Greater Sindh, Greater Punjab, Smaller Pakistan --> Blood Borders.


(2006) International borders are never completely just. But the degree of injustice they inflict upon those whom frontiers force together or separate makes an enormous difference — often the difference between freedom and oppression, tolerance and atrocity, the rule of law and terrorism, or even peace and war. The most arbitrary and distorted borders in the world are in Africa and the Middle East. Drawn by self-interested Europeans (who have had sufficient trouble defining their own frontiers), Africa’s borders continue to provoke the deaths of millions of local inhabitants. But the unjust borders in the Middle East — to borrow from Churchill — generate more trouble than can be consumed locally. While the Middle East has far more problems than dysfunctional borders alone — from cultural stagnation through scandalous inequality to deadly religious extremism — the greatest taboo in striving to understand the region’s comprehensive failure isn’t Islam but the awful-but-sacrosanct international boundaries worshipped by our own diplomats. Of course, no adjustment of borders, however draconian, could make every minority in the Middle East happy. In some instances, ethnic and religious groups live intermingled and have intermarried. Elsewhere, reunions based on blood or belief might not prove quite as joyous as their current proponents expect. The boundaries projected in the maps accompanying this article redress the wrongs suffered by the most significant “cheated” population groups, such as the Kurds, Baluch and Arab Shia, but still fail to account adequately for Middle Eastern Christians, Bahais, Ismailis, Naqshbandis and many another numerically lesser minorities. And one haunting wrong can never be redressed with a reward of territory: the genocide perpetrated against the Armenians by the dying Ottoman Empire. For its part, the unnatural state of Saudi Arabia would suffer as great a dismantling as Pakistan. What Afghanistan would lose to Persia in the west, it would gain in the east, as Pakistan’s Northwest Frontier tribes would be reunited with their Afghan brethren (the point of this exercise is not to draw maps as we would like them but as local populations would prefer them). Pakistan, another unnatural state, would also lose its Baluch territory to Free Baluchistan. (2014) KARACHI: In a no holds barred attack on his party’s former coalition partners, Muttahida Qaumi Movement (MQM) chief Altaf Hussain on Friday evening said if their demands are unacceptable to the ruling Pakistan People’s Party (PPP) then Urdu speaking Sindhis should be given a separate province. Speaking to the party workers in Hyderabad in the wake of upcoming local government polls, he demanded equal rights for Urdu and Sindhi speaking population of Sindh. He also threatened that the demand of a separate province can quickly turn into a demand of a separate country for Urdu speakers of Sindh. Severally criticizing the provincial government regarding new delimitations before the LG elections, the MQM chief alleged that the PPP wants to keep away from the polls. “Torch bearers of democracy had never been able to hold local government elections,” Hussain said sarcastically in an obvious reference to the PPP. Awarding a legal victory to the MQM, the Sindh High Court (SHC) on Dec 30 ruled all amendments made to the Local Government Ordinance unconstitutional, paving way for the polls to be conducted under previous delimitations. (2007) KARACHI, Dec 1: Religious scholar and Jamia Binoria administrator Mufti Mohammad Naeem has announced support for the Muttahida Qaumi Movement in the general elections, scheduled for Jan 8, 2008. He was talking to newsmen accompanied by City Nazim Mustafa Kamal who paid a visit to Jamia Binoria in Site Town on Saturday. Mufti Naeem said the decision to support MQM candidates in the elections was taken keeping in view the fact that this party was working for the welfare of the common man. (6 December 2004): KARACHI, Dec 5: Addressing a huge public meeting at the Nishtar Park here on Sunday, Muttahida Qaumi Movement's founder Altaf Hussain called for convening an all-party conference for evolving a national consensus on Kashmir and other vital issues confronting the country. He also stressed the need for a code of conduct for political parties and said criticism should not degenerate into calling an opponent "a traitor or a kafir". He offered an olive branch to rival political parties and declared he would not respond to the criticism because it was now essential to put heads together and work out a strategy for national survival. Mr Hussain claimed that he was making a last attempt to save Pakistan, as activists chanted slogans of "jiyae Altaf". Mr Hussain advised Sindh Chief Minister Dr Arbab Rahim to undertake a visit to Rajhastan and develop relations with people across the border. Why can't this be done by a functionary of the Sindh government when Punjab chief minister was undertaking a similar visit to the Indian Punjab and was mixing with the people there and even offering prayers in Sikh temples, he said. Nobody, he added, questioned the patriotism of the Punjab chief minister. He deemanded that the Khokhrapar-Monabao route be opened as soon as possible. Otherwise, he said, the people of Sindh themselves would do it. Mr Hussain stressed that "no greater Punjab plan would be acceptable and demanded that people of smaller provinces should be recognized and respected. He talked about the changed geo-strategic environment since 9/11 and said that India's importance had increased in recent months while the importance of Pakistan, which was frontline state in the international war on terrorism, had diminished lately. It was, therefore, necessary for all political forces to put their heads together. Stressing that his party stood for peace and amity, he reiterated his stand on the two-nation theory and said that he did not violate this concept. It was demolished on the day the borders of Pakistan were closed for the Indian Muslims in 1953. The two- nation theory was negated again when Bangladesh emerged in 1972. He warned that the country would suffer if political and religious forces did not change their attitude and did not give up the politics of accusation and counter-accusations. He offered that as a first the Muttahida would not reply to accusations and directed workers of his party not to respond to accusations at any stage because the party believed in love and peace and wanted to follow the policy of 'live and let live.' He reiterated his proposal for a code of conduct for all political and religious parties in the interest of forming a culture of democracy and tolerance in the country. The theme of the public meeting was "Peace and stability leads to progress and prosperity". Rejecting the criticism from certain elements of his recent India visit and his proposal about the Line of Control (LoC). Mr Hussain said that he would welcome and withdraw his proposal if anybody came up with a better proposal. Earlier the deputy convener of the party Dr Farooq Sattar said that the Muttahida public meeting was a referendum and proved that the people of the city were against religious fundamentalism and wanted a secular and tolerant culture in the province. He said the meeting was also a reply to the MMA public meeting held at same venue last week in which only a few thousand people turnout. He claimed that the participation would be doubled when all coalition parties of the Sindh government would hold a public meeting. Chief Minister Dr Arbab Ghulam Rahim said that the Muttahida rally proved that the people rejected the MMA. He said he was chief minister because of the support of Altaf Hussain who had always fought for the rights of Sindh while those who used a Sindh card never defended the rights of the province. The Secretary General of the PML Sindh, Imtiaz Shaikh, congratulated Altaf Hussain for holding such a big public meeting. (2011) Altaf Hussain AND MQM ask Taliban to join hands -- KARACHI: In what appears to be a major policy shift, Muttahida Qaumi Movement chief Altaf Hussain has invited the Taliban to join hands with their fellow countrymen, instead of disassociating themselves from Pakistan. “I ask the Taliban leaders that this country came into being as a result of great sacrifices. Come and join Pakistanis…do not disassociate yourselves from Pakistan,” he said in a telephonic address at the 27th foundation day of the MQM on Friday. The day was celebrated across Pakistan and Mr Hussain’s address was simultaneously relayed to 34 places in the country. Carrying MQM’s tri-coloured flags and portraits of Mr Hussain, a large number of people attended the main rally at Karachi’s Jinnah Ground. Condemning the United States for drone attacks in tribal areas, Mr Hussain said that the US was violating Pakistan’s sovereignty and killing innocent people, adding that drone attacks were being carried out in clear violation of the UN charter. Imminent threat: Altaf says ISIS is more dangerous than Taliban Published: November 1, 2014: KARACHI: MQM leader Altaf Hussain disclosed on Friday that Islamic State of Iraq and Sham (ISIS), which is also known as Daish or by shorter acronym IS, has started taking roots in Pakistan which can entail far worse situation here than Rwanda and other African countries. “Army alone cannot control the situation. We all Pakistanis have to play our part, otherwise the situation will spiral out of control and Pakistan may witness civil war and genocide,” he said while addressing the media by telephone at a press conference at the party headquarters Nine Zero. The MQM leader warned the Pakistan government, political parties, youth and civil society members to be alert against the extremist organisation, calling it more dangerous than Taliban and al Qaeda. “You can find flags of this organisation right from Sadiqabad (southern) Punjab to Islamabad. It originally came to being on October 15, 2006 in Iraq, but now many militant groups and some Taliban and al Qaeda leaders have joined it,” he said, appealing to the authorities concerned to convene all parties conference (APC) on this issue. “Around 10 years ago, no one believed me when I made a hue and cry against hatcheries of Taliban and extremist groups in Karachi. The then government and leaders of political parties turned a deaf ear to me, but it later proved (to be correct) when these militants started their activities in the city,” he said. Briefing about the organisation, he said that Abu Musab al-Zarqawi initially led the organisation in Iraq and militant organisations from other areas including South Western Iran, Iraq, Syria, Turkey and Afghanistan joined it. Later, when Zarqawi was killed, its shura council appointed Abu Omar al-Baghdadi as its head under the name of Abu Abdullah al-Rasheed al-Baghdadi. In 2010, the consultative or Shura council of the militant organisation announced the death of Abu Omar and appointed Abu Bakar al-Baghdadi as its new head, who has integrated different militant groups and wants to start their activities in Pakistan. “Army and its intelligence agencies should also mobilise the network and we are ready to help them,” he said, offering the army his party’s help in the mission. Altaf, while recalling the existence of Taliban in this region said that America created Taliban after the cold war. “Not only America, but Saudi Arabia and Pakistan also supported Taliban against the Soviet Union,” he said, adding that after the disintegration of the Soviet Union, the US pulled out of Afghanistan by ignoring the militants they had created. “Since there was no one to financially support them, these Taliban started looting and plundering the people by committing bank robberies, kidnapping for ransom, extortion and occupation of lands in order to generate funds,” he said, adding that thousands of innocent people and personnel of police and army were killed and important installation were attacked by these extremists. “They want to impose their self-styled sharia at gunpoint.” MQM leader stressed the need to impart awareness among the people against the ISIS. (6 December 2006)  'Punjab-to-Punjab' contact slammed: Altaf Hussain demands Sindh be allowed access to India  KARACHI: Muttahida Qaumi Movement's self-exiled leader Altaf Hussain on Sunday spoke extensively on the increasing contact between the Punjabs of Pakistan and India and demanded that the government in Pakistan not only allow Lahore to befriend Chandigarh, but also permit Sindh to get nearer to its Indian borders. "The chief minister of Pakistani Punjab has recently visited Amritsar and says the people of Punjab do not accept the Berlin Wall between them. His words have not damaged our much-trumpeted two-nation theory but it would have had Altaf Hussain visited any prominent temple during his recent Indian visit," said Mr Hussain during his address to the public meeting his party organised mainly in support of the president's uniform, at Nishtar Park. People attended the public meeting in huge numbers, overflowing the bounds of Nishtar Park. The meeting place was decorated with illuminations, banners, placards and pamphlets inscribed with pro-Altaf and pro-democracy slogans. The activists were holding party flags in a large numbers and they were chanting 'Jeay Altaf' and 'Jeay Sindh' slogans. The police and party volunteers had blocked main MA Jinnah Road to route the vehicles carrying party activists, media and dignitaries attending the meeting. The traffic police had devised alternative routes for routine traffic and there were traffic jams in various parts of the city despite that it was a weekly holiday. The organisers were repeatedly announcing that a large number of the vehicles carrying their activists from different parts of the city and elsewhere from Sindh were stuck in traffic and could not reach the meeting place. They said those who could not make it were asked to stay where they were and the organisers had managed to install loudspeakers there to for them to hear Altaf's speech from London. When the organisers announced Altaf's speech was about to be broadcast, the entire park was showered with flowers by party activists present on ground and those standing on a fire engine's ladder. Thousands of balloons were released into the air and party's theme song "Saathi" was played. Mr Hussain said the two-nation theory was an ambiguous slogan, which was used by rulers whenever they deemed fit, for political gain. "The Punjab chief minister visited the Golden Temple where he was presented a sword but it did not hurt our two-nation theory, but the same theory would have been in danger had I visited some places which do not belong to Muslims, during my visit to India," he said. He said the people from East Punjab and West Punjab visited each other frequently and he made it clear that he had no objection to that, but insisted that the people of Sindh also be allowed to visit India freely. Chairman of Pakistan Ulema Council Allama Tahir Ashrafi has said that certain powers want to create a law and order situation in Karachi and erode the mandate of the MQM one way or another. “I say to these forces to adopt the path of dialogues as the country needs love and not hatred.”He said this while talking to the journalists at MQM Head Office Nine Zero after meeting with the Co-ordination Committee. Hailing the statement of Mr Altaf Hussain, the founder and leader of the MQM, regarding the establishing of the system of the Pious Caliphs in Pakistan, Allama Ashrafi said that the MQM and the Ulema Council would make concerted effort for the just and equitable system in the country. Referring to the discussion of Mr Hussain with Dr Tahirul Qadri on this subject, Allama Ashrafi said, “We would go with Altaf Hussain with whomsoever he would go for attaining this objective.” Allama Ashrafi said that he had to come to Nine Zero to repay a debt. “Altaf Hussain had asked me to come to London or Nine Zero after an incident had befallen me. He had expressed his love and I had assured him that I would come as soon as I regained my health.” Allama Ashrafi said that whenever madrasas and religious scholars were targeted during the last one month, it was only Mr Hussain who expressed his well-wishes for our injured. He said, “The MQM is a reality and those who seek to avoid reality are bereft of knowledge and wisdom. Those spewing hatred will have to face defeat and the feelings of love would grow.” “Altaf Hussain has talked about the establishing of the system of Pious Caliphs in the country only after sending poor people to the assemblies. I ask him to start the struggle for this cause and we would support as his soldiers. Every madrasa or religious organization that does not have any political ambition wants the just system of the Pious Caliphs in the country. This is the only system that can give justice to the poor.” Allama Ashrafi said, “Allah has bestowed religious knowledge to Altaf Hussain besides giving him political sagacity. We will work together for establishing a just and equitable system in Pakistan.” Speaking about the law and order situation in Karachi, Allama Ashrafi said, “Peace cannot be established in Karachi by ignoring the MQM and the followers of the Sunni and the Shia schools thought. Those who think that peace can be restored in Karachi by keeping out these forces are only playing with the sentiments of the people.” He warned that these were the same people who wanted to weaken the MQM and destroy Karachi. He asserted that if any harm came to Karachi then the existence of Pakistan would also be threatened. He said that the poor people would have to be empowered in Pakistan by ending the rule of the privileged class. The feudal system must be wrapped up and justice should be done to the poor. “Together we will create a Pakistan of the poor people.” Earlier when Allama Tahir Ashrafi arrived at Nine Zero, he was warmly welcomed by the Co-ordination Committee and a large number of the MQM workers. Deputy Conveners Mr Anis Ahmed Qaimkhani and Senator Mrs Nasrin Jalil were present in the meeting held in the Nine Zero. ISIS threat looming large in Pakistan: Altaf KARACHI: Muttahida Qaumi Movement (MQM) chief Altaf Hussain on Friday said that the Iraqi militant group Islamic State of Iraq and Syria (ISIS) has entered Pakistan, adding that it is more dangerous than the Taliban and al Qaeda. The MQM chief said that a number of Taliban were seeking memberships in the ISIS. In his address in Karachi via telephone from London, Altaf Hussain said that he was the first one to alert Pakistan about the Taliban’s entrance in Karachi and that he was alerting the nation again regarding a threat that was bigger than the Taliban and al Qaeda. He said that he was going to make a revelation regarding a threat that “the majority of Pakistanis don’t know about”. The MQM chief said that the threat of ISIS was increasing in Pakistan with each passing day. He said that several of the Taliban members along with six commanders had joined the ISIS, whereas a large number of people continue to join them. He said that several ISIS flags were visible from southern Punjab to Islamabad. Altaf said that a new and grave threat in the shape of the ISIS had entered Pakistan. The MQM chief said that the army alone could not protect the nation, and that everyone had to play a role in this regard. Earlier this month, national and international media reported that six senior members of the TTP, including prominent regional leaders, had vowed allegiance to the Islamic State and its head, Abu Bakr al-Baghdadi. Shahidullah Shahid had openly pledged allegiance to “the Caliph of Muslims... Abu Bakr al-Baghdadi” and said that he would listen to and obey his every order whether he liked the order or not. Baghdadi had proclaimed himself caliph of the entire Muslim world in June and demanded allegiance from all Muslims. The claim put him in direct opposition to Mullah Omar, who once provided a haven for Osama bin Laden and al Qaeda while the Taliban ruled Afghanistan. Earlier, Mullah Fazlullah had also expressed support for all groups fighting in Syria and Iraq, but said he continued to pledge allegiance to the leader of the Afghan Taliban. May 12, 2013 - Updated 01 Altaf greets ‘Punjabi representative party’ on its big win: LONDON: Congratulating Pakistan Muslim League-N on its big win, Muttahida Qaumi Movement (MQM) Chief Altaf Hussain called the Nawaz Shairf-led party which has so far bagged maximum number of seats in the center as ‘Punjabis representative party’. “Muslilm League-N has emerged victorious in elections 2013 and Nawaz Sharif as a representative of leader of the Punjabis,” Altaf Hussain said in his derogatory statement following PML-N’s winning big in the Punjab in today’s general elections. He did not stop there, saying Nawaz Sharif appears to have stood by his philosophy and slogan he chanted twenty years back ‘Jaag Punjabi Jaag, Teri Pag Noon Lag Gaya Dagh’. “Today he got the fruit of this slogan,” he added. Iron Kick of BBC.


Pakistan Federal Union of journalists (PFUJ) expresses deep concern over the decision of the BBC Urdu Service management to layoff forcibly majority of its reporters in Pakistan. “The decision is autocratic, arbitrary, unfair, without any justification and based on prejudice” Last week, the BBC managers and HR officer suddenly made an announcement of retrenching of 10 reporters out of 14 across Pakistan claiming the move will help to save them 180,000 pounds during the next year. The management’s argument lacks rationale because the service has horde of managers that claims a major share of the salary budget and they remain unaffected by the recent announcement. PFUJ President Pervaiz Shaukat and Secretary General Amin Yousuf said that the BBC Urdu Service itself had announced that 11 percent of the total budget saved in previous restructuring would be taken forward until 2014, which clearly means that the latest restructuring is unjustified.


 “The decision means depriving reporters from livelihood whose years of hard work has played a significant role in making BBC one of the most credible news sources in Pakistan. They said that “The BBC reporters in Pakistan have been working under constant stress for several years due to an unusual increase in their workload and have at times risked their lives while performing their duties, or received threats for the kind of stories they were doing,” “Instead of recognizing their hard work, they are being constantly bullied, harassed, terrified, abused, mistreated and at times threatened with job sacking by the top management. “Bullying, harassment and discrimination is reported to be widespread in BBC Urdu Service. This is clear negation of BBC’s its own policy about respect at work place” PFUJ urge the BBC’s top management to immediately intervene and stop the BBC Urdu Service management from taking such arbitrary action“. We assure reporters of BBC Pakistan of our all-out support. PFUJ also demand that BBC’s management should probe circumstances under which they were sacked. We Pakistanis are strange nation who perpetually suffer from memory loss and if that is not enough we praise General Pervez Musharraf, General Jamshed Gulzar Kiani, Chief Justice Ifitkhar Muhammad Chaudhry and last but not the least Dr A Q Khan in the same breath while compeltely forgetting that all these are quite an oxymoron to each other - Lets Refresh some memory - Kargil happened (May 1999) within three months of former Indian prime minister Atal Bihari Vajpayee’s Lahore yatra, followed by the signing of the Lahore Declaration (February 1999) promising to put the bitterness of Partition behind and establish good neighbourly relations. Hijacking occurred (December 1999) as a kind of notice served on India by the newly-appointed Chief of Army Staff (COAS), General Pervez Musharraf. Another notice was served through a daring attack on the Indian Parliament (December 2001) to impress upon the Indians that despite Afghanistan, Rawalpindi was still India-centric. It was General (retd) Musharraf who had shown this insane jihad brigade in Pakistan how to play the spoiler whenever they saw the normalisation process entering a decisive phase. September 26, 2006: WASHINGTON: President Pervez Musharraf launched his memoirs here on Monday revealing that before Kargil, India was about to attack Pakistan, Dr AQ Khan may have leaked Pakistan’s nuclear secrets to India - More disclosures include the two secret letters written by ailing nuclear scientist Dr A.Q. Khan, one to the Iranians and the other to his daughter in London asking her to reveal all Pakistani nuclear secrets through British journalists. To Iranians Dr Khan asked them not to reveal his name to the International Atomic Energy Agency and after this issue died down he would provide them with more technology. But the most astounding statement about nuclear proliferation comes when Musharraf reveals that Dr AQ Khan’s Dubai base may have provided Pakistan’s centrifugal designs to the Indians. “There is little doubt that AQ Khan was the central figure in proliferation network but he was assisted over the years by a number of money seeking freelancers from other countries, mainly in Europe. These people, according to AQ Khan included nationals of Switzerland, Holland, Britain and Sri Lanka,” he writes. “Ironically the network based in Dubai also employed several Indians some of whom have since vanished. There is a strong probability that the Indian Uranium enrichment programme may also have its roots in the Dubai-based network and could be a copy of the Pakistani centrifuge design,” he says. About Dr AQ Khan’s letters he said: “The letter to Iran was being carried by a business partner of AQ Khan in which Khan advised some of his friends in Iran not to mention his name under any circumstances to the IAEA. He also advised them to name dead people during investigations, just as he was naming dead people. He also promised Iran more help after this event passed. 2008 AS the army chief and the country`s self-styled chief executive, General Pervez Musharraf may have lacked legitimacy, but he rarely lacked charm and aplomb when appearing before the media. Over the years, particularly as the military ruler, he was seen as handling the toughest of questions with great panache, and on many occasions, with a smile. It was perhaps because of this that here and more so abroad the media often seemed to forget that he was a military ruler. But of late his personality seems to have undergone a transformation. He has taken to snapping at journalists at news conferences and is irritable and ready to explode at the slightest perceived provocation. But, as if this were not enough, the way he asked a gathering of his supporters to teach a lesson (do, teen tika do) to this newspaper`s London correspondent because he had asked him a tough question was a bit too much. The president, it appears, has journeyed from the sublime to the ridiculous. One runs into a dead-end in explaining how one question can trigger such anger, and can only speculate about the reasons. The first and foremost appears to be the widening gulf between how the president assesses his performance in office and how others see it, particularly in terms of his handling of militancy in the country. Although his advisers may tell him he may have weathered the storm over the judiciary, he may be unsure what the next parliament`s view on the issue will be. A greater issue could be how pressure is increasing on him to hold free and fair elections, even from allies who have stood solidly behind him through thick and thin over the past several years. For one who described his uniform as his second skin, retiring as the all-powerful army chief may have left him feeling vulnerable. But, regardless of the cause, one would advise the president to keep his cool, his composure. For such outbursts do not inspire confidence in his ability to steer the country out of the troubled waters it finds itself in today. January 26th, 2008 Whatever you might think of President Pervez Musharraf, you have to admit he's a good performer. Whenever I have seen him deliver a speech or stage a press conference, I have been struck by his self confidence and easy, jocular manner. But very occasionally, the mask slips. I have just come from the Royal United Services Institute on Whitehall, where Musharraf was speaking earlier this afternoon. For almost the entire occasion, he was his usual charming self. Then a Pakistani journalist, Mohammed Ziauddin, asked a perfectly reasonable question about how a prominent suspected terrorist, Rashid Rauf, had somehow escaped the custody of Musharraf's security forces. As soon as Ziauddin, the Islamabad editor of Dawn, a Pakistani daily, rose to ask his question, Musharraf visibly bristled. Instantly, his demeanour changed from being relaxed and confident to tense and hostile. Musharraf promptly accused Ziauddin of "casting aspersions" and "undermining our forces and your own country". In a brief but furious tirade, he questioned Ziauddin's patriotism and professionalism. This disgraceful response to an entirely reasonable query spoke volumes about Musharraf. He will question the patriotism of any Pakistani critic betraying his essential intolerance of dissent. I wonder whether Musharraf would have responded with such rage had a British journalist asked precisely the same question? I suspect he would have answered firmly but politely. Musharraf treats his fellow Pakistanis with contempt while oozing charm for the benefit of foreigners. 2008: ISLAMABAD, Jan 28 Journalists of Rawalpindi and Islamabad took out a procession on Monday to protest President Pervez Musharraf`s remarks against a senior journalist at a function in London. The protesting journalists also held a march on the main road linking the Aabpara Chowk with Melody Market and raised slogans against the president for threatening senior journalist Mohammad Ziauddin. They urged the president to apologise to the journalist community. The call for the protest rally was given by the Rawalpindi-Islamabad Union of Journalists (RIUJ). Addressing the participants, RIUJ office-bearers and representatives of media organisations termed the president`s remarks an `insult` to the entire journalist community. They said that family members of Mr Ziauddin faced a serious threat after the remarks made by President Musharraf, adding that the government would be responsible for any harm caused to Mr Ziauddin or a member of his family. They also asked the British government to take necessary legal action under the British law because President Musharraf had threatened the journalist on its soil. The Pakistan Federal Union of Journalists (PFUJ) in a statement also demanded an apology from the president. “It is most unfortunate that a head of state has incited people to violence, and that too in a foreign country, against journalists,” the statement said. It said the PFUJ had been advocating tolerance in the society while the president was preaching intolerance and asking people to resort to violence. “Pakistani journalists do not need a certificate of patriotism from dictators or authoritarian rulers who have no respect for the constitution, judiciary and media,” it said. The Punjab Union of Journalists issued a statement on Monday criticising the remarks made by the president against Mr Ziauddin. Malik, however, said despite emergent odds like Dr Qadri’s long march the prospect for democracy was bright in the country. “By and large the democratic forces are in favor of continuing with democracy in the country that means the perceived anti-election designs of Dr Qadri are not going to succeed,” said the editor. 2009: MQM benefited the most from NRO ISLAMABAD, Nov 18 The government did not present in the National Assembly a list of beneficiaries of the National Reconciliation Ordinance (NRO) despite a promise made by the prime minister to that effect. The list has names of about 5,800 people who were facing financial irregularities and criminal cases. The list obtained by Dawn shows that 3,775 cases (mostly criminal) were against leaders and workers of the Muttahida Qaumi Movement (MQM). Leaders of the Pakistan People`s Party, Pakistan Muslim League-N, Jamiat Ulema-i-Islam (Fazl) and Awami National Party are also among the beneficiaries. Prominent leaders and bureaucrats who enjoyed immunity under the NRO include President Asif Ali Zardari, Interior Minister Rehman Malik, Nusrat Bhutto, former minister Yousuf Talpur, PPP secretary general Jehangir Badr, Pakistan`s Ambassador to the US Hussain Haqqani, secretary general to the president Salman Farooqi, former chairman of Pakistan Steel Mills Usman Farooqi, Sindh Governor Ishratul Ibad, former interior minister Aftab Sherpao, former minister Anwar Saifullah, former MNA of N-League Haji Kabir, Agha Siraj Durrani, former provincial minister Ghaniur Rehman, Habibullah Kundi, Sardar Mansoor Leghari, Mir Baz Khetran, Aslam Hayyat Qureshi, Saeed Mehdi, Javed Qureshi, Siraj Shamsuddin and former secretary to the president Rasool Baksh Raho. Officials of the law ministry and the National Accountability Bureau (NAB) were not sure whether cases against Mian Nawaz Sharif, Punjab Chief Minister Shahbaz Sharif and PML-N leader Ishaq Dar, including the Hudaibya Paper Mills case, had been settled under the NRO or were still pending in courts.The NRO introduced by former president Gen (retd) Pervez Musharraf provided immunity to leaders and officials from cases registered during 1985-99. The fate of the NRO is hanging in the balance and there is a possibility that corruption cases dumped under the ordinance might be reopened. Sources in the government said that pressure exerted by coalition partners had forced the government not to present the list of the beneficiaries in the National Assembly. They said there was pressure from the MQM and the JUI-F because hundreds of their workers allegedly involved in corruption and criminal cases had availed themselves of immunity under the NRO. The PPP decided to take the NRO to parliament, but reversed the decision when the coalition partners refused to vote for it. However, a government spokesman said the list would be presented in 15 days as promised by the prime minister. “The law minister was to present the list of NRO beneficiaries in the last NA session but he could not do so because the record was not consolidated,” the spokesman said. The next session of the National Assembly is likely to be held after Eidul Azha. Meanwhile, NAB has started consultations with its legal experts to decide the stance it would take after the deadline for parliamentary approval of the NRO ends on Nov 28. According to the sources, the bureau is considering suggestions to vigorously pursue corruption cases if they are reopened by courts. 2012: NRO beneficiaries not entitled to hold govt office: CJ Iftikhar 27 January, 2012 ISLAMABAD: Chief Justice Iftikhar Muhammad Chaudhry on Thursday declared that the beneficiaries of the defunct National Reconciliation Ordinance (NRO) could not hold government offices. The Supreme Court admitted a petition for regular hearing against Sharmila Farooqui's eligibility as an adviser to the Sindh chief minister as well as member of the provincial cabinet. The chief justice ordered the removal of objections placed by the Registrar's office on the application and directed it for regular hearing. Petitioner Habib Wahabul Khairi, Chairman Al-Jehad Trust, appeared in person, and said Sharmila had taken relief under the National Reconciliation Ordinance. The Chief Justice observed that if she had taken relief under the plea bargain, then her case was a continuation of the NRO issue. He remarked that her eligibility as an adviser in the provincial cabinet should be reviewed as those who got relief under the NRO were no longer entitled for such benefits now. Khairi had made the federation, Ministry of Law and Justice, Government of Sindh, NAB chairman, National Savings Director General, Usman Farooqui, Aneesa Farooqui, Sharmila Farooqui and State Bank as respondents. Qadri ready to become caretaker premier 29th December, 2012 : LAHORE, Dec 28: Tehrik Minjhajul Quran chief Dr Tahirul Qadri is not a candidate for the general election but will accept the challenge of becoming the caretaker prime minister in case “millions of participants in his long march and the nation force him to do so”. The TMQ chief held a marathon press conference in Model Town on Friday where he tried to dispel ‘certain apprehensions’ about his movement. On one occasion he broke down while giving details about funding for the movement. He said his wife and daughters had already sold their gold ornaments and were now planning to sell their house to fund the TMQ long march. “I am determined not to contest the upcoming election. However, if the participants in my march and the nation as well press me to become the caretaker premier, (which I really don’t want) I will be ready to accept this challenge by doing unprecedented electoral reforms amid massive accountability for the first time in the history of the country,” he said. He said he and the TMQ had a one-point agenda — the formation of an honest and trustworthy caretaker government after involving all stakeholders. And this should introduce electoral reforms in order to bring a leadership for the country that could represent all segments of society, including journalists, farmers, workers, lawyers and traders. The TMQ chief said as the armed forces and the judiciary were important part of the country’s democratic and electoral system, there was no harm in taking them on board. “We call military in flood-hit areas, for collection of bills and for several civic issues. Why are we afraid of consulting them on such an important issue. Similarly, we can involve judiciary in this process by seeking legal and constitutional guidance in this regard,” he said. Dr Qadri stressed that the long march would be peaceful as the TMQ would not allow anyone to take over the country on the pretext of their march and law and order. Commenting on rampant corruption in the country, he said it was a major problem and a cause of weakening of state institutions. He quoted a former prime minister of New Zealand, David Lange, as having told him in late 80s about huge kickbacks by a Pakistani premier. He said Bob Hawke (a former Australian PM) had informed him about the demand of 30 per cent share by a top Pakistani authority when Australia planned making foreign investment in Pakistan. He expressed his confidence in the present judiciary and military leadership, saying both were playing a vital role in saving the democratic system. He said the TMQ had also established its own electoral institution led by former election commission secretary Kunwar Dilshad. At the end of discussion, a woman claiming herself as an expatriate from Italy gave a donation of Rs600,000 to the TMQ chief for funding the long march. 2009 MQM beneficiary in mostly criminal cases ISLAMABAD: With Muttahida Qaumi Movement (MQM) chief Altaf Huassain’s name on top of the list of MQM leaders who benefited from the NRO – details of the 72 cases against him show that all of the lawsuits were registered on criminal charges. Details show that 31 of the cases have been registered on murder charges, 11 on attempted murder charges, three on kidnapping charges, 25 on hooliganism charges and two on other charges. In all 3,230 cases – most of which had been registered against MQM members – were withdrawn in Sindh. Almost all cases against MQM leaders were registered on criminal charges. Other top MQM leaders who benefited from NRO include Federal Minister for Overseas Pakistanis Farooq Sattar, federal Minister for Shipping Babar Khan Ghauri and Sindh Governor Dr Ishratul Ebad. ---- Afzal Sindhu said persons who had been benefiting from NRO’s Article-2 in Sindh and in lieu of the Review Board, included MQM chief Altaf Hussain, Babar Ghauri, Ishratul Ebad Khan, Dr Imran Farooq, Nouman Sehgal, Dr Farooq Sattar, Saleem Shehzad, Kanwar Khalid Younis, and Safdar Baqri. He said in Sindh, 7,793 people benefited from the ordinance. Adviser to Punjab Chief Minister Shahbaz Sharif, Saeed Mehdi, is also among the NRO beneficiaries. ---- Amongst the federal ministers, the NRO beneficiaries include Interior Minister Rehman Malik (facing cases of embezzlement of funds on account of unauthorised release of imported yellow cabs, illegal detention of complainant and illegal gratification), Defence Minister Ahmed Mukhtar (charged with misuse of authority in issuing sugar export permit to non-entitled persons in 1994 as the commerce minister), Ports and Shipping Minister Babar Khan Ghauri, Overseas Pakistanis Minister Farooq Sattar and Minister of State for Housing Tariq Anis (charged with having assets beyond means). Sindh Minister Siraj Durrani and certain MQM provincial ministers and MPAs are also included in the list of such beneficiaries. -- LAHORE: As many as 182 criminal cases have been withdrawn under the National Reconciliation Ordinance (NRO) against 11 mainstream politicians of the Muttahida Qaumi Movement, in addition to dozens of cases against politicians of the Pakistan People’s Party (PPP) and the Pakistan Muslim League-Nawaz (PML-N), National Accountability Bureau sources told Daily Times on Friday. Former president Pervez Musharraf had promulgated the NRO on October 5, 2007 and given political relief to a total of 8,041 people against any cases registered against them between January 01, 1986 and October 12, 1999. The move came after a reported “under-hand deal” with mainstream politicians. The ordinance is set to lapse today (Saturday). According to the NAB sources, MQM politicians including Altaf Hussain, Farooq Sattar, Ishratul Ibad, Imran Farooq, Babar Ghauri, Shoaib Bukhari, Saleem Shahzad, Waseem Akhtar, Safdar Baqri and Kanwar Khalid Younus, among others, had been charged with cases of 68 murders, 30 attempted murders, 10 kidnappings and 70 balwa (rioting) cases. There were 31 cases of murders, 11 of attempted murders, three kidnappings and 25 rioting cases against Altaf alone, while Imran Farooq had been accused in seven cases of murder, two attempted murders, three kidnappings and six rioting cases. Three murders, an attempted murder, two kidnappings and 10 rioting cases had been registered against MQM leader Safdar Baqri, while Farooq Sattar had been accused of involvement in five murders, four attempted murders and 13 rioting cases. There were 13 cases of murder, three attempted murders and five rioting cases registered against Shoaib Bukhari. Kanwar Khalid Younus had been charged with four murders, five attempted murders and three rioting cases, while a murder case, an attempted murder and five rioting cases were registered against Waseem Akhtar. Babar Ghauri was accused of four murders, rioting and two counts of attempted murder. Two kidnappings and two rioting cases were registered against Saleem Shahzad. MQM’s governor in Sindh, Ishratul Ibad, along with some other accused had been charged with attempted murder, while a case had also been registered against MNA Noman Sehgel. Altaf had reportedly been sentenced to 27 years imprisonment, in one of the cases against him by a special anti-terrorism court two years after he left Pakistan. Although, the Sindh High Court later acquitted him of those charges in 1998, he had taken benefit of the NRO in three kidnapping cases registered against him. According to the list of the NRO beneficiaries, PPP leaders, including Interior Minister Rehman Malik, Defence Minister Chaudhry Ahmed Mukhtar, Malik Mushtaq Awan, Nawab Yousuf Talpur, Agha Siraj Durrani, Jehangir Badar and Mir Baz Khetran had all benefited from the ordinance. 2009: 3576 criminal cases against Altaf, others withdrawn KARACHI At least 83 corruption cases registered against 200 persons including Interior Minster Rehman Malik, Salman Farooqi, Sindh Minister Agha Siraj Durani, and other former bureaucrats and politicians have been withdrawn under the cover of National Reconciliation Ordinance (NRO) in Sindh. Moreover, a large number of the 3576 criminal cases registered against MQM Chief Altaf Hussain, Dr Farooq Sattar, Sindh Governor Dr Ishratul Ebad, and others were also withdrawn, invoking the NRO. A list of the cases and the names of accused persons who benefited from the NRO provision in Sindh, has been sent to the federal government which has already announced to unveil the list of the persons whose cases have been withdrawn. A Sindh government official privy to the matter said that the majority of the beneficiaries include former bureaucrats and government officials. Meanwhile, some of such bureaucrats continue to hold higher posts in the federal government while some are serving in the foreign service. Official sources said that a total 83 of corruption cases pending in five Accountability Courts in Sindh-Karachi against 200 persons including politicians and former bureaucrats were withdrawn under NRO. According to details, 43 corruption cases were withdrawn from Accountability Court (AC)-1, 22 from AC-2, 17 from AC-4 and one from AC-5. The sources concerned confirmed that a small number of politicians benefited from NRO while the majority of such persons included former government officials, autonomous bodies chiefs and banks heads. However, Sindh Minister for Local Government Department Agha Siraj Durani who falls in the category of politicians who benefited from NRO. The corruption case against him pending in Accountability Court has been withdrawn. Mr Durani is considered as the close aide of President Asif Ali Zardari. After 2008 general elections, he was expecting to grab the slot of Sindh Chief Minister, but his name was dropped due to untold reasons. Similarly, the name of Interior Minister Rehman Malik forms part of the list of the persons whose corruption cases have been withdrawn. A corruption case was pending in Accountability Court Karachi against Mr Malik in his capacity as former Director General Federal Investigation Agency (FIA). Others who benefited from NRO are: former President National Bank of Pakistan MB Abbasi, currently serving as Pak Ambassador in Iran, former bureaucrat Salman Farooqi, currently serving Principal Staff officer of President of Pakistan, Siraj Shamsul Hassan, a businessman Chaudhry Sharif, former bank president Younas Dalmia, former Vice-President of Habib Bank, Pir Didar Jan Sarhandi, former Secretary Board of Revenue of Sindh government, Ghulam Abbas Soomor and former official of Board of Revenue of Sindh Ramesh Odesi. MQM Chief Altaf Hussain, Sindh Governor Dr Ishratul Ibad, MQM Parliamentary leader in National Assembly Dr Farooq Sattar and other party workers are some of the beneficiaries. The cases registered against them were withdrawn. A NRO committee headed by Justice (r) Ghous Muhammad and including former Advocate General Of Sindh Khawaja Naveed and Law Secretary Ghulam Nabi Shah had reviewed the criminal cases which were pending in courts against MQM leaders and workers of other political parties. After a thorough review, the committee sent its recommendations to the then Sindh Chief Minister Dr Arbab Ghulam Rahim for withdrawal of 3576 criminal cases under NRO. According to the sources, at least 95 per cent of the total criminal cases pertained to MQM leaders and workers. 2009: KARACHI: MQM Quaid Altaf Hussain has said that his party respects the Supreme Court judgment on the National Reconciliation Ordinance. “We respect the Supreme Court judgment and we believe in the freedom of judiciary,” he was quoted as saying in a short statement issued here by the party’s Rabita Committee. MQM leader Mohammad Anwar told The News from Dubai that others should also respect the verdict. Meanwhile, Sindh Minister for Local Bodies Agha Siraj Durrani said he was ready to face all the cases against him, adding his name was wrongly placed on the NRO list. When Federal Minister for Ports and Shipping Babar Ghauri was asked to comment on the issue, he said the MQM Coordination Committee will issue an official statement from London. 2007: Altaf wants CJ to tender resignation: KARACHI, May 12: Muttahida Qaumi Movement chief Altaf Hussain on Saturday asked Chief Justice of Pakistan Iftikhar Muhammad Chaudhry to resign from his post for violating his oath of office. “Mr Chief Justice, you had breached the oath taken under the Constitution by taking another oath under the Provisional Constitutional Order. I demand that you make an apology to the whole nation for this act, tender resignation and then come forward for the cause of the independence of the judiciary,” he said while addressing a rally called by the party against what was described as political jugglery in the name of the independence of the judiciary. Mr Hussain was of the view that opposition political and religious parties were using the issue of CJ for dissolution of the government. “This should be stopped forthwith as solidarity of Pakistan lies in a true democratic government,” he added.A large number of people reached M.A. Jinnah Road to take part in the MQM rally. Mr Hussain, who was sad and grieved over the loss of lives on Saturday, said that no untoward incident had taken place in any part of the city but with the landing of CJ’s flight at Karachi Airport the situation started deteriorating. “After noon when the CJ’s plane landed in Karachi, terrorists started targeting MQM rallies in different areas by firing indiscriminately.” He informed the participants that over a dozen workers of the MQM were targeted while hundreds of workers and supporters were injured. However, he declared that nothing could stop the struggle of the MQM for the rights of the oppressed people. The MQM leader said that the Sindh Home Department requested the CJ to cancel his visit to Karachi on the basis of certain intelligence reports but he did not accede to the request. “I believe now you [the Chief Justice] are feeling relaxed after so many people lost their lives due to your programme.” “Mr Chief Justice, kindly recognise political jugglers around you. 2010 : MQM retreated on NRO on US, UK pressure KARACHI: Muttahida Qaumi Movement (MQM) took back its support of government for NRO on pressure from the US and Britain, according to a cable leaked by WikiLeaks. According to a US State Department cable released by WikiLeaks, Interior Minister Rehman Malik suspected that the “establishment” was out to get President Asif Zardari and that the Muttahida Qaumi Movement (MQM) was being influenced by the US and the UK. In a meeting held on November 9, 2009, Malik claimed to then US ambassador to Pakistan Anne Patterson that the MQM had repeatedly stated that both the US and the UK had urged the party to oppose the National Reconciliation Ordinance (NRO)  a move that led the government to withdraw the legislation from parliamentary consideration and placed the future of Zardari at risk. In a November 9 meeting with Ambassador Patterson, Interior Minister Rehman Malik requested that the USG (United States government) issue a public statement in support of Pakistani democracy.  



He suggested that such a statement would be useful in protecting President Asif Ali Zardari from military-induced pressure for Zardari to leave office. In addition, it would help dispel persistent charges from the Muttahida Quami Movement (MQM) that the United States and the United Kingdom had urged it to withdraw support for the National Reconciliation Ordinance, thereby placing Zardari at risk. Malik assessed that Saudi Arabia and the Pakistan Muslim League-Nawaz (PML-N) were cooperating with the military and MQM to bring down President Zardari. Despite these charges, Malik was optimistic that the Supreme Court would not/not strip Zardari of his presidential immunity and suggested that even if it did, the government would simply cease prosecution of Zardari`s cases, thereby allowing him to continue to hold office. Interior Minister Rehman Malik met on November 9 with Ambassador Patterson to provide a read-out of his meetings with senior officials of the Muttahida Quami Movement (MQM) in Dubai. Throughout the meeting, Malik was clearly nervous that the USG was distancing itself both from him and President Zardari. Malik claimed that during the course of his Dubai meetings, the MQM had repeatedly stated that both the United States and the United Kingdom had urged the party to oppose the National Reconciliation Ordinance (NRO) — a move that led the government to withdraw the legislation from parliamentary consideration and placed the future of President Zardari at risk. Malik claimed that the MQM stated it had received this message during the Sindh Governor`s recent trip to the United States and that Altaf Hussain had been approached by the British government in London. 


Ambassador strongly denied these allegations, stating that the USG had not/not had any such discussions with the Sindh Governor. Minister Malik inquired as to whether the Ambassador was aware that the “establishment” — local short-hand for the military and the intelligence services — was involved in working against the NRO and for President Zardari`s departure. Ambassador told Rehman that we were aware of such allegations. Minister Malik reported that the MQM had told him directly in the Dubai meetings that the military was involved, although Malik personally did not/not believe that Chief of Army Staff (COAS) Ashfaq Pervaiz Kayani was involved in the plotting. Malik also claimed that the MQM was meeting regularly with the Pakistan Muslim League – Nawaz (PML-N) and that PML-N leader Nawaz Sharif was, in turn, pressuring Chief Justice Iftikhar Chaudhry to disqualify President Zardari. Malik also assessed that Saudi Arabia was working to unseat President Zardari. Malik intended to visit Prince Muqrin bin Abdul Aziz, Chief of Saudi General Intelligence, in Saudi Arabia and then travel on to London to meet with MQM Convener Altaf Hussain. Malik suggested that the best way to deal with military pressure would be for President Zardari to make internal changes within the military hierarchy. Malik proposed that Zardari recreate the Deputy Chief of Army Staff position and move Inter-Services Intelligence (ISI) Director General Ahmad Shuja Pasha into that position in March 2010. Zardari could then commit to elevating Pasha to COAS in October 2010 on the expiration of Kayani`s term. Malik suggested that Kayani could then be moved to Chairman of the Joint Staff. Comment: Malik seemed to believe that ISI DG Pasha was unilaterally behind the push to oust Zardari — which we know is not/not the case. Despite these concerns, Malik reiterated the government`s line that Zardari is not in any real danger on expiration of the NRO. He asserted that the Chief Justice would not/not revoke Zardari`s presidential immunity. Even if he did, Malik claimed that the Interior Minister can instruct prosecutors to dismiss charges in any court case. He shared that, in one of his own corruption cases, this had been done, and that in another case, the Supreme Court had ruled his imprisonment illegal. Malik also added that President Zardari had the ability to pardon anyone. Malik pressed the Ambassador for issuance of a strong statement from the United States. Ambassador inquired as to the content and the audience. Malik suggested that it be a public statement saying that the United States supported democracy in Pakistan. Malik was clearly worried that President Zardari and his inner circle of advisors — including Malik — had lost the support of the international community. Malik appeared to believe that such support was essential for their survival in the face of military plotting against them. Malik`s view that ISI DG Pasha is behind the moves against President Zardari and that COAS Kayani is not involved is either naive or intentionally misleading. It would be impossible for Pasha to move without Kayani`s acquiescence. Malik`s views on Zardari`s legal troubles presuppose that Chief Justice Iftikhar Chaudhry will be bound by normal interpretations of the law and precedent. Such an assumption ignores Chaudhry`s penchant for ignoring both in recent rulings and his personal animosity towards Asif Ali Zardari.
