Senior Minister of Sindh Dr Zulfiqar Mirza has termed the recent surgical operation in Karachi as a “big drama” and claimed that nothing positive will come out of this exercise. He expressed these views before top government functionaries in Karachi and Islamabad. Mirza claimed that he can bring peace to Karachi in one month without Army and Rangers. He demanded: “I just need two things. Full powers for the Sindh Police and detention of Rehman Malik at his Islamabad residence just for 15 days because whenever I tried to take some steps against target killers in Karachi Rehman Malik sabotaged my efforts by jumping into Karachi”. According to highly-placed government sources in Islamabad Zulfiqar Mirza and Rehman Malik have termed each other “agent of the enemy”. Mirza levelled serious allegations against Rehman Malik in the presence of President Zardari and Prime Minister at least on two occasions last week while Rehman Malik has chose to play it safe and has never spoken against Zulfiqar Mirza openly. He recently shared his views with a very senior leader of MQM and claimed: “I have told you and Altaf bhai many times that Mirza is part of a big conspiracy; he works for somebody else, he does not work for the president”. Rehman Malik is facing a very difficult situation these days. He is not only under fire from Zulfiqar Mirza but is no longer very close to MQM chief Altaf Hussain. He recently informed his MQM friends in Karachi: “you know Mirza always claims that I am working for you, not for PPP, and I am very sad over this whole situation because I have lost my good friend Altaf bhai in this whole process”. It is also learnt that some opponents of Dr Zulfiqar Mirza, including the governor of Sindh, recently suggested to President Asif Ali Zardari to send Mirza as ambassador to France, Singapore or UAE but the president did not agree. He is of the view that his government has already given the local bodies system of 2001 to the MQM despite opposition from within the PPP and it will be a political blunder to take any unpopular action against Dr Zulfiqar Mirza at this stage. Governor Sindh Dr Ishratul Ibad met President Zardari on Thursday night and demanded arrest of all those responsible for the killing of MQM workers in the last few months. The president reportedly told him that he should evolve a strategy to arrest the culprits with the help of Rangers and Rehman Malik. President Zardari wanted a meeting between Zulfiqar Mirza and Dr Ishratul Ibad but Mirza was taken ill on Thursday night and was not available. The president wanted the MQM to rejoin the government before Eid-ul-Fitr but Ishratul Ibad remained non-committal. It is interesting that Zulfiqar Mirza met President Zardari late Thursday night and informed him about his “sickness”. Differences between Dr Mirza and Rehman Malik have created lot of complications not only for the president but also for all those internal and external players who are desperate for a deal between the PPP and MQM. The MQM has further delayed its decision to join the PPP-led government at the Centre and in Sindh. Both PPP and MQM leaders are under intense pressure from their own workers and supporters to say goodbye to the so-called politics of reconciliation. MQM leaders are furious that the PPP workers did not allow the Rangers and police to enter Lyari for a search operation two days ago. One source in the Rangers claimed that some local PPP leaders in Lyari were in contact with Dr Zulfiqar Mirza and on his instructions they staged a demonstration against the search operation. When this scribe spoke to some PPP leaders in Lyari they never confirmed this allegation. This scribe also inquired from Rehman Malik about his differences with Dr Zulfiqar Mirza but he avoided making any comments. Members of the British Parliament moved an Early Day Motion in the House of Commons urging Her Majesty’s Government to press the Government of Pakistan not to repeat any army operation similar to that undertaken on 19th. June 1992 against Muttahida Quami Movement (MQM).
The EDM presented in the House of Commons on 3rd. December 2001 read as follows: “That this House looks forward to the return of Pakistan to full membership of the Commonwealth; recalls the commitment made by the President, General Musharraf of a return of democratic government in Pakistan; and urges Her Majesty’s Government to press the Government of Pakistan not to repeat any army operation similar to that undertaken on 19th. June 1992 which resulted in mass arrest, restriction including killing and movement of over 15,000 Mohajirs and supporters of Muttahida Quami Movement”. This appears in the Notices of Motions: 3rd December 2001 and the number of the item is 505.

Muttahida Quami Movement, having received the information of the launching of an “Army Operation”, more brutal then the one launched on 19th. June 1992 informed the Members of the British Parliament to take pro-active measures to stop the blood shed of innocent Mohajirs (Urdu-speaking Sindhis) in general and the leaders, office bearers, workers supporters and their relatives in particular. The “Army Operation” that was launched on 19th. June 1992 and continuing unabated in one form or the other resulted in the extra-judicial, summary and arbitrary executions of over 15,000 Mohajirs including the leaders, office bearers, workers, supporters and their relatives and Mr Nasir Hussain (66) and Mr Arif Hussain (28), brother and nephew of Mr Altaf Hussain, founder and leader of the MQM. During the Operation arbitrary arrests, torture in custody and custodial deaths were daily occurrences. “Disappearances” of Mohajirs in general and MQM workers and supporters was a daily routine. Siege and Search operations by the Army, Para-Military Rangers, Police, Frontier Constabulary and Intelligence Agencies were order of the day. Widespread rapes and gang rapes and extortion by the personnel of the Army, Para-Military Rangers, Police and other law enforcement agencies was committed and practiced. The “Army and State Operations” rendered millions of Mohajirs destitute and thousands of Mohajirs forcibly evicted and displaced from the “No-Go Areas” of Landhi, Lines Area, Malir, Korangi, Shah Faisal Colony and part of Liaquatabad in Karachi. Thousands of Mohajirs and MQM leaders, office bearers and workers were arbitrarily arrested and jailed without charges, concocted charges and without due process of law including the MQM parliamentarians, some of them are in arbitrary detention, even today. Thousands of Mohajirs and MQM leaders, office bearers and workers were and are forced to live in hiding or in exile for the fear of their life and liberty. Thousands have been maimed for life during torture in custody of the state.
MQM has always pressed on the demand to establish a genuine “Democratic Middle Class Order” and the end of the prevalent corrupt and kleptomaniac feudal-cum-military rule and manipulated “Democracy” in Pakistan. This rule and the system have repeatedly failed the people and the country during the testing hours of the nation. The creation and patronisation of Taliban, proliferation of terrorism in the name of Jihad, state terrorism inflicted on its ethno-linguistic and cultural nations of the smaller provinces particularly in Sindh and Balochistan provinces and the defeat of its foreign and military policy in Afghanistan are the glaring examples of the failings of the policymakers and the rulers of Pakistan.
The Members of the British Parliament who were already well informed about the brutalities and atrocities subjected to the Mohajirs and the MQM leaders and workers during the State terrorism committed since 19th. June 1992 were petrified having learnt the news of the fresh “Army Operation” against the MQM. The Members of the Co-ordination Committee expressed their gratitude to the Members of the British Parliament over their concerns and efforts to stop Mohajirs and MQM being subjected to the state terrorism, once again.

LAHORE, May 14: Tehreek-i-Insaaf Chairman Imran Khan has accused President Pervez Musharraf and MQM leader Altaf Husain of bloodshed in Karachi and called upon the opposition to unite on one-point agenda of getting rid of Musharraf and dictatorship. Addressing a press conference after presiding over a meeting of the Tehreek central executive committee here on Monday evening, he said the disturbance in Karachi was not unexpected because the issue had been raised in the National Assembly session only a day earlier, but the government did nothing to prevent the bloodshed. “Instead of taking steps for maintaining law and order in Karachi, it got the MQM rally arranged intentionally to sabotage the reception of Chief Justice Iftikhar Muhammad Chaudhry which was expected to be much better than Lahore.” He said President Musharraf was not tired of talking about enlightened moderation on the one hand and had joined hands with “top terrorist” MQM leader Altaf Hussain on the other for remaining in power. “The hardened criminals of MQM set at liberty by the government continued firing bullets at the people but the police and the Rangers did not fire even a single teargas shell at them. Ten PTI men were among those who sustained bullet injuries and were under treatment in hospitals.” The PTI, he said, was consulting lawyers to lodge an FIR against Gen Pervez Musharraf and Altaf Husain for the Karachi killings. He said the PTI would also file a case against British Prime Minister Tony Blair in the UK for harbouring MQM leader Altaf Husain who “headed a fascist organisation and was living like a king there through the money sent to him from Pakistan. ISLAMABAD: After years of political animosity, Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) and Altaf Hussain’s Muttahida Qaumi Movement (MQM) appear to be coming closer as the two leaders held their first telephonic conversation and exchanged good will with each other. In a rare move, Imran Khan called Altaf Hussain on Saturday and appreciated the ‘bold’ stance taken by the latter on national issues, separate but identical statements issued by media offices of both the parties said. The two leaders agreed to bury their past differences and vowed to work together for the betterment of the country, the statements added. PTI and MQM have been considered staunch rivals in the past, at times holding public rallies and resorting to personal attacks against each other’s leadership. Recently, however, the two parties have come closer, mainly due to back-channel efforts by some common friends and political leaders in Pakistan, observers say. The second-tier leadership of the two parties prepared the ground that culminated in direct interaction between their leaders. During their conversation, both sides discussed common agenda points and vowed to work together to achieve their goals. The MQM Quaid Mr. Altaf Hussein had repeatedly desired to talk with the PTI Chairman Mr. Imran Khan in the recent past. The MQM Leader’s desire for a telephone conversation with the PTI Chairman was communicated to the PTI Sindh Leadership. The PTI requested clarity on the following issues before such a contact could be established:
1. The MQM’s stance on the Raymond Davis issue;
2. The MQM’s stance on the release of Dr. Aafia Siddiqui,
3. The MQM’s stance on the drone attacks; and
4. The overall issue of the present state of Pakistan’s sovereignity.
The telephone contact was established only after MQM Quaid’s speech on March 18, 2011 during which he spelled out the MQM’s stance on the above mentioned issues of national concern which was in broad consonance with the longstanding PTI stance on these issues. The conversation between the two leaders lasted little over 10 minutes during which Mr. Altaf Hussein praised the PTI Chairman’s bold and without fear political struggle. He said there is need to put behind the bitter past at a time when the nation faces critical challenges which demand national unity. Mr. Imran Khan commended the latest stance taken by the MQM Leader in his speech of March 18, 2011. He said there is need to speak with one voice to stop the killing of innocent Pakistanis through drone attacks and stressed the need for collective efforts to restore Pakistan’s lost sovereignity.
The two leaders agreed on the following:
1. The drone attacks must cease immediately and the affected families in FATA should be compensated by the Government of Pakistan;
2. Dr. Aafia Siddiqui must be released immediately; and
3. Condemnation of the complicity of the PPP led federal government and the PML(N) led provincial government in Punjab for the facilitation in the release of Raymond Davis.

1. (S) Summary: The police in Karachi are only one of several armed groups in the city, and they are probably not the most numerous or best equipped. Many neighborhoods are considered by the police to be no-go zones in which even the intelligence services have a difficult time operating. Very few of the groups are traditional criminal gangs. Most are associated with a political party, a social movement, or terrorist activity, and their presence in the volatile ethnic mix of the world,s fourth largest city creates enormous political and governance challenges.
MQM (Muttahida Quami Movement)——————————2. (S) The MQM is an ethnic political party of the Urdu speaking community (known as “Mohajirs,” which is Arabic for immigrants) that migrated from India at the time of partition; Mohajirs make up around fifty percent of the total population in Karachi. MQM is middle-class, avowedly secular, and anti-extremist (the only party to publicly protest the recent Swat Nizam-e-Adl regulations). It has a long history of clashes with the Pakistan People,s Party (PPP), which controls the Sindh province in which Karachi is located, and with the Awami National Party (ANP), which represents MQM,s rival ethnic Pashtuns.
3. (S) MQM’s armed members, known as “Good Friends,” are the largest non-governmental armed element in the city. The police estimate MQM has ten thousand active armed members and as many as twenty-five thousand armed fighters in reserve. This is compared to the city’s thirty-three thousand police officers. The party operates through its 100 Sector Commanders, who take their orders directly from the party leader, Altaf Hussain, who lives in exile in the United Kingdom. The Sector Commanders plan and monitor the activities of the armed elements. MQM’s detractors claim these armed men are involved in extortion, assassination of political rivals, shootings at campaign rallies, and the murder of people from other ethnic communities.

LONDON, July 19: The Karachi situation was discussed "threadbare" at a meeting in London on Tuesday night between the leader of the Mohajir Qaumi Movement, Altaf Hussain, and his team and Gen Hameed Gul, former chief of the 1st. The five-point formula which Gen Gul had discussed with Prime Minister Benazir Bhutto, before coming to London for his meeting with Mr Hussain, had already been conveyed to the MQM leadership and considered by them. Mr Hussain is said to have assured the general, who said he had taken the initiative to break the present stalemate on his own, that the MQM had gone into the talks with the government with the attitude that it would lilce these to reach a positive conclusion. Mr Hussain, also complained among other things, about the propaganda campaign being carried out by the government and the official media suspecting disloyalty o Pakistan. It was suggested to him by Gen Gul that a "strong statement' from Mr Hussain in support of the Kashmir cause would go a long way in removing the wrong impression. Gen Gul told Dawn that Mr Hussain seemed to be of the opinion that he would go to "the last limit" to see the talks between Government and the MQM succeed. The MQM team feels that the 21-point charter of demands put forward by the government is nothing more than "a charge sheet". The MQM did not, during the three-hour long parleys, once raise the demand for a separate province for the Mohajirs. The formula brought by Gen Gul, which has been described by an observer, as "balanced", sets the rules of etiquette. The formula suggested holding of a dialogue to contain the rapidly deteriorating situation in Karachi which has "all the potential to degenerate into a wider and more menacing ethnic conflict". His suggestions included the initiation of dialogue in accordance with the laid down principles, between the concerned parties through mediators. The second proposal is for an end to agitation/resistance and the cleanup operation. Thirdly, the setting up of a neutral and authoritative administration for Karachi for interim period. Among the confidence-building measures suggested is cutting off the media campaign and hostile statements. It also calls for official efforts to recover the missing Ms Rais Fatima and government's word of syrnpathy and monetary relief for Ms Farzana Sultan. Relief for detained MQM senators is also suggested. Gen Gul's formula urged de escalation rather than escalation of demands as well as repression. It asked the parties to vow to help each other in exposing miscreants and violators after the settlement. The post-settlement actions suggested include general amnesty for emotionally charged crimes, trials for foreign agents and professional criminals and the establishment of a peace corps comprising well behaved youth to reduce overbearing presence of the police. The reaction from the MQM side to the talks is still awaited.
