia Shah alleged Qabza group had refused to accept the decision of Jirga. He appealed to chief minister Punjab Shahbaz Sharif to take immediate notice of this illegal occupation and take action for ensuring early return of land to his family from the illegal occupants.

In his interview while referring to Quarnic verses, Ansar Abbasi of the News Islamabad time and again lebelled the people ignorant urging them to at least learn what Quran says. But, this self-styled scholar of the Holy Book had to apologize later on for misquoting Quran in one of his columns published in Urdu daily Jang.


Irrefutable evidences have surfaced about Editor Investigation of The News, Ansar Abbasi’s lust for land grabbing. And unlike any other honourable person, Ansar Abbasi used his wife to plead the case for a government plot in Islamabad worth millions of rupees by falsifying and concealing information.

These official documents emerged after Ansar Abbasi, tried to hoodwink the public by returning a 250 square yard plot of the Punjab government.

According to the details gleaned from official documents, the self proclaimed moralist of Pakistani journalism Ansar Ahmed Abbasi, son of Mohammad Sajawal, sought from Musharraf regime a one Kanal (500 square yards) plot worth millions of rupees at throwaway price in Islamabad’s sector G-14 in 2004.

Ansar Abbasi was then the Bureau Chief of The News in Islamabad. He was among the few journalists who rushed to apply for the one kanal plot in sector G- 14 and subsequently deposited Rs125,000 with the Ministry of Information.

The government had established an eligibility criterion that only those journalists were eligible against three per cent quota for journalists who did not own any plot or house in the federal capital, Islamabad. It was to meant to provide roof to the journalists in dire need of shelter.

He who is greedy is always in want

Ansar Abbasi did not care for this important clause and submitted an affidavit on oath knowingly, that he was giving a false oath on the Holy Book, Quran, not withstanding his self claimed righteousness and championship (read demagoguery) of Islamic values. Mr Abbasi concealed the information that he lived in a house in the most posh sector of Islamabad in House No 217, Street 100, Sector I 8/4 Islamabad.

This house is owned by Ansar Abbasi himself where he lives with his brother Ejaz Abbasi.Sources close to Ansar Abbasi say that Ejaz Abbasi acts as a front man for the acts of omission and commission of his journalist brother. The sources say Ansar Abbasi and Ejaz Abbasi have joint stakes in many a businesses including hotels and petrol pumps.

In the personal affidavit submitted by Ansar Abbasi to the Ministry of Information, he claimed that he did not have any house in his name at all. In the forms submitted to the Ministry of Information, Abbasi cleverly mentioned in the column where it was required to be mentioned whether he owned a house in Islamabad or not, that he had a shared property in I-8/4.

He did not mention that he actually owns a house. Had he admitted the ownership of his house, then he might have been deprived of his right to even apply for the plot. But he hid the truth from the authorities in the application form.

“Corruption of the best becomes the worst”

Ansar Abbasi’s craving for a plot on throwaway price shocked the officials at the Ministry of Information when he submitted an affidavit of his wife, Zeba Abbasi. He was the only journalist in Pakistan whose wife submitted the affidavit, literally kneeling down to beg for a plot for her husband in sector G-14. No other journalist ever submitted such affidavit of their better half.

In her affidavit, she wrote

“I, Zeba Ansar Abbasi, wife of Ansar Ahmed Abbasi NIC 6110-9436395-8 has been nominated by Ansar Abbasi, in respect of the plot to be allotted to him. In this regard, I undertake to bear all liabilities in respect of plot to be allotted to him, in event of his death without prejudice to the rights of the legal heir under the relevant laws”.

The Information ministry officials were dumbfounded shocked as according to them they did not expect Ansar Abbasi to become so crazy for a piece of land that he could even submit a false oath or an affidavit of his wife. The officials were taken aback to know that Mr Abbasi’s wife wanted the plot even in the event of her husband’s death and pay the installments after her husband’s death.

Snowball effect

But, Ansar Abbasi felt that despite his own affidavit and that of his wife Zeba Abbasi’s, he still needed to do more to convince the Musharraf regime to allot him one Kanal Plot in Sector G-14 of Islamabad. Therefore, he prepared another affidavit to get this plot.

This time, Abbasi narrated how he was inducted in the profession of journalism through some tabloid newspaper which was closed down soon after he joined it. Then he joined Pakistan Times, but interestingly, this too was closed down once Mr Abbasi became its part.

Now, Abbasi wrote that he did not have any experience certificates of these two newspaper papers which were the requirement to show that his experience in the journalism was more than 15 years to qualify for the plot. Thus, he could not produce those certificates of his relevant experiences.

In a laughable move, Abbasi however attached the “press cards” of Pakistan Times and Democrat to lay claim over the plot in G-14. To convince (read mislead) the government about his eligibility in his lust for the plot, Abbasi crossed the limits of absurdity as far as references are concerned. In a more laughable manner, Mr abbasi wrote the name of a photographer, Ishaq Chaudhry, to establish his credentials.

Had the editors of the closed down publications been alive, they might have confirmed or denied if they knew anyone by the name of Ansar Abbasi and if the closure of the publications was due to non-professional extremist instincts of Abbasi.

Abbasi was so desperate to get the government plot that he had even offered to produce some evidences in the shape of senior journalist of Dawn Mohammad Ilyas who according to Abbasi was the chief reporter of The Pakistan Times when he joined the newspapers. Sadly, after a few days of submission of third affidavit by Abbasi, Mr Ilyas also died.

Ironically, by a hand of fate or sleight of shrewdness, all the journalists Mr Abbasi mentioned as references had been died, except for photographer Ishaq Chaudhry.

A man’s heart deviseth his way, but …

The committee constituted by the government to scrutinize eligibility though believed the words of Abbasi but with a pinch of salt and recommended him for a category-II plot in G-14. A letter was sent to Mr Abbasi telling him that he was not eligible for the Category-I plot for which he had applied.

Upon this, Abbasi wrote back to Ministry of Information that he was ready to accept anything thrown at him, even if the category in which he was being allotted a plot was being down graded.

Public memory anywhere is short-lived. In Pakistan it is also steered by the shortsightedness of those who insist on erasing it from the record altogether. The transition to democracy is hardly a fait accompli as we speak. Democratic institutions weakened by Gen Musharraf’s tinkering with the constitution are far from being stable entities today. While anyone in their right mind must blame the general for the mess at hand, the judiciary should also show the moral courage to shoulder its part of the blame. The fact that it was the Supreme Court headed by the same honourable chief justice which gave Gen Musharraf the right to amend the constitution single-handedly in May 2000 cannot be overlooked. This was far more than what the then chief executive had expected to get from the apex court; he had just sought indemnity for the circumstances under which the Oct 12, 1999 coup took place. The general himself did not stage the coup from mid-air, aboard a PIA commercial flight which was not even in Pakistani airspace when the 111 Brigade struck to depose the prime minister. ISLAMABAD: Top lawyers’ movement leader and senior PPP leader Aitzaz Ahsan has confirmed his meeting with Chief of Army Staff General Ashfaq Parvez Kayani while declaring that he is firm on democracy. Justice Iftikhar said his entire house had been bugged, all his activities were being monitored, and `everything and everyone’ in and around his residence was being watched through a listening post set up at the nearby Sindh House.

He did not say in the affidavit if he had been summoned to the Army House by President General Pervez Musharraf or whether he had made a request to meet the president. “When I reached the Army House, President Musharraf, wearing military uniform, told him he had received a complaint against him from a judge of the Peshawar High Court..“I replied that it was not based on facts as my case was decided by a two-member bench and that attempts are being made to maliciously involve the other member of the Bench as well.” After this, the president said there were a few more complaints as well, directing his staff to call the ‘other persons’.

The ‘other persons’ entered the room immediately. They were: Prime Minster Shaukat Aziz, the Directors General of Military Intelligence (MI), Director General of Inter Services Intelligence (ISI), Director General Intelligence Bureau (IB), Chief of Staff(COS) and another official. All officials (except the IB chief and the COS) were in uniform. The officials, however, alleged that Justice Iftikhar had used his influence to get his son admitted in Bolan Medical College, Quetta, when he was serving as a judge of the Balochistan High Court. BRUSSELS: Taliban militants are receiving more funding from their sympathisers abroad than from Afghanistan’s illegal drug trade, the US special envoy to Afghanistan and Pakistan said on Tuesday. “What I believe happens is that the Taliban funds local operations in the Pashtun belt out of drug money, but the overall effort gets massive amounts of money from outside Afghanistan,” Holbrooke said. Even the U.S. State Department acknowledges that in July 2000, Mullah Omar of the Taliban ordered a ban on poppy cultivation in all Taliban controlled regions of Afghanistan. That State Department Fact Sheet, published after Jan 1, 2000, however, expresses U.S. disbelief in the ban's effectiveness. This position is, however, flatly contradicted by some very credible sources, including Secretary of State Colin Powell. He gave the Taliban $43 million this May to replace the income lost to Afghani farmers as a result of the ban. Their wheat crops had failed due to the drought and they had no money from opium harvests to buy food. The middlemen who had stockpiled the opium had income. But the farmers, who had harvested in the summer of 2000, had already been paid. The United Nations Security Council Resolution introduced on December 7, 2000, calls on all parties in Afghanistan to observe the existing international conventions to work for the elimination of illicit cultivation of opium poppy. Further, the resolution includes a measure to ban the export to Afghanistan of a precursor chemical, acetic anhydride, which is used to manufacture heroin.

The international community agrees that these further measures are necessary because Afghan territory under Taliban control is now the largest producer in the world of illicit opium, which is refined into heroin. Narcotics-related income strengthens the Taliban's capacity to provide support for international terrorism.

The Taliban benefit directly from poppy cultivation by imposing a tax on the opium crop, and they also profit indirectly from its processing and trafficking.

The Taliban's support for, or acquiescence to, poppy cultivation and narcotics manufacture and trade has further exacerbated the humanitarian crisis of the Afghan people. The explosion of poppy cultivation under the Taliban has reduced agricultural land available for food crops at the very time that Afghanistan is suffering the worst drought in a generation.

In recent years, the Taliban have announced several bans on poppy cultivation, but there has been little evidence that these bans are credible.


Massive Poppy Cultivation Harms The Afghan People

Afghanistan's opium crop of 3,656 metric tons accounted for 72 percent of the world's illicit opium in 2000.

Since 1997 over 96 percent of the opium-poppy crop has been cultivated in Taliban-controlled areas.

Opium-poppy cultivation in Afghanistan continues to increase, in spite of a devastating drought and decrees from the Taliban leadership banning poppy cultivation.

Poppy is cultivated at the expense of wheat and other food crops, desperately needed by the people of Afghanistan, and is planted on the best available land with productive soils, irrigation, and fertilizer, not on previously uncultivated or marginal lands.


The Explosion Of Poppy Cultivation Under The Taliban


In 1992-93, Afghanistan's poppy cultivation stood at about 20,000 hectares, mostly in Nangarhar province, which is located between Pakistan's North West Frontier province and Kabul in Afghanistan.

Poppy then began to invade Helmand province where it has increased 800 percent since 1993.

Helmand borders on Qandahar province, the Taliban's power base, and harbors traditional smuggling routes to Pakistan and Iran.

Helmand also contains the HAVA irrigation system built by the United States Agency for International Development in the 1950's. This irrigated area has been modern Afghanistan's breadbasket.

Massive poppy cultivation in Helmand has developed since the Taliban took control of the area, and with the full knowledge of Taliban authorities.

The irrigation system minimizes the effects of drought and supports high-yielding opium poppy from year to year.

Poppy cultivation overall for Afghanistan has climbed from 41,720 hectares in 1998 to 64,510 hectares in 2000, mainly as a result of increases in Helmand. Taliban-controlled Helmand province alone now accounts for 39 percent of the world's illicit opium.


Taliban's Bans on Poppy Cultivation Lack Credibility


The United States funded a non-governmental organization to improve this irrigation system for alternative crops in 1998 and 1999 in a failed effort to test the Taliban leadership's sincerity on narcotics control.

The Taliban decreed a ban on opium in August 1997 and in 1999 ordered a one-third decrease in poppy cultivation. No positive results were reported from either action.

On July 28, 2000, Taliban leader Mullah Omar issued a ban on the cultivation and trafficking of opium and repeated this ban in October, ordering the Taliban to plow up fields planted to poppy. The international community will monitor these developments closely.

There have been media reports that the Taliban have arrested some farmers in Nangarhar province for sowing poppy (but not in Helmand). Even so, credible reports from counter-narcotics officials in neighboring states report that drugs from Afghanistan are "bursting" across their borders.

The Afghan drug trade is deeply entrenched globally. After two years of bumper crops, opium stocks are likely to be at record levels.

According to the UNDCP, farmgate prices for fresh opium declined from about $40/kg in 1999 to $30/kg in 2000, a significant drop in price, further indicating increasing cultivation of opium, despite UNDCP claims that production fell in 2000.

Under the Taliban, the international community has not been able to employ the appropriate monitoring means required to verify the Taliban's claims of enforcement action against drugs.

In one example in April 2000, the Taliban publicly plowed under some poppy crops in the presence of media observers. However, the size of the crop destroyed was greatly exaggerated and may have already been harvested. Independent experts have not verified the Taliban's claims.

The Taliban admit to imposing the same ushr, a 10 percent tax, on poppy as they impose on other agricultural crops. This tax can be paid in cash or kind. This is clear evidence that Taliban officials have to handle opium and, from the viewpoint of farmers, is a green light to cultivate an illicit crop.

The media have reported sizeable narcotics processing complexes in Helmand, and open opium markets in Nangarhar. Both exist in full view of Taliban authorities.

Karzai was a member of the Mujahideen and took active part in driving the Soviets out of Afghanistan during the Soviet invasion in the 1980s. He had close personal contact with CIA Director William Casey and George H. W. Bush, who was Vice President of the United States.

To assure that the pipeline project will proceed apace, the Afghani-American Zalmay Khalilzad, a previous member of the CentGas project, became President Bush's Special National Security Assistant. Khalilzad has recently been named presidential Special Envoy for Afghanistan. Khalilzad is a Pashtun and the son of a former government official under King Mohammed Zahir Shah. Along with being a consultant to the RAND Corporation, he was a special liaison between UNOCAL and the Taliban government. Khalilzad also worked on various risk analyses for the project under the direction of National Security Advisor Condoleezza Rice, a former member of the board of Chevron.

Communication infrastructure, domestic tourism, undiluted provincial autonomy and bonding through the workplace play a vital role in the integration of a nation. Pakistan’s national integration has suffered immensely because these factors have never been crucially important to our leadership. Pakistan’s communication infrastructure is primitive, domestic tourism is non-existent, provincial autonomy only receives lip-service and bonding through the workplace is totally missing except in the armed forces. Uniform development across the country over the past sixty years would have solidly integrated the Pakistani nation but that did not happen due to absolute incompetence, poor leadership and corruption at all levels. The price Pakistan is paying for its neglect is in the shape of an internally disjointed nation forced to suffer the present-day indignities in the shape of terrorism and insurgency.

The political and military establishment must now understand that the military potential of any country is multiplied manifolds when it is backed by a nation that is well-integrated. An integrated nation can cover up for military shortfalls but military strength cannot cover up for the shortfalls of a nation that lacks integration and cohesion. The Soviet Union’s break-up in 1991 is an example that amply illustrates this aspect. Pakistan must, therefore, accord top priority to uniform development throughout the country in order to have a nation that can back its enviable military potential in a solid manner; if not, then all will be lost.

Nawaz Sharif deserves the credit for initiating the modern communication infrastructure of Pakistan that is so essential for the integration of a nation that lives in a country as big as Pakistan. The launching of the Lahore-Islamabad motorway by Nawaz Sharif in the early 90s was a huge step in the right direction. If the process had been initiated decades ago Pakistan today would have been a very cohesively integrated nation. I am hundred per cent sure that if someone had built a motorway connecting Peshawar, Islamabad and Swat, we would not have been battling today to restore the writ of Pakistan over Swat.

The initiative of Nawaz Sharif must now be picked up in right earnest so that within the shortest period of time Pakistan develops an enviable communication infrastructure.

Following the example of the armed forces it is necessary that Pakistanis learn to work with each other in all sectors of national life. Army units are formed on the basis of amalgamating soldiers from different areas. For example a battalion of the Frontier Force Regiment (FFR) does not consist of Pakhtuns alone but has a component of soldiers from other parts of Pakistan amalgamated with the Pakhtuns. Likewise, a Punjab Regiment battalion will always have the Punjabi component amalgamated with soldiers from other parts of Pakistan. Each unit does a three-year tour of duty at any one station and then moves to another area under a planned system which takes the unit, as an entity, all over the country and the multi-ethnic component of the unit, over a period, works and lives in each other’s native areas. Thus they become one solidly integrated entity – the Pakistan army. Pakhtun, Punjabi, Baloch, Sindhi and Kashmiri fellow soldiers posted anywhere in the country then willingly die for each other and for Pakistan; such is the level of integration. Sadly, one cannot say the same about the rest of Pakistan.

In the light of the military experience it just might be a good idea if all businesses, factories, corporate entities, service providers etc located in any province are made to follow a regulated system that absorbs people of other provinces so that a bonding interaction is brought about in the workplace. The idea, if refined, will have the people of all provinces working in a Pakistan they will all learn to love and care for. Workplace comradeship is something that truly cements people. It is essential for Pakistan to bring this about till it becomes something that happens on its own. The people of all the provinces of Pakistan must now be brought out of their segregation and made to interact and work together.

Lastly, it is time to understand that Pakistan can no longer be ruled from Islamabad by an ever-weakening, but imposingly dominant, centre. To continue doing this will be a step in the wrong direction. There is now no alternative to allowing complete, undiluted and effective autonomy to the provinces. The parting words will have to be that if we do not stop the decades-old practice of maligning the constitution and the rule of law we will fall into the big black hole that we are now looking into from the brink. Let us stop the rot while we still can and get on with the serious job of integrating our very fine nation before it gets too late.

Khwaja, was awarded two years’ RI and fined Rs 200,000 and Nadeem Imtiaz,son of the ex-IB chief, was sentenced to three years’ RI under, section 31(a) of the NAB Ordinance, in absentia. The court directed Brig Imtiaz, who served as the director-general, IB, during the Nawaz Sharif government, to pay the fine within one month. He court also ordered forfeiture of all the properties, acquired in his name or in the name of his dependants, in favour of the government. The Islamabad properties, which will be confiscated, include house No 286 F-10/4, unit No 2 and 9, at I-S Plaza, F-10 Markaz; house No 7, Street No 20, F-7/2; and house No 6 on the 9th avenue, F-8/2.

The court granted the benefit of section 382(b) to both the convicts, which means that the conviction will be counted from May 26, 2000, the day on which the former IB chief was arrested. Brig Imtiaz was charged with amassing assets, both movable and immovable, which were disproportionate to his known source of income. The properties were in his own name and in the names of his wife, son ( Nadeem) and his front men, including Adnan and approvers Abdul Ghaffar Chauhan and Shamshad Ali.

The accused had also acquired properties as Benamidars and possessed foreign exchange bearer certificates, worth Rs20 million, which had been encashed by him, according to the case. Later, Brig Imtiaz told reporters that he would challenge his conviction in the high court, and added that, in his view, the punishment awarded by the court was quite stringent. He claimed that his conscience was clear as he had never committed any crime or compromised on principles. “During my 17 years of professional career, I served this country without fear or favour and countered both internal and external threats against the country and never allowed my personal interest or family matters to interfere in my duties,” he observed. He said he had no remorse for the troubles he was in or hardships his family was facing, because he had always considered his job a sacred duty. According to Gen Mitha, it was Gul Hasan who saved Brig Zia-ul-Haq, as he then was, from being sacked. Zia was in Jordan. The year was 1971. Gen Yahya received a signal from Maj Gen Nawazish, the head of the Pakistan military mission in Amman, asking that Zia be court-martialled for disobeying GHQ orders by commanding a Jordanian armour division against the Palestinians in which thousands were slaughtered. That ignominious event is known as Operation Black September. It was Gul Hasan who interceded for Zia and had Yahya let him off. Mitha was treated very badly. His Hilal-i-Jurat was withdrawn in February 1972, something that also appears to have been Gul Hasan’s handiwork.

Both Ms Benazir Bhutto and Nawaz Sharif have complained about the interference of the army. Ms Bhutto’s accusation is worth paying attention to because her party has never found favour with the army. In her first tenure she chose a retired general of her liking to head the ISI but the ISI officers ignored him and in fact isolated him in the organisation. General Qazi says that the ISI boss can fire his officers if they are insubordinate. But officers Brigadier Imtiaz Billa and Major Amir took it upon themselves to side with Nawaz Sharif and topple Ms Bhutto through the rigging of a vote of no confidence in the National Assembly. The officers were caught red-handed. Ms Bhutto was likewise able to prove to the army chief General Aslam Beg that the ISI chief Hameed Gul was involved in a conspiracy to topple her, whereupon the culprit was actually promoted as he was removed from the ISI command. That army officers posted again and again to the ISI tend to misuse it is proved by the likes of Brigadier Imtiaz Billa and Major Amir, as mentioned in Brigadier Tirmazi’s memoirs, Profiles of Intelligence. The other proof of the dereliction of duty of the ISI is that three ISI chiefs were prematurely retired from the army and two others went under a cloud of suspicion. The general’s defence of the ISI falls to the ground when he admits that three ISI chiefs were retired prematurely by the army chiefs because they violated the charter of their duties. If the tenure is three years for each chief then nine years in the life of the ISI should be considered lost. Deputy Director of IB Masud Sharif Khattak was instrumental in laying the trap for ISI officers, Brigadier Imtiaz (by that time Imtiaz had left his powerful position in ISI and was posted in Risalpur) and Major Amir (he was in charge of Islamabad detachment of ISI). Genuine differences of opinion are one thing but when professional and personal jealousies cloud the thinking of the intelligence officers, the working relations can breakdown very quickly paralyzing the whole organization. One outgoing Director of Counter Intelligence Bureau of ISI (Tirmazi) has these words for his successor (Imtiaz), ‘I would personally inclined to agree that General Akhtar, to square-off some of his personal grievances against General Chisti, could have asked my successor, Brigadier Imtiaz to place General under occasional watch. Imtiaz was the kind who was always on the lookout to undertake such dirty jobs’. Immersed in self-righteous attitude, deterioration of professional codes and clouding of perspectives of intelligence officers can occur quite dramatically. One example will show the slippery slope of such intelligence matters. Colonel Shuja Khanzada served in ISI for 12 years. In the last two years of his service, he was posted to a cushy appointment in Pakistan embassy in Washington. He had some differences with the ambassador and was called back to Pakistan in 1994 on orders of then Prime Minister Benazir Bhutto. Politicization of intelligence officers in inevitable when they are tasked with political duties while wearing the uniform. After shedding their uniform, these officers align with various political actors for political and personal reasons. Lt. General Khawaja Muhammad Azhar served in ISI during General Muhammad Ayub Khan’s Martial Law. In this capacity, he personally interrogated many prominent people who were not considered loyal to Ayub. After retirement he joined a religio-political party Jamiat-e-Ulema-e-Pakistan and served as the party’s Secretary General and Vice President. Former DG ISI Hameed Gul, former Additional Director of Political wing of ISI Brigadier Imtiaz Ahmad and head of Islamabad section Major Amir were involved in cobbling the opposition to Pakistan’s Peoples Party. نذیر عباسی کون تھا؟

نذیر عباسی کے لیے بتایا گیا تھا کہ ’حوالات میں اس کی موت دل کا دورہ پڑنے سے ہوئي‘۔ معروف سماجی کارکن عبدالستار ایدھی جس نے نذیر عباسی کی لاش کو غسل دیا تھا کا کہنا تھا کہ ایسا لگتا تھا ‘جیسے کہ اس کے سر کو کسی شیشے سے ٹکرایا گیا ہو۔ ’وہ شخص جو شبخون میں مارا گیا ورنہ اس جیسا بہادرکوئی لشکر میں نہیں تھا‘ نذیر عباسی کے ریاستی قتل پر اس کے دوست شاعر معین قریشی نے کہا تھا۔ نذیر عباسی کا قتل ضیاء الحق کے آمرانہ دور میں پہلا ماورائے عدالت قتل تھا۔

پاکستان میں حزب مخالف خاموش کردینے کی کوشش کی گئي تھی اور ایسے میں یہ بڑی جرائتمندانہ آواز بیگم نصرت بھٹو کی تھی جس نے نذیر عباسی کے ضیا حکومت اور اس کی ایجینسیوں کے ہاتھوں تشدد میں قتل کی مذمت کی تھی جسے مجھے آج بھی یاد ہے بی بی سی نے نشر کیا تھا

کئي سال بعد شجاعت نام کے خفیہ ایجینسی کے اہلکار نے نذیر عباسی کے قتل کی تفتیش کرنے والے ادراے کے اہلکاروں کے سامنے بیان دیا تھا کہ ضمیر کے بوجھنے اسے چین سے رہنے نہیں دیا اور اسنے نذیر عباسی پر تشدد اس وقت کے آئي ایس آئي کے کرنل امتیاز کے حکم پر کیا تھا۔ کئي سال بعد انیس سو چورانوے میں نذیر عباسی کی بیوہ حمیدہ گانگھرو کی درخواست پر بینظیر بھٹو حکومت کے حکم پر سندھ پولیس نے برگیڈئیر امتیاز کے خلاف نذیر عباسی کے تحویل میں تشدد کے ذریعے مبینہ قتل کا مقدمہ درج کر کے ایف آئي آر سیل کردی تھی۔ ’اصل میں آج بینظیر بھٹو حکومت کا پہلا دن ہے‘، انیس سو چورانوے میں انٹیلیجنس بیورو کے اس سابق سربراہ کی گرفتاری کے وقت میرے صحافی دوست جاوید جیدی نے کہا تھا۔ اسکی گرفتاری کے دوسرے دن اسکی خبر کے ساتھ اخبارات میں پاکستان کے صحافیوں کی وہ فہرست بھی حکومت کی طرف سے جاری کی گئي تھی جو برگیڈيئر امتیاز اور اسکی انٹیلیجنس بیورو کے پے رول اور فوائد حاصل کرنے والوں میں شامل تھے۔

وہی برگیڈئیر امتیاز جو بعد میں نواز شریف کی پنجاب میں وزرات اعلیٰ اور پہلی وزرات اعظمیٰ کے دور میں اسکے کان اور آنکھیں تھا۔ وہ اصل میں اس وقت ’جیک دی رپر‘ ٹائپ کردار تھا۔

یہ جو کراچي اور سندھ دیکھ رہے ہو اس میں بشمول ایم کیو ایم کے ٹکڑے کروانے کے ان تمام فتنوں کے پیچھے دماغ اور پے رول برگیڈئیر امتیاز ہی بتائے جاتے ہیں۔ شاید اب بھی کسی بڑے کام کیلیے پھر اس گیدڑ نیم شب کو دن دیہاڑے چیتا بنایا گيا ہے
