High-level coöperation between Islamabad and Washington on the Pakistani nuclear arsenal began at least eight years ago. Former President Musharraf, when I interviewed him in London recently, acknowledged that his government had held extensive discussions with the Bush Administration after the September 11th attacks, and had given State Department nonproliferation experts insight into the command and control of the Pakistani arsenal and its on-site safety and security procedures. Gul, who is retired, is a devout Muslim and had been accused by the Bush Administration of having ties to the Taliban and Al Qaeda—allegations he has denied. “What would happen if, in a crisis, you tried to get—or did not get—our nuclear triggers? Musharraf spoke of Zardari in harsher words: Hersh Updated at: 1408 PST, Tuesday, November 10, 2009 ISLAMABAD: Seymour Hersh, Pulitzer prize winning journalist, stood by his report containing comments offered by former president General (retd) Pervez Musharraf about President Asif Ali Zardari. He disclosed that the former president had given even harsher comments about his successor but in the ultimate scrutiny he made them mild and allowed the remarks that he made part of his article. Hersh will appear in Geo News programme ‘Meray Mutabiq’, at 2:05 pm today (Tuesday). Renowned journalist Dr Shahid Masood hosts the programme. Group Editor of The News Shaheen Sehbai will also participate. It is the maiden interview of the US investigative journalist in the wake of his thrilling write-up in the New Yorker magazine.

Hersh also discussed the role of the US embassy in Islamabad. He said it was the report that was received from the US embassy in Islamabad that highly classified US military and civil-emergency response team was put on alert indicating that a Pakistani nuclear component had gone astray. The team, which operates clandestinely and includes terrorism and non-proliferation experts from the US intelligence community, the Pentagon, the FBI, and the DOE, is under standing orders to deploy from Andrews Air Force Base, in Maryland (Washington), within four hours of an alert. When the report turned out to be a false alarm, the mission was aborted. By the time the team got the message, it was already in Dubai on its way to Pakistan. It is a well known practice all over the world that when there is a case against anybody is in the court, the press is always asked to refrain from reporting on the same.

ISLAMABAD: The 13-member full court of the Supreme Court on Tuesday accepted the unconditional apology of a newsman for filing a report pertaining to the alleged preparation of references against four senior judges of the said bench.

Following is the text of the order issued by the 13-member full court of the Supreme Court after unconditional apology by journalist Muhammad Saleh Zaafir:

“Muhammad Saleh Zaafir, editor special reporting of daily Jang and The News, has entered appearance on our call in connection with the news items appearing in the Rawalpindi edition of the daily ‘Jang’ and daily ‘The News’ on 11th June, 2007, regarding some references being made against four senior hon’ble judges of this Court who, presumably also happen to be the members of this bench. The said news item appeared to be open to further serious exception because such a news item had been published, more than boldly, on the front pages of the said two newspapers on the day when the bench was expected to announce its decision on the maintainability of the petition filed in this court questioning the presidential reference against the chief justice of Pakistan. It may be added that certain insinuation have been made in the said news items pointing towards some alleged misconduct committed by the four un-named senior judges of this Court.

2. Muhammad Saleh Zaafir, who is the reporter of the said news items, when confronted with the same, frankly and honestly conceded that he had made no effort to verify the veracity of the allegations levelled in the said news items before publishing the same nor did he have any proof in support of the contents thereof. He, however, added at the very outset that he had utmost regards and respect for not only the said hon’ble judges of this Court but for the entire judiciary; that he did not have even an iota of doubt about their integrity and character and that reporting the said news items was a grave mistake on his part.

3. He tendered verbal unconditional apologies in open Court and also placed on record his statement to the above noted effect, in writing.

4. The regrets offered by Muhammad Saleh Zaafir, reporter/editor, appear to be sincere and the remorse expressed by him appears to be genuine. In this view of the matter, we do not consider it necessary to proceed with the matter any further except warning him to be careful in future.

5. On our call, Muhammad Afzal Butt, president of the Rawalpindi-Islamabad Union of Journalists, also entered appearance for assistance.

6. The reporting of the proceedings which have taken place in Court in connection with the matter in question shall be made only to the extent that the apology tendered by the said Muhammad Saleh Zaafir shall be published in full and so would be published this order passed thereon. The daily ‘Jang’ and daily ‘The News’, which have published the news items in question, shall publish the apology and this order, prominently, on their front pages. Muhammad Saleh Zaafir undertakes to do the same and has been ordered accordingly.”

Meanwhile, the following is the text of unconditional apology tendered by Muhammad Saleh Zaafir before the Supreme Court on Tuesday.

“I, Muhammad Saleh Zaafir, do hereby tender an unconditional apology to the hon’ble court in relation to the contents of the story that appeared in daily The News/daily Jang on June 11, 2007.

“I have been directed by the hon’ble court to submit any proof in relations to the contents of the said items. I would humbly submit that I have no proof whatsoever in relation to the matter discussed in the said story.

“I keep this hon’ble court in the highest esteem and respect. I can never ever think of bringing about a bad name to the hon’ble court or to any learned judge of the hon’able court. I would submit that I can never think of committing contempt of this hon’ble court.

“I undertake to be careful in future and am ashamed for the publication of the story. I would humbly seek pardon in relation to the grievous lapse. “I pray to the hon’ble court that no further action may kindly be proceeded in relation to the matter. Group Editor of The News International (Jang Group of Newspapers) Shaheen Sehbai taking part in the programme expressed the view that Musharraf’s remarks about President Asif Zardari, as attributed by Hersh, could not be casually ignored. He said it must be investigated why Musharraf accused Zardari of not being a patriot, because, according to Sehbai, Hersh had some inside information given to him in interviews with Musharraf and Zardari which he did not reveal in his report. LAHORE: Nuclear scientist Dr Abdul Qadeer Khan has expressed his firm conviction that former military ruler Pervez Musharraf had transferred very sensitive information relating to Pakistan’s atomic programme to the US. Dr Khan said he was ready to record the facts before the court of law.Talking to this correspondent he confirmed the contents of the recent Washington Post story and said these were drawn from the copy of his letter, which he addressed to his wife and handed over to his daughter Dr Dina Khan in 2004 as a precautionary measure when she was leaving for Dubai. The letter had ultimately landed at Musharraf’s table after being recovered from the baggage of his daughter.

Musharraf referred to the letter in his book also and now it has appeared in the press, Dr Khan said. He said on the orders of the dictator, humiliating search operations were carried out in his residence and all documents, personal diaries and family photos were confiscated. The computerised national identity cards were returned after several written requests. He confirmed the observations of columnist Jabbar Mirza that Musharraf was hell bent upon handing him over to the US. In this connection, Dr Khan said, the then-prime minister Mir Zafarullah Khan Jamali had himself confided that he was under severe pressure to sign his exit order, which he refused after taking the federal cabinet into confidence. He said Musharraf kept a C-130 plane ready to fulfil his nefarious designs. Dr Khan questioned what type of justice it was that the truth was made secret for countrymen while it was transferred to the US. The nation must know that national secrets were handed over to Washington by the former president who was an American stooge, he said. He said the nation knew well who its well-wisher was.

He said one-sided action was taken against him during the Musharraf regime and a deliberate and well-calculated policy was implemented to brand him a culprit. It may be recalled that the letter published by the Washington Post leads to information, which proves that China helped Pakistan in the initial stages of Pakistan’s atomic programme. On the contrary, Dr Khan had started mutual cooperation by briefing the Chinese officials with regard to the European centrifuges. The letter leads to the conviction that every thing was done for the mutual interest. The letter discloses that uranium hexafluoride (UF6) was procured in return for invertors, valve flow metres, pressure gauges and other machines. After being self sufficient in 1982, Pakistan offered to return the same but the Chinese were gracious enough having asked to retain them as gift. The letter that appeared in the Washington Post is also significant because therein Dr Khan had quoted people who were alive as against accusations that he always referred to the people who were dead.

He told this correspondent that a comprehensive strategy against him and Pakistan’s atomic programme had been drawn at a secret meeting between Musharraf and former CIA director George Tenet at a hotel in New York on Sept 24, 2003. It was the meeting which both of them in their books had referred to. It is interesting that many assertions made by them are conflicting with one another. Musharraf claimed to have recognised the Pakistani P-1 Centrifuge design shown by George and told him that it was the same manufactured under Dr Khan’s supervision. Dr Khan said these sketches were sealed in 1982-83 and at that time Musharraf had no access even up to the threshold of Kahuta plant. Khan demanded inquiry and trial against Musharraf and his coterie. It is an open secret that Musharraf had deep-rooted contacts with Israel and God knows how many secrets he had transferred to them. He said under a planned policy the former president had transferred all responsibility over his shoulders, which he was not going to deny. But, he demanded to expose his confessional statement secured under duress or to record his statement afresh so that real facts might be revealed.

Dr Khan said he was a resident of Bhopal in India and had opted to migrate to Pakistan, dedicated his life to the country and pledged to serve Ummah. How could a person with such plans become a traitor? It may be recalled that Dr Khan had always been a sour in the eyes of the US, India, Israel and some European countries because he had openly stated why atomic programme in Muslim world was condemned when European nations were carrying forward jointly the same. Why Pakistan was not allowed to sign atomic agreements when the US had been doing the same. He had a clear vision that atomic program should be aimed at maintaining balance of power in the world and doing away with one-sided persecutions. However, under the current circumstances he had been devoting solely to issues pertaining to health, education and other developmental projects.
