MQM's Services for Sindh & Pir Pagara!

 The PML-F chief, Pir Saheb Pagara, has said that the PPP has made the biggest blunder by taking a U-turn (Qalabazi) by ending the commissionerate system but it would have to pay the price for this Qalabzi for having taken up enmity with Sindh. He said the PML-F still supported the commissionerate system and “we will continue to support this system”. This was stated by him while addressing a press conference at Kingri house at an Iftar-dinner for the media on Monday evening. He further said Karachi should be the capital of the country. “The Punjabis snatched this capital by replacing it with Islamabad.” Pagara said that there could be no One-Unit in Pakistan, He said a Seraiki province by itself was nothing, and if at all there were to be new province, it would be Bahawalpur. Replying to a question, he said the future of PML-N leader Nawaz Sharif was dark. He further said that the Muslim Leagues could never be one as they were not sincere with each other. Answering another question, he queried as to why he should accept the leadership of Chaudhrys as they were “40 thieves” (Chaalis Chor). He further said that there should be judicial martial law in the country. Replying to a question, he said that there was no need for him to join the government but if they (the government) wanted him to join hands with him, “then what I can do”. Replying to a question about the restoration of peace in Karachi, he asked as to how peace could be restored in the city when people were selling their TV sets to purchase guns. The PML-F hoped that judicial martial law would come soon. He said that the senate elections would not be held in March. He said that if Sindh nationalist were holding a strike to stop the U-turn of the government, then he was with them. He stressed that his party was in favour of the commissionerate system and would continue to support this system as the country could be run only through this system. Answering to a question, Pagara said he did not belong to the GHQ but supported their decisions. A letter from an MQM minion, Kunwar Khalid Yunus, was printed in this newspaper on August 15 in which he admitted “that Gen Beg’s one sidekick also reached Mr Altaf Hussain’s residence of Azizabad with one suitcase full of currency notes. Mr Hussain refused to accept it. After a few months, when Mr Hussain met Mr Beg [at] a function in Lahore, the former cynically asked if his expensive suitcase reached him safely. The latter sheepishly nodded.” Will Mr Yunus file an affidavit in court? Lastly, may I again appeal to Chief Justice Iftikhar Muhammad Chaudhry to take up this pending matter and let us have a decision before the next round of ‘fair and free’ elections. LONDON, Jan 24: Muttahida Qaumi Movement (MQM) chief Altaf Hussain has claimed that former army chief Gen Aslam Beg had also tried to bribe the MQM like other political parties of the Islami Jamhoori Ittehad (IJI) during the general election, but he had turned down the offer because it was against the ideology and principles of his party. In a press statement issued here on Monday, the MQM chief said Gen Beg had sent an brigadier with a briefcase containing money to bribe the organization during the election but he had told the brigadier that the MQM would not accept it as it was against its principles and ideology. He said the brigadier had come in the presence of MQM's central executive committee members and they were witness to the event. Gen Beg had CONFESSED that the ISI had distributed Rs140 million among the component parties of the IJI, including the PML, ANP and JI for defeating the PPP in the general election when he was the army chief. The general's public confession had created an uproar and forced TI chief Asghar Khan to file a petition in the Supreme Court to investigate the ISI's role in manipulating those elections and its role in national politics. That petition is still pending before the apex court. The MQM chief said that later when he met army chief Gen Beg in Rawalpindi at the latter's residence, he told Mr Beg that the MQM had not accepted the money. Mr Hussain said he had deliberately informed the general about the MQM's refusal to accept the bribe just to ensure that this money was not misappropriated by the intermediary. He said Gen Beg had told him that he was in the knowledge that the MQM had not accepted the money. He said this was not the only occasion when the ISI had tried to bribe the MQM. It had made several attempts even earlier to purchase the MQM but had failed, he said. He said the only reason why he was forced to leave the country was that he had refused to compromise his resolve, philosophy and ideology. "Had I also compromised or traded my conscience like Nawaz Sharif and other politicians (who had accepted ISI funds), I would have owned large industries in Pakistan and would not have been forced to live in exile, nor any direct or indirect army operation would have been carried out against his party," he said. Mr Hussain criticized the army for its involvement in politics and claimed that the army generals were also corrupt like politicians. He questioned why every general was allotted a huge residential plot. The MQM chief said he would soon tell the nation about the misconduct and misdeeds of Gen Asif Nawaz (late), Gen Abdul Waheed Kakar, Gen Jehangir Karamat, former chief of ISI Gen Hameed Gul, former ISI chief Gen Asad Durrani and others, whose names and misdeeds had not came out in the open because they were not Mohajirs. "The judiciary, military, bureaucracy and politicians of the country have failed," he said. "We have fought three wars with India and despite losing every time we are spending a huge portion of the country's budget on defence," he said mentioning that defence budget still was treated as a sacred cow and not audited. He said one reason for denying the people their role in the government was the feudal mentality of the ruling oligarchy. The army is different to some extent as it comes from the common class but a stage comes when the senior ranks of the army join hands with these feudals or forced to do that. Founder Leader of the Muttahida Quami Movement Altaf Hussain has invited all the permanent settlers in Sindh especially Sindhis to come forward and resolve all differences separating us and start a united effort to rid Sindh from the domination of Punjab. He said, I unconditionally offer my services to rid Sindh from outsider's domination and to attain its constitutional rights. I am with all those self respecting Sindhis who want to end the brutal rule of Punjab in Sindh province. Altaf Hussain expressed these sentiments in a meeting with a representative delegation of Sindhis belonging to various walks of life at the MQM International Secretariat. The delegation apprised Altaf Hussain of the injustices and excesses meted out to Sindh province in different walks of life. Altaf Hussain told them that he was aware of these injustices and as to how Sindh has been made a mere colony of Punjab.He stated that the soul of Shah Abdul Latif would be in pain to see Sindhi brethren in distress and Sindh as a colony of Punjab. He said that he himself is distressed at the situation in Sindh and wants to end the despotic domination of Sindh by the Federation. He said that I am with all those self-respecting Sindhis who are striving for their rights and provincial autonomy for Sindh and an end to the illegitimate occupation by Punjab. He salutes all those virtuous Sindhis who struggled against outsiders and invaders to protect the land of Shah Latif without compromising. He termed it unfortunate that some of the opportunist Sindhis have sold their conscience to the establishment and did not feel ashamed having bargained the sanctity of Sindh for their personal gain and making it a colony of Punjab. He pointed out that similar things have happened in the past as well, where some unscrupulous Sindhi politicians bargained the rights of Sindhi people and left them high and dry having made use of them. Today all those honorable men who participated in the campaign for the rights of Sindh are languishing in various jails in Sindh province. No one has ever bothered about their freedom or well being. Betraying the sanctity of motherland is tantamount to betraying one's own mother, he declared. A cursory look at the Sindh administration and police would reveal that the whole province has been highjack by the Punjabi establishment, be it the Sindh's Inspector General of Police, Chief Secretary or Home Secretary. Sindh is being run directly from Punjab and Islamabad. Saddest part of the state of affairs is that Sindh's leadership is silent. He said the people who made Sindh their colony were afraid that the permanent dwellers of Sindh (i.e. Sindhis and Mohajirs) would team up against their suppressors. That is why they tried to pitch one against the other by employing the notorious "divide and rule" policy and by dividing them into urban and rural Sindh. A vast gulf was created between them that widened by the day so that they would continue to quarrel among themselves and the oppressors would continue exploiting them. Altaf Hussain invited all the Sindhis to come forward, shake hands to bridge the gulf between each other and work together to rid Sindh of servitude. He said, I offer my unconditional cooperation to all the people of the land of Shah Latif and especially Sindhis for the attainment of the rights of Sindh and rid it from the autocratic domination of Punjab. He said that he does not want anything in return, nor does he want to be the master or ruler of Sindh Province. I just want to see Shah Latif's Sindh free of autocratic domination and all the people enjoying equal rights. I want Sindh to prosper peacefully where every person living on Shah Latif's land is happy.

At this point Altaf Hussain also recited the famous verse of Shah Abdul Latif Bhitai. It reads:

"O my beloved God Shower your blessings on Sindh
And make the whole world prosper along with it ".

Mr. Altaf Hussain said that I want to assure my Sindhi brethren that I am an honorable man belonging to a respectable family and assure you that I am offering my services unconditionally to end the subjugation of Sindh. I have never asked for anything for myself throughout my struggle nor do I demand anything now. I only want to assist the oppressed people of Sindh to achieve their fundamental rights. I invite all Sindhi brethren living on the land of Shah Latif to join me in the struggle for Sindh's freedom from the subjugation and try to settle our differences sincerely, amicably and through dialogue. He said that all those elements who would like to sabotage my unconditional offer of cooperation should come up with their own terms and conditions and put it to the people of Sindh. But all conditions would tantamount to nothing but deception of Sindh and bargaining the interests of Sindhis to the advantages of their masters. He said the establishment had created misnomers about him in the minds of Sindhi people through negative propaganda. But regardless I had always raised voice for the rights of Sindh and would continue do so in future despite all the odds. He said that MQM has always raised its voice for the rights of Sindh, be it the NFC Award, Kalabagh Dam or an attempt to reduce the population of Sindh in the national census by mischief. This open expression by the MQM is reported by the national media and is on record. Altaf Hussain asked the members of the delegation to let the other Sindhis know about his feelings, the offer he has made and ask them to get united. He said that I have made unconditional offer for the attainment of the rights of the people of Sindh province and freeing Sindh from subjugation. Mr. Altaf Hussain, MQM Founder and Leader, said that if the province of Sindh is not given full provincial autonomy and the Provincial Administration is continued to be controlled by the people from Punjab province then a time will come when the people of Sindh province would be left with no choice but to demand for the "Right to Self Determination" according to the Resolution of 1940 known as "Qarardad-e-Lahore". He appealed to all the Sindhi mothers, sisters, elders, and representatives from all walks of life particularly the Sindhi students, to get united and join the struggle to liberate the peaceful land of Shah Lateef from the fascist rulers of Punjab. He expressed these views while speaking to pressmen and the members of public gathered at the Hunger Strike Camp of the MQM at Karachi Press Club.

Replying to the question of supporting Jeay Sindh Quami Mahaz (JSQM) on their strike call on 14 August 1999, to observe the Day of Independence from the Rule of Punjab in Sindh, he said that the MQM Co-ordination Committee will decide on this matter but in principle we fully support JSQM. He said that our basic disagreement with JSQM is that they demand for a separate "Sindho Desh" whereas we want to achieve full provincial autonomy for Sindh province within the framework of Pakistan. He said that in his view the Federal Government should control only the ministries of finance, foreign affairs, communication and defence and there should be no interference by the Federal Government in other provincial matters. He said that we want an end to the Rule of Punjab in the provincial matters of Sindh province. He reiterated that if Sindh province is not given full provincial autonomy and the corrupt rulers from Punjab continue to interfere in the Administration of Sindh province then a time will come when the people of Sindh province will be left with no other choice but to demand for the "Right to Self Determination" according to the Resolution of 1940 known as "Qarardad-e-Lahore". Replying to a question he said that sacrifices are a prelude to liberate the occupied land from aggressors and occupiers. He said that atrocities upon the citizens of Sindh province have intensified and this is the sole reason behind the resignations of the seven MQM leaders, and they have decided to take their own line of action to rid the province from the Rule of corrupt leaders from Punjab. He categorically stated that we will continue to struggle peacefully to attain our due constitutional and fundamental rights within the geographical boundaries of Pakistan.

Mr. Hussain appealed to the Sindhi brothers, mothers, sisters, elders, and people from all walks of life particularly the Sindhi students to get united and join the struggle to free the peaceful land of Shah Lateef from the rulers from Punjab. He also appealed to the rural Sindhis not to trust the same waderas and jagirdars (feudals) who have done nothing for Common Sindhis in the past and beware that they are the agents of the corrupt Punjabi leadership. He warned that if the people of Sindh could not free themselves from the clutches of these waderas and jagirdars then nobody can stop Sindh from becoming the Colony of Punjab. He emphasised that if the Sindhi people are in agreement with our policies to achieve the rights of the Sindh province then I am ready to lead them, but this offer should not be construed as a pre-condition. He said that being the son of the Sindh province I will unconditionally and indiscriminately continue to struggle for the constitutional rights of Sindh and Sindhi people. August 05, 1999

My Dear Sindhi Brethren,
Elders, Mothers, Sisters and
Youth living on the Land of Shah Latif


Assalam-o-Alaikum


Virtually this open letter is an epitome of verbalism but in fact it is the voice of my inner heart full of pathos and agony which I hope will not go unheard and un responded. In all earnestness, it deserves careful and serious consideration by you all.

Allow me to pose a question straightaway. Have the common Sindhis of the province of Sindh got freedom after the creation of Pakistan? Before independence, Sindh was a British colony and now it has virtually become a colony of Punjabi Rulers. In the wake of British policy of ‘divide and rule’, the Punjabi Establishment created its own hegemony over Sindh by creating a deep rift and hatred between the Sindhis and Mohajirs. It is on record that Sindh is sustaining the burden of Pakistan for the last 52 years. It is generating 70% of the total Pakistan revenues but let me ask what Sindh is getting in return from the Punjabi Establishment? The pace of development is equally dismal. It is rather irony of fate that against the sacrifices made by the province of Sindh, its people have been rewarded with poverty and adversity. Shower of bullets and dead-bodies they reaped as harvest of their labour. And top of it all they were dubbed as traitors. Sain G M Syed who greatly contributed and voted towards the success of the Pakistan Resolution was also proclaimed as a traitor by the Punjabi Establishment for supporting Muslim League and put behind bars, where he languished till his death. It is a fact that whenever Pakistan was confronted with a severe crisis the Punjabi establishment used Sindh and its people for its rescue. After the fall of Dhaka, Pakistan was in complete disarray. Surrender of ninety three thousand force before the Indian Army had demoralized the armed forces. At that critical juncture, late Zulfiquar Ali Bhutto was used to serve the nefarious ends of the Punjabi Establishment. Through him, a cleavage between rural and urban population was created through the imposition of urban rural quota. Had Z A Bhutto forced the Punjabi establishment to release 70% of the funds from the Federal Government generated by this province for its development, Sindh would have become like Paris or London, having widespread education, full employment and economic prosperity. Alas! It did not happen. On the contrary, the Punjabi Establishment engineered the Linguistic Riots in Sindh in 1972 to create a permanent gulf between the Sindhis and Mohajirs. And when the Punjabi Establishment achieved its purpose through Zulfiquar Ali Bhutto, he was hanged and martial law was clamped by the Punjabi Establishment.

When the people of this oppressed province launched Movement for the Restoration of Democracy (MRD), the movement was suppressed by ruthless force. Sindhis were massacred and Sindhi youth were lashed and hanged with impunity.

To appease the disgruntled Sindhis, General Zia ul Haque enhanced the Quota System for another ten years. Similarly, Mohammad Khan Junejo another Sindhi prime minister too fell victim to the intrigues of the Punjabi Establishment. On his return from abroad, where he was on an official tour, told at the Airport whether, he would like to go by his own car or a taxi be arranged for him as he has ceased to be a prime minister. In accordance with the People party’s version Shah Nawaz Bhutto son of late Zulfiquar Ali Bhutto was also murdered. During the tenure of Benazir Government, thousands of Mohajirs were killed extra judicially and the involved police officers were praised and rewarded with cash/promotions by Benazir Bhutto. Benazir Bhutto in order to appease the Punjabi Establishment and to stay in power was so carried away that she began to delude herself that her salvation lies in such appeasement. Murtaza Bhutto her own brother and heir to Zulfiquar Ali Bhutto was murdered by the same police officials during her government, but Benazir Bhutto could not initiate any action against the culprits just to save her own government. In the end, she too was removed from the high office soon thereafter.

My Dear Sindhi Brethren

Sindh’s situation is most pathetic. Shah Latif must be in great agony even when he is not with us. What a shame! In the name of Sindhis and their rights the so-called Sindhi leaders have almost sold the land of Shah Latif. Contracts, monetary benefits, ministries seem to have become their lifelong ambition. These so-called Sindi leaders to save their own interests have conspired with Punjabi Establishment to bargain the land of Sindh and now Sindh is under complete domination of Punjabi Establishment. Please ponder. Why is it that all retired army generals have been allocated the most fertile of land of Sindh? Why they are not allotted land in Punjab or in any other province? Please for God’s sake try to understand the conspiracy hatched by the Punjabi Establishment against your province.

My Dear Sindhi Brethren

Burying the past bitterness, I did resolve, under the banner of MQM, to forge unity and harmony between Mohajirs and Sindhis. This did yield some good results. But the Punjabi Establishment through its agents on 30 September 1988 engineered a massacre of Mohajirs at Hyderabad. As a result, more than two hundred Mohajirs were killed and thousands injured. Next day under the guise of reaction to the Hyderabad Massacre, the Punjabi Establishment through its agents got many Sindhis killed and injured. This coupled with the Pucca Qila Operation launched under the first tenure of Benazir Bhutto; the Punjabi Establishment sowed the seed of hatred and discord between the Sindhis and Mohajirs so that no saner voice could be raised to protect the interest of Sindh. This evil design succeeded and thus Sindh continued to be a colony of Punjab.

My Dear Sindhi Brethren

Please just think is there any raison d’etre for this feud between Sindhis and Mohajirs. Has the Mohajirs caused any loss to Sindh? For God’s sake, do not misunderstand me. Mohajirs are now part of Sindh and earn their livelihood from this very province. Whatever they earn they spend here. They do not remit money beyond the boundaries of the Province. They live here and their dead bodies are not transported outside the Province. They all are buried in Sindh. All their fortunes are tied to the prosperity of Sindh. They sink and swim together with their Sindhi brethren. It is now their Homeland. Please believe me that Mohajirs are not the enemies of Sindh or Sindhis. Had the Mohajirs been agents of Punjabi Establishment, Army operation against them would not been launched in 1992, that is still continuing. More than 20,000 Mohajirs have been ruthlessly killed so far while thousands have been sent to prisons on false and fabricated charges. An equal number are in hiding for fear of arrest on false cases. Hundreds have been sentenced to death or life imprisonment without legal evidence. It is a pity that thousands of Mohajirs have been displaced from their homes and left destitute.

My Dear Sindhi Brethren

It is most unfortunate that even today the so-called Sindhi leaders talk of the rights of Sindhis but hurl abuses against Mohajirs. Mohajirs are threatened to be thrown into the Arabian Sea. But what a contrast. These so-called Sindhi leaders have never raised their voice against the Punjabi Establishment, as they themselves have become their agents. It is no secret that the land of Shah Latif has been sold by them just to enrich themselves. I repeat, Hazrat Shah Latif must be in great agony and must be exhorting the Sindhi elders, sons, and daughters to rescue Sindh from the clutches of the Punjabi Establishment and to restore peace and harmony in this land of soofis and poets.

My Dear Sindhi Brethren

A few months ago, I had stated categorically that I am the son of Sindh Dharti. Please do not treat me as an alien. I am not the enemy of Sindh and its people. But unfortunately, my statement was ridiculed by the so-called Sindhi leaders. However, I have not lost faith. I am earnest and sincere in my belief and conviction and once again with all sincerity, appeal to the elders, sons, daughters, youth, intellectuals, journalists, lawyers, professors, poets, critics and all persons belonging to all walks of life from Sindh in the name of God and Shah Latif to come forward and rescue the land of Shah Latif from the clutches of Punjabi Establishment. I assure you that I have no axe to grind. I have no intention to rule Sindh. I will be just content to be the son of the soil of Sindh. Please try to appreciate my sentiments and thoughts as your own brother/son and do guide me how to serve you and the land of Shah Latif. While talking to the journalists and editors of Sindhi newspapers the other day, MQM leader Mr. Altaf Hussain said that Sindhis and Mohajirs are two branches of the same tree - they are two sons of Mother Sindh. As one mother gives birth to two sons similarly one tree has two branches. Sindh is the land of Shah Latif, the present and future of both the Sindhi speaking Sindhis and Urdu-speaking Sindhis is linked with this land. Both the sons derive sustenance from this soil. They spend their income in Sindh and will die and buried here too. We do not send our dead for burial somewhere else. It is, therefore, imperative that both Sindhis and Mohajirs should join hands in the struggle for their rights of Sindh.



He pointed out that Punjabi Establishment in its own interest is working on the policy of divide and rule. They have created rift and hatred among the Sindhi and Urdu speaking communities and employed agents from both Sindhis and Mohajirs for this purpose to further their nefarious designs. So that the two of us continue to fight with each other whereas the Establishment continue to squander the resources of Sindh and occupy its lands.



It is exactly due to their conspiracies that Sindh is not an autonomous province but a colony of Punjabi Establishment and people of Sindh have been deprived of their fundamental rights and resources. In order to release Sindh from the clutches of Punjabi Establishment both the Urdu speaking Sindhis and Sindhi speaking Sindhis have to jointly struggle for their rights. We have to develop an understanding and acceptance of each other among ourselves in order to defeat the conspiracies of the Establishment.



He further stated that our life and death are linked to the soil of Sindh, we do not want to divide Sindh – such ideas are part of the conspiracy of the Punjabi Establishment and not part of MQM policy. Mr. Altaf Hussain assured the Sindhi brethren that he would never betray the land of Sindh so they should trust him. He asked Sindhi brethren to try him out and they will see that he will struggle for their interests.



Addressing the Sindhi brothers, sisters, mothers, intellectuals, journalists and Sindhi elders and people at large he declared that he is the son of Sindh and will never compromise with the enemies of Sindh. He also recited two verses of Sindhi poetry. “We should unite, like the grass on the bank of a river, if it does not assist those drowning it also drown with them”. Mr Hussain assured Sindhi brothers, sisters, mothers and intellectuals that if he could not save Sindh; he would sink with them rather than made a deal with Punjabi Establishment to save himself. Those Mohajirs who take part in the massacre of Mohajirs with Punjabi Establishment, they apparently call themselves Mohajirs but actually they are stooges of Punjabi Establishment. Similarly, those Sindhis who work against the interests of Sindh with the Punjabi Establishment are traitors of Sindh. He said that it is greatly regrettable that even during the period of Sindhi rulers, the people of Sindh had been neglected in the same manner as during any non-Sindhi ruler, whether it was the government of Zulfiqar Ali Bhutto or Benazir Bhutto. He asked Benazir Bhutto as to how long would she continue to pursue to premiership of Pakistan and when would she unveil the murderers of her father, brother and those who have exploited Sindh? When would she provide the evidence of being the daughter of Sindh? For how long would she continue to make deals with the Punjabi Establishment and the army, allowing them to strengthen their stranglehold upon Sindh? Mr. Altaf Hussain asked the audience as to how many amongst the nationalists leaders of Sindh are there who have struggled and are ready to sacrifice their lives for the rights of Sindh.



He reminded the audience that the army operation against the MQM is continuing since 19 June 1992. Such a lengthy operation has never been conducted against any political party in Pakistan. The Punjabi Establishment has extra-judicially murdered more than 15000 Mohajirs, thousands of our workers are still in prison and waiting to be hanged and thousands are living in exile overseas. But despite all these atrocities MQM has not surrendered to Punjabi Establishment. He recalled the extra-judicial killings of Mohajirs during Benazir premiership. The very first point of Presidential Order dismissing her government was extra-judicial killings. But Ms. Benazir Bhutto continues to claim that her government acted only against the terrorists to fulfil its duty and no one was killed extra-judicially. Does Benazir Bhutto and her colleagues regard the extra-judicial killing of Mir Murtaza Bhutto as an act of duty of her state functionaries? Does she have the courage to say that the murder of Murtaza Bhutto was not an extra-judicial killing?



Mr. Altaf Hussain pointed out that the atrocities committed upon the MQM have no parallel in the history of Pakistan. Whereas Nawaz Sharif, despite his conviction on serious charges was whisked off overnight because he belongs to the Punjabi privileged class. On the other hand Dr. Farooq Sattar and thousands of other MQM workers are incarcerated in prisons for years on false and fabricated charges. Our movement started on 11 June 1978 as a student’s organisation, APMSO, from the Karachi University. Soon after its inception the Establishment, the army and its intelligence agencies with the help of their patronise student’s party – Islami Jamiat Tulba began their conspiracies to crush APMSO. Under this policy, APMSO was evicted by force from all the educational institutions of Karachi on 3 February 1981, through the militant Thunder Squad of Islami Jamiat Tulba. This happened because it was not acceptable to Punjabi Establishment that any nationalist party should emerge amongst the middle and poor class of Sindh.



He pointed out that the agents of the Punjabi establishment have maliciously propagated that the MQM was created by General Zia Ul Haq to harm PPP. He said, “whereas the fact is that during General Zia’s rule I was the only student of Karachi University who was sentenced to 9 months rigorous imprisonment and 5 lashes by the Summary Military Court after my arrest on 14 August 1979 for peacefully demonstrating in front of Quaid-e-Azam’s Mausoleum. The authorities offered me bribe to abandon my struggle but I did not trade my conscience and served the entire 9 months of my sentence. The Martial Law authorities even contacted my mother to persuade me but my mother declined to do that saying that my son is on the right path, he has not committed any crime so why should he ask to be pardoned.”



After being thrown out of the educational institutions on 3 February 1981 we started our work among the masses and established Mohajir Quami Movement (MQM) on 18 March 1984, which was transformed into Muttahida Quami Movement on 26 July 1997, in order to spread the ideology of MQM to the poor and middle class people of the country. But the Establishment did not allow us to work freely throughout the country because they knew that the MQM is the only party in the country that belongs to the poor and middle class people and all its leaders and workers came from these classes. Those countries where feudalism and dictatorship is in vogue, their Establishments do not tolerate a movement or party with grass root support. In Pakistan all those parties who were allowed to form a government, their leadership belonged to feudal and privileged class, whether it is Muslim League or Peoples Party. Although Nawaz Sharif does not come from a feudal family but he has been moulded as such by the Establishment and with all his privileges his mindset has become feudal. Finally Mr. Altaf Hussain reiterated that MQM is the only party that has its roots in the masses. The struggle of MQM is for all the poor and deprived people of all the provinces including Mohajirs.













IF BENAZIR CAMPAIGNS FOR FULL PROVINCIAL AUTONOMY UNDER THE 1940 RESOLUTION THEN WE ARE READY TO WORK ALONG WITH THE PAKISTAN PEOPLES PARTY – ALTAF HUSSAIN QUESTION AND ANSWER SESSION WITH THE SINDHI JOURNALISTS AND EDITORS IN HYDERABAD, PAKISTAN

Mr. Altaf Hussain, Founder and Leader of Muttahida Quami Movement (MQM), has said if Benazir Bhutto campaigns to rid Sindh from the oppressive domination of the Punjabi Establishment, complete provincial autonomy according to the spirit of 1940 Resolution and take into account the bloodshed of her father and brother including the extra judicial murder of innocent Sindhis and Mohajirs by the Punjabi establishment, then we are ready to work along with the Pakistan Peoples Party (PPP). Mr Hussain stated this today while answering to the questions at the luncheon gathering organised by the MQM Hyderabad Zone in the honour of Sindhi journalists and editors.



Replying to a question he said we do accept that PPP is a large political party and majority of Sindhis vote for the PPP. However, as far as understanding with the PPP is concerned, if Benazir Bhutto openly campaigns for full provincial autonomy according to the spirit of 1940 Resolution, rid the Sindh province of the domination and occupation of Punjabi Establishment, for the rights of Sindh and take into account the bloodshed of her father Zulfiqar Ali Bhutto and her brothers Shahnawaz Bhutto and Mir Murtuza Ali Bhutto including the massacre of all the oppressed Sindhis and Mohajirs by the establishment then we are ready to work along with the PPP.



Mr. Altaf Hussain said, Benazir Bhutto should think that for how long she would continue to work for the interest of the Establishment for the sake of becoming the prime minister? She should think for Sindh, which has been deprived of its legitimate rights and its people are longing for basic necessities including clean drinking water. He said that Benazir Bhutto has to decide whether she wants to bargain and struggle only to attain power or she wants to struggle for the rights of Sindh. If she comes forward for the rights of Sindh, then we are ready to work along with the PPP.



Answering to another question on Alliance for the Restoration of Democracy (ARD), Mr. Hussain said that in the political history of Pakistan many political alliances came into existence but what was their fate? He said an alliance formed to restore the democracy should within itself reflect the real democracy. Before the Pakistan Muslim League (PML) joined the ARD, a political alliance GDA existed. However, soon after the PML joined the GDA, acting solely on their advice GDA was transformed into ARD. Moreover, its declaration was drafted without even taking the consent and consultation with the component political parties of the alliance. He said on the one hand PML joined the ARD and on the other hand they made a deal with the Military Government. As a result of this secret deal, its leader left the country whereas the PPP kept silent.



He said that what could be expected from such an alliance after the restoration of democracy when its member political parties are involved in deception and betrayal even before the restoration of democracy?



Answering to another question Mr Hussain said that if ARD demands for full provincial autonomy according to the spirit of 1940 Resolution, then the MQM Coordination Committee is prepared to take back some of its other demands.



Replying to another question Mr Hussain said that MQM has never worked for the interest of Punjabi Establishment. If the MQM would have worked for the Punjabi Establishment then such a long State Operation would not have been launched against the MQM, thousands of its innocent workers would not have been murdered, and thousands of its workers would not have been languishing in jails even today. He said, the Establishment detained Nawaz Sharif but no action was taken against the entire PML. Mr. Altaf Hussain said that the people of Sindh have been detained in prisons whereas those belonging to Punjab have been set free despite looting the national exchequer.



Mr Hussain asked how the problems could be resolved and the concept of one nation strengthen when the Sindhis, Mohajirs, Baloch and Pashtoons are labelled as traitors, their patriotism considered doubtful and only the Punjabis are declared as loyal and the most patriotic citizens of the country. Mr. Hussain said that one nation couldn’t be formed only by preaching -- providing equality and justice could only form it.



Mr Hussain said that nation gives birth to another nation and geographical boundaries gives birth to geographical boundaries. If the people of different classes and communities, living in a geographical boundary, are treated equally then one-nation concept strengthens and the concept of ethno-linguistic groups weakens. However, if equal treatment is not provided then the concept of one-nation weakens and the concept of ethno-linguistic groups strengthens.



Replying to a question on the politics of arms in Sindh, Mr Hussain said that we are against the politics of arms and ammunition. However when armed attacks will be carried out upon peaceful localities, thousands of innocent people will be massacred, houses will be torched and the Police, Army and the Administration does not to provide protection to the people then every person has a right to defend according to the constitution, law and even provided by the UN Charter. Mr Hussain said that why it is demanded to only rid Sindh of weapons whereas much more illegal weapons are in Punjab? He demanded to first eliminate weapons from where they are manufactured then talk of purging weapons from Sindh. He further said if cities and villages of Sindh are showered upon with arms and ammunition and the innocent people of Sindh continue to die as a result then it must be demanded that arms and ammunition must be confiscated from whoever is using it against the people of Sindh.



Replying to a question regarding Pakistan Oppressed Nations Movement (PONM), Mr Hussain said that we support their demands and we are in contact with the PONM and a working relationship could be established. He said that in this context the MQM Coordination Committee has forwarded some proposals to Sardar Ataullah Mengal, Convenor of PONM. He further said that in the 12 Resolutions presented in the public gathering of 17th September in London, we have talked about the rights of oppressed nations of the country.



On the issue of stranded Pakistanis in the Bangladesh, Mr Hussain said that they sided with the Army in 1971; therefore, it is the moral obligation of the Pakistan Army to repatriate them to Pakistan and settle them in the Punjab.

SINDHI STUDENTS COOPERATE AND JOIN MQM AND RID SINDH OF SERVITUDE BY MAKING SINDH AN AUTONOMOUS PROVINCE

Mr Altaf Hussain, Founder and Leader of Muttahida Quami Movement (MQM), has thanked all those Sindhi journalists and columnists who participated in the sitting over the affairs of Sindh province. He also thanked those editors and journalists who reported the telephonic address in its true spirit without distorting the facts. He also thanked Sindhi brothers in general and particularly those Sindhi students who have telephoned the International Secretariat in London and also at Nine Zero Karachi and Zonal Office in Hyderabad to assure their cooperation in future. Mr Hussain said that he is grateful to Sindhi intellectuals and leaders who have applauded his thoughts. Mr Hussain said, “I have no hard feelings towards those Sindhi leaders who criticised and derided the cooperation between Sindhi speaking Sindhis and Urdu speaking Sindhis and I can only pray for the benevolent of those who doubt my sincerity.” He appealed to the Sindhi brothers not to be disheartened and confused by these negative statements. The people and all the leaders including those who have political differences with me do acknowledge that Altaf Hussain will never trade his conscience nor will he bargain upon the rights of the common man. They are fully aware that Altaf Hussain does not promise utopia but believes in peaceful struggle for the people’s rights with courage and fortitude. While addressing the people of Sindh, particularly students, Mr Hussain declared that whatever capabilities God has bestowed upon me, I once again offer unconditionally for the rights of the people of Sindh. I have no desire to become the President, Prime Minister or even the Chief Minister of Sindh, he declared. He further stated that it is common knowledge that since 1987 MQM has participated in the local bodies elections and general elections; and it is acknowledged worldwide as the third largest party of the country and the second largest of the province of Sindh. However, neither I nor any member of my family ever participated in the elections. I have never been interested in these positions.



Mr Hussain said, “I am a faqeer, malang who does not seek personal or family interests but think and struggle for the common man, and declared that I feel proud to be a servant of Sindh and not its master. I shall continue to struggle for usurped rights of Sindh.” Finally Mr Hussain appealed to Sindhi people, particularly the students, to cooperate and join the Muttahida Quami Movement (MQM) and rid Sindh of servitude by making Sindh an autonomous province. IF STATE OPPRESSION CONTINUES THEN THE PEOPLE OF SINDH RESERVE THE RIGHT TO DEMAND FOR SELF-DETERMINATION – ALTAF HUSSAIN

Mr Altaf Hussain, MQM Founder and Leader, has said that we wish to acquire the rights of Sindh Province, within the framework of Pakistan. However, if the State oppression against those demanding their rights would continue then the people at the helm of affairs must beware that when a community is persistently denied its rights and targeted with State oppression then nature takes it course and the geography of the country alters. He was addressing the Thatta Press Club over the telephone from London. Members of the Press Club, including Urdu and Sindhi speaking journalists, intellectuals, poets, social and political workers and people from nearby towns were present. Mr Hussain commenced his address in Sindhi Language with the famous Shah Latif’s verse.

Speaking on the historical importance of Thatta, Mr Hussain said that it is the city of saints, courageous and loving people. Following their footsteps, we declare to peacefully struggle to unshackle Sindh from the slavery of the Establishment. It is the moral obligation of those who are permanently settled, make their living and associated with Sindh, to be loyal to Sindh.

Mr Hussain said that both the Urdu speaking and Sindhi-speaking people are sons of Sindh Dharti. We live and die together, therefore, we must unite and struggle for the rights of Sindh Province. He said that the Establishment is conspiring to confront us against each other, so as to continue with the colonisation of Sindh Province. The waderas and jaagirdars are responsible for the colonisation of the Sindh Province as they became the agents of the Establishment and traded the interests of their motherland for personal gains. The entire Administration, police and bureaucracy of the Province, is imported from Punjab. Despite contributing seventy (70) percent towards the national exchequer, Sindh is not even granted two (2) percent in return. In addition, whatever meagre amount is allotted to Sindh is snatched back in the form of expenses upon the Police and Paramilitary Rangers, which have been imposed upon Sindh Province.

Addressing the people of Sindh, Mr Hussain said, “You have tried Peoples Party, Pakistan Muslim League and other parties but Sindh got nothing. Now give my party and me a chance. I would never disappoint you and assure you that I would never betray the Land of Shah Latif.” He said that when despite all the State oppression he could keep the MQM united and functional then why he could not struggle for the rights of the motherland.

Mr Hussain said that the so-called religious and jihadi organisations are openly displaying arms in their demonstrations, causing destruction and arson with impunity. Whereas when the MQM and JSQM even hold peaceful hunger strikes for demanding water then our elderly leaders and even women are baton-charged and the peaceful protestors fired upon.

During his address, Mr Hussain demanded of the Government to immediately release of Basheer Qureshi and other innocent leaders and workers of MQM and JSQM. If the State oppression against those demanding their rights would continue then the people at the helm of affairs must beware that when a community is persistently denied its rights and targeted with State oppression then nature takes it course and the geography of the country alters. He further stated that the United Nations Charter also declares that if a State persistently victimises a community through ethnic cleansing for demanding their rights, then that community reserves the right to demand for self-determination. Mr Hussain clarified that we want the rights of Sindh within the framework of Pakistan. We demand that according to the 1940 Resolution, Sindh and other smaller provinces must be granted full provincial autonomy. All the provinces shall have total autonomy and all the present functions of the Federation with the exception of Defence, Foreign Affairs and Currency shall be transferred to the provinces.

PEOPLE OF SINDH WANT THEIR RIGHTS WITH IN THE GEOGRAPHY OF PAKISTAN – ALTAF HUSSAIN

MQM Leader Mr Altaf Hussain stated that the people of Sindh do not desire with the Punjabi establishment. But they want to attain their rights within the boundaries of Pakistan. However, if their fundamental rights are not honoured, people of Sindh will be forced to demand self-determination in accordance with the United Nation Charter. Mr Hussain was addressing a large gathering of Sindhi journalists, writers, intellectuals and political activists at Mehar (Dist. Daddu) press club.

Highlighting the areas of discrimination Mr. Hussain pointed out that a province of Sindh has been suffering for the last 54 years under the colonial yoke of Punjabi establishment. Sindh used to be the province of optimum resources but it has been turned into the most paupers of the provinces in Pakistan. Even today Sindh provides over 70% to the national exchequer and is in debt up to its eyes because it receives only 19.9 % in NFC award. Sindh supplies 63 % of oil and 48 % gas to the nation but receives only 6 % in return from the federal government. In the Highway authority budget Sindh has been allocated only 11.5% and even that is not honoured, and the people of Sindh province receive only 5% share of jobs.

In the federal civil services Sindhis participation is negligible. Out of 112 developments programmes in the country only two are taking place in Sindh. Out of nine new development schemes under the Vision 2025 nothing is allocated for in Sindh. Sindh is deprived of water. In the past 20 years 11-2% agricultural land has turned barren. But despite such desperate situation schemes like Kala Bagh Dam and Thal Canal projects are being promulgated that would further deteriorate the water shortage.

The per capita income in Sindh is less than other provinces. According to the Asian Development Bank report the poverty level in Pakistan is 36% whereas in Sindh villages it is 60% and rises to 90% in Kohistan and Kachay areas. In Dadu district oil and gas has been discovered. Workers are brought from Punjab to work in these industries although the educated people of the area are jobless. In Mehar there is ample supply of raw material to make cardboard and chip board. But board-making factories are commissioned in Punjab.

In Dadu Gorakh Hill can be turned into a holiday resort but no attention is being paid to this and no investment is made in Dadu. Furthermore, even Dadu sugar mill, which is the biggest in Sindh, was shutdown 2 ½ years ago without any compensation to those who lost their jobs. Whereas workers in similar positions in Punjab and NWFP are properly compensated. Mr Hussain asked the authorities to compensate all the workers of Dadu sugar mills and look into the feasibility of restarting this huge factory. In a scathing criticism of feudalism Mr Hussain said that over one hundred schools in interior Sindh have been illegally converted into personal property of feudal lords and no one dares to question them.

He pointed out that small farmers do not receive loans from banks, whereas feudal landowners have access to all the funds. The feudal, then lend this money to the poor farmers at over 100% interest rates. So the farmers stay in debt for life. No one listens to their plight. Anyone who raises his voice against the corrupt feudal system is murdered in cold blood and his land and chattel are taken over by the feudal lord.

There is no law and no justice for the people of Sindh. They are put behind bar at will and wish of Punjabi establishment and feudal. Sindhi Prime Minister was sent to the gallows based as circumstantial evidence but a convicted prime minister from Punjab was allowed to go abroad with all his wealth and relatives intact.

During the MRD Movement rural Sindh was bombarded mercilessly, killing thousands, whereas on 19 June 1992 a Military Operation was launched against Mohajirs and the MQM. During this operation which is still going on, more than 15,000 (fifteen thousands) Mohajirs have been killed extra judicially including my elder brother and my 28 year old nephew. During 1997 movement of Nizam-e-Mustafa, hundreds of people in Sindh were massacred but the same army refused to fire in Lahore saying that they will not kill their own kith and kins.

Mr. Hussain asked the audience as to what the political parties for whom the people sacrificed their lives for did for them when they attained power? They did nothing for the common man. Murtaza Bhutto was mercilessly murdered during the prime minister ship of his sister. But Benazir Bhutto is not prepared even to name his killers. Is she concerned that she will not gain power if she pin points the real killers, because they are the ones who control power game in Pakistan.

He reiterated that revolution is not brought about by rich and feudal. Only the poor and middle classes bring about the change in any society. The people of Sindh must not look to feudal lords for any change in the prevailing system. They would continue to suck the blood of common man. The elite of both Sindhi speaking as well as Urdu speaking are pawns in the hands of Punjabi establishment. The middle class Sindhi should unite and bring forward young students, intellectuals and writers to struggle for the rights of Sindh. No one will grant you the rights, you will have to take it from the usurpers, he declared.

He made an impassioned appeal to the audience in the name of saint Shah Latif Bhittai to get united under one banner and trust him. He said, “I will be prepared to work with any middle class leader of your choice as a worker, provided he is honest in his struggle for the rights of Sindh”. He went on to say that we all live and die in Sindh and do not send our earnings out side Sindh. It is my mission to get Sindh free from all injustices and solve the problems of the people of Sindh. For this I shall approach the United Nations, United States, India and other democratic countries. We are with the people of Kashmir but people of Sindh have been deprived of their fundamental rights in their own country. We seek the rights of the people of Sindh, Balochistan and other smaller provinces in accordance with the sprit of 1940 Lahore Resolution. We are not against the ordinary people of Punjab, only opposed to the tyranny of Punjabi establishment.

The land of Shah Latif has always been liberal and has always accommodated on its soil different religion. We (Mohajirs) were deceived in the name of Islam and sacrifice over 20 millions lives for the creation of Pakistan. People of Bengal and Sindh also voted in favour of Pakistan. But after creation of Pakistan, people of Bengal were termed as traitors. Similarly those who did not even support the struggle for Pakistan also branded Mohajirs and Sindhis as traitors. In Punjab unionist party continued to rule till the creation of Pakistan. Punjab is doling out certificates of treachery to those who were the lynch pin of the Pakistan movement. Punjabi establishment regard Mohajirs, Sindhis and Baloch as high security risk when considering for key government positions. If we are such high security risk then why the Punjabi establishment do not separate us, he asked? This injustice will not do, he warned. Finally Mr. Altaf Hussain appealed to all the people of Sindh to get united under the banner of MQM.

WE ARE GRATEFUL AND INDEBTED TO OUR SINDHI BRETHREN FOR PROVIDING US SHELTER IN SINDH – ALTAF HUSSAIN

Mr Altaf Hussain, MQM Founder & Leader, has stated that no one could now prevent the spread of MQM’s message of unity and united struggle for the rights of Sindh amongst the permanent residents of Sindh Province. He was addressing an MQM election rally in Jacobabad. Alongside the Sindhi and Baloch people of Jacobabad, thousands of people of religious minorities participated in the rally.

Mr Hussain said that both the Sindhi and Urdu Speaking people are the sons of Sindh Dharti as they live and die in Sindh. For decades the Establishment conspired to confront them against each other. Now that they are uniting, the Establishment is once again conspiring to sabotage this unity. The Establishment and its agents are spreading the propaganda that Altaf Hussain has relinquished the struggle for Mohajir rights. He said that those who are spreading such baseless propaganda are neither the friends of Mohajirs nor of Sindh Province. He categorically stated that despite all such baseless accusations of the Establishment he would continue his struggle for the rights of Sindh.. If Sindh attains its rights then both the deprived Mohajirs and Sindhis would also attain their rights. He said that no one could deny the fact that if on the one hand Mohajirs are deprived of their rights then on the other hand Sindhis are also facing injustices.

Mr Hussain said that we are grateful and indebted to our Sindhi brethren for providing us shelter in Sindh and if today we do not struggle for the rights of Sindh then it would be ungrateful on our part. He assured that we are not ungrateful and would repay our debt by acquiring the deprived rights of Sindh. Mr Hussain advised the people not to be deceived by the Establishment’s propaganda and realise that the unity amongst the Urdu and Sindhi Speaking people is in the interest of Sindh. He said that despite all the conspiracies of the Establishment, the unity between Urdu and Sindhi Speaking people is strengthening with every passing day. Sindh is awakening, revolution is inevitable and it is imminent to provide full provincial autonomy to Sindh Province.

During his address Mr Hussain highlighted the problems faced by the resident of Jacobabad including water shortage, inadequate sewerage system and load-shedding. In a telephonic address from London to a workers’ convention at the MQM headquarters here, Mr Hussain criticised the politicians, ‘feudal lords’ and army generals and also lashed out at the United States for what he called supporting the feudal lords instead of the masses. “If these generals can topple political and democratic governments they can also take steps to weed out corrupt politicians and feudal lords.” The MQM chief called upon “patriotic army generals” to stop supporting the feudals and corrupt politicians for the sake of the country. Action against corrupt politicians should be taken irrespective of which party they belonged to. The coordination committee of the Muttahida Qaumi Movement (MQM) Rabita Committee will support Pakistan People’s Party (PPP) Co-Chairman Asif Ali Zardari for the presidential slot, MQM Founder and Chief Altaf Hussain said Sunday. Addressing a general workers’ meeting at the office of the Khidmat-e-Khalq Foundation (KKF), Altaf asked workers whether they approved the decision of the Rabita Committee. The huge gathering endorsed the decision. Referring to sectarian clashes in D.I. Khan and Parachinar, Hussain said that the MQM could play the role of mediator and bring closer various religious scholars for creating harmony among different sects. He paid tribute to the law-enforcement agencies who are trying to control the highly tense situation in D.I. Khan and Parachinar. He lauded the role of the Adviser to the Prime Minister for Interior Rehman Malik for arranging food and shelter for those people who had migrated. Hussain referred to his past speeches and said they were given a wrong impression and said the MQM was neither against the Pakhtoons nor the ANP. The MQM is against Talibanisation, Hussain said. He stressed that the party would never allow Talibanisation in Sindh, including Karachi as Sindh was the land of Sufis and citizens of this province were peace-loving. He said the people of Karachi were against extremism and any kind of terrorism. The Muttahida Qaumi Movement (MQM) has decided not to field its candidate in the by-elections against the Pakistan Muslim League-Functional (PLM-F) nominee in Sanghar its policy of reconciliation. This was decided by MQM when PML-F leaders led by Imtiaz Ahmed Sheikh called on MQM Coordination Committee at Nine Zero here on Saturday. Sheikh said that the PML-F delegation visited Nine Zero on the advise of the party chief Pir Sahib Pagara. KARACHI, March 11: In what appears to be an attempt to evolve a ‘consensus’ on its draft on the local government system, a Muttahida Qaumi Movement delegation on Thursday held negotiations with leaders of the Pakistan Muslim League (Functional), which had already offered to play a mediatory role between the PPP and the MQM over the fate of the future LG system. The MQM delegation comprising members of its coordination committee and ministers also called on PML-F chief Pir Pagara at his residence and discussed issues relating to the new local government system and the upcoming LG elections. However, Thursday’s meeting, which was actually held between the members of the law committees of the two parties at the residence of one of them, remained inconclusive as both parties agreed to have more meetings to discuss the future local government system in the province.

The MQM team — comprising Kanwar Naveed Jamil, Shahid Latif, Wasey Jalil, Wasim Akhtar and Syed Sardar Ahmed — informed the PML-F leaders — including former speaker Muzaffar Hussain Shah, Imtiaz Ahmed Shaikh and Nusrat Abbasi — about the salient features of the draft local government law in which the MQM demands empowered local government on the pattern of ones in the developed world. However, the PML-F leaders urged the MQM delegation that there was a need to devise a new system in conjunction with the local government systems of 1979 and 2001. Talking to newsmen, Mr Jamil said the meeting discussed the draft law of the MQM and the proposals of the PML-F and there was a consensus on certain clauses of the local government system of 1979 and both parties felt that they should be incorporated in the new system. He said both parties wanted to adopt a joint strategy to ensure holding of a local government election on time. Muzaffar Hussain Shah told reporters that the PML-F gave its proposals to the MQM and later the party leaders would also hold negotiations with the PPP. He said the PML-F wanted an improved local government system.

Later, a delegation of the MQM called on Pir Pagara at his residence and discussed with him issues related to the local government system and the cooperation that has existed between the two parties for the last many years. After meeting the veteran politician and spiritual leader, MQM leader Babar Ghauri told newsmen outside the Kingri House that the MQM delegation had gone there to meet Pir Pagara on the directive of MQM cheif Altaf Hussain. He said dialogue between the MQM and the PML-F would continue to evolve a consensus on the MQM’s draft law and the proposals given by the PML-F. On the occasion, Mr Shah said the proposals about the upcoming local government elections would be discussed at the next meeting between the two parties and soon a consensus document would be prepared. Nazim’s power was the main reason of differences between the coalition partners. PPP wants replacement of old five districts in Karachi with 18 towns but this is not acceptable to MQM. Revival of commissioner and deputy commissioners system with absolute powers was also disputed. Sindh Assembly, in its last session, passed a bill and the government is bound to hold local bodies election within 120 days, however, MQM and PPP experts were still busy in settling scores instead of avoiding the crisis. President Zardari smelled the threat that coalition setup could be disturbed if his party did not accommodate the MQM. Finally, the Pir Pagara’s PML-F was inducted in the negotiations, and PPP and Functional League started talks about the future LB system. At the same time MQM also started negotiations with PML-F on the same issue. Functional league leaders claim that Pir Pagara has been in favour of restoring the old Commissionerate system and he opposes granting absolute powers to nazims. His party experts ñ former chief minister Syed Muzaffar Hussain Shah and Adviser to CM Imtiaz Shaikh - handed over a proposed plan to MQM in this regard. Pir Pagara wishes to strengthen old bureaucratic system and his party prepared the LB plan under his guidance.
