How would the MMA be able to reconcile its support of the passage of the controversial (and basically undemocratic) Legal Framework Order (17th Amendment) with its boycott of the NSC - an integral part and off-shoot of the LFO? Regardless of polemics, the MMA marshalled its parliamentary vote for the LFO as an expedient pro-democracy measure, irrespective of the fact that the LFO tended to violate both the letter and the spirit of the Constitution. How can a popularly elected parliament through a joint session at all allow an elected president to stay in his military uniform as army chief even for a short period of time? Ayub, Yahya and Zia all forged devices like LFOs and 'Continuance in Force' laws to legitimize their regimes by an extra-parliamentary executive fiat.

Ayub Khan and Ziaul Haq had their parliaments indemnify their constitutional violations to close the chapter of their coups. Only Yahya ended with his boots around his neck as a vanquished general. Pliant and muted through Yahya's disastrous reign, the superior judiciary came into action only after his fall to brand him a 'usurper'. Never before, however, it fell to the sad lot of an elected parliament to vote for an army chief to combine in his person the brass and the bowler hat even as an expedient move. Political pragmatism is not the same as party or individual opportunism. While the pragmatist knows where to stop, the opportunist fails to resist the fatal attraction of yet another chance, yet another pasture new around the corner. The MMA's supreme council must ask itself whether or not by supporting the passage of the LFO they did indeed commit a terminal error of judgement. And whether they did not sacrifice their reputedly principled party politics at the altar of expediency and opportunism.

Worse still, they did so at the cost of the united front they had forged with such mainstream parties as the PPP and the Muslim League-N. A major compromise was made with Gen. Pervez Musharraf's regime, now invoking the NSC as the main plank of its future governance. If such were to be the end of the military-mullah alliance, it should not be difficult to see who is the loser. The nexus has been a part of our history, either marginally as under Ayub Khan or covertly as under Yahya Khan or naked and deeply written into the system as under Ziaul Haq. Ayub's secularism as part of the military culture of British Indian Army was like an open book without any fine print. Even the prefix Islamic attaching to the Republic of Pakistan was dropped until restored under the writ of superior judiciary. That continued to be the case until the fateful day of 1965 when India attacked Pakistan along the international border, with Lahore as its principal target. Even in his first address to the nation within hours of the Indian invasion, Ayub went on to recite the 'Kalama-i-Tayyaba' in a stirring, emotion-choked voice. His subsequent meeting with religious parties - mainly the Jamaat-i-Islami under Maulana 'Abul 'Ala Maududi - marked the beginning of the military-mullah nexus. Yahya would not have much to do with things spiritual until the induction of retired Maj.-Gen. Sher Ali Khan into his cabinet as minister in-charge of information and national affairs. He initiated Yahya into ideological lore and saddled him with the mission of protecting the 'ideology of Pakistan and the glory of Islam'. Yahya's intelligence chief, Major-(later Lieut.) Gen. Muhammad Akbar Khan made no secret of his close liaison with the Jamaat-i-Islami especially in respect of its pro-active role in East Pakistan.

The Jamaat was to go even to the extent of certifying Yahya's draft constitution as Islamic. The draft was authored by Justice A.R. Cornelius, Yahya's law minister. As for Zia, he embarked on his Islamization programme even as he assumed his army command. He gave the army the triple motto of 'Iman, Taqwa, Jihad fi Sibil Lillah'. Subsequently, as president, he introduced the Hudood Ordinance and collaborated with the Americans in projecting the Soviet-Afghan war as a jihad. The country continues to pay the bitter wages of Zia's jihad syndrome. Gen Musharraf continued to recognize the Taliban's radical Islamic regime as a legacy of the Nawaz Sharif period and extend muted support to the Kashmiri mujahideen until 9/11. That was the turning point and the defining moment for the future shape of relations between a para-secular government on the one hand and jihad-oriented, religious groups on the other. Musharraf relented on his temporal stance vis-a-vis the religious group under the pressure of political necessity during the general election of October 2002. He placed the mullahs at par with university graduates to qualify for membership of his 'graduate' assembly. The mullahs returned with strength sufficient to form coalition governments in the NWFP and Balochistan. Once in power they gradually and subtly clanged their religion-based stance into realpolitik where it suited their interest.

They supported the LFO to extract from Musharraf the promise that he would shed his uniform by the end of 2004. However, when it came to endorsing the NSC by an act of parliament, they abstained from voting. Hence the present crisis. The MMA's Supreme Council, in no uncertain terms, declared its resolve to 'scrap' the NSC when it 'obtains a simple majority in the house'. The inaugural session of the NSC (June 24) was off to an unhappy and not a little ill-tempered start. Chairing the session, the president was livid over the absence of the leader of the opposition, Maulana Fazlur Rahman, and NWFP Chief Minister Akram Durrani. He took particular note of the latter absenting himself as a government functionary - a somewhat strange observation to make about an elected public leader with a party mandate of his own.

The president spoke spiritedly and at some length on the rationale and functions of the NSC. Prior to the NSC, he said, there was no forum where 'key functionaries' including the opposition, provincial heads and armed forces chiefs could debate issues of national importance and 'exercise checks on each other and lend support to each other'. Of course, the defence committee of the cabinet (DCC) was always there, but hardly as a body as comprehensive as the NSC. The question now is: what other body could be either more comprehensive and competent to discuss and resolve all issues of national importance than an elected parliament? LAHORE: The Islami Jamiat Talba (IJT) activists manhandled senior teachers and administrative officials of the Punjab University (PU) for trying to stop them from organising a ceremony without the administration’s permission on Thursday. Reportedly, the clash occurred in the lawn of the varsity’s Philosophy Department, where the IJT was holding a prize-awarding ceremony, in which Jamaat-i-Islami (JI) leaders Farid Paracha and Hafiz Salman Butt also participated. The PU administration’s officials and some teachers, after receiving information, tried to stop the function, upon which the IJT activists got infuriated and allegedly tortured them. Shortly after, more teachers and officials, including Prof Dr Amin Athat, Prof Dr Shaukat Ali, Prof Dr Abdul Ghaffar, Javed Sami, Chaudhry Iftikhar Ahmed, rushed to the Philosophy Department to control the situation.

The event, organised by the IJT without permission, disturbed the environment in the academic block of the new campus, the varsity administration said, adding that the Jamiat had also called its activists from the Government Science College, Wahdat Road, to participate in the event. An official statement issued by the PU vice chancellor’s adviser, Col (r) Ikram, claimed that the (IJT) students not only misbehaved with the senior teachers and administrative officers but also abused and pushed them to make them go away. According to PU Resident Officer Javed Sami, IJT Nazim Zubair Safdar, Hafiz Wajid, Amir Yaqub and Rashid Manzoor were among those who misbehaved with the teachers. Meanwhile, the PU spokesman said that the academic staff had also condemned the incident. He said that the staff had resolved to maintain peaceful academic environment and ensure respect of the teachers and administrative officers. No students’ organisation would be allowed to violate the rules and regulations, and high values and traditions of the oldest and largest seat of higher learning in Pakistan, the PUASA pledged. ISLAMABAD: Against his public perception of being an anti-American, Maulana Fazlur Rehman is reflected in a cable released by WikiLeaks as a frequent and cooperative American interlocutor, who professes his support for cooperation with the United States. The JUI-F leader has been described in the secret US cable as “more politician than mulla”, and “a frequent and cooperative interlocutor” with the post (US Embassy Islamabad). The Maulana is also shown as professing his “support for cooperation with the United States.” US embassy’s CDA Peter Bodde wrote in his April 3, 2008 cable, released by WikiLeaks, that Rehman, more politician than mulla, has been a prominent and legitimate figure in Pakistani politics since the 1980s. He “has publicly denounced terrorist attacks, but prefers to use negotiations rather than military force against militants. Although he is known to have contacts with Taliban and their sympathisers, he has negotiated with religious militants on the government’s behalf, garnering him criticism from the more hard-line religious sectors.”



The primary purpose of the message was to request the FBI to recall information about Fazlur Rehman, which indicated that an individual “Fasilur Rehman” believed to be associated with Jamaat-e-Islami (JI) is behind the March 2008 bombing in Islamabad. The cable said that the information suggests that Fasilur Rehman refers to political party leader Fazlur Rehman of the JUI-F. The embassy “requests that FBI recall this information from all hardcopy and database records due to discrepancies and errors in the report.” It noted that prominent Pakistan politician Fazlur Rehman is not associated with the JI, but instead leads his own political party, the JUI-F. From 2002-2007, the two parties allied with other religious parties in the coalition Muttahida Majlis-e-Amal (MMA). However, the JUI-F and JI retained separate leadership structures as well as separate political objectives and methods, it said.



The cable said that Fazlur Rehman’s JUI-F is a conservative Deobandi religious party that has recently joined the new Pakistan People’s Party (PPP) led government. The JI is a religious party that appeals to a narrow sector of the educated, conservative urban middle class. JI, which has a vibrant student wing, began as a movement for social change based on Sharia. “The JI party policy does not support violence as a means to achieve their political agenda, however, the party quietly has supported Jihad in Afghanistan and Kashmir by providing recruits from their student corps. The party does not support violence perpetuated within Pakistan, such as the recent attack on the restaurant in Islamabad. In addition, Fasilur Rehman and Fazlur Rehman are extremely common Pakistani names, making it impossible to accurately identify the individual with the prominent JUI-F politician.” In an earlier cable, the WikiLeaks showed the Maulana approaching the then US Ambassador Anne Patterson to become the Prime Minister. It was revealed that the leader of the country’s most fiercely pro-Taliban religious party, hosted a jovial dinner for Patterson at which the Maulana sought her backing to become prime minister and expressed a desire to visit America. MULTAN: Jamat e Islami Ameer Syed Munawar Hassan has said that the US orchestrated the WikiLeaks disclosures, adding that the purpose of the mass release is to destablise Pakistan. He was taking to media personnel in Multan Airport. Munawar said that US wanted to hide its defeat in Afghanistan and wished to give new agenda to the people through the mass leaks. He told that Jamat e Islami will protest on Friday against the possible release of Aasia Bibi, who was convicted for saying blasphemous remarks. Munawar said that government would not be able to restrain the Jamat e Islami sit-in on December 5 in Islamabad. If democracy exists in the country then the government should welcome the upcoming long march, he added.

ISLAMABAD: Jamaat-e-Islami (JI) Sunday staged a peaceful rally and sit-in on the Constitutional Avenue in protest against the price-hike, sentence of Dr. Afia, drone attacks, target killing in Karachi and Balochistan, RGST bill and recovery of missing persons. The speakers urged the government to check inflation, corruption, target killing in Karachi and Balochistan, stop drone attacks and recover missing persons. Addressing on the occasion, JI Chief Munawwar Hassan said that WikiLeaks exposed true faces of Pakistan’s military, political, democratic leadership, adding, however, that the people will reject all kinds of attempts of adventurism. He said the next sit- in would be staged in Peshawar. He said that they strongly condemn the act of terrorism and do not believe in un-democratic steps.


He said that if operation was lunched in North Wazirstan it would foment terrorism in the country and have serious consequences. Munawwar resolved to continue the protest until the government finds the missing persons. The former JI Chief Qazi Hussain Ahmed said the Chief Justice of Pakistan Iftikhar Mohammad Chaudhry should look into the cases of missing persons. JI leaders Fareed Paracha, Liaquat Baloch, Sirajul Haq, DrFouzia Siddiqui, Amina Masood Janjua and others also addressed the JI workers. JI's started sit-in demonstration at 10 am and it culminated in front parliament House at around 4 pm. Strict security measures were taken for safety of the protestors. A large number of security personnel were deployed to avert the possibility of any untoward incident. All the routes leading to the Parliament House were sealed off, while walk through gates and metal detectors were installed. Earlier, Interior Minister Rehman Malik directed the chief commissioner of Islamabad to ensure foolproof security on the routes and no hurdles should be created.

WikiLeaks: A tool of psy warfare

The WikiLeaks revelations confirm the obvious, more than what it informs us about the darker corners of “US diplomacy, cloaked in securitocracy.” In fact, it is a cyber war, in the new game of psychological warfare (PSYWAR), targeting individuals and countries to cover up the shame of defeat of the war in Afghanistan and Iraq, and also the 2006 Israeli war on Lebanon. A cyber war has been launched, impacting public opinion globally, and focusing on three objectives:

One, to cause defamation of the countries that had a role - direct or indirect - in the defeat of the US and its allies in Iraq, Lebanon and Afghanistan, and thus to create mistrust amongst them, so that they are not able to challenge Washington’s future plans in the region.
Two, to create conditions for a civil war in Afghanistan, and through this reduce Pakistan and Iran to subservience - something they have not been able to achieve since the last 30 years.
Three, to establish Indian hegemony over South Asia, including Afghanistan, in order to protect USA’s strategic interests in the region.
The technique used in making these revelations is typical of psy operations approach, of mixing truth with lies in a manner that the truth gets submerged under the lies, as is in the case of the leaked documents. The report has not said a word about Israel, nor does it give any disadvantage to the US in the implementation of its policies in Afghanistan, Pakistan, Iran and other Muslim countries, which have been particularly targeted. WikiLeaks betrays the role of a country with resources to break the secret code of the US diplomatic order, because it is not possible for an individual like Julian Assange - the fugitive - to accomplish such high profile task. The disclosures, no doubt, have created ripples around the world, but will subside as it is looked into with a deeper perspective, about its source, intent and purpose. The US Secretary of State, Hillary Clinton, expressed concern over the WikiLeaks revelations and resolved to prevent such happenings in the future. But the question is, did she not know what the WikiLeaks were up to, and why could they not be stopped in time and the website blocked? It could be checked, but if the US government so wanted, however, did not because they are part of the game. Over the period, Pakistan, Iran, Turkey and Saudi Arabia have drawn closer to each other; Turkey is also looking east and a kind of strategic consensus is emerging. ISLAMABAD: Former chief of the Inter Services Intelligence (ISI) Lt-Gen (retd) Hameed Gul on Saturday disclosed that the PPP could have got landslide victory in 1988 elections, if the Islami Jamhoori Ittehad (IJI) had not been formed. Talking to a private TV channel, he said: ìYes, we had such reports and apprehension of massive PPP victory.î Gul said they feared that the PPP was returning to power after the execution of Zulfikar Ali Bhutto. I take the responsibility of forming the IJI, though it was not my idea,î Hameed Gul said. He said that even during Benazir Bhutto’s first visit to the ISI headquarters he told her about his role in forming the IJI. “We wanted the PPP opponents who had affiliation with the GHQ to unite them on one platform,” Gul said. He said ‘emergency’ was one of the options in 1988 after General Zia ul Haq’s plane crashed, but it was decided to go ahead with November 16 election despite request from opponents of the PPP to postpone it. He disclosed that even former Soviet Union sent a message to Pakistan that the 1988 elections could be sabotaged. Gul said: “This is for the first time I am disclosing that former Russian president Mikhail Gorbachev sent his envoy with a message regarding apprehensions of sabotaging the 1988 election through foreign intervention.”

He said he was not aware of the conditions to hand over power to former prime minister Benazir Bhutto, but said he was asked to brief her before she was handed over the power. “Benazir wanted a briefing from the Establishment so I was sent for this purpose and the meeting took place at her friend’s house in Karachi, which lasted over two hours, and I told her that the Afghan Jihad had not ended yet. There were two or three other things, which I briefed her and she said she understood the situation,” he said. He denied “Midnight Jackal” as intelligence plot and said it was Imtiaz’s personal plan. “No agency was involved but Imtiaz himself,” Gul said. The ex-ISI chief denied he ever sent a message to MQM chief Altaf Hussain to join IJI and rejected the allegation of former Intelligence Bureau director, Brig (retd) Imtiaz. “I never sent Imtiaz to Altaf with a message to join IJI but to express concern over allegations of collection of ìBhattaî by some elements,” he said. He predicted the victory of Afghans in Afghanistan and the US exit, but expressed concern over post-US Afghanistan situation and said a weak government was going to be set up there. “We failed to give up political system in Afghanistan after Soviet Union left and now I don’t see much will happen after the US exit, but Afghans will win,” he added. ISLAMABAD, Pakistan, 31 May 2008 (The News): Ex-Servicemen have demanded that [Tyrant] Pervez Musharraf must quit office immediately so that people themselves could choose their [new] President. Addressing the meeting of Ex-Servicemen Society, its representatives demanded [Dictator] that Musharraf must step down by June 10 [2008] and also announced joining the lawyers’ movement with its 250,000 members. RAWALPINDI, Pakistan, 31 May 2008 (OINN) – Ex-Servicemen Society has called for immediate vacation of Army House by [Criminal] Pervez Musharraf, his trail and impeachment, and restoration of November 2 judiciary. An independent judicial commission be set up to review all the steps taken by [Tyrant] Musharraf from Kargil War to other incidents. Action should be taken against him over all the wrong steps taken by him, he demanded. He said renowned nuclear scientist Dr. Abdul Qadeer Khan be released immediately and all the restrictions imposed on him be lifted. Responding to a question, he said new government should take up the matter of missing persons seriously and take concrete steps for their recovery. The mandate given by the people to new government on February 18 [2008] is not being acknowledged, he regretted. To another question, he claimed Ex-Servicemen Society is being backed by 250,000 ex-servicemen. “Our society will participate in the ongoing movement of legal fraternity for restoration of [all illegally] deposed judges,” he announced. ISLAMABAD, Pakistan, 1 June 2008 (The News) – Retired military generals, who have become active against [Traitor] Pervez Musharraf, have vowed to work for the restoration of an independent judiciary even if Musharraf quits power. In a strongly-worded message to the political forces on Saturday, they said Musharraf must be held accountable for his misdeeds. The retired Army officers, who met at the residence of Brig. (retd.) Mian Mohammad Mahmud, resolved that they would continue to play their role in the Society, which wanted the return of [unlawfully] deposed [Pakistan Supreme Court] Chief Justice Iftikhar Muhammad Chaudhry. The presence of Lt. Gen. (retd.) Ali Quli Khan, who was supposed to become the Army Chief instead of General Pervez Musharraf but fell victim to palace intrigues, in the meeting was specially noticed. [PML-N Chief Muhammad] Nawaz [Sharif] always regretted his decision for giving weight to the advice against Ali Kuli Khan.

ISLAMABAD, Pakistan, 25 May 2008 (Khaleej Times) – The Society for Ex-Servicemen in its meeting attended by former services chifes, retired generals and other senior [military] officers yesterday called for formation of a judicial council to investigate [Devil] Pervez Musharraf’s conduct as Army Chief and [illegal] president since 1998. Lt. Gen. (retd) Asad Durrani, former ISI chief, talking to reporters after the meeting said the commission should probe events including Kargil war, military operations in Balochistan, Waziristan, Swat and Lal Masjid [Mosque], May 12 carnage in Karachi and the terrorist attacks on return of Benazir Bhutto and her assassination. Musharraf’s role in all these happenings should be investigated to determine culpability. Durrani said the meeting demanded that Musharraf must vacate the Army House in order to dispel the impression that the Army is backing his manipulations and intrigues against the new democratic order. In a related development, the PML-N also released a chargesheet for Musharraf’s impeachment. These include subversion of Constitution, Kargil War, military operation, purge of judiciary and involvement in terrorist acts in Karachi and Islamabad.
