Musharraf deplores attempts to weaken army & ISI.

SUKKUR: All Pakistan Muslim League (APML) leader Pervez Musharraf said Saturday Pakistan was faced with internal and external threats due to fragile government system. In a telephonic address in Sukkur from London, former military ruler Musharraf deplored attempts to weaken Pak army and IS from internally. However, some people, he felt, remain always ready to malign the country and its armed forces. Denouncing labeling of Pakistan Army as Punjabi Army, he said army belongs to Pakistan, not to any province. Prayers alone, he said, are enough to rescue Pakistan, urging people to come forward to save the country. “We have no identity without Pakistan,” he said. He assured the participants of the rally that he would be present among them in January next year. SAMAA. In a sensational claim, a former Pakistan army General has said that Osama bin Laden had been kept in a "safe house" of Intelligence Bureau in Abbottabad with "full knowledge" of the then ruler Pervez Musharraf and possibly current Army Chief Gen Ashfaq Pervez Kayani. Gen Ziauddin Butt, who was appointed as the Pakistan Army Chief by the then Prime Minister Nawaz Sharif but could not take over as Musharraf seized power in coup on the same day on October 12,1999, has reportedly made the claim at a conference in October. "In spite of denials by Pakistani military, evidence is emerging that elements within the Pakistani military harboured Osama bin Laden with the knowledge of Musharraf and Kayani," said an article quoting Butt on website of Washington-based think tank Jamestown Foundation. According to his knowledge, the former Director General of Intelligence Bureau Brigadier (retd) Ijaz Shah, "had kept Osama bin Laden in an Intelligence Bureau safe house in Abbottabad", Butt has said. The website claimed that "the revelation remained unreported because some intelligence officers had asked journalists to refrain from publishing General Butt's remarks. The report said Butt repeated his statement in an interview to Dawn News TV channel earlier this month, saying, "he fully believed that (brigadier) Ijaz Shah had kept this man (bin Laden in the Abbottabad compound) with the full knowledge of General Pervez Musharraf... Ijaz Shah was an all-powerful official in the government of General Musharraf". Asked whether Kayani knew of this, he first told the TV channel "yes, but later reconsidered: [Kayani] may have known I do not know he might not have known." However, Butt failed to explain why Bin Laden was not discovered even after Brigadier Shah and General Musharraf had left the government. LAHORE: A Youm-e-Takbeer ceremony titled ‘Thank you Dr Qadeer Khan’ was held under the auspicious of Mohsin-e-Pakistan Lovers Foundation and Pakistan Awami Tehreek (PAT) at Punjabi Complex here Saturday. The chief guest of the ceremony was the former army chief and DG ISI General (retd) Ziauddin. Gen Ziauddin (retd), while addressing the participants, claimed that former Gen Pervez Musharraf had given asylum to Osama bin Laden on mala fide nature. He said that Gen Musharraf kept extraditing other people but he himself hide bin Laden so that the series of coming of money would continue and kept minting money from America. He said, “When I was DG ISI Musharraf used to set spy on me.” While speaking on the dual policy of Musharraf, he said that he had sent a man to India for secret contact and when I as DG ISI summoned that person, at first that person refused but when I put proof before him then he admitted to visit India on Musharraf’s direction. Former Gen Ziauddin said that he had been associated with Dr Abdul Qadeer Khan for three years and all allegations on him are false and he is hero of the nation and most intelligent person. He said that if given chance Dr Qadeer would solve the issue of energy within six months. ISLAMABAD: General (r) Ziauddin Khawaja, former DG ISI, has disclosed for the first time that North Korea had attempted to bribe him by providing him 0.5 million US dollars in Benazir Bhutto’s last tenure as prime minister, in 1995. “They wanted an expedited cooperation between the two countries on the missile programme, which was going on between the two countries in that era,” said General (r) Ziauddin while exclusively talking to Dawn at his Lahore residence. Khawaja, was heading the Directorate of Combat Development, currently known as Strategic Plans Division (SPD). He was directly involved in Pakistan’s defense agreements with North Korea. The retired general while answering a question said that, a bag full of dollars was actually dropped in his office by a North Korean General Kang who at that time was serving as Defence and Commercial Attache in the North Korean Embassy located in Islamabad. Khawaja asked General Kang why he was giving him such a large amount of cash. The North Korean General told him that his government is distributing money among the relevant officers dealing in defence cooperation with his country. General Khawaja said that he immediately informed the then Chief of General Staff (CGS) General Jahangir Karamat who spoke to the then Chief of Army Staff General Abdul Waheed Kakar who was on a foreign trip at the time. Khawaja added that General Waheed consulted with Prime Minister Benazir Bhutto and ordered him to return the money after two or three days. “General Kang was called at the Headquarters of the Military Intelligence, General Headquarters in Rawalpindi, where the money was returned to him by the then MI Chief, Major General Ali Kuli Khan in my presence,” said Khawaja. Ugly Role of "Fifth Columnist" Kamran Khan, Senior Correspondent of The News International in paving the way for The Martial Law of 12 Oct 1999. 


ISLAMABAD: Within half an hour of his surreptitious climb to the post of the Chief of Army Staff on Tuesday afternoon, the former Inter-Services Intelligence chief, General Khawaja Ziauddin knew that the Army he was supposed to lead was not prepared to accept his command. The News Intelligence Unit (NIU) has gathered that all of Ziauddin`s phone calls to the Corps Commanders and the Chief of General Staff -- placed from the Prime Minister`s House in Islamabad on Tuesday -- drew a blank, a reaction that almost instantly drew down the curtains on former prime minister Nawaz Sharif`s second term in office. Debriefing sessions with detained aides of the Nawaz Sharif administration by security officials here have disclosed that the former ISI chief-led operation to stage an in-house coup in the Army was driven by his personal ambitions ignoring the actual situation on the ground. "Even a layman in Pakistan is aware that any operation of this sort can never be completed without the active support of the troops and commanders posted in the cities of Islamabad and Rawalpindi," an Army official commented. "It was foolish of the former prime minister not to be aware that his nominee for the Army chief didn`t have the key support of the 10 Corps and more specifically the 111 brigade," he added. It has now become clear that Lt. Gen. Ziauddin was the architect of the secret operation that envisioned the official announcement of his promotion to the post of COAS once Gen Pervez Musharraf boarded PIA Flight PK 805 in Colombo for a journey that severed his contact with the GHQ for a good 200 minutes. It was also Lt. Gen. Ziauddin who, along with the former principal secretary Saeed Mehdi, had suggested to Nawaz Sharif that General Pervez Musharraf`s plane must not be allowed to land at Karachi so that he could be arrested at any other less busy airports in Sindh. Sources said that Ziauddin had assured Sharif that he would gain the full command of the Army much before the landing of General Pervez Musharraf`s plane at Karachi airport, a dream that suddenly transformed itself into Sharif and Ziauddin`s worst nightmare. Officials here believe that because of his family and, more particularly, his father`s old ties with Khawaja Ziauddin`s family, Sharif always wanted to appoint him to the coveted post of the COAS, but he couldn`t do that since he had ignored a senior-most three star general as General Jehangir Karamat`s replacement. Several close aides to Sharif had often conceded in the past that Gen Kuli Khan Khattak was ignored because Sharif was not comfortable with a Pathan general. Ziauddin, an officer from the Army`s Corps of Engineers, was one course junior to Gen. Ali Kuli Khan and Gen. Pervez Musharraf at the Pakistan Military Academy, but even before Karamat`s dramatic exit from the Army, Ziauddin had told his friends about the likelihood of his replacing Gen. Jehangir Karamat. Sources said that General Karamat had posted him as the Corps Commander, Gujranwala in response to a personal request from Sharif, who wanted to give him a fair chance at the time of Karamat`s retirement. Those who had close access to Sharif always contended that his decision to appoint Gen Musharraf was a stopgap arrangement between Gen. Karamat`s abrupt resignation and Ziauddin`s eventual appointment as the COAS. Ziauddin`s appointment as the ISI chief, minutes after Musharraf`s posting as the COAS, spoke volumes of Sharif`s bent of mind at the time. With the knowledge that doubts deliberately created about Musharraf`s tenure as the COAS would further deteriorate worsening relations between the Army and the former prime minister, Ziauddin using his position as the ISI chief nonetheless invented an intriguing conspiracy theory on the Kargil crisis and helped fuel misinformation that the Army leadership got Sharif trapped by launching the Kargil operation. During the Kargil crisis, Gen. Ziauddin`s exclusive briefing to the former prime minister almost always contradicted the GHQ`s version. "He was responsible for planting the seeds of intrigue on the Kargil issue in Sharif`s mind," according to a reliable official source. In his rash drive to convince Sharif that Musharraf`s removal as the COAS would ease tension with the Army, Ziauddin is believed to have also encouraged the former Intelligence Bureau chief Colonel (retd) Iqbal Niazi, to invent a variety of Army-backed threatening scenarios for Sharif, who apparently had an unlimited appetite for stories that painted a highly negative picture of Musharraf and the corps commanders considered close to the COAS. Khawaja Ziauddin`s desperation to please Nawaz Sharif became evident on the first day of his appointment as the ISI chief when he readily confirmed a police-doctored version about the culprits allegedly involved in the ghastly murder of Hakim Mohammad Said. On Ziauddin`s report, submitted without any independent verification, Sharif got an excuse to knock out the democratic set-up in Sindh, an act that later emerged as part of a well-engineered plot to make way for the installation of an exclusive PML-run unelected administration in Sindh. An independent Army probe later discovered that the Sindh Police`s version of the Hakim Said case, with a stamp of ISI confirmation from Gen. Ziauddin, was nothing but "a pack of lies." Neither Sharif nor Ziauddin, however, ever acknowledged the blunder. In another desperate attempt to please the former prime minister, Ziauddin ordered the illegal detention of Najam Sethi, the editor Friday Times, for more than two weeks. Despite the Army`s blunt refusal to initiate sedition or treason charges against Sethi, Ziauddin obliged Sharif and Saifur Rahman by keeping Sethi locked up for about 20 days. Sethi had been handed to Ziauddin`s ISI after being abducted by IB goons from his Lahore residence. Sources said Ziauddin agreed to hold Sethi in illegal detention in response to a single phone call from Saifur Rahman, who later also made Sharif speak to him on the subject. Reliable sources said that Ziauddin was also behind severe criticism of the Kargil crisis by at least two corps commanders, who later met Sharif in Ziauddin`s presence. These meetings were never reported to the COAS, who later reacted by removing both corps commanders from their posts. For Sharif, sources said, Ziauddin`s mission was to divide the corps commanders on ethnic and professional lines and to create an anti-Musharraf lobby amongst the corps commanders. "Since his appointment as the DG ISI, Ziauddin was playing a dangerous game that pitched his boss against the Army," observed a senior official. "His operation ultimately turned out to be hara kari (suicide)." ISLAMABAD: Just a few weeks Benazir announced in London to return to Pakistan on October 18. President Pervez Musharraf was not comfortable with this announcement. He wanted her to delay the return just for a few weeks. He sent two top generals in uniform to meet her in Dubai and conveyed his message but she declined to change her programme. She wrote a letter to Musharraf just one day before her departure and expressed concern about some threats to her life and nominated some people within the establishment who she thinks would be responsible for posing a threat to her life in Pakistan. She made a dramatic return to Pakistan in the afternoon of October 18, 2007. She started a new journey from Karachi airport to the tomb of Qauid-e-Azam in an open truck with more than a million people. She gave a message to the masses that she was not scared of terrorism. Her husband Asif Ali Zardari sent her at least 10 messages from Dubai on the truck that she must take care of her life and stand behind the bullet proof glass but Benazir Bhutto ignored all these requests from a very much concerned husband watching her welcome on television with his kids in Dubai. A few hours after her return, two suicide bombers targeted her vehicle. More than 140 people were killed and 550 injured. It was a great tragedy. The PPP leadership pointed their fingers at the head of the Intelligence Bureau Brig (Retd) Ejaz Shah, holding him responsible for the bombings. Benazir Bhutto mentioned his name with displeasure a few days ago in London and claimed that Ejaz Shah was trying to sabotage reconciliation between the PPP and Musharraf. Now the big question is why the PPP thinks that the head of a civilian intelligence agency is the mastermind of the great tragedy in Karachi on October 18? Asif Ali Zardari told this scribe that Ejaz Shah had old links with Islamic radicals. He claimed that Shah was the person who managed the surrender of Omer Sheikh in 2002, a suspect in the killing of American journalist Daniel Pearl. Asif Ali Zardari is sure that people like Ejaz Shah have encouraged Islamic radicals to attack Benazir Bhutto. In fact, Ejaz Shah was the home secretary of the Punjab in 2002. He belongs to Nankana Sahib area of the Punjab. Mother of Omer Sheikh was also from Nankana Sahib. When the security agencies raided the house of Omerís grandparents in Nankana Sahib, Ejaz Shah contacted the uncle of the alleged terrorist who was a sessions judge at that time. The uncle convinced his nephew through Ejaz Shah to surrender and that was how Omer Sheikh was arrested. Some PPP sources have said that Ejaz Shah was the person who created PML-Q in the Punjab. He was also a key figure in breaking more than 20 members of the National Assembly from the PPP after the 2002 election. That is why the PPP leadership has problems with him. People like Abida Hussain, who left the PML-Q and joined the PPP due to the disliking of Ejaz Shah, are also trying to poison Benazir Bhuttoís mind against Ejaz Shah. Shah is considered a trusted confidant of General Pervez Musharraf but he is also very close to the Chaudhries of Gujrat. According to reliable sources, Benazir Bhutto has declared not only Ejaz Shah but also the Chief Minister of Punjab Chaudhry Pervaiz Elahi as an enemy after her life in a letter written to Musharraf recently. Top government sources are not ready to agree with Benazir. They think that Benazir Bhutto should make an alliance with Musharraf against terrorism instead of fighting with old allies of Musharraf. One source claimed that it was Ejaz Shah who was the head of anti-narcotics force in 1998, when the-then Nawaz Sharif regime tried to involve Asif Ali Zardari in a narcotics case through him. But he refused and later the Nawaz regime booked Zardari in the same fake case through the Punjab police. It is also viewed by some government circles that the head of a civilian intelligence agency is a soft target for the PPP and the real target is the boss of Ejaz Shah, who is no doubt General Pervez Musharraf. The PPP is trying to pressurise Musharraf by targeting people like Ejaz Shah and Ch Pervaiz Elahi for getting some more concessions. It is also believed that this mistrust between the PPP and Musharraf is not good for both of them. General Pervez Musharraf called Benazir yesterday and condoled on the death of her workers in suicide bombings. Musharraf conveyed a message that "we must be united against terrorism and not fight with each other". Musharraf also asked the leadership of the PML-Q not to make statements against the PPP. Both the PPP and the PML-Q will face a big challenge in the coming few months. All the intelligence agencies are concerned about the coming general elections. Not only Benazir Bhutto but many leaders of the PML-Q are also on the hit list of suicide bombers and it would be difficult to organize public meetings and rallies during the election campaign. The differences between the PPP and the PML-Q will only help the opponents of General Pervez Musharraf. Pakistan is going through a very critical time today. It needs reconciliation not only between some individuals but also between political parties having adverse views. Forty years ago Zulfikar Ali Bhutto wrote a book "The Great Tragedy" just six months before the disintegration of Pakistan. He started his book by saying that "Pakistan is passing through a terrible ordeal. This country, born in pain, is experiencing its gravest crisis. The nightmare of Pakistanis killing Pakistanis is not yet over. Blood is still being spilled. The situation has become greatly complicated by the aggressive involvement of India". Forty years after, the daughter of Zulfikar Ali Bhutto is blaming not India but some Pakistanis for the great tragedy in Karachi. Nightmare of Pakistanis killing Pakistanis is still not over. General Musharraf should at least investigate and satisfy Benazir that who was actually responsible for shutting down the street lights on Sharae Faisal just a few moments before the tragedy because darkness helped the bombers to breach the security circle around Benazirís vehicle. "You can name Musharraf my assassin if I am killed." These were the words Benazir Bhutto had uttered twice during a one-on-one, off-the-record conversation with me, hardly a few weeks before her tragic assassination. I met her on November 13, 2007 at the residence of Senator Latif Khosa, a few hours before she had been placed under house arrest by the Punjab government to stop her from leading a long march to Islamabad against the Musharraf regime. Talking about attempt on her life in Karachi on October 18, 2007 after her return from exile, Benazir Bhutto said she knew quite well even before returning home that such a cowardly attempt would be made on her life. "And let me tell you that the Karachi suicide bombings could not have been possible without Musharraf’s blessing." Almost a month after returning home and barely escaping a horrifying suicide attack on her cavalcade the same night in Karachi, Bhutto had reached Lahore and was staying at Senator Latif Khosa’s residence in the Defence area. My meeting with Bhutto actually took place after a dinner, which was attended by a few senior Pakistani journalists, including myself. In one corner of the room, there were two armchairs in which we two settled down… Then she said… "I actually want to share some important information with you, but you must promise that you will never quote me as your source." I agreed and Bhutto began, "Do you know who was involved in the suicide attack on my welcome procession on October 18?’ I replied, "Those whom you have mentioned in your letter to General Musharraf." She had another question for me, "Do you know for whom these people work?" I replied, "For Musharraf." She probed further, "So what does this mean?" It was now my turn to ask questions. "Do you doubt General Musharraf’s intentions?" She said: "Off the record, I would say I do not doubt his intentions. I am sure of his involvement and my assumption is based on reliable information." I was taken aback. I asked her, "If this is true, why don’t you make it public?" She said, "I can’t do that because of the reconciliatory milieu. The general did not want me to return to Pakistan before the elections, and he is furious that I have come home before the polls as it could disturb his gameplan."

Bhutto then told me that a couple of weeks before her arrival, Musharraf had sent her this message, "The law and order situation in Pakistan is awry. Also, the religious fanatics and jehadis are outraged because of your anti-jehadi statements that were lapped up by the Pakistani media, especially in the aftermath of the Lal Masjid episode. So you are advised not to come to Pakistan before the 2008 general elections." Then she added, "But I conveyed to him in clear terms that whatever the circumstances, I would definitely come to Pakistan to lead my party in the polls. In return, I was given yet another warning: "The government is concerned about your security since we have credible intelligence information that several extremists groups and individuals are planning to kill you." She said that she had pointed out that if the agencies had prior information of the murder plans, they were, of course, in a position to arrest the planners as well. Her rebuttal had fetched her no reply from Musharraf or his administration. "I have come to know, following investigations by my own sources, that the suicide attack on my welcome procession in Karachi, on October 18, 2007, was masterminded by some highly-placed officials in the Pakistani security and intelligence establishment. My enemies in the establishment had first engaged a jehadi leader linked to al-Qaeda, Qari Saifullah Akhtar (the ameer of the Pakistan chapter of the Harkatul Jehadul Islami, who had been involved in a failed coup attempt against Benazir Bhutto’s government in 1995). He, in turn, hired one Maulvi Abdul Rehman Otho alias Abdul Rehman Sindhi, a Lashkar-e-Jhangvi (LeJ) militant from the Dadu district of Sindh, to carry out the Karachi suicide attacks."

Bhutto said that according to credible sources Abdul Rehman Sindhi (who was reportedly arrested in June 2004 from Khuda Ki Basti area in Kotri near the Hyderabad district of Sindh province for his involvement in the February 2002 suicide car bombing outside the US Cultural Centre building in Karachi) was mysteriously released by the Pakistani authorities shortly before her return home, citing lack of evidence to proceed against him. I could not help saying, "How could Qari Saifullah Akhtar be a suspect when he himself is behind bars for his alleged involvement in masterminding the twin suicide attacks on Musharraf in Rawalpindi, way back in December 2003? As far as I know, Qari is still in jail." Bhutto muttered, "I also thought so. But his release has already been confirmed by those close to the Musharraf administration. I subsequently conveyed to some of Musharraf’s key people, through my close aides, that various events such as the strange release of a dreaded jehadi like Qari Saifullah Akhtar have convinced me that any attack on me would not be possible without the consent of those in power." I asked her, "Whether I could report a few bits of the information you have shared with me." She smiled and said, "The reason I wanted to see you alone was to pass on some news which you can report. It is related to the October 18, 2007 terrorist attack. You should, however, countercheck whatever information I provide, and if you find any discrepancies, please let me know." She continued, "Actually, while I was still in London during the second week of October [2007], I had been informed by my sources in the [Pakistani] intelligence that there was every chance of someone trying to kill me; and that the blame would then be shifted to the jehadis. I had also been informed that some retired and serving army and intelligence officers had tasked some jehadielements with my assassination."

Bhutto continued, "When I probed deeper, I was amazed to find that the handlers had paid 30 million rupees to their agent Abdul Rehman Sindhi so that he could arrange suicide bombers to target my procession in Karachi. My sources say Sindhi had once worked for the former chief operational commander of al-Qaeda, Abu Zubaidah, who was arrested from Faisalabad in March 2002. I was surprised to learn that a man with such strong connections with al-Qaeda was simply set free by the security agencies because they claimed that they did not have enough proof to proceed against him. I had written a letter to Musharraf before coming to Pakistan, after I had received information from the Karzai government in Afghanistan, about the plans for my assassination. I passed on this information to him and had also furnished the names of some of the people who were directly involved in the planning." When I tried to find out the names of the people involved, Bhutto only said she had put down their names in her letter to Musharraf, besides naming them in the FIR lodged with the Karachi police after the October 18 suicide attacks, stating that those mentioned in the letter need to be investigated. According to her, most of those who had planned and carried out the Karachi bombings were affiliated with the ISI. These included a close aide of General Pervez Musharraf — the director general of the IB, Brigadier (retd) Ejaz Hussain Shah who was earlier the provincial chief of the ISI, Punjab. "That Ejaz Shah has close contacts with jehadi elements is not a hidden fact," said Bhutto. "It is a reality that [Sheikh Ahmed] Omar Saeed, who is the prime accused in the murder of American journalist Daniel Pearl, was acting as an agent of the ISI and his handler was none other than Ejaz Shah himself. And it was the same Shah who had, as home secretary of Punjab, provided asylum to Omar Saeed for many days before he had finally surrendered." Bhutto said that the classified information that had been given to her by the Karzai government also contained the names and addresses of some of the people who had been involved in the Karachi suicide attack and that she had forwarded it to Musharraf, although she later came to know that the Karzai government had already shared the same information with the Pakistani authorities. "The most tragic part of the whole episode is that no action was taken in spite of having every minute bit of information about the October 18 assassination bid." Bhutto added, "It was only after the Karachi attack that I realised what a blunder I had committed by writing to Pervez Musharraf and naming his stooges alone. It did not occur to me at that time that I was in a way signing my own death warrant by not naming my number one enemy as one of my possible assassins. It later dawned upon me that Musharraf could have exploited my letter to his advantage." "What does that mean?" I asked. "While writing that letter to General Musharraf, it never occurred to me that I was actually giving a clean chit to my worst enemy — a mistake that could bear serious consequences for me," she replied after a pause. Bhutto then said that while realising her blunder after the Karachi attack, she had already written yet another letter to someone important, naming her would-be assassins.

I had a volley of questions for her. Had she named Musharraf in that letter; and if yes, why would he hurt her when she was trying to negotiate with him; and to whom was the letter addressed. She smiled and said, "Mind one thing, Amir Sahib. All those in the establishment who stand to lose power and influence in the post-election [2008] setup are after me, including the general. I cannot give you any more details at the moment. You can, however, name Musharraf as my assassin if I am killed." I said, "God forbid, but as far as we know, General Musharraf had given the Americans a guarantee for your protection in Pakistan." She replied, "No, the general hasn’t given any such assurance to anyone. And he can be more vindictive than you can imagine. Even otherwise, a popular politician should never trust a military dictator." And the reason for Musharraf’s animosity against her? "I have almost made him shed his military uniform, which was like a second skin to him," she said. (Musharraf had to quit as the Chief of Army Staff on November 28, 2007, almost two weeks after my Lahore meeting with Bhutto.) "Now that I have staged a comeback, the general is between a rock and a hard place. He is under tremendous pressure to quit the presidency, shed his military uniform, and go home." "Does that mean that the US wants to get rid of Musharraf now?" She responded, "Any such thing would be possible only if the people of Pakistan want it to happen. The general has a fair idea that the people are still siding with Benazir and her People’s Party. That’s why he detests me and wants me to get out of his way, for I am the biggest hurdle for him."

I had more questions, "If you are so convinced that Musharraf could go to any extent and that the Karachi attack would not have been possible without his consent, have you made any move to protect yourself? Will you ever make this public?" She replied, "When it’s time, you will know more about it. For now, as I told you earlier, you can name Musharraf as my assassin in case I am murdered." "I hope no such thing ever happens, but even if it does, and I do name Musharraf as your assassin, what difference is it going to make? In my personal opinion, you should go public about these facts so that if he does have any such plans he’ll get defensive and might not proceed with them," I advised. Bhutto responded, "I believe he would get on the offensive if I made any such move, and would create even more problems for the party leadership, especially with regard to my participation in the forthcoming general elections. But this doesn’t mean I won’t do anything and let him get away with whatever he wants. I have already taken into confidence some important people in the right quarters. I have kept them informed of all these developments as well as my fears, so that my opponents understand that even if they are able to kill me, they could always be investigated, just as the former Lebanese prime minister Rafik Hariri’s assassination was investigated by the United Nations." It was long after her death that I understood what she had meant when she had hinted at being in touch with the ‘right quarters’. She had sent an email to Wolf Blitzer of the CNN, which was dated October 26, 2007, a few days after the Karachi bombings targeting her welcome procession. Bhutto was eventually killed, her email was made public, but no action could be taken against her assassin because he himself was supervising the investigations. Karamat's categorical tone left some US officials a little embarrassed, for they are not used to ambassadors laying down the line in Washington. But Dr Abdul Qadeer Khan, in his 11-page confession reported in the US press in February, named Karamat, former chief of army staff General (retired) Mirza Aslam Beg and President General Pervez Musharraf as the men on top who were aware of what was going on. As the chief of army staff from 1996-98, Karamat was directly responsible for the safety and security of the nuclear program. LAHORE: Nuclear scientist Dr Abdul Qadeer Khan has expressed his firm conviction that former military ruler Pervez Musharraf had transferred very sensitive information relating to Pakistan’s atomic programme to the US. Dr Khan said he was ready to record the facts before the court of law.Talking to this correspondent he confirmed the contents of the recent Washington Post story and said these were drawn from the copy of his letter, which he addressed to his wife and handed over to his daughter Dr Dina Khan in 2004 as a precautionary measure when she was leaving for Dubai. The letter had ultimately landed at Musharraf’s table after being recovered from the baggage of his daughter. Musharraf referred to the letter in his book also and now it has appeared in the press, Dr Khan said. He said on the orders of the dictator, humiliating search operations were carried out in his residence and all documents, personal diaries and family photos were confiscated. The computerised national identity cards were returned after several written requests. He confirmed the observations of columnist Jabbar Mirza that Musharraf was hell bent upon handing him over to the US. In this connection, Dr Khan said, the then-prime minister Mir Zafarullah Khan Jamali had himself confided that he was under severe pressure to sign his exit order, which he refused after taking the federal cabinet into confidence. He said Musharraf kept a C-130 plane ready to fulfil his nefarious designs. Dr Khan questioned what type of justice it was that the truth was made secret for countrymen while it was transferred to the US. The nation must know that national secrets were handed over to Washington by the former president who was an American stooge, he said. He said the nation knew well who its well-wisher was. He said one-sided action was taken against him during the Musharraf regime and a deliberate and well-calculated policy was implemented to brand him a culprit. It may be recalled that the letter published by the Washington Post leads to information, which proves that China helped Pakistan in the initial stages of Pakistan’s atomic programme. On the contrary, Dr Khan had started mutual cooperation by briefing the Chinese officials with regard to the European centrifuges. The letter leads to the conviction that every thing was done for the mutual interest. The letter discloses that uranium hexafluoride (UF6) was procured in return for invertors, valve flow metres, pressure gauges and other machines. After being self sufficient in 1982, Pakistan offered to return the same but the Chinese were gracious enough having asked to retain them as gift. The letter that appeared in the Washington Post is also significant because therein Dr Khan had quoted people who were alive as against accusations that he always referred to the people who were dead. He told this correspondent that a comprehensive strategy against him and Pakistan’s atomic programme had been drawn at a secret meeting between Musharraf and former CIA director George Tenet at a hotel in New York on Sept 24, 2003. It was the meeting which both of them in their books had referred to. It is interesting that many assertions made by them are conflicting with one another. Musharraf claimed to have recognised the Pakistani P-1 Centrifuge design shown by George and told him that it was the same manufactured under Dr Khan’s supervision. Dr Khan said these sketches were sealed in 1982-83 and at that time Musharraf had no access even up to the threshold of Kahuta plant. Khan demanded inquiry and trial against Musharraf and his coterie. It is an open secret that Musharraf had deep-rooted contacts with Israel and God knows how many secrets he had transferred to them. He said under a planned policy the former president had transferred all responsibility over his shoulders, which he was not going to deny. But, he demanded to expose his confessional statement secured under duress or to record his statement afresh so that real facts might be revealed. Dr Khan said he was a resident of Bhopal in India and had opted to migrate to Pakistan, dedicated his life to the country and pledged to serve Ummah. How could a person with such plans become a traitor? It may be recalled that Dr Khan had always been a sour in the eyes of the US, India, Israel and some European countries because he had openly stated why atomic programme in Muslim world was condemned when European nations were carrying forward jointly the same. Why Pakistan was not allowed to sign atomic agreements when the US had been doing the same. He had a clear vision that atomic program should be aimed at maintaining balance of power in the world and doing away with one-sided persecutions. However, under the current circumstances he had been devoting solely to issues pertaining to health, education and other developmental projects. Joanne Herring with Pakistani President Muhammad Zia-ul-Haq in 1983 - The 1967 Six Day War was a shambles for the Palestinian cause as the IDF decimated the Arab forces, revealed the total military superiority of Israel and stole East Jerusalem and the West Bank from Jordanian control. Of Jordan's total population in 1970, seventy-five percent identified itself as Palestinian. Nevertheless, both the Jordanian monarchy and the United Nations repeatedly called them "refugees" or "displaced persons" and denied them the right to fight for both the right to their lands in the west or for the creation of a democratic state in Jordan. Jordan, itself a creation of the British, relied upon oil monies and its subservience to the other Arab monarchies as well as to its exploitation of the highly-trained and literate Palestinian population for its own economic survival. Nevertheless, the Jordanians, like the Syrians and the Egyptians, utilized the Palestinians for their own purposes rather than allowing them to control their own destiny within a democratic framework. Many Palestinians realized the need to control the movement, so Dr. George Habash founded the Popular Front for the Liberation of Palestine and Yasser Arafat founded Harakat Tahreer Falasteen or Al-Fatah. Habash announced that "the liberation of Palestine will come through Amman [capital of Jordan]," mostly to challenge both King Hussein and a broken Nasser (both of whom came under Israeli hegemony by 1970, something recognized in the US Secretary of State Rogers' Plan). King Hussein (with help from Zia-ul-Haq of the Pakistani army) sent in his Bedouin army on 27 September to clear out the Palestinian bases in Jordan. A massacre of innumerable proportions ensued. Moshe Dayan noted that Hussein "killed more Palestinians in eleven days than Israel could kill in twenty years." Dayan is right in spirit, but it is hardly the case that anyone can match the Sharonism in its brutality. According to Gen Mitha, it was Gul Hasan who saved Brig Zia-ul-Haq, as he then was, from being sacked. Zia was in Jordan. The year was 1971. Gen Yahya received a signal from Maj Gen Nawazish, the head of the Pakistan military mission in Amman, asking that Zia be court-martialled for disobeying GHQ orders by commanding a Jordanian armour division against the Palestinians in which thousands were slaughtered. That ignominious event is known as Operation Black September. It was Gul Hasan who interceded for Zia and had Yahya let him off. Mitha was treated very badly. His Hilal-i-Jurat was withdrawn in February 1972, something that also appears to have been Gul Hasan’s handiwork.

The most promising comparison between the Islamic Republic of Pakistan and the Jewish State of Israel came from Gen. Zia ul-Haq. Lacking a political constituency, he skillfully exploited Islam to legitimize and consolidate his military dictatorship. Presenting himself as a simple, pious and devoted Muslim, he institutionalized religious radicalism in Pakistan. In so doing, he found Israel to be his strange ally. Toward the end of 1981, he remarked: Pakistan is like Israel, an ideological state. Take out the Judaism from Israel and it will fall like a house of cards. Take Islam out of Pakistan and make it a secular state; it would collapse. He likewise surprised many observers in March 1986, when he called on the PLO to recognize the Jewish state. ISLAMABAD: Leader of the Opposition in the National Assembly Chaudhry Nisar Ali Khan on Friday observed that there was clear contradiction in the statements of the government, Foreign Office and the General Headquarters (GHQ), on the issue of US forcesí action on Osama bin Ladenís compound in Abbottabad. “The rulers are maintaining a criminal silence over this very serious issue and categorical statements have only come from the Army chief and the GHQ,”Chaudhry Nisar said while talking to journalists here at the Parliament House. He said all decisions were being taken at the GHQ whereas the rulers were still sleeping after the incident, which he termed ìbigger than the fall of Dhakaî. ìIs there an Army government or democratic rule in the country?” the opposition leader questioned, saying the government should choose between the masses and the United States. He maintained that he would raise the issue of this criminal negligence on the part of the rulers, including the president, on floor of the National Assembly. The opposition leader also observed that Interior Minister Rehman Malikís silence on the issue of the country’s sovereignty was a big question mark on his patriotism. He regretted that the US president addressed his countrymen late at night while the Pakistani president kept sleeping. “I ask Asif Ali Zardari to wake up and tell the truth to the nation,” he said.


Accusing the rulers of compromising the country’s sovereignty and dignity, he recalled that former Prime Minister Nawaz Sharif rejected the US offer of $5 billion for not conducting the nuclear tests. He pointed out that the PML-N had been saying that US agents had rented 300 houses in the federal capital but the government paid no heed to their warnings. He said when it came to power, the PML-N would reveal all facts and realities to the nation and parliament. ABSTRACT: ANNALS OF NATIONAL SECURITY about the legitimacy of the recent Tomahawk bombing of the Al Shifa pharmaceutical plant in Sudan. Two of Pres. Clinton's friends—Bobbie May, an oil and gas businessmen, and H. H. Brookins, a bishop at Nashville's African Methodist Episcopal Church—visited Khartoum, Sudan, the week that American Tomahawk cruise missiles destroyed the Al Shifa pharmaceutical plant, on August 20th. The Sudanese plant, depicted by the White House as a chemical-warfare facility, was one of 2 targets in a retaliatory raid against Saudi terrorist Osama bin Laden, who was linked to the bombings of American Embassies in Kenya and Tanzania earlier that month; Tomahawks were also fired at sites in Afghanistan suspected to be terrorist training camps under the control of bin Laden. The writer describes public statements made on Aug. 20th by both Pres. Clinton and his national-security adviser, Samuel R. (Sandy) Berger. Berger claimed the Administration had "physical evidence" that the plant made chemical weapons: the C.I.A. had obtained a soil sample outside the plant which contained Empta, a key ingredient in nerve gas. Bobby May and Bishop Brookins--who had personally toured the Al Shifa plant a few days before the bombing and had seen no evidence of chemical weapons--were convinced that the Administration had made a mistake. The Tomahawk mission was seen by many as a failure: bin Laden wasn't killed, and questions continue about the plant's validity as a target. This failure was a by-product of the secrecy that marked the White House's planning for the bombings. The majority of officers on the Joint Chiefs of Staff were not briefed about the bombings until the day before the raids. Also excluded was F.B.I. director Louis Freeh. Attorney General Janet Reno felt there was insufficient evidence to justify the bombings and urged the White House to delay the raids. There are also serious questions within the C.I.A. about the validity of its own analysis. The writer interviewed several senior military and Pentagon officers who criticized the President's decision to exclude senior military personnel from his decision-making process. Some military officers have questioned the effectiveness of the raids. The officers examined Sandy Berger's role in the planning . Most think that Berger was too hasty in his decision to advocate bombing, and that this haste was due to pressure from Clinton for a strong response. The writer describes Clinton's troubled relationship with the F.B.I. and Louis Freeh, and he details the F.B.I.'s concern that it was not given adequate warning of the planned attack. The writer says that bin Laden was tipped off to the coming attack after the White House evacuated the American Embassy in Pakistan, thus giving him a chance to flee before the bombing began. Thus, the Administration placed its entire justification for the bombing on the Empta found in the soil near the plant. The writer interviewed an inspector in the Organization for the Prohibition of Chemical Weapons who questioned the C.I.A.'s account of the retrieval and analysis of the Empta. Sandy Berger, in a Sept. 18th press briefing, blamed the Khartoum regime for Sudan's troubles, but the writer calls his view "simplistic." The following Act of Majlis-e-Shoora (Parliament) received the assent of the President on the 3rd July, 1997 and is hereby published for general information: --

Whereas it is expedient further to amend the Constitution of the Islamic Republic of Pakistan in order to prevent instability in relation to the formation of functioning of Government;

It is hereby enacted as follows:--

1.

Short title and commencement.

(1)

This Act may be Constitution (Fourteenth Amendment) Act. 1997.

(2)

It shall come into force at once.

2.

Addition of new Article 63A in the Constitution.

In the constitution of the Islamic Republic of Pakistan after Article 63 the following new Article shall be inserted, namely:-

"63A

Disqualification on ground of defection, etc.---

(1)

If a member of a Parliamentary Party defects, he may be means of a notice in writing addressed to him by the Head of the Political Party or such other person as may be authorized in this behalf by the Head of the Political Party, be called upon the show cause, within not more than seven days of such a notice, as to why a Declaration under clause (2) should not be made against him. If a notice is issued under this clause, the Presiding Officer of the concerned House shall be informed accordingly.

Explanation: A member of a House shall be deemed to defect from a political party if he, having been elected as such, as a candidate or nominee of a political party: or under a symbol of political party or having been elected otherwise than as a candidate or nominee of a political party, and having become a member of a political party after such election by means of a declaration in writing –

(a)

commits a breach of party discipline which means a violation of the party constitution, code of conduct and declared policies, or

(b)

votes contrary to any direction issued by the Parliamentary Party to which he belongs, or

(c)

abstain from voting in the House against party policy in relation to any bill.

(2)

Where action is proposed to be taken under the Explanation to clause (1), sub-clause (a) the disciplinary committee of the party on a reference by the Head of the Party, shall decide the matter, after giving an opportunity of a personal hearing to the member concerned within seven days. In the event the decision is against the member, he can file an appeal, within seven days, before the Head of the Party, whose decision thereon shall be final, in cases covered by the Explanation to clause (1), sub-clauses (b) and (c), the declaration may be made by the Head of the Party concerned after examining the explanation of the member and determining whether or not that member has defected.

(3)

The Presiding Officer of the House shall be intimated the decision by Head of the Political Party in addition to intimation which shall also be concerned member. The Presiding Officer shall within two days transmit the decision to the Chief Election Commissioner. The Chief Election Commissioner, shall give effect to such decision, within seven days from the date of the receipt of such intimation by declaring the seat vacant and amend it under the schedule of the bye-election.

(4)

Nothing contained in this Article shall apply to the Chairman or Speaker of a House.

(5)

For the purpose of this Article—

(a)

“House” means the National Assembly or the Senate, in relation to and the Federation; and a Provincial Assembly in relation to the Province, as the case may be.

(b)

“Presiding Officer” means the Speaker of the National Assembly, the Chairman of the Senate or the Speaker of the Provincial Assembly, as case may be.

(6)

Notwithstanding anything contained in the Constitution, no court including the Supreme Court and a High Court shall entertain any legal proceedings, exercise any jurisdiction, or make any order in relation to the action under this Article.”

ISLAMABAD, March 18: Jamaat-i-Islami chief Qazi Hussain Ahmed has revealed that Osama bin Laden had offered to buy loyalties of legislators to see Mian Nawaz Sharif as prime minister. In an interview appearing in the magazine of an Urdu newspaper on Sunday, Qazi Hussain Ahmed said that Osama had visited the JI headquarters Mansoora and wanted to strike an agreement with the Jamaat but the suggestion was declined by him. In a statement issued late on Tuesday night, he said the suspension of the Punjab Assembly was the "action replay" of the NWFP Assembly suspension in February 1994. He said the situation was bound to lead to horse-trading, blackmailing and corruption. The decree, he said, was aimed at depriving the PML of its right to form a government in Punjab. Also cited as the opposition leader's co-accused are the former federal interior secretary, Senator Chaudhry Shujaat Hussain and formerprovincial governor Mian Muhammad Azhar. The complaint has been filed in the Qila Gujjar Singh police station, Lahore, under Section 2 of the High Treason (Punishment) Act 1973, enacted pursuant to Article 6 of the Constitution which prescribes death as the only punishment for the offence.

The complaint was produced on Monday before a five-member full bench of the Lahore High Court as it took up the bail petitions of the treason case accused. Other co-accused are: MNA Yasin Khan Wattoo; former federal law minister Chaudhry Abdul Ghafoor; Punjab PML, Vice President Azam Cheema and Information Secretary Binyamin Rizvi, MPAs Chaudhry Muhammad Riaz, Raja Javed Ikhlas, Sheikh Ijaz Ahmed, Mian Imran Masood, Chaudhry Akhtar Rasool and Raja Basharat; former MPAs Sohail Zia Butt, Chaudhry Wajahat Hussain and Chaudhry Shaukat Ali; and former PA Secretary Chaudhry Habibullah.

The facts of the treason case as ascertained and brought out in investigation are stated in the complaint as follows:

"After a "No-confidence motion" was overwhelmingly carried against Mr Ghulam Haider Wyne, the Provincial Assembly, with a large mandate, elected Mian Manzoor Ahmad Wattoo as Chief Minister, Punjab, on 25.4.1993.

"Mian Muhammad Nawaz Sharif and his cabinet resumed the Federal Government pursuant to decision of the Supreme Court on 26.5.93. Mian Muhammad Nawaz Sharif soon thereafter, in conspiracy with others, sought to pull down the lawfully elected Punjab government which assumed office pursuant to the ouster of his nominee, Mr Ghulam Haider Wyne. All unconstitutional, illegal and underhand methods, including horse-trading, were employed for the purpose.

"In order to deprive people of their right of electing a fresh Assembly to have their elected representative to regulate the affairs of the province, Mian Mohammad Nawaz Sharif and the other accused conspired to forestall the likely dissolution of the Provincial Assembly.

"As a sequel to such designs, Chaudhry Habibullah, the then Secretary, Punjab Assembly was taken away from Services International Hotel by Chaudhry Wajahat Hussain and some other members of the Punjab Assembly at 8.45 pm on 29.5.93. The surreptitious manner of his being taken away was reported by Tariq Masood, Staff Officer of the provincial assembly, at police station, Race Court Road, Lahore. On this report case, FIR No 118 dated 9.5.93 under section 365-A, 109, 14. 148 and 149 PPC was registered at Police Station, Race Course Road, Lahore.

"The investigating police in the said case tried to locate Chaudhry Habibullah, but to no avail. Proclamation in the national Press were issued and the Provincial government offered a large reward for the recovery of Chaudhry Habibullah.

"Even the honourable High Court during the hearing of a constitutional petition required his presence and the media carried orders of the court requiring him to contact the nearest Sessions Judge or Registrar of the High Court, who were directed to ensure his safe appearance. However, Chaudhry Habibullah deliberately defied appearance and did not surface.

"As things later crystalised, Chaudhry Habibullah in conspiracy with others had forged and fabricated a No-confidence motion purportedly moved against the then Punjab Chief Minister. The said document was fraudulently shown to have been received by Chaudhry Habibullah, who was then secretary of the provincial assembly, at 12 noon on 29.5.93. Photostat copy of the bogus document containing such an endorsement of Chaudhry Habibullah was utilised to attempt defeating the dissolution of the provincial assembly and thereby deprive the people of their right to elect the Members of the provincial assembly. A national crisis was thus
occasioned in consequence and the constitutional functioning of the Government was completely paralysed.

"Mian Mohammad Nawaz Sharif having failed to usurp power in the Province of Punjab through such unconstitutional methods, went berserk. Employing the so-called proclamation in terms of Article 234 of the Constitution, he appointed Mian Muhammad Azhar as the administrator of Punjab on 29.6.93. The federal government also unlawfully appointed some key officers in the province to replace those lawfully holding these offices to facilitate the usurpation. Chaudhry Shujaat Hussain, who was the interior minister, directed the rangers to move in and facilitate the takeover of the provincial administration. Neither the proclamation was sent to the President of Pakistan nor was the appointment of administrator suggested to him much less have his approval. In fact, the concept of an administrator of a province is wholly alien to the Constitution which only postulates the appointment of governor and that too by the President of Pakistan.

"The then provincial government having verified that such a proclamation had not been made by the President of Pakistan fulfilled its Constitutional obligations and the provincial set up was preserved through the conscientious commitment to the country of responsible and patriotic officers/agencies.

"The illegal, unconstitutional and subversive activities of Mian Muhammad Nawaz Sharif and his associates caused a national furore resulting in dissolution of the National as well as all the four provincial assemblies of the country. A caretaker government was installed and the result of the ensuing elections held on 6/9 October 1993, the transparency of which was internationally acclaimed, proved that Mian Muhammad Nawaz Sharif and his associates had lost the confidence of the people and their desperate attempts to perpetuate themselves in power through unconstitutional means had become conspicuously and evidently understandable.

"The heinous crimes, inter alia, of subversion of the Constitution were condemned by all and sunday and the Special Assistant to the chief minister upon consideration of all the factors recommended legal action pursuant whereto FIR No. 496/94 under section 124-A, 120-B, 161, 166, 172, 173, 174, 465, 468, 469 and 471 PPC, and article 6 of the Constitution read with Section 2 of the High-Treason (Punishment) Act 1973 was got registered by Nasir Masood, Assistant Security Officer, Punjab assembly against Chaudhry Habibullah and others on 11.8.94 at police station, Qilla Gujar Singh, Lahore.

"Chaudhry Habibullah was arrested in the case on 11.8.94. During the course of investigation on 13.8.94, he recovered the original document purporting to be the no-confidence motion.

"The first and last pages of the document clearly differ from intervening nine pages in size, quality, colour and shape.

"Mr Azam Cheema, Chaudhry Abdul Ghafoor, Mian Yasin Khan Watto, Akhtar Abbas Bharwana, Chaudhry Muhammad Riaz, Syed Binyamm Rizvi, Raja Javed Ikhlas, Mian Imran Masood, Chaudhry Akhtar Rasool, Shaikh Ejaz Ahmad and Suhail Zia Butt, accused, were also arrested, Chaudhry Shaukat Ali and Chaudhary Wajahat Hussain could not be arrested and were declared proclaimed offenders. The arrest of Mian Muhammad Nawaz Sharif and Chaudhry Shujaat Hussain is still to be made, Chaudhary Habibullah, Syed Binyamin and Suhail Zia Butt are in judicial lock up while the other accused mentioned above are on interim bail.

"Evidence forthcoming reveals that pursuant to conspiracy, Chaudhary Wajahat and Chaudhary Riaz brought Chaudhary Habibullah around 8.45 pm on 29.5.93 from Hotel Services International to his house where the late Ghulam Haider Wyne, Chaudhry Ghafoor, Raja Javed, Mian Imran, Akhtar Rasool, Ejaz Ahmad, Raja Basharat, Sohail Zia Butt, Binyamin and Shaukat Ali, the MPAs procured his signatures in affirmation of the receipt of a no confidence motion, whereon the time of its receipt was given as 8 pm. Chaudhary Habibullah was thereafter taken to the house of Mian Nawaz Sharif where the former called Mian Yasin Wattoo and procured the replacement of the first and last pages of the so-called no-confidence motion so as to reflect its receipt by Chaudhary Habibullah at 12 noon.

On the direction of Mian Nawaz Sharif, Chaudhary Habibullah was initially taken to the house of Chaudhary Shujaat in Gulberg, Lahore, and later to Islamabad.

"Since the then Federal Government was headed by Mian Nawaz Sharif, Chaudhary Habibullah remained in their luxurious hospitality and was even produced before the Assistant Commissioner, Islamabad, on 13.6.93 where he attempted to defuse the criminal case registered at the instance of Tariq Masood, PA Staff Officer, against Chaudhary Wajahat Hussain etc. However, this statement was never produced before the full bench hearing the Writ Petition of Chaudhary Pervaiz Ilahi. Although Chaudhary Habibullah did not appear when he was summoned through the Press and electronic media before the Hon'ble High Court when required, however, without being summoned in the quashment petition of Chaudhary Wajahat, he appeared on 26.7.93 telling a tell-tale story of having freely moved out of Lahore on the night of 29.5.93 and having remained in Islamabad thereafter. He also deserted his job as Secretary of the Punjab Assembly and when arrested, was serving in the office of Muslim League at Lahore. "All the accused conspired to subvert the Constitution by use of unconstitutional means and they are guilty of high treason punishable under Section 2 of the High-treason (Punishment) Act of 1973 besides having committed offences under section 120-B, 465, 466, 468, 469, 471, 161, 166, 172, 173 and 174 PPC and they be punished accordingly." Dilating on the key issues on which he wanted to have a consensus prior to mid-term polls he said a national commission should be set up having judges who will be permanently on it. The commission should investigate all cases of corruption and those found guilty be punished. Horse trading in any form should be banned and if any legislatorchanges party loyalty, he ceases to be a member of the House , he said. The prestige of judiciary be restored by removing all Jiala judges and all appointments be made strictly on merit basis only, he demanded. There should also be a consensus on all sensitive foreign policy matters like the Kashmir, Afghanistan and nuclear issues. Another important problem which he said also called for a consensus was the need for restoring peace in Karachi as all economic progress is depended on peace in the metropolis. The former prime minister said all such key issues along with the constitutional reforms should be taken care of through a package linked to mid-term polls. The request came in an application submitted by Shahid Orakzai with a writ petition in the PHC against Nawaz Sharif, Shehbaz Sharif, Saifur Rehman and the former MNA, Jawed Ibraheem Piracha. The petition has been pending before the court which had twice issued notices to the federal government. The government has not filed any comments so far. Apprehending the release of Saifur Rehman, the petitioner had earlier filed an application, requesting the court to issue directives to the government not to release Mr Rehman and to place him on the exit control list.

While the high court is yet to decide the application, Mr Rehman has been released a couple of days back on the order of the Supreme Court with the result that Mr Orakzai has filed a fresh application. The petitioner stated that the alleged killer of his brother Major Khalid Saeed Orakzai had now been granted full freedom. He stated that the military government was unwilling to register asingle corruption case against Mr Rehman despite documentary evidence of a horse-trading deal which the petitioner had provided to the NAB. The petitioner recalled that an SC bench had ruled that the murder be investigated in the context of horse-trading allegations and that the murder had nothing to do with the religious beliefs of the victim. The latest round of wheeling and dealing that accompanied cabinet formation in Sindh is just a foretaste of things to come. By bending over backwards to accommodate Pir Pagaras sons, Sibghatullah and Sadruddin, the chief minister has sent a clear signal that he is wide open to political pressure and coercion. Apart from the Pagara pair, MPAs Arbab Faiz and Maqbool Sharif also sent in their resignations, thus pushing Sindhs fragile coalition to the brink of dissolution. But in yet another triumph of power politics over principles, the sulking foursome were given what they wanted all along: lucrative portfolios of their choice as against the unimportant ones they had been offered earlier.

So much for sharafat ki siyasat and the PMLs oft-stated determination to introduce principled politics in Pakistan. Also, if anybody still harboured hopes for a transformation in our polity following the February elections, he only has to look north to the NWFPs murky politics: there, the ANP has successfully blackmailed Nawaz Sharif into accepting Begum Wali Khans  brother, Azam Hoti, into the federal cabinet. He too, will no doubt insist on an important (i.e. lucrative) portfolio so that he can serve us better. I have often been accused by friends engaged in politics as a profession that I am much too idealistic to appreciate the compulsions they have to work under. Rather them than me, I reply: there should be some limit to thecompromises slimy politicos are willing to make in order to retain their slippery grip on power. When it comes to greed and blind ambition, our politicians have few peers. What then is the shape of things to come? The euphoria of a landslide victory having worn off, what are the emerging contours of Pakistans p litical landscape? Frankly, stable governments in Islamabad and Lahore apart, the situation in the other provincial capitals looks very dodgy. In Sindh, a weak and barely tenable coalition of the PML and the MQM will be forever held hostage by a handful of so-called independent adventurers who will exploit the prevailing anti-PPP sentiments to gouge their pound of flesh. With Pir Sibghatullah as minister for revenue and land utilisation, we can safely expect him to maximise revenues through total exploitation of urban land. Similarly, his partners in resignation will undoubtedly proceed to make the most of their important ministries.

The same dismal scenario will be repeated in Peshawar and Quetta. And when ministers are making hay, it would be unrealistic to expect their bureaucratic underlings to remain as pure as the driven snow. So what price clean government? It appears that Nawaz Sharifs brave post-election promises are proving hollow barely before his administration has had time to get into first gear. Predictably, the seemingly invincible force of a two-thirds majority has been stopped cold by the sleaze factor that has dominated our political andsocial landscape for half a century. Although the government has been making all kinds of pronouncements and promises to cleanse the system, the fact is that almost all those politicians and bureaucrats responsible for the premature demise of the PPP government are still living off the fat of the land. The handful who were arrested have managed to suffer sudden but mysteriously convenient illnesses that have necessitated moving them to the VIP wings of hospitals.

Accountability is now yet another discredited slogan. Given this scenario, what chance does Nawaz Sharif have to actually make a difference? None, unless hes willing to break a few eggs to make an omelette. While the FIA and sundry other agencies are scouring the land for evidence of corruption, it stares them in the face in the form of huge houses and other signs of conspicuous consumption. As long as the onus of proof is on the government, it is unlikely that anybody will ever get convicted. However, turn the equation around and you can put away hundreds of crooked bureaucrats and politicos. Let them explain how they managed to foot the bill for the childrens lavish weddings, or how they built their huge and obscenely opulent homes, or how they paid for their snazzy limousines and jeeps. And if they cant justify their lavish lifestyle, they are automatically out. No appeal, no stay orders. Granted that there is bound to be some miscarriage of justice, but hey,life isnt perfect. Although we seem to be on the verge of forgetting, there was a real wave of revulsion against corruption, and three months of caretaker raj have proved that conventional means of accountability simply will not do. Let the onus of proof be on the accused.

Meanwhile, life in Sindh threatens to be an action replay of the Jam Sadiq days: already friends with industries have reported getting threatening phone calls demanding political contributions. If Islamabad tries to discipline a profligate provincial government by cutting off funds, I can imagine a wave of threatened resignations from ministers whose portfolios have suddenly become unimportant. After all, the name of the game is and always has been money. For all their tall talk about serving the people, if you scratch a politician, youll find a bank account with its mouth wide open. Why these people dont find a profession other than highway robbery is beyond me. Indeed, they could even try looking for a normal life. Instead, they devote all their inexhaustible time and energy to grabbing power, and once installed, do all they can to hang on at any cost. Giventhe amount of abuse and contempt hurled their way by an exasperated public, youd think that any self-respecting group would slink away and spend the rest of their lives in obscurity, atoning for their sins. But our politicians are beneath the standard notion of dignity and respect: they are thick-skinned enough to ignore all criticism and invective and cheerfully proceed along their path of pillage and loot without straining their conscience unduly.

Unfortunately, there is no legal or social deterrent to make the corrupt think twice before ripping us off. We have all heard slogans for changeshouted by politicians on the eve of their oath-taking, and then seen themsacked on corruption charges. The crooks have prospered, and no action has ever been taken against them. This apparent immunity encourages others to dip into the national till, secure in the knowledge that they will not be touched. And even if a few crooked civil servants are sacked, this will do nothing to deter their political masters. Given the ease with which Sindhs four rebellious ministers managed to get the portfolios of their choice, it becomes clear that without a clear majority in the provincial assembly, good governance remains a distant dream. Not that this one factor is any guarantee: the PPP had a handy majority, and yet its rule is not recalled as a model of clean government. nevertheless, this remains a prerequisite for a reasonably honest administration. If things continue in the same vein in Sindh, Nawaz Sharif may have to think very seriously about imposing governors rule. Massive horse- trading takes place any time a government faces a vote of confidence. Parliamentarians are taken to Changa Manga, Saidu Sharif, Peshawar, Islamabad, etc., to isolate them from rival bidders. It is necessary that before election are held electoral reforms are enacted to debar people with such records in public office. It is amazing to note that very little, if any, legislation has been discussed and enacted in the assemblies during the eight years since restoration of the parliamentary system. Universally criticised constitutional amendments and ordinances like the Eighth Amendment and the Hudood Ordinance enacted by a military dictator have not been removed because of lack of agreement among the main political parties. Most of the time governments have relied on the non-parliamentary practice of presidential ordinances that are hardly ever discussed in the assemblies and enacted again and again. The main function of the assemblies is to legislate and discuss government policies and actions to ensure that they are legitimate and in the national interest. The assemblies have not functioned as they ought to have. It is obvious that democracy in Pakistan has been reduced to election of parliamentarians. Once elected, a majority of them, especially those on the government side, tend to behave in the most dictatorial manner. They flout the laws of the land and demand, and usually get, privileges not due to them. They tend to use their position to enrich their kith and kin and
themselves.

Both parties are weak on organisation. They have been organised from top downwards. There is no internal democracy in either of them. The PPP is Benazir, the PML is Mian Nawaz Sharif, the PML(J) is Hamid Nasir Chatta, the JUI is Maulana Fazlur Rahman or Maulana Samiullah, the JUP is Maulana Noorani or Maulana Abdul Sattar Niazi. These leaders nominate functionaries at the lower levels. At no time does the ordinary worker get a chance to elect his/her leader. The leaders are chosen for them by the supreme political leader. This keeps the political parties organisationally weak. Only at the time of agitation or election is the party machinery activated. At other times it lies dormant and dysfunctional. This is as true of the PPP as of this PML. If democracy has to take roots in Pakistan, political parties with well-defined programmes have to be organised from the grassroot level upwards.

Every government, whether representative or otherwise, only works for the benefit of its chosen group, be they industrialists, businessmen, trade groups, transporters, landowners, property developers, contractors or large landowners. Every government has favourites of its own. It is only the pressure of organised groups that forces governments to provide services to that group. In developing countries the political parties are usually weak. The only organised groups are the armed forces, propertied classes, industrialists and traders (chamber of commerce and industry), feudals, professionals and labour in large-scale industry. Working people, peasants, labourers, petty shopkeepers and peddlers are not organised. Hence their interest hardly ever gets prominence in the policies of the governments.

Governments the world over are now committed to development. Every government, whether democratically elected or otherwise, and every politician of some consequence, talks of eradicating poverty, disease, unemployment and ushering in an era of justice, peace and prosperity. It was not always like this. It is the present century which has demonstrated that with judicious and planned use of science and technology in the production processes, every country can be rich and prosperous. In the present century, one country after the other has risen from the ranks of a poor, backward agrarian society to become a prosperous industrial nation. Japan, China, Korea, Singapore, Malaysia, Thailand, Brazil, Mexico, Greece,Italy, Spain and Portugal are just a few of the examples. REFERENCE: New beginning or action replay? This makes no sense that Rehmat Shah Afridi is still in prison, I was expecting from ANP Govt in pukhtoonistan to react on this issue but I don't understand muteness of ANP leadership, although on ANP web site I did send a message to Chief Minister, I would like to ask all the writers on this forum to send messages to CM on the following website of ANP(http://www.awaminationalparty.org/news/)and express your solidarity with The Frontier Post Chief Mr. Afridi who is in prison because he was punished for expressing his views and he was educating Pakhtuns through his newspaper. His confinement is politically motivated. The drugs were planted on vehicle he was in. Similar to innumerable judicial murders and crimes to suffocate voice of Pathans. The literate class of people in Pakistan is the only hope, which can place a check & balance on these bureaucrats corrupt politicians. Its about time this class should pick their pens. Its really amazing that criminals and thugs involved in suicide attacks can be easily released in Pakistan but someone like Mr. Afridi stays in prison. Two face Nawaz Sharif and his brother who are responsible for declaring Pakistan a failed state ran out of country but did not have courage and principles to face jail, attacked Supreme Court and insulted judges but now wants to be champions of judiciary and free press.

Rehmat Shah Afridi was arrested and booked in a fake drug smuggling case on political grounds. He spent nine years in jail just for writing the truth and now he is seriously ill but some people still want to take their revenge. "Champions of the press freedom should be ashamed of themselves that for nine years some one in their ranks is in prison but they are not saying a word. Rehmat Shah Afridi was punished because he disclosed that Nawaz Sharif received Rs. 150 crore from Osama bin Ladin in the Green Palace Hotel, Madina, with the pledge that the amount would be used for furthering the cause of Jihad in Afghanistan and helping the Mujahideen and exposing the deeds of former prime minister Nawaz Sharif. Instead he (Nawaz) put the whole amount in his pocket. Nawaz Sharif got annoyed with Afridi when he was chief minister of Punjab in 1986.Frontier Post Chief disclosed in his newspaper that Nawaze sold the commercial land between UCH and Kalma Chowk in Lahore to his relatives for meager Rs. 400 per marla.

After that, he distributed plots in NWFP, Punjab and Balochistan among his colleagues and opponents to get their political support. He published all this in his newspaper along with proofs, which further infuriated Nawaz Sharif. Rehmat Shah Afridi used his personal links to thwart the "no-confidence motion" against Benazir Bhutto in 1990 and asked the members of National Assembly from Punjab, FATA and NWFP to use their vote in favour of Benazir Bhutto. Mr. Afridi did so as it was in the interest of the country at that time. Nawaz Sharif once threatened him that they would rule the country for 20 years and that he (Rehmat Shah) could not harm him through publishing news items against them. This proves all cases against The Frontier Post chief were false and baseless. Detention of Rehmat Shah Afridi is no more justified. Frankly, other than the craving to grab the Prime Minister s chair or hold on to it as long as possible there are no major policy differences between them. The PPP and PML(N) manifestos read amazingly alike; and the ease with which legislators elected on one party s ticket face no ideological problem in switching to the ranks of the other party proves that the gulf is not unbridgeable. Before pushing for fresh elections, Mian Nawaz Sharif would be well advised to ensure that they are free and fair; and to that end, his first priority should be to negotiate an accord with Benazir Bhutto on the nomination of a completely impartial Election Commission. The PPP manifesto commits the party to the appointment of a Chief Election Commissioner with the concurrence of the Leader of the House and the leader of the Opposition. If the PML(N) chief is a wise man, he would hold Benazir to her manifesto and first have a mutually acceptable Chief Election Commissioner appointed. Likewise, holding her to her own party manifesto, he should settle with her the method of nomination of the Chief Justice and other judges of the Supreme Courts and High Courts. Yet another point on which agreement can be easily reached is reducing the tenure of the legislatures from five to four years or even three and a half.

Further, it would serve the interest of both parties if the number of seats in the federal and provincial Assemblies is substantially increased, say doubled thereby reducing the size of constituencies, and making electioneering less expensive and rendering horse-trading more difficult. And while increasing the number of women s seats in the legislatures, the two leaders should hammer out a new mode of election for the female members having them elected not by male MNAs/MPAs but by women voters say graduates for MNAs and girls school faculties for MPAs. And finally, to guard themselves against the scourge of floor- crossing, they ought to agree on stricter enforcement of the existing anti-defection law clause 8-B of the Political Parties Act of 1968. If instead of trying all the time to seduce the opponent legislators, they focused on ensuring the steadfastness of their own MNAs and MPAs, they will find themselves less vulnerable to blackmail from their partymen and more successful in drastically cutting back on corruption. If Nawaz Sharif and Benazir Bhutto are sincere in their professed aim of making a success of the system(parliamentary democracy) they will initiate talks forthwith to settle fora compromise formula. In the meantime, deputy opposition leader Gohar Ayub asserted that his party had not with drawn from its position that women's seats restoration-was part of its constitutional package. However, two of his party leaders, Mushahid Husain and Mehnaz Rafi, did affix their signatures on a declaration adopted at a workshop sponsored by the Aurat Foundation in Islamabad earlier this month. Senator Shafqat Mahmood was the signatory from the PPP side. But the biggest shock came from Nawaz Sharif who told a group of reporters in Islamabad on August 13 that his party would not co- operate with the government on this issue as it would provide the government with an opportunity for "blackmailing and horsetrading". That seemed to put paid to all recent efforts to get women their legislative rights. However, the PML might just have realised the repercussions of Mr Sharif's assertion and it has now proposed a National Assembly committee to draft a consensus bill so that the question is resolved for the present and the future. So, there is a ray of hope again, although sources close to the Muslim League still find it difficult to believe that Mr Sharif, in the present state of confrontation with the government, will agree to consider the issue separately.
