Saudi Scholar Nasiruddin Albani Fatwa on Takfiri Terrorists.

ISLAMABAD: A Pakistani police official says thousands of people beat a man to death, and burned his corpse after he was accused of desecrating the holy Quran. A senior police officer Mohammed Azhar Gujar said that in the incident on Tuesday in the Ahmedpur East area of Punjab’s Bahawalpur district, attackers stormed a police station where the man was being interrogated. He said the victim seemed to be mentally unstable. He was arrested after residents said he threw pages of the Quran into the street. While the man was being questioned, some people started making announcements over mosque loudspeakers, urging residents to go to the police station and punish him. Within hours, thousands gathered outside and demanded the man be handed over to them. Gujar said police tried to protect him, but the mob turned violent. They burned several police vehicles and wounded seven officers before grabbing the man and dragging him into the street, where he was beaten to death and his body set on fire. Gujar said the mob also attacked the house of an area police chief and burned his furniture and possessions. It was unclear whether the man was Muslim, a member of Pakistan’s Christian minority or belonged to another religion. His name was not released. Pakistani Christians live in fear of being arrested under the blasphemy laws, which critics say are often misused to settle personal scores or family feuds. Efforts to change the laws have made little headway. Last year, two prominent Pakistani political figures who spoke out against the blasphemy laws were killed in attacks that raised concerns about the rise of religious extremism in Pakistan. On June 17, a crowd attempted to lynch a blasphemy suspect as they tried to storm into the police station where he was held. A group of lawyers attempted to attack the same suspect the next day following his production in court but policemen successfully foiled both attacks. In Quetta last month, a man was killed as a mob attacked a police station holding a “mentally retarded” man also suspected of desecrating the holy book. Former Punjab governor Salman Taseer was shot dead in January last year by one of his police bodyguards for opposing the blasphemy law. The incident highlighted the highly charged nature of the country’s blasphemy laws, under which anyone found guilty of insulting the prophet or the Quran can be sentenced to death. Sometimes, however, people take the matter into their own hands. During a visit to Pakistan in May, Gabriela Knaul, the UN’s Special Rapporteur on the independence of judges and lawyers, said lawyers are often reluctant to defend clients accused under the blasphemy laws because of intimidation, and judges are often pressured to convict. Fitnah of Takfir by Ibn Baz, Nasiruddin Al-Albani and Ibn Al-Uthaymeen

Those who have set a Human being on Fire should read The Prophet Mohammad (PBUH) who has forbidden burning people with fire. He said, "Lord of fire is the only One Who can punish by fire.", narrated by Abu-Dawud and al-Dârimî.

Administering Justice and awarding punishment is the responsibility of the Ruler/State [even in the harshest Islamic State] not of the Masses or Mullahs. A detail view is as under for kind perusal. I guarantee you that those (Non-State Actors) commit murder in the name of Blasphemy Law are also the most ignorant about Islam, Quran and Shariah. "Killing" is the Right of "Judiciary" - Qazi, means Enforcement of Law and Administering "Punishment" is the Responsibility of State not the "Masses" and what Muslims in Pakistanis do is this "they violate very religion they claim to follow" - lets assume that Blasphemy Law is right and Guilty is to be punished through Death Sentence then that "sentence" would be implemented by the State not the "Public".It is not permissible for individuals to carry out this punishment themselves. Rather the matter must be referred to the ruler or his deputy to prove the crime and carry out the punishment, because if individuals carry out hadd punishments, that will lead to a great deal of corruption and evil. Ibn Muflih al-Hanbali (may Allaah have mercy on him) said in al-Furoo’ (6/53): It is haraam for anyone to carry out a hadd punishment except the ruler or his deputy. This is something on which the fuqaha’ of Islam are unanimously agreed, as was stated in al-Mawsoo’ah al-Fiqhiyyah (5/280): The fuqaha’ are unanimously agreed that the one who should carry out hadd punishments is the ruler or his deputy, whether the punishment is transgressing one of the limits of Allaah, may He be exalted, such as zina, or a transgression against another person, such as slander. {Further References: Durrul Al Behy by Shawkani, Baloogh Al Maram by Hajar Asqalani - both are in Arabic and available in English and Urdu as well]

Saudi Wahabi Fatwa Against Terrorism and Suicide Attacks

The judgement of apostasy and expelling someone from the religion is only appropriate for the people of knowledge who are firmly grounded in knowledge, and they are the judges in the various Sharee’ah law courts, and those who are able of giving legal verdicts. And this is just like the other matters, and it is not the right of every person, or from the right of those who are learning, or those who ascribe themselves to knowledge, but who have deficiency in understanding. It is not appropriate for them to make judgements of apostasy (upon others). Since, mischief will arise from this, and sometimes a Muslim might be judged as an apostate but he is not actually so. And the takfir of a Muslim who has not committed one of the nullifications of Islaam contains great danger. Whoever says to his brother “O Kaafir” or “O Faasiq”, and he is not like that, then the words will fall back upon the one who said them. Hence, the ones who actually judge with apostasy are the legislative judges and those who are able and fit for giving legal verdicts. And as for those who enforce the judgements they are the leaders of the Muslims (wullaat al-amr). As for whatever is other than this, then it is mere confusion.” “Meting out the punishments is only appropriate for the leader of the Muslims and it is not for every person to establish the punishment, since confusion, and corruption necessarily follows from this, and also the cutting off of the society, tribulations and provocations occur. Establishing the punishments is appropriate (i.e. befits only) to the Muslim leader. The Prophet (sallallaahu alaihi wasallam) said, “Pardon each other for the punishments that are between you, but when the execution of the punishment reaches the [authority of the] Sultaan, then Allaah curses both the one who seeks intercession and the one who grants the intercession [i.e. to revoke the punishment]”. And from the responsibilities of the Sultaan in Islaam, and from those matters that befit him is the establishment of the punishments after they have been established legislatively, via the Sharee’ah law courts, upon the one who fell into the crime for which the legislator has designated a specific punishment, such as for stealing. So what has been said is that establishing the punishments (i.e. meting them out) is from the rights of the Sultaan, and when the Muslims do not have a Sultaan amongst them, then they should just suffice with commanding the good and forbidding the evil, and calling to Allaah, the Might and Majestic, with wisdom, good admonition and arguing with that which is best. And it is not permissible for individuals (in the society) to establish the hudood, since that, as we have mentioned, will bring about chaos, and also provocations, and tribulations will arise, and this contains greater corruption than it contains rectification. And from amongst the Sharee’ah principles that are submitted to is, “Repelling the harmful things takes precedence over bringing about the beneficial things”. Whoever offers prayers as we do and turns his face to our Qiblah and eats the animal slaughtered by us, he is a Muslim for whom is the covenant of Allah and the covenant of the Messenger of Allah; so do not violate Allah's covenant." [Sahih Bukhari]

``Ibn Umar related that the Holy Prophet said: If a Muslim calls another kafir, then if he is a kafir let it be so; otherwise, he [the caller] is himself a kafir.''(Sunnan Abu Dawood)

``Abu Zarr reported that the Holy Prophet said: No man accuses another man of being a sinner, or of being a kafir, but it reflects back on him if the other is not as he called him.''(Bukhari)

``Withhold [your tongues] from those who say `There is no god but Allah' --- do not call them kafir. Whoever calls a reciter of `There is no god but Allah' as a kafir, is nearer to being a kafir himself.'' (Tabarani, reported from Abdullah Ibn Omar)

If the above Hadiths do not satisfy then read this!

Usaamah bin Zaid reported,

“Allaah’s Messenger sent us towards Al-Huruqa, and in the morning we attacked them and defeated them. I and an Ansari man followed a man from among them and when we overwhelmed him, he said, “La ilaha illal-Lah.” On hearing that, the Ansari man stopped, but I killed him by stabbing him with my spear. When we returned, the Prophet (sal-Allaahu `alayhe wa sallam) came to know about that and he said:

"O Usaamah! Did you kill him after he had said “La ilaha ilal-Lah?” I said, “But he said so only to save himself.” He kept on repeating that so often that I wished I had not embraced Islaam before that day. [Agreed upon, and this is the wording of Bukhari]

and in another version in Sahih Muslim about the same incident:

``Did you tear open his heart to see what was in it?'' [Muslim]

How Mullah Hanif Qureshi instigated the murder of Salman Taseer

http://www.youtube.com/watch?v=ElooBfutKZo

Determining whether someone is a kaafir or a faasiq (faasiq) is not up to us, rather it is up to Allaah, may He be exalted, and His Messenger (peace and blessings of Allaah be upon him). This is one of the rulings of sharee’ah that is to be referred to the Qur’aan and Sunnah, so we should be very careful and base our judgement on clear proof. No one may be judged to be a kaafir or faasiq except the one whom the Qur’aan and Sunnah indicate is a kaafir or faasiq. The basic principle is that the one who appears outwardly to be a Muslim of good character is regarded as still being a Muslim of good character, until it is proven that this is no longer the case by means of evidence that is acceptable in sharee’ah. It is not permissible to take lightly the matter of judging someone to be a kaafir or faasiq, because that involves two very serious matters: Deatils: REFERENCES: Guidelines on takfeer (ruling someone to be a kaafir) http://islamqa.info/en/ref/85102/takfeer

Fitnah of Muslim Brotherhood, Hizb-ut-Tahrir & Gulf States.

KUWAIT CITY, March 25: The Muslim Brotherhood, the main Islamist force that emerged after the Arab Spring, is plotting to take over Gulf states, Dubai’s police chief said in remarks reported on Sunday. Lieutenant General Dahi Khalfan said he had his reasons to claim that the “Brotherhood was plotting to change the regimes in the Gulf,” in an interview published in the Kuwaiti daily Al-Qabas. “My sources say the next step is to make Gulf governments (their ruling families) figurehead bodies only without actual ruling. The start will be in Kuwait in 2013 and in other Gulf states in 2016,” he said. Khalfan has been involved in a tit-for-tat controversy with the Brotherhood after he threatened earlier this month to arrest cleric Yusuf al-Qaradawi, a leading Brotherhood figure, for criticising the United Arab Emirates for deporting Syrian protesters. The police chief said he based his information on “leaks” from western intelligence agencies and said this “had been known to us”. “If these leaks from western intelligence were to be correct, by 2016 all Gulf rulers” will be just figureheads with no actual power, Khalfan said. “I am warning Gulf states about these groups.” All of the six oil-rich Arab states in the Gulf have been governed for centuries by ruling families that dominate almost every aspect of life and who have the final say on almost everything. These states — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE — together sit on more than 40 per cent of the world’s proven oil reserves and around a fifth of its natural gas. Khalfan said the alleged plot will begin in Kuwait because “it is ready more than any other Gulf state… this is a strategy”. Islamists made an impressive show in a February 2 snap election in Kuwait, securing more than 20 seats in the 50-member parliament.—AFP REFERENCE: Dubai’s top cop sees plot against Gulf From the Newspaper | International | 26th March, 2012 http://www.dawn.com/2012/03/26/dubais-top-cop-sees-plot-against-gulf.html

ISLAMABAD: The United Arab Emirates (UAE) has deported dozens of the disciples of noted scholar Dr Israr Ahmad for holding Dars-e-Qur’aan sessions in Dubai, fearing the spread of Talibanisation in the country. The UAE government has also set a deadline for several other Pakistani families to close their businesses and leave the country after it found them involved in religious activities. The Pakistan’s consulate in Dubai is reluctant to share details with the media on the subject. However, the Foreign Office spokeswoman confirmed the deportations. “They violated the laws,” FO spokeswoman Tasnim Aslam told The News but added that she had no knowledge of the exact numbers of the deportees. According to her account, private religious congregations are not allowed there. Religious gatherings could not be held in Dubai except for the Friday sermon, said a source, adding that the Dars-e-Qur’aan congregation was a private function. The News has learnt that the Dubai police arrested around 70 Pakistanis for attending the congregation. The majority of them are believed to be the disciples of Dr Israr Ahmad. About 30 of them have been deported, while the rest have been directed to wind up their businesses and leave the country by the end of July, Bakhtiyar Khilji, chief administrator of Tanzeem-e-Islami - the party headed by Dr Israr Ahmad - told The News. Khilji feared that this “crackdown” by the UAE government might lead to an en masse deportation of Dr Israr’s followers. “The UAE government happens to be very sensitive to such congregations. The police had arrested the people whenever suspicion of their participants to the Dars-e-Qur’aan congregation arose.” When this correspondent contacted Pakistan consulate in Dubai, Dr Zafar Iqbal, press consular, showed reluctance to share the details, saying it could trigger a controversy. Waseem Ahmad, welfare attache at the consulate, who was directly involved in this issue, also refused to speak on the subject. Mawdudi’s works began to appear in Iran in the 1960s. They were translated into Persian from Arabic by Ayatollah Hadi Khusrawshahi and members of a translating team working with him. Articles on Mawdudi and excerpts from his works also appeared in various issues of Khusrawshahi’s journal Maktab-i Islam. Following the revolution of 1978–1979, a number of Mawdudi’s works were translated into Persian from Arabic by Ayatollah Sayyid Muhammad Khamana’i. Interestingly, the first Persian translation of a work of Mawdudi was done in Hyderabad, Deccan, by Mahmud Faruqi in 1946; RJI, vol. 4, 90. "The question of reading ‘az-Zilaal’ is a matter open to question, since ‘az-Zilaal’ comprises things which are very dubious, and that we should attach the youth to it and that they should accept the thoughts contained in it - this is the dubious matter since it may have an evil affect upon the minds of the youth. The tafseer of Ibn Katheer and the many tafseers of the scholars of the Salaf are such that they leave no need for the like of this tafseer. Then in reality it is not a tafseer, but rather deals with the general themes of the Soorahs of the Qur’aan in general. So it is not a tafseer in the sense well-known to the scholars since the earliest times - i.e. that the meaning of the (Aayahs) are explained by narrations (‘Aathaar), and that matters contained in them pertaining to the language and eloquence are explained and Sharee’ah rulings contained in them are explained - and before all of this what Allah - the Most Perfect and Most High - means in the Aayahs and the Soorahs is made clear. As for ‘Zilaalul - Qur’aan’, then it is a ‘tafseer’ dealing with general concepts, and we made call it an ‘objective explanation’ - from the ‘objective tafseers’ that are known in this age. However it is not to be depended upon due to the affairs of Soofism contained in it, and due to the wordings it contains that do not befit the Qur’aan - such as terms pertaining to music and rhythms. * *[‘az-Zilaal’: 3/1786; 5/2719, 2915, 2917; 6/3404, 3811, 3821, 3845, 3906, 3908, 3915 and 3957 :- 12th edition, 1406H, Daardul-‘Ilm] Also by ‘Tawheed’ he does not mean Tawheed of worship, but rather he mostly means Tawheed of Lordship (Ruboobiyyah), and if he mentions anything of tawheed of Worship - then he concentrates upon Tawheed of sovereignty and the right to legislate (al-Haakimiyyah) * [‘Ma’aalim fit-Tareeq’: p.26, 29, 38, 40: 15th edition, 1412H, Daarush-Shurooq & ‘al-‘Adaalah ‘al-Ijtimaa’iyyah’ (p.182) - 9th edition:1403 : Daarush-Shurooq] Then there is no doubt that ‘Haakimiyyah’ is part of Tawheed of worship, but it is not the ‘Uloohiyyah’ that is required. Then the book should not be set along with Ibn Katheer - that is what I hold - and if the books of the Salaf were to be chosen instead, and the books giving attention to ‘Aqeedah, and tafseer of the qur’aan, and Sharee’ah rulings - then that would be more fitting for the youth." * *[From the cassette: ‘Majmoo’ maa qaalahu Ibn Baaz hawla naseehatihil - ‘Aamaah liqaa-ma’a hadeethatih. Muslim Brotherhood's mission to take over Europe and then the World

How can Americans be unaware of this history? Credit a mixture of wishful thinking and a national obsession with secrecy, which has shrouded the US government’s extensive dealings with the Brotherhood. Consider President Eisenhower. In 1953, the year before the Brotherhood was outlawed by Nasser, a covert US propaganda program headed by the US Information Agency brought over three dozen Islamic scholars and civic leaders mostly from Muslim countries for what officially was an academic conference at Princeton University. The real reason behind the meeting was an effort to impress the visitors with America’s spiritual and moral strength, since it was thought that they could influence Muslims’ popular opinion better than their ossified rulers. The ultimate goal was to promote an anti-Communist agenda in these newly independent countries, many of which had Muslim majorities. One of the leaders, according to Eisenhower’s appointment book, was “The Honorable Saeed Ramahdan, Delegate of the Muslim Brothers.”* The person in question (in more standard romanization, Said Ramadan), was the son-in-law of the Brotherhood’s founder and at the time widely described as the group’s “foreign minister.” (He was also the father of the controversial Swiss scholar of Islam, Tariq Ramadan.) Eisenhower officials knew what they were doing. In the battle against communism, they figured that religion was a force that US could make use of—the Soviet Union was atheist, while the United States supported religious freedom. Central Intelligence Agency analyses of Said Ramadan were quite blunt, calling him a “Phalangist” and a “fascist interested in the grouping of individuals for power.” But the White House went ahead and invited him anyway. By the end of the decade, the CIA was overtly backing Ramadan. While it’s too simple to call him a US agent, in the 1950s and 1960s the United States supported him as he took over a mosque in Munich, kicking out local Muslims to build what would become one of the Brotherhood’s most important centers—a refuge for the beleaguered group during its decades in the wilderness. In the end, the US didn’t reap much for its efforts, as Ramadan was more interested in spreading his Islamist agenda than fighting communism. In later years, he supported the Iranian revolution and likely aided the flight of a pro-Teheran activist who murdered one of the Shah’s diplomats in Washington. Cooperation ebbed and flowed. During the Vietnam War, US attention was focused elsewhere but with the start of the Soviet war in Afghanistan, interest in cultivating Islamists picked up again. That period of backing the mujahedeen— some of whom morphed into al-Qaeda—is well-known, but Washington continued to flirt with Islamists, and especially the Brotherhood. In the years after the September 11 attacks, the United States initially went after the Brotherhood, declaring many of its key members to be backers of terrorism. But by Bush’s second term, the US was losing two wars in the Muslim world and facing hostile Muslim minorities in Germany, France, and other European countries, where the Brotherhood had established an influential presence. The US quietly changed its position. The Bush administration devised a strategy to establish close relations with Muslim groups in Europe that were ideologically close to the Brotherhood, figuring that it could be an interlocutor in dealing with more radical groups, such as the home-grown extremists in Paris, London and Hamburg. And, as in the 1950s, government officials wanted to project an image to the Muslim world that Washington was close to western-based Islamists. So starting in 2005, the State Department launched an effort to woo the Brotherhood. In 2006, for example, it organized a conference in Brussels between these European Muslim Brothers and American Muslims, such as the Islamic Society of North America, who are considered close to the Brotherhood. All of this was backed by CIA analyses, with one from 2006 saying the Brotherhood featured “impressive internal dynamism, organization, and media savvy.” Despite the concerns of western allies that supporting the Brotherhood in Europe was too risky, the CIA pushed for cooperation. As for the Obama administration, it carried over some of the people on the Bush team who had helped devise this strategy. Why the enduring interest in the Brotherhood? Since its founding in 1928 by the Egyptian schoolteacher and imam Hassan al-Banna, the Brotherhood has managed to voice the aspirations of the Muslim world’s downtrodden and often confused middle class. It explained their backwardness in an interesting mixture of fundamentalism and fascism (or reactionary politics and xenophobia): today’s Muslims aren’t good enough Muslims and must return to the true spirit of the Koran. Foreigners, especially Jews, are part of a vast conspiracy to oppress Muslims. This message was—and still is—delivered through a modern, political party-like structure, that includes women’s groups, youth clubs, publications and electronic media, and, at times, paramilitary wings. It has also given birth to many of the more violent strains of radical Islamism, from Hamas to al-Qaeda, although many of such groups now find the Brotherhood too conventional. Little wonder that the Brotherhood, for all its troubling aspects, is interesting to western policy makers eager to gain influence in this strategic part of the world. But the Brotherhood has been a tricky partner. In countries where it aspires to join the political mainstream, it renounces the use of violence locally. Hence the Muslim Brotherhood in Egypt says it no longer seeks to overthrow the regime violently—although its members there think nothing of calling for Israel’s destruction. In Egypt, the Brotherhood also says it wants religious courts to enforce shariah, but at times has also said that secular courts could have final say. This isn’t to suggest that its moderation is just for show, but it’s fair to say that the Brotherhood has only partially embraced the values of democracy and pluralism. Saudi Arabia and UAE fund extremist groups in Southern Punjab, Pakistan - Wikileaks

http://www.youtube.com/watch?v=n3Y_asJNnR8

"QUOTE"

1. (S/NF) Summary: During recent trips to southern Punjab, Principal Officer was repeatedly told that a sophisticated jihadi recruitment network had been developed in the Multan, Bahawalpur, and Dera Ghazi Khan Divisions. The network reportedly exploited worsening poverty in these areas of the province to recruit children into the divisions’ growing Deobandi and Ahl-eHadith madrassa network from which they were indoctrinated into jihadi philosophy, deployed to regional training/indoctrination centers, and ultimately sent to terrorist training camps in the Federally Administered Tribal Areas (FATA). Locals believed that charitable activities being carried out by Deobandi and Ahl-e-Hadith organizations, including Jamaat-ud-Dawa, the Al-Khidmat Foundation, and Jaish-e-Mohammad were further strengthening reliance on extremist groups and minimizing the importance of traditionally moderate Sufi religious leaders in these communities. Government and non-governmental sources claimed that financial support estimated at nearly 100 million USD annually was making its way to Deobandi and Ahl-e-Hadith clerics in the region from “”missionary”" and “”Islamic charitable”" organizations in Saudi Arabia and the United Arab Emirates ostensibly with the direct support of those governments. Locals repeatedly requested USG support for socio-economic development and the promotion of moderate religious leaders in the region as a direct counter to the growing extremist threat. End Summary.

2. (S/NF) During a recent visit to the southern Punjabi cities of Multan and Bahawalpur, Principal Officer’s discussions with religious, political, and civil society leaders were dominated by discussions of the perceived growing extremist threat in Seraiki and Baloch areas in southern and western Punjab. Interlocutors repeatedly stressed that recruitment activities by extremist religious organizations, particularly among young men between the ages of 8 and 15, had increased dramatically over the last year. Locals blamed the trend on a strengthening network of Deobandi and Ahl-e-Hadith mosques and madrassas, which they claimed had grown exponentially since late 2005. Such growth was repeatedly attributed to an influx of “”Islamic charity”" that originally reached Pakistani pseudo-religious organizations, such as Jamaat-ud-Dawa and the Al-Khidmat foundation, as relief for earthquake victims in Kashmir and the North West Frontier Province. Locals believe that a portion of these funds was siphoned to Deobandi and Ahl-e-Hadith clerics in southern and western Punjab in order to expand these sects’ presence in a traditionally hostile, but potentially fruitful, recruiting ground. The initial success of establishing madrassas and mosques in these areas led to subsequent annual “”donations”" to these same clerics, originating in Saudi Arabia and the United Arab Emirates. The value of such donations was uncertain, although most interlocutors believed that it was in the region of $100 million annually.

3. (S/NF) According to local interlocutors, current recruitment activities generally exploit families with multiple children, particularly those facing severe financial difficulties in light of inflation, poor crop yields, and growing unemployment in both urban and rural areas in the southern and western Punjab. Oftentimes, these families are identified and initially approached/assisted by ostensibly “”charitable”" organizations including Jamaat-ud-Dawa (a front for designated foreign terrorist organization Lashkar-e-Tayyaba), the Al-Khidmat Foundation (linked to religious political party Jamaat-e-Islami), or Jaish-e-Mohammad (a charitable front for the designated foreign terrorist organization of the same name).

4. (S/NF) The local Deobandi or Ahl-e-Hadith maulana will generally be introduced to the family through these organizations. He will work to convince the parents that their poverty is a direct result of their family’s deviation from “”the true path of Islam”" through “”idolatrous”" worship at local Sufi shrines and/or with local Sufi Peers. The maulana suggests that the quickest way to return to “”favor”" would be to devote the lives of one or two of their sons to Islam. The maulana will offer to educate these children at his madrassa and to find them employment in the service of Islam. The concept of “”martyrdom”" is often discussed and the family is promised that if their sons are “”martyred”" both the sons and the family will attain “”salvation”" and the family will obtain God’s favor in this life, as well. An immediate cash payment is finally made to the parents to compensate the family for its “”sacrifice”" to Islam. Local sources claim that the current average rate is approximately Rps. 500,000 (approximately USD 6500) per son. A small number of Ahl-e-Hadith clerics in Dera Ghazi Khan district are reportedly recruiting daughters as well.

5. (S/NF) The path following recruitment depends upon the age of the child involved. Younger children (between 8 and 12) seem to be favored. These children are sent to a comparatively small, extremist Deobandi or Ahl-e-Hadith madrassa in southern or western Punjab generally several hours from their family home. Locals were uncertain as to the exact number of madrassas used for this initial indoctrination purpose, although they believed that with the recent expansion, they could number up to 200. These madrassas are generally in isolated areas and are kept small enough (under 100 students) so as not to draw significant attention. At these madrassas, children are denied contact with the outside world and taught sectarian extremism, hatred for non-Muslims, and anti-Western/anti-Pakistan government philosophy. Contact between students and families is forbidden, although the recruiting maulana periodically visits the families with reports full of praise for their sons’ progress. “”Graduates”" from these madrassas are either (1) employed as Deobandi/Ahl-e-Hadith clerics or madrassa teachers or (2) sent on to local indoctrination camps for jihad. Teachers at the madrassa appear to make the decision based on their read of the child’s willingness to engage in violence and acceptance of jihadi culture versus his utility as an effective proponent of Deobandi or Ahl-e-Hadith ideology/recruiter.

6. (S/NF) Children recruited at an older age and “”graduates”" chosen for jihad proceed to more sophisticated indoctrination camps focused on the need for violence and terrorism against the Pakistan government and the West. Locals identified three centers reportedly used for this purpose. The most prominent of these is a large complex that ostensibly has been built at Khitarjee (sp?). Locals placed this site in Bahawalpur District on the Sutlej River north of the village of Ahmedpur East at the border of the districts of Multan, Bahawalpur, and Lodhran. The second complex is a newly built “”madrassa”" on the outskirts of Bahawalpur city headed by a devotee of Jaish-e-Mohammad leader Maulana Masood Azhar identified only as Maulana Al-Hajii (NFI). The third complex is an Ahl-e-Hadith site on the outskirts of Dera Ghazi Khan city about which very limited information was available. Locals asserted that these sites were primarily used for indoctrination and very limited military/terrorist tactic training. They claimed that following several months of indoctrination at these centers youth were generally sent on to more established training camps in the Federally Administered Tribal Areas and then on to jihad either in FATA, NWFP, or as suicide bombers in settled areas. Many worried that these youth would eventually return to try and impose their extremist version of Islam in the southern and western Punjab and/or to carry out operations in these areas.

7. (S/NF) Interlocutors repeatedly chastised the government for its failure to act decisively against indoctrination centers, extremist madrassas, or known prominent leaders such as Jaish-e-Mohammad’s Masood Azhar. One leading Sufi scholar and a Member of the Provincial Assembly informed Principal Officer that he had personally provided large amounts of information on the location of these centers, madrassas, and personalities to provincial and national leaders, as well as the local police. He was repeatedly told that “”plans”" to deal with the threat were being “”evolved”" but that direct confrontation was considered “”too dangerous.”" The Bahawalpur District Nazim told Principal Officer that he had repeatedly highlighted the growing threat to the provincial and federal governments but had received no support in dealing with it. He blamed politics, stating that unless he was willing to switch parties — he is currently with the Pakistan Muslim League — neither the Pakistan Muslim League – Nawaz provincial nor the Pakistan Peoples Party federal governments would take his requests seriously. The brother of the Federal Minister for Religious Affairs, and a noted Brailvi/Sufi scholar in his own right, Allama Qasmi blamed government intransigence on a culture that rewarded political deals with religious extremists. He stressed that even if political will could be found, the bureaucracy in the Religious Affairs, Education, and Defense Ministries remained dominated by Zia-ul-Haq appointees who favored the Deobandi and Ahl-e-Hadith religious philosophies. This bureaucracy, Qasmi claimed, had repeatedly blocked his brother’s efforts to push policy in a different direction.

8. (S/NF) Interlocutors repeatedly requested USG assistance for the southern and western Punjab, believing that an influx of western funds could counter the influence of Deobandi/Ahl-e-Hadith clerics. Principal Officer was repeatedly reminded that these religious philosophies were alien to the southern and western Punjab — which is the spiritual heartland of South Asia’s Sufi communities. Their increasing prominence was directly attributed to poverty and external funding. Locals believed that socio-economic development programs, particularly in education, agriculture, and employment generation, would have a direct, long-term impact in minimizing receptivity to extremist movements. Similarly, they pressed for immediate relief efforts — particularly food distribution and income support — to address communities’ immediate needs. Several interlocutors also encouraged direct USG support to Brailvi/Sufi religious institutions, arguing that these represented the logical antithesis to Deobandi and Ahl-e-Hadith philosophy and that if adequately funded, they could stem the tide of converts away from their moderate beliefs.

Comment

9. (S/NF) A jihadi recruiting network relying on Deobandi and Ahl-e-Hadith religious, charitable, and educational institutions is increasing its work in impoverished districts of southern and western Punjab. Local economic conditions coupled with foreign financing appear to be transforming a traditionally moderate area of the country into a fertile recruiting ground for terrorist organizations. The provincial and federal governments, while fully aware of the problem, appear to fear direct confrontation with these extremist groups. Local governments lack the resources and federal/provincial support to deal with these organizations on their own. The moderate Brailvi/Sufi community is internally divided into followers of competing spiritual leaders and lacks the financial resources to act as an effective counterweight to well-funded and well-organized extremists.

10. (S/NF) Post believes that this growing recruitment network poses a direct threat to USG counter-terrorism and counter-extremism efforts in Pakistan. Intervention at this stage in the southern and western Punjab could still be useful to counter the prevailing trends favoring extremist organizations. USAID development resources in agriculture, economic growth, education, and infrastructure development are useful and necessary and will address some of the immediate needs. In post’s view short-term, quick impact programs are required which focus on: (1) immediate relief in the form of food aid and microcredit, (2) cash for work and community-based, quick-impact infrastructure development programs focusing on irrigation systems, schools, and other critical infrastructure, and (3) strategic communication programs designed to educate on the dangers of the terrorist recruiting networks and to support counter-terrorist, counter-extremist messages. 1. (S) Summary: A well-placed Deobandi religious leader told Principal Officer in a meeting on March 18 that extremist group Sipah-e-Sahaba (SSP) was increasing its activities in the central Punjab city of Faisalabad, the province’s second largest, in collaboration with elements of the Tehrik-e-Taliban Pakistan (TTP) and a splinter group from the banned terrorist group Jaish-e-Mohammad (JeM). The cleric reported that SSP had recently launched a pamphlet campaign across the city in which it called for people to take steps to enforce Islamic law including: (1) cease business and social activities at the five daily calls to prayer, (2) remove all sources of “”vulgarity”" such as televisions, cd players, and radios from their homes, (3) seek dispute resolution through local imams rather than the courts, (4) take Friday rather than Sunday as the weekly holiday, and (4) strictly enforce purdah for female family members. The pamphlet states that it comes from SSP with support from the TTP and specifically praises “”the enforcement of Sharia in Swat”" and recommends it as a model for Faisalabad. According the religious scholar, a number of girls’ educational institutions in Faisalabad have received letters stating that if they fail to observe purdah, they could be attacked by suicide bombers. The cleric surmised that SSP activities would increase in Faisalabad on the return of its leader Maulana Ludhianvi from a Libyan-government sponsored trip to that country. End Summary.

2. (S) Leading Faisalabad-based Deobandi scholar and IVLP alumnus Maulana XXXXXXXXXXXX called on the Principal Officer on March 18 to discuss his concerns regarding what he termed as “”growing extremist activity”" in Punjab’s second-largest city Faisalabad. XXXXXXXXXXXX claimed that in the last month he has observed a dramatic increase in propaganda activities from Sipah-e-Sahaba Pakistan (SSP). He believed that this increase coincided with a number of visits to Faisalabad from activists both of the Tehrik-e-Taliban Pakistan (TTP) and a splinter group from the southern Punjab-based Jaish-e-Muhammad (JeM). XXXXXXXXXXXX believed that the activists were involved in recruiting for TTP militant operations in the FATA and NWFP through madrassas in southern Punjab and hoped to replicate that success in Faisalabad. XXXXXXXXXXXX noted that SSP leaders had long-standing ties with JeM, as both were Deobandi organizations that had collaborated in the past in anti-Shia and anti-India activities.

3. (S) XXXXXXXXXXXX shared with Principal Officer an Urdu-language sticker that he claimed he had confiscated from several of his madrassa students in Faisalabad. The sticker, which he stated was also being printed and distributed as a pamphlet, praised the implementation of Sharia law in Swat and exhorted Muslims to pursue the same sort of Sharia law in Faisalabad. It then recounted five steps that every Faisalabad based Muslim should take to begin the process of implementation in the district. The steps were: : (1) cease business and social activities at the five daily calls to prayer, (2) remove all sources of “”vulgarity”" such as televisions, cd players, and radios from their homes, (3) seek dispute resolution through local imams rather than the courts, (4) take Friday rather than Sunday as the weekly holiday, and (4) strictly enforce purdah for female family members.

4. (S) Maulana XXXXXXXXXXXX told Principal Officer that he had initially dismissed the pamphlet campaign, but became increasingly concerned after learning of specific threats received by several girls’ schools (NFI) in Faisalabad. He claimed that these schools had received letters sent from SSP, referencing the situation in Swat, and warning that if these schools did not begin having their students observe complete purdah, the schools could be the target of violence, including suicide bombing. Maulana XXXXXXXXXXXX did not produce a copy of the threat letter. Principal Officer inquired whether any violence had yet occurred in Faisalabad in connection with the SSP campaign. Maulana XXXXXXXXXXXX responded that to his knowledge it had not, but he believed that it could occur in short order if police did not check SSP activities.

5. (S) Maulana XXXXXXXXXXXX noted that in addition to its pamphlet campaign, SSP had organized a number of traditional religious conferences in Faisalabad during the Islamic month of Rabwa (currently ongoing). Traditionally such conferences are organized in this month of the Prophet’s birth to discuss the model life that the Prophet lead and to exhort Muslims to follow his example. According to Maulana XXXXXXXXXXXX, this year during the SSP conferences, the organizers have exhorted attendees to follow the Prophet’s example and press for the adoption of complete shariah law in Faisalabad, using Swat as a model. These exhortations specifically call for action against vulgarity and women not observing purdah. In one case, Maulana XXXXXXXXXXXX claimed that he learned that leaders of the recently banned al-Rashid Trust were coming to address a March 8 SSP conference. He stated that he had informed the District Police Officer, who cancelled the event.

6. (S) Maulana XXXXXXXXXXXX shared that he had received reliable information that SSP leader Maulana Ludhianvi was on a fundraising trip to Tripoli sponsored by the Libyan government. XXXXXXXXXXXX claimed that Ludhianvi had made contact with Libyan officials in the guise of working against Iran and Shia agents in Pakistan. (Note: SSP was originally founded as a violent anti-Shia organization and has, in the past, received extensive foreign funding from a variety of Sunni states, including Saudi Arabia. End Note). According to XXXXXXXXXXXX, Ludhianvi was scheduled to return to Pakistan in “”a few days”" and was bringing with him a “”donation”" from the Libyan government valued at nearly 25 million Pakistani rupees (approximately $312,000) that XXXXXXXXXXXX was certain would be used to increase further SSP activities.

7. (S) Comment: Maulana XXXXXXXXXXXX is a long-standing contact of Consulate Lahore, who visited the United States in XXXXXXXXXXXX as part of our International Visitor Leadership Program. XXXXXXXXXXXX repeatedly credits his trip to the United States and particularly his discussions with Muslim leaders there for changing his previously anti-Western views. XXXXXXXXXXXX has numerous ties within the broader Deobandi community and is well-positioned to obtain information on activities of Deobandi-linked terrorist/extremist groups such as SSP and JeM. He has not/not previously shared such extensive information with post about these groups’ activities in Faisalabad. Post believes he has done so on this occasion largely out of concern for his and other moderate Deobandi leaders’ safety if these groups expand activities in Faislabad. The significant decline in the Pakistani textile industry and accompanying large-scale lay-offs in Faisalabad –the center of that industry in Punjab — provides groups like SSP with a ready pool of unemployed recruits, who are susceptible to these groups’ rhetoric about an Islamic utopia based on Sharia and prepared to engage in violence to bring it about. Jamat-e-Islami's Violent Ideology & Siege of Holy Ka'aba in 1979.

For example, after the 9/11, the former JI Amir Qazi Hussain Ahmad stated that al-Qaeda was a figment of the Americans’ imagination. On the contrary, the then JI Secretary General Syed Munawar Hassan, the current chief of the party, said that al-Qaeda leaders were our brethren (Nawa-i-Waqt, October 13, 2002). Commenting on these statements, Prof. Ahmad said: ‘There is no contradiction between the two. The Muslims in al-Qaeda are our brethren. They should be punished if they are criminals!’ He sounded mightily reluctant to hold Al-Qaeda responsible for 9/11. He even refused to give any credence to Gulbadeen Hikmatyar’s statement that Al-Qaeda was responsible for 9/11. (It may be added here that Hikmatyar is Jamaat-i-Islami’s favorite Afghan leader.) Instead, he finds “dozens of scholarly books” casting doubt on the official version more credible. WAY BACK IN 1979: Some foreign observers thought in 1979 that traditionalism was no longer a strong force in Saudi Arabia. This idea was disproved when at least 500 dissidents invaded and seized the Grand Mosque in Mecca on November 20, 1979. The leader of the dissidents, Juhaiman ibn Muhammad ibn Saif al Utaiba, a Sunni, was from one of the foremost families of Najd. His grandfather had ridden with Abd al Aziz in the early decades of the century, and other family members were among the foremost of the Ikhwan. Juhaiman said that his justification was that the Al Saud had lost its legitimacy through corruption, ostentation, and mindless imitation of the West--virtually an echo of his grandfather's charge in 1921 against Abd al Aziz. Juhaiman's accusations against the Saudi monarchy closely resembled Ayatollah Ruhollah Musaui, Khomeini's diatribes against the shah. The Saudi leadership was stunned and initially paralyzed by the takeover. The Grand Mosque surrounds the Kaaba, symbol of the oneness of God and believed by Muslims to have been built by the Prophet Abraham. The courtyard is one of the sites where the hajj, the fifth pillar of Islam, is enacted. Because of the holiness of the place, no non-Muslims may enter the city of Mecca. Furthermore, all holy places come under a special injunction in Islam. It is forbidden to shed blood there or to deface or to pollute them in any way. Despite careful planning on Juhaiman's part, a guard was shot dead by one of the nervous dissidents. Such a desecration is a major violation under Islamic law and merits crucifixion for the convicted offender. Juhaiman's party included women as well as men, other peninsular Arabs, and a few Egyptians. A score of the dissidents were unemployed graduates of the kingdom's seminary in Medina. They had provisions for the siege they expected as well as extensive supplies of arms. The government's initial attempts to rout the dissidents were stymied. Before any military move could be authorized, the ulama had to issue a dispensation to allow the bearing of arms in a holy place. When the religious problems were solved by announcement of the ulama's ruling, logistical problems bogged down the efforts of the military and the national guard for several days. Finally, two weeks later the military effort succeeded, and the dissidents were dislodged. All the surviving males were eventually beheaded in the squares of four Saudi cities. Ka'aba under siege - 2 (1979 Grand Mosque Seizure)

Juhayman Bin Mohamed Bin Seif al-Otaibi was born in a Brotherhood settlement in the area of Quseim, close to the city of Ghatghat, the headquarters of Sultan Bin Bijad who was killed by the forces of the founding King Abdel-Aziz during the famous Sibla battle. Juhayman had a strict religious upbringing. He married the daughter of prince Sajer Al Mohaya who was arrested after the Haram incident, then later married the sister of Mohamed Ibn Abdullah al-Qahtani. He work for about two years on the national guard forces. Juhayman studied at the Islamic university in Medina and was the student of Sheikh Abdel-Aziz Bin Baz, former Mufti of Saudi Arabia. Juhayman returned to Qusaim in 1974 with a number of students and started promoting the establishment of a fundamentalist movement that he called “The Brothers’ Movement” at the time (different from the Egyptian group the Muslim Brotherhood). Juhayman exceeded the teachings and methodology of his teacher Sheikh Bin Baz, expressing direct criticism of Ibn Soud. Juhayman said that Sheikh Bin Baz never objected to the Brothers’ Movement teachings, but that he had blamed them for focusing on Saudi issue alone. Juhayman then stopped attending Sheikh Bin Baz’s meetings and lectures. In his third message “The Brothers’ Call” he said that they (he and his colleagues) had to educate themselves when they couldn’t find “pure” Sharia education in the official Sharia school. They promoted their movement in tribal areas and grew in number. They then moved to the capital Riyadh in 1976 where Juhayman published his first message under the title “The Law of Loyalty and Obedience: Corrupt Government” in which he attacked jurisprudents. In this message he said “People should not obey, but fight, Muslim rulers who do not adhere to the teachings of Quran and tradition. These corrupt rulers use Sharia to serve their own personal objectives and deal with unbelievers”. These ideas led to his arrest with 98 of his followers in the summer of 1978. However, they were not put on trial. Sheikh Bin Baz was asked to examine their ideas and discuss with them. After listening to them, Bin Baz refused to consider them traitors, thus the authorities had to release them after they spent six weeks in prison. They promised to stop preaching and attacking rulers. Contrary to Osama Bin Laden who has no significant writings, Juhayman wrote 14 fundamentalist messages that included his ideas, parts of which where published under the title “The Seven Messages”. The messages were banned in Saudi Arabia. According to these messages, Juhayman believed that Saudi religious education as was conducted at that time should be stopped. Many Wahabis said that Juhayman said that “he saw hundreds of the graduates of these schools became preachers, as if preaching was a government profession where employees look forward to receiving their monthly salaries.” He believed that such schools only produce religious representatives of the government, but not real ulama (religious scholars) or sheikhs, as he believed these should be independent leaders who think and act in accordance with the interests of Islam and society rather than the authorities as was the case in Saudi Arabia. In his first message Juhayman talked about the emergence of the awaited Mahdi. In 1979 he wrote that prophet Mohamed visited him in a vision, then God talked to him and ordered him to announce that he was the Mahdi, sent to purify the earth from corruption. Qahtani also claimed he had the same vision. Qahtani then married Juhayman’s sister. To be fair, not all Juhayman’s writings were of that type. In his 11 messages he expressed his position towards rulers of Muslim countries in general, and the Saud family in particular; he also addressed major Islamic jurisprudence issues, such as Jihad, in addition to his position towards emirs and obedience. In his message Juhayman wonders: “Can jihad be declared against atheist countries when we have exchanged ambassadors and experts? How can we promote Islam when we have Christians for professors? Can we contradict our professors? Can we call for raising the jihad flag while the Christian flag stands side by side with the monotheism flag? We shouldn’t be deceived to that extent, as there should be a clear distinction between what is right and what is wrong. We should stay away from these people, we should fight them.” This is the same logic that Bin Laden used 20 years later in the speech broadcast by Al Jazira where he divided the world into two “areas”: the area of Islam and the area of atheism. He described the issue as a “crusade” against Islam and Muslims. Thus he follows the same line as Juhayman, and finds justifications in the older literature of al-Mawdudi, Qutb, and others. On 20 November 1979, 500 dissidents led by the grandson of the leader of the Ikhwan rebellion – 38-year old Juhayman – seized Mecca’s Grand Mosque. Almost fifty years to the day, Juhayman reiterated his ancestor’s grievances as he grabbed the mosque’s loudspeaker and announced that the House of Saud had lost its claim to legitimacy through corruption, ostentation, and mindless imitation of the West. His words were chilling to the royal family, all the more so because they closely resembled Khomeini’s diatribes against the Shah. The Saudi leadership was initially paralysed by the takeover. The Grand Mosque surrounds Islam’s holiest shrine. Accordingly, no non-Muslim may enter the city of Mecca and shedding blood on such holy grounds is considered blasphemy. The Saudi royal family’s hands were tied for days as they deliberated how to dislodge the dissidents. The Ulema had to issue a dispensation to allow the bearing of arms in a holy place before any military move could be authorized. Once more, the traditional alliance of convenience between the religious establishment and the House of Saud served its purpose. The fatwa issued by the highest religious authority, Mufti Bin Baz, legitimised the unthinkable – spilling blood in Islam’s holiest site. But even when the religious dilemma was solved, the Saudi military failed to end the siege. This time, the House of Saud had to ask the Ulema to sanction that the mosque be stormed by ‘infidels’. This second fatwa set a precedent that was to be invoked again during the Gulf War.

US Embassy's Confidential/Secret Memo on the siege of Holy Ka'aba Nov/Dec 1979 - Research for The Siege of Mecca involved requesting the declassification of hundreds of secret State Department, Central Intelligence Agency and British Foreign Office documents that contain previously unknown details about the bloody events of 1979 and their consequences. The State Department was particularly forthcoming in releasing these documents. Siege of Mecca and Juhayman al-Otaibi - 1

Courtesy: Footage of Juhayman Al Otaybi Thursday, September 27, 2007
http://intelwire.egoplex.com/2007_09_27_blogarchive.html

Juhayman ibn Muhammad ibn Sayf al-Otaibi believed that an Islamic uprising was needed in order to create a more fundamentalist Sunni Islamic state. From an outside point of view this may appear rather strange given the fact that Islamic Sharia law governs Saudi Arabia and not one single Christian church or Buddhist temple is allowed. However, according to Juhayman al-Otaibi the ruling elites in Saudi Arabia were self-serving and radical change was needed. This single event in late 1979 still shakes the Sunni Islamic world today and the same applies to covert work done by CIA operatives. After all, the government of America violated the Constitution because CIA operatives were allowed to be converted to Islam in order to enter Mecca and to participate in quelling the uprising. The French government, the so-called bastion of secularism, allowed their commandos to be converted to Islam also in order that they could help different Saudi units to kill the jihadists. Religion and state is meant to be separate in America but CIA operatives were told to convert to Islam. This fact is a side issue but it shows you the clandestine nature of certain agencies in America and it signifies that government elites will do anything in order to protect Saudi Arabia. Of course, the same applies to France which participated in killing Sunni Muslim conservatives who believed that all non-Muslims must be expelled from Saudi Arabia. Therefore, the most powerful majority Christian nation in the world (America) and the most potent secular state (France) were involved in the attack on the Grand Mosque in Mecca. It must also be stated that apart from one individual connected with the bin Laden family, every other militant was beheaded within a very short period after being captured. This fact, shows the nature of Saudi Arabian law and how fickle human rights are in America, France, and the United Kingdom, because Western nations were involved in crushing this revolt and they understood the consequences of what would happen. Therefore, Juhayman al-Otaibi and his followers were written out of the history books and why so little footage given the severe nature of this event in the Western media? If you fast forward to September 11 then it is clear that it doesn’t matter if the American government is Democrat or Republican. This applies to nearly every national who did September 11 coming from Saudi Arabia. Also, it is clear that ratlines existed between certain elites in Saudi Arabia and terrorist networks which did the terrorist attack against the people of America. However, this event meant little within powerful circles in Washington with regards to the role of Saudi Arabia and instead secular Iraq, with a Christian Deputy Prime Minister, was attacked and bombed. The irony being that Western powers re-installed Islamic Sharia law in Iraq, just like they had in Afghanistan and radical Sunni Islamists (the majority from Saudi Arabia) entered the Sunni-Shia civil war in this nation. Siege of Mecca and Juhayman al-Otaibi - 2

Courtesy: Footage of Juhayman Al Otaybi Thursday, September 27, 2007

Turning back to the Siege of Mecca in 1979 when Juhayman al-Otaibi and his followers stormed Mecca. It becomes clear that this galvanized America and Saudi Arabia to further bankroll Sunni Islamic terrorists in Afghanistan and bordering regions of Pakistan. After all, the elites in Saudi Arabia needed a distraction and America was worried about the repercussions of this extremely important event. The year 1979 in the Islamic world was dramatic and this applies to the Iranian Revolution, the Soviet Union entering Afghanistan, and the Siege of Mecca in Saudi Arabia. However, the greater event was the Siege of Mecca because for America and Saudi Arabia the crisis in Afghanistan was a welcome distraction. Therefore, funding Sunni Islamic terrorism was a great way to take the “heat” of elites within Saudi Arabia and to unify Sunni Islamists into their version of an Islamic jihad. At the same time, it is also clear that the Islamic ulema violated the words of the prophet Mohammed because killing is forbidden in the Grand Mosque. However, the Islamic ulema supported the attack against the jihadists and Saudi units, the French National Gendarmerie Intervention Group (GIGN), CIA operatives who were involved in the planning, and other covert security agencies, stormed the Grand Mosque and killed hundreds of Sunni jihadists. The true extent of the attack was hidden in general from the outside world but the repercussions remain powerful today. In an earlier article published by Modern Tokyo Times it was stated that “The Saudi Arabian regime in 1979 faced a major crisis because the siege of Mecca could have led to severe pressure on the House of Saud. Therefore, the regime turned to America in order to crush the uprising. CIA operatives were sent to help.” Ziauddin Sardar states in his article called “The battle at Islam’s heart” (1 November 2007 – The New Statesman) that “A horde of CIA operatives was quickly converted to Islam so that they could enter the Holy City to assess the battlefield for themselves. They recommended chemical warfare.” Therefore, the French GIGN which is a specialist counter-terrorism unit and which is trained in hostage taking events, alongside CIA operatives, were converted to Islam with the blessing of political elites in both America and France. The conversions lacked sincerity and is clear evidence that the House of Saud, the Islamic ulema in Saudi Arabia, the slave mentality of America and France which would do anything for the monarchy, all worked hand in hand. Irrespective if individuals agree with crushing the jihadist uprising, it is clear that individuals like Osama bin Laden would understand this event from “an Islamic point of view” and this applies to violating the Grand Mosque of Mecca. The trade-off between the Saudi regime and the religious leaders of Saudi Arabia was that they would be allowed to do whatever they liked apart from threatening the ruling elites. Therefore, terrorism in “not our backyard” was implemented and radical organizations were allowed to spread their ideology throughout the world and clearly with great success. Ziauddin Sardar further comments that “Thus began, on the morning of 20 November 1979, the Siege of the Sacred Mosque. What happened during the next two weeks has had a profound impact on most of the Muslim world.” He continues by stating that “The insurgents were led by a Bedouin preacher, Juhayman bin Seif al-Uteybi, and his brother- in-law Mohammed Abdullah al-Qahtani, the alleged Mahdi. The rebels included Egyptians, Pakistanis and American converts, but most were Saudis from the Oteiba tribe, which had actually helped King Abdul Aziz, founder of Saudi Arabia, to seize control of the Arabian Peninsula in 1902. They believed that the royal family had become corrupt, that the state was promoting heresy, that religious scholars were collaborating with the royal family in spreading immoral practices and that Saudi Arabia had become obsessed with money and consumerism. I knew their kind rather well.” It was also reported that you had a connection with the bin Laden family because “In the 1960s Osama bin Laden’s half-brother Mahrous bin Laden joined a rebel group opposed to the Saudi government. With his assistance, in 1979 the rebels smuggled weapons into Mecca using trucks belonging to the bin Laden family company. Five hundred rebels then seized the Grand Mosque in Mecca (sic), Islam’s holiest mosque in its holiest city. They try, but fail, to overthrow the Saudi royal family. All the men who took part are later beheaded except Mahrous. Eventually he is released from prison because of the close ties between the bin Ladens and the Saudi royal family. Mahrous apparently abandons the rebel cause and joins the family business. He is eventually made a head of the Medina branch and a member of the board. He will still hold these positions on 9/11. But a newspaper reports that “his past [is] not forgiven and most important decisions in the [bin Laden family business] are made without Mahrous’ input.” (Collection of sources – Sunday Herald (Glasgow), 10/7/21; Ha’aretz ,12/18/2002; and New Yorker, 11/5/2001) Juhayman al-Otaibi was a powerful leader despite the lack of followers who supported his logic. He believed firmly that the House of Saud was polluting Islam and that materialism was destroying the fabric of society alongside other important factors. Therefore, he and his followers stormed Mecca in order to challenge the ruling elites and this event led to shockwaves within the Sunni Islamic community. Over two weeks you had an Islamic jihad against the Saudi regime and hundreds of Islamists were killed by a mixture of forces. Mecca had become a battleground and a place full of blood and devastation. Accounts vary about the forces which were instrumental in protecting the House of Saud but America, France, and Pakistan played their role and the CIA gave powerful support. Shortly afterwards, Afghanistan would become a rallying call in spreading radical Sunni Islam and clearly America had a shared objective with the House of Saud. Therefore, “several birds could be killed with one stone.” This applies to a much needed distraction for Saudi Arabia; the need to retake the mantle of being the guardians of Sunni Islam; to undermine the role of Iran within the Muslim world because they followed the Shia faith; and to defeat communism in Afghanistan and unleash a brutal war for the Soviet Union. Therefore, from the siege of Mecca to the war in Afghanistan you had a shared geopolitical interest for both America and Saudi Arabia, alongside the CIA and other security operatives, who would covertly support Islamic terrorism via Pakistan. Firm objectives and ties were being made and Pakistan would also witness Islamization under General Zia- ul-Haq and once more it is clear that America favored General Zia-ul-Haq over democratic forces in India.  REFERENCE: Siege of Mecca and Juhayman al-Otaibi: CIA and GIGN operatives converted to Islam by Lee Jay Walker Modern Tokyo Times http://leejaywalker.wordpress.com/2011/12/19/siege-of-mecca-and-juhayman-al-otaibi-cia-and-gign-operatives-converted-to-islam/

US Embassy's Confidential/Secret Memo on the siege of Holy Ka'aba Nov/Dec 1979

Therefore, from 1981 to 1987 the USA provided over US$3.2 billion dollars in order to support radical Sunni Islam and this was followed by a further $4.2 billion dollars. More important, the CIA, MI6, the SAS, and other international covert agencies, were involved in training radical Islamists in Afghanistan and Pakistan. The outcome being a multi-ethnic jihadist movement which would be armed and trained by America, Saudi Arabia, the United Kingdom, and other nations. However, America and Saudi Arabia would be the cornerstone and Pakistan would become the binding factor because of geopolitics. America and the United Kingdom would also allow Saudi Arabia to spread their version of Islam in both nations. This can be seen by huge funding to vast numbers of Sunni Islamic causes and even in jails both America and the United Kingdom would allow radical Sunni Islamic preachers to convert prisoners. Turning back to the Siege of Mecca then clearly the Cold War was still in full swing. Therefore, this event was sidelined despite the importance of this crisis and Afghanistan was a godsend to all interested parties. However, in late 1979 the Grand Mosque in Mecca was a battleground where blood was spilled in many areas of this mosque. The House of Saud, CIA, GIGN, and other international security agencies, were allowed to plan and assist in the killing of jihadists who had stormed Mecca. From this moment, al-Qaeda would be given “the green light” along with so many Sunni international terrorist organizations. The first rallying call would become Afghanistan and then America would allow the same Islamists to slit the throats of Orthodox Christians in Bosnia and once more these images were hidden to the outside world. If images of the Siege of Mecca had been shown throughout the Islamic world, then it would have shown dead bodies all over Mecca. Also, with CIA operatives and the French GIGN being allowed to convert to Islam then this would have gone down badly because these conversions were a sham. Not only this, the government of America is not meant to promote the conversion of people to any faith and this is a clear violation of the Constitution of America and the same applies to France. If media outlets had shown images of hundreds of Islamists being killed in Mecca whereby Saudi security forces and non-Saudi units were bombing Mecca, then clearly this would have inflamed the Sunni Islamic world. The House of Saud in time would completely finish the job by beading all captors apart from one individual who was a member of the bin Laden family group. Therefore, Juhayman al-Otaibi was turned into a non-entity whereby he disappears from history and nothing more remains. In an earlier article by Modern Tokyo Times it was stated that “The relatively unknown event which happened in Mecca in 1979 certainly can be linked to events in Afghanistan and the Balkans. This applies to the push for supporting radical Sunni Islam after this event in order to crush an internal Islamic threat. Therefore, Afghanistan became a convenient unifying factor. In turn, the Islamic network system and the use of Islamic charities in this conflict would be used in order to spread and support the Muslim cause in Bosnia.” “America and the green flag of Islam which is being led by Saudi Arabia may have different long-term objectives despite sharing similar goals since (and before) 1979 to the current period. However, Islamists are now embarking on a stealth jihad within the democratic world and America, Germany, India, the United Kingdom, and others, need to understand that while certain nations may have long term goals it is clear that Islamists have long term objectives and this applies to Islamization.”  REFERENCE: Siege of Mecca and Juhayman al-Otaibi: CIA and GIGN operatives converted to Islam by Lee Jay Walker Modern Tokyo Times http://leejaywalker.wordpress.com/2011/12/19/siege-of-mecca-and-juhayman-al-otaibi-cia-and-gign-operatives-converted-to-islam/

“Even September 11 was manipulated by America because we all know that the majority of the Islamists came from Saudi Arabia and Bosnia was also an Islamic stepping stone in enabling this to happen. Therefore, former allies who supported terrorist networks in Afghanistan, Bosnia, and Pakistan, in order to boost the foreign policy objectives of America and Saudi Arabia now became enemies after September 11.” Afghanistan was a way of crushing internal Islamic factions in Saudi Arabia by giving them a free hand to export radical Sunni Islam internationally. In a similar way September 11 was manipulated by the government of America and security agencies. Also, the media was utilized in order to create a new threat. This convenient threat was Iraq but the main purpose was to distract internal political movements in America who wanted to focus on the Saudi angle and the role of Saudi Arabia in spreading radical Sunni Islam. Not one individual from the regime of Iraq was involved in September 11 and the issue of human rights doesn’t enter the equation. After all, when the Iraqi regime used chemical weapons against the Kurds little was said. Given this, Iraq became a distraction whereby Saudi Arabia would escape the wrath of September 11. Therefore, the Siege of Mecca enabled the international Sunni Islamist movement to spread their ideology externally on condition that they never threatened the elites of Saudi Arabia. At the same time, Sunni Islamic ratlines and Western powers manipulated Afghanistan and Bosnia by covertly supporting radical Sunni Islamists. However, September 11 was evidence of not only “blowback” but of the ratline links because nearly everybody involved were Saudi nationals. Also, several Islamists who were involved in September 11 had been based in Bosnia and obtained valuable experience in killing not only Orthodox Christians, but in terrorist activities and all courtesy of “a blind American policy.” The spirit of Juhayman al-Otaibi was alive within individuals like Osama bin Laden but from a different perspective. Juhayman al-Otaibi wasn’t concerned about exporting radical Sunni Islam because his concern was Saudi Arabia. More important, Juhayman al-Otaibi didn’t support killing innocents on the grounds of so-called Islamic jihad. Instead, he was focused on Islamic jihad because he believed that the Muslim ulema and elites in Saudi Arabia were turning against the Koran. However, the spirit of Juhayman al-Otaibi was within Osama bin Laden when it came to outside forces influencing and protecting Saudi Arabia. In the mindset of Osama bin Laden it was a violation of Islam to allow America and other non-Muslim majority nations to protect the well being of Saudi Arabia. Juhayman al-Otaibi was also scornful about this and he wanted all non-Muslims to be expelled from Saudi Arabia. However, Juhayman al-Otaibi was a much bigger threat than Osama bin Laden because he wanted to overthrow the ruling elites in the House of Saud. Therefore, the Siege of Mecca was the real turning point in the covert war in Afghanistan which received greater funding and attention because of this event. The period of late November and December in 1979 in Saudi Arabia and Afghanistan remain potent today. If Juhayman al-Otaibi and his loyal forces hadn’t stormed Mecca then the potency of Afghanistan would have been reduced and the power of Islamism would have been kept in check more in Saudi Arabia. Yet the Siege of Mecca threatened the status quo therefore a trade-off was made and from this period you have many murky deals between several nations involved in spreading radical Sunni Islam. For conservative clerics in Saudi Arabia and organizations it is their duty to spread the Sunni Islamic faith because they deem all non-Muslims and non-Sunni Muslims to be infidels. At the same time, Sunni Islamic terrorist ratlines could co-exist alongside American foreign policy objectives and the foreign policy objectives of other Western nations. Therefore, Afghanistan and Bosnia are clear evidence of the link between both competing forces which united in a common cause. September 11 over-stepped the mark and after this America would turn against Sunni Islamic terrorism which was aimed at America. However, America and Saudi Arabia would remain aloof providing events didn’t threaten either nation internally. Despite this, the spirit of Juhayman al-Otaibi remains alive within parts of the international Sunni Islamist movement. This applies to his thinking that all foreign influence should be forced out of Saudi Arabia, the ending of the reliance on Western powers to protect this nation, the eviction of all non-Muslims, the ending of rampant materialism amongst the elites of Saudi Arabia, preventing female equality in law, and so forth. Juhayman al-Otaibi was a threat to the Saudi elites but the policies of powerful Western nations have created a bigger threat which expressed itself by the events of September 11, when blowback happened against innocent American civilians. The reverberations of the Siege of Mecca remain today with elites in Saudi Arabia being concerned by domestic issues and foreign powers have been engulfed by not understanding the bigger picture. Therefore, the attack which happened in 1979 during the Siege of Mecca remains within the internal convulsions of the Sunni Islamic world and nations which sold their soul during this event continue to have learned nothing.

Jamat-e-Islami Links with Al-Qaeda

Terror mastermind captured – Terror mastermind captured – Khalid Sheikh Mohammed is thought to be the man who masterminded the attacks on 11 September. His capture in Pakistan was seen as a key success in the US fight to counter al-Qaeda. BBC News Online presents key video reports following the arrest. Tuesday, 4 March, 2003, 22:56 GMT  http://news.bbc.co.uk/2/hi/in_depth/2820179.stm  - KARACHI – Under immense pressure from the United States, a slow and gradual operation has begun in Pakistan against the strongest political voice of Islamists and the real mother of international Islamic movements, of which Osama bin Laden’s International Islamic Front is the spoiled child. In a surprise move this week, Pakistan’s federal minister of the interior, Faisal Saleh Hayat, listed a number of incidences in which members of the Jamaat-i-Islami (JI), the premier fundamentalist party in the country, had been tied to al-Qaeda, and called on it to “explain these links”. “It is a matter of concern that Jamaat-e-Islami, which is a main faction of the Muttahida Majlis-e-Amal [MMA], has neither dissociated itself from its activists having links with the al-Qaeda network nor condemned their activities,” Faisal said, adding that “one could derive a meaning out of its silence”. The MMA is an alliance of six religious parties that gained unprecedented electoral victories in national elections in 2002. One of its members is the leader of the opposition in the Lower House, while the MMA controls the provincial government in North West Frontier Province. It also forms part of a coalition government in Balochistan province. The MMA has 67 seats in the 342-seat National Assembly, with just under a third of them held by the JI. Asia Times Online predicted that the JI would be targeted (Jihadi’s arrest a small step for Pakistan , Aug 10) and now contacts confirm that moves have already started against associates of the JI in its strongest political constituency, Karachi. The next phase will most likely be in Rawalpindi and southern Punjab. Several close affiliates are believed to have been arrested by the Inter-Services Intelligence (ISI) without charges being laid against them. Aziz has been picked up for the second time, his wife said, denying any links of the family with terrorism incidents. “I’m a sworn enemy of America and can pay any price for it but I strongly oppose terrorism within Pakistan,” Amira Aziz told The News. She said the intelligence operatives had been following the women activists of Tehrik-e-Islami for the last six months and harassed them. She alleged that her husband was beaten black and blue when picked up last time and kept in illegal custody for a night. Amira said her son, Omer, a heart patient, was very upset when intelligence guys kept his father in their custody for a night. A female member of Tehrik, Najma Sana, who lives in G-9/1, is already in the agency’s custody for the last 10 days. Sarwat Wahid, after being chased by the intelligence agency, left Islamabad for Karachi where she was again pursued by the police. Her sister and children in Karachi have been arrested to press for recovery of Sarwat who has gone underground there. Sarwat’s son, Jawad, is also missing. Tahira Mumtaz, another female member of the Tehrik, was twice called for investigation over her alleged assistance to Sarwat to flee the capital. Altaf Aziz Khattack, SHO, said he was not aware of any such incident. He asked this correspondent to take up the matter with the R A Bazaar police in whose jurisdiction the mosque was attacked. When contacted, officials of the concerned police station said that they had not arrested Ehsan Aziz, adding the Army was investigating the attack and the matter may be taken up with them.
