Nusrat Mirza, HAARP and ISI.

Lloyd’s of London, the world’s oldest insurance market, said claims before tax from superstorm Sandy will probably cost between $2 billion to $2.5 billion. The estimate is consistent with total insurance industry losses of between $20 billion and $25 billion, Lloyd’s said in an e-mailed statement today. The London-based market said it expects a “minimal impact” on its member capital, while the central fund won’t be affected. Homeowners and businesses are seeking payouts on policies to help cover losses from Hurricane Sandy, which lashed the densely populated U.S. Northeast coast on Oct. 29, causing a storm surge, extensive flooding and damage to property, after hitting the Caribbean and Bahamas. Total market losses could be as much as $25 billion, Zurich-based Swiss Re Ltd. (SREN) has said. “It has been much more of a loss for insurers than for reinsurers, specialty insurers in particular, which is what Lloyd’s is” said Christopher Hitchings, a London-based analyst with Keefe Bruyette & Woods Ltd. Zurich Insurance Group AG (ZURN), Switzerland’s biggest insurer, said on Dec. 17 that claims from Sandy could be as much as $700 million. Lloyd’s member Catlin Group Ltd (CGL) estimated Sandy-related losses at about $200 million and Novae Group Plc (NVA) said net costs of the hurricane could be as much as $30 million. “The Lloyd’s insurance market remains financially strong and while claims from this storm could still evolve over time, the market’s total exposure is well within the worst-case scenarios we model and prepare for,” Chief Executive Officer Richard Ward said in the statement. Mapping Hurricane Sandy’s Deadly Toll: At last count, officials were attributing more than 100 deaths to Hurricane Sandy. Some patterns emerged in mapping the deaths in the region. Elderly residents were hit especially hard, with close to half of the people who died age 65 or older. In New York City, the majority of deaths occurred in Queens and on Staten Island, and most people perished at the height of the storm, drowned by the surge. In more inland areas, downed trees were more often the cause of death. The days after the storm were also deadly, as people tried to clear away storm damage or used poorly ventilated generators to ward off the dark and the cold. Some victims’ names have not been released, as the authorities seek to reach their families. Jang columnist, Nusrat Mirza, instead of invoking the wrath-of-god explanation, has concocted a fantastic conspiracy theory. He blames Sandy on Haarp. Having taken credit for introducing his readers to Haarp, in 2010, he blames Haarp for the deluge that devastated Pakistan in 2010 as well as the flooding in Japan last year that caused Fukushima nuclear melt down. Even the earthquake in 2006, according to our columnist, as well as the natural tragedies [not mentioned] that struck Haiti, Iran, China, and Iran have been caused by Haarp. Since imagination has a limit even in the case of conspiracy theorists, hence, our conspiracy theorist appears at odd with his own formulations. His conclusion, therefore, is indeed vague. We are informed, ‘Having devastated its own people on 9/11, this is for the second time on October 29, that the USA is putting its people in trouble. However, if the aim is to trigger another world war, we do not know. Or perhaps there is some other mala fide intention, only the time will tell.’ REFERENCE: Sandy as god’s wrath Thursday, 15 November 2012 by Farooq Sulehria http://www.viewpointonline.net/sandy-as-gods-wrath.html

"Whenever the U.S. Spaceplane X-37B is Sent Into Space – A Natural Disaster Occurs Somewhere in the World" "Whenever the U.S. space plane X-37B is sent into space, a natural disaster occurs somewhere in the world. Last year, on April 22, this shuttle was launched into space to spy on Persian Gulf, Afghanistan, Pakistan and Korean waters, and if needed, to attack anywhere. Also, this spaceplane can make use of HARRP technology [out of Alaska], and natural disasters can be artificially brought about. "After the plane's launch into space, Pakistan was hit by an unusual monsoon on July 26, 2010, which brought extraordinary destruction... During that monsoon, Pakistan suffered a loss of $43 billion; 2,000 people died, and around one-fifth of the country was submerged in floods. However, it was fortunate that the country's nuclear weapons program remained safe during that disaster, and had also been safe during the 2005 earthquake, by Allah's grace. "Although the earthquake struck the country's mountainous region [in Pakistani Kashmir], some people say that it was an artificial one, and that HARRP technology was used to cause this earthquake. According to some people, certain powers believed that Pakistan's nuclear assets were in this mountainous region; the Khushab nuclear assets [in Pakistan's Punjab province] would have probably been the target of the flooding. This is believed because it is being said that the March 11 earthquake and tsunami in Japan also were artificial, because this tragedy occurred just six days after the U.S. X-37B spaceplane was launched into space on March 5, 2011." "The U.S. Objectives Are to Continue Its Domination Of the World – And Not To Let Another Power or Group of Powers Challenge Its Domination" "Three Japanese nuclear reactors have been affected due to this, and radiation has started [leaking] from these reactors. It can be seen that fingers are being pointed only at the U.S. for the Japanese disaster; this is because Japan was, in collaboration with some other countries, trying to replace the U.S. dollar with a new currency for international trading. The Japanese emperor has met three times with the Chinese president in this regard. "As per a Nibira TV report, former Japanese finance minister Heizo Takaneka was warned to hand over the Japanese financial system to the U.S. or else his country could be attacked with an earthquake. This news could be viewed on YouTube. If this news is true, then it means that the U.S. objectives are to continue its domination of the world – and not to let another power or group of powers challenge its domination. For this purpose, it has challenged the entire world and is engaged in the loot and plunders across the globe. "For now, its targets are only Muslim countries because they are weak and rich and [their rulers are] serving sentences of old age. It gave birth to a wave of change in the Islamic nations. Only Libya resisted the U.S.-sponsored change. In Egypt, Hosni Mubarak quit but the army took over, which is more beneficial to the U.S. Most intellectuals of the world say that this behavior by the U.S. is motivated by political objectives, not by religious zeal."  "The World Wll Have to Decide Whether Pakistan's 2005 Earthquake and 2010 Floods... and Now Japan's Tsunami... Were Natural or Artificial Disasters" "The world will have to decide whether Pakistan's 2005 earthquake and 2010 floods, the [2004] Indonesian tsunami, and now Japan's tsunami in March 2011 were natural or artificial disasters. "The point is if these were natural disasters, then why do the Americans say that such changes can be introduced in weather, which can bring rains or can cause earthquakes or can melt the engine of a plane from a distance of 250 kilometers with a small ray? [They also claim] that a wall of beams like the Great Wall of China can be erected around a specific country, area or region. But prominent U.S. scientists have not let the theory be widely circulated, fearing that if this viewpoint of theirs were accepted it could lead to the breakup of the Panet Earth. "However, the U.S. government tasked the Pentagon with leading this theory to its logical conclusion. The Pentagon established an extremely powerful transmitter on a 123-acre plot of land, some 200 miles from Alaska, and fixed 72-meter-tall antennas on 180 towers, through which 3 billion watts of electromagnetic waves could be transmitted at a frequency of 2.5-10 megahertz." "Today, 'Rulers' Are Coming to the Forefront and, Using Science, Are Causing Earthquakes, Tsunamis, Weather Alterations, Changes in Airplanes' Routes, Plane Crashes, and Floods" "In addition to this, the American Star Wars, and to cause changes in weather, the U.S. could introduce changes from this station in Alaska in the earth's low but decided level of atmosphere wherever such seasonal changes are needed. This can bring about climatic reforms within a range of several hundred miles. "Every invention in the U.S. needs to be patented, and when doing so the invention's functioning must be defined. The HARRP's patent number is 4,686,605. The critics of the HARRP have named it 'a burning flame gun.' According to this patent, this technology is a tool that could introduce changes in the weather anywhere in the world and can stop or change routes of missiles and can interfere in the satellite system of a party or impose its own system on that party. "Through this technology, the intelligence signals of others could be controlled and missiles or aircraft could be destroyed, or their routes diverted; it could bring aircraft to heights or lower them again. The method set out in the patent says that this technology makes a single or many particles, places them in blocks... of the upper earth, which could introduce change in the weather. According to this patent, making weather more or less extreme or… creating artificial warmth would be possible, as would be changing the upper part of the earth, or changing the absorption pattern of sunlight for throwing extreme sunlight or increasing its warmth on a part of the world. (An article of mine on this issue was published in Roznama Jang on August 28, 2010). "Why in 1970 did [U.S. official Zbigniew] Brzezinski say that they had moved the gravity of power to the U.S. and would not let it shift again to Eurasia? He had also said that due to the U.S. technological advancement, a society would emerge which would remain under control and would follow instructions, and that society or people on the surface of the world would live by the orders of those who would have knowledge of science. "Today, 'rulers' are coming to the forefront and, using science, are causing earthquakes, tsunamis, weather alterations, changes in airplanes' routes, plane crashes, and floods. Therefore, it can be said that the U.S. has carried out a second nuclear attack on Japan. The Nibiru [sic] TV anchor asked the U.S. Air Force to destroy the station in Alaska that causes earthquakes and tsunamis, as 500,000 people have been killed so far due to this." "UNQUOTE"

Columnist Nusrat Mirza of Nawa-e-Waqt (11 September 2002) wrote angrily that “Daily Times” had unfairly criticised his column on Iran’s relations with Russia. He called the writer of this column “Patay Khan”, an extremely unsavoury epithet in Urdu. He wrote that a few writers in English considered the writers in Urdu ignorant and brainless, just like the “toadies” of the British raj of yore. He further stated: “Most writers are aware of their own identity before writing and they are drunk with the wine of nationalism, knowing full well who their addressees are and what the objective of writing is. Some others write after sensing where their support will come from. Some look to America, some to their own nation, without breaking links with their own religion and without being scared of the ‘greatness’ of America. The purpose of attacking Urdu writers could be to attract attention to the new “Mummy-Daddy” newspaper, or it could be to suppress anti-Americanism in Pakistan just as the Jewish lobby prevents criticism of Israel in America. America is arrogant about its power; Khaled Ahmed is arrogant about his knowledge and wisdom. America is like a ‘mast’ elephant, so is Khaled Ahmed. His allegation of a low IQ against General Mirza Aslam Beg was irrelevant. Anyone who is even a little anti-American in Urdu becomes the victim of his narcissistic anger.” The column goes on to explain how Nusrat Mirza keeps himself abreast of global events by reading English sources. Nusrat Mirza was not “criticised” in “Daily Times”, only supplementary “facts” were added to his opinion. One should look at the original item to see if his extreme personal ire is justified. It should also be noted that America was neither defended nor praised. It is quite possible that an opinion expressed in Urdu looks unimpressive when presented in English. Here goes: “Columnist Nusrat Mirza wrote in “Nawa-e-Waqt” (29 August 2002) that America was angry with Russia for doing business with Iran and was worried about the Central Asia states aligning with Russia and among themselves to defeat the American plan of grabbing control of oil and gas in the region. America was able to manipulate Kazakhstan and Tajikistan but these states will lose everything by allowing America to take away their oil and gas. Israel was rendered ineffective (bay-wuqat) in the Arab world by Pakistan’s acquisition of nuclear before September 11. America was buying Arab oil without proper pricing (bay-bhao) but the possibility of Iran becoming nuclear power and Pakistan’s nuclear weapons trickling (chchalak-kar) into Arab hands worries it. America stands to lose the Central Asian mineral wealth and suffer weakening of Israel in the Middle East, which it cannot tolerate; therefore it will soon go to war. “This much is fact: Russia’s latest deals with Iran have aroused ire in Washington. It is also true to say that America would like to counterbalance the domination of Russia in Central Asia. Yes, America is interested in getting its oil companies access to this regional market. From here on, the map becomes complex. China too wants America to get into Central Asia to counterbalance Russia as well as the Islamic threat. This is what the newly independent writers on strategy say in Beijing. America has a military connection in most of the Central Asian states through NATO. It does joint military exercises in the region in cooperation with Russia. The Central Asian states are linked to Russia formally; some of them have formed a group of common interests among themselves. At another level they are joined with China, Russia and America to counter terrorism of the Islamic variety. Yes, it is true that America is in competition with Russia over the route of the pipeline that is to go from the Caspian littoral to Europe. Why should the Americans be particularly seen as influential in Kazakhstan and Tajikistan? They could be more influential with Kyrgyzstan than with Tajikistan. They are definitely influential in Uzbekistan which has given them bases to operate out of. (Uzbekistan keeps its gold in New York, just as Pakistan keeps its foreign exchange reserves there.) It is immensely influential with Russia through the IMF, but Russia wants to earn dollars in Iran against America’s wishes. The same goes for China which agreed to MTCR constraints then gave Pakistan the missiles it had undertaken not to give. China denies it broke the MTCR pledge and continues to enjoy a big trade surplus with America. “How has Pakistan’s bomb rendered Israel “bay-wuqat”? Israel is still doing the terrible things it has always done, and Pakistan is “bay-wuqat” since 1998 when it tested because of a total lack of investment. The thing to consider is what will the Arabs do if either Saddam or Iran came into possession of a nuclear bomb? With Israel there will be a balance of deterrence, but the Arabs will be totally helpless. Whose help will they seek in the face of two nuclear powers with territorial claims? Obviously, America, as they did in 1991. “The column says America will physically grab oil and gas as property. That is not the pattern. America wants contracts. It will get them if they give a better deal to the Central Asians who want to diversify their dependence on Russia anyway. Why should Pakistan’s nuclear technology go “chchalak-kar” to anyone? The past pattern is that low-IQ generals like Aslam Beg tried this dangerous hankie-panky in violation of Pakistan’s written pledge and were brushed aside by Pakistan’s political leaders. The prediction that America will soon go to war is a loose speculation. President Bush is finding it impossible to attack Saddam Hussein, given a near-total rejection of everyone it counts on as its allies. That it will go to war in Central Asia to grab oil and gas is equally far-fetched.” Mr Nusrat Mirza has flown off the handle, calling names where he should have stuck to facts. That’s the style. The “Mummy-Daddy” newspaper he thinks “defends” America against criticism is the most ‘anti-American’ daily in Pakistan on the basis of the content of its opinion. We only devoutly hope that this criticism of America is not unfairly levelled, is dispassionate and is offered without prejudice. * REFERENCE: SECOND OPINION: The opposite of truth may be another truth Friday, October 11, 2002 Khaled Ahmed’s Urdu Press Review http://www.dailytimes.com.pk/default.asp?page=story_11-10-2002_pg3_6 Daily Jang Monday, March 11, 2013, Rabi-us-Sani 28, 1434 A.H. http://jang.com.pk/jang/mar2013-daily/11-03-2013/col8.htm

Nusrat Mirza writing on the front page of ‘Nawa-e-Waqt’ (11 May 2002) stated that the killing of the French nationals in Karachi could be a punishment to France for being so anti-American. France could have been targeted by America because it is no longer very enthusiastic about its alliance with the United States under NATO. France is openly criticising America these days. Speculation is based on patterns of past behaviour. The speculation in Pakistan is that India could have done it. Most people buy that because of the pattern of behaviour established in our experience of covert and overt war with India. If anyone is to believe that the United States got the Frenchmen killed to punish France, some pattern of behaviour among the states of the Atlantic Alliance should be available. It won’t do to refer to CIA covert operations of the past. REFERENCE: Second opinion: Down with the ‘Loyal Muhammadans’! Columnist Nusrat Mirza wrote in “Nawa-e-Waqt” (October 2, 2002) that America wanted to establish its bases (adday) on Siachen as India and Pakistan fight each other. It wants to electronically control the entire region from Siachen. Its targets are China, Russia, India and Pakistan so that none of them makes an anti-American alliance to foil its aim of grabbing the minerals found in Central Asia, Afghanistan and Iran. It makes other countries go to war, interferes in the internal affairs of states, gets leaders killed and instigates rebellions. If Pakistan could do something to protect its honour from America, it must do so. The buzz was that America wanted Kashmir for itself, from where it would electronically spy on our friend China. This was spread by our spooks when confronted with American support to the “third option” in Kashmir. In India many politicians subscribed to the same thing. Mulayam Singh Yadav had an elaborate theory about how India and Pakistan would be deprived of Kashmir by the United States. Josef Korbel in his book Danger In Kashmir first found Communist leader Ghulam Muhammad Sadiq propounding this theory in Kashmir for the first time in 1949. Now we see America as an ally of India. We no longer think it will deprive India and grab Kashmir for itself. It is more plausible that it will get India (in return for the inhabited Kashmir) to give it bases on the Siachen Glacier. We are sure that Siachen is the only place in the world from where the American electronic gadgets can control the region. What about the satellites? How will the Americans grab the minerals of Afghanistan, Iran and Pakistan? At present, they can’t seem to get hold of Osama bin Laden and the Taliban, and can’t seem to figure out how to get the warlords to behave. Iran will be anti-American for a long time although President Khatami is a moderate. Soon Iran may become a nuclear power. Pakistan’s mineral wealth is gas but there is not much of it left for which America may attack it. Central Asian resources will be given out on big contracts, which will earn Central Asians a lot of much-needed dollars, and the American companies will get these contracts because of America’s political clout and technological superiority. Is America trying to get India and Pakistan to fight another war? On the face of it, it is desperate to prevent it. The columnist prefers to leave it to the readers to figure out how Pakistan may save its honour from being sullied by rascally America. Columnist Nusrat Mirza wrote in “Nawa-e-Waqt” (October 22, 2002) that America always attacked states that were weak and had no means of attacking America. Hence there was no suspicion of American defeat. It thereafter used propaganda to isolate the victim country and then used sophisticated weapons to destroy it. After Iraq, it may attack Saudi Arabia, Iran or Pakistan. It must be stopped from going ahead in Iraq. This is the thinking of the brave. Pakistan has always been brave, attacking an enemy it cannot defeat. Even after it was defeated in 1971, it is still brave, taking on foes that can fight back. Alas, strategy is not made that way. You don’t fight someone who can fight back. First make sure that it is isolated and weak, then attack so that you win. The brave man on the other hand doesn’t fear defeat and is often defeated. The coward never loses because he never takes on someone equal in ability to fight. America is a coward that will not lose. Pakistan is brave and loses all the time. Last time Pakistan lost was when our brave Mullah Omar vowed that he would defeat the Americans in Afghanistan. The Americans killed 5,000 Taliban and 3,000 innocent Afghans. * REFERENCE: SECOND OPINION: The other face of the MMA Khaled Ahmed’s Urdu Press Review Friday, November 01, 2002 http://www.dailytimes.com.pk/default.asp?page=story_1-11-2002_pg3_6

Columnist Nusrat Mirza wrote in ‘Nawa-e-Waqt’ (6 November 2003) that Foreign Office had not formulated Pakistan foreign policy on the basis of its permanent self-interest but on short-term advantage. It had done the right thing by siding with the United States during the cold war and then getting the US and China to unite, but was not afterwards able to ensure Pakistan’s benefits. It got Pakistan into the big global gambles where the country was used by others as a pawn. The last great blunder was the adoption of America’s war against Al Qaeda as its own war. This was the most dangerous gamble striking at the very root of Pakistan’s identity as a state. Pakistan exploited America to confront India, then got money and weapons out of America during the Afghan war. In return, it gave heroin to America and made its nuclear weapons in defiance of American law. In short, all states look to their self-interest. How is the Foreign Office responsible for the anti-Al Qaeda policy? This was made by General Musharraf when President Bush rang him up. Strictly for Mr. Nusrat Mirza - MARCH 08, 2004 The Veep and Pakistan - Cheney Helped Cover-Up Nuclear Proliferation in 1989, So Pentagon Could Sell Pakistan Fighter Jets by JASON LEOPOLD http://www.counterpunch.org/2004/03/08/cheney-helped-cover-up-nuclear-proliferation-in-1989-so-pentagon-could-sell-pakistan-fighter-jets/ Cheney went to great lengths to cover-up Pakistan's nuclear weaponry. In a New Yorker article On the Nuclear Edge published on March 29, 1993  by Seymour M Hersh http://www.newyorker.com/archive/1993/03/29/1993_03_29_056_TNY_CARDS_000363214

And as far HAARP (High Frequency Active Auroral Research Program) is concerned.

COMSTECH is the Organisation of Islamic Countries’ highest scientific body. It has received millions of dollars from OIC countries, including Pakistan. Comstech’s magnificent headquarters are located on Constitution Avenue in Islamabad. It has been headed by Dr Atta-ur-Rahman since 1996. Although its performance has been consistently mediocre, the organisation has now descended to an all-time low. Recently Dr Rahman published an eye-popping article entitled HAARP (Dawn, Oct 17). The article claims that a physics research project, based in Alaska, may have been used by the US to trigger earthquakes globally, and could also have caused the catastrophic floods in Pakistan. Dr Rahman concludes with a chilling question: “Is the HAARP then, a harmless research tool — or a weapon of mass destruction far more lethal than nuclear weapons? We may never know.” Given Dr Rahman’s prominent place in Pakistani science, and that he is fellow of the Royal Society, one must consider seriously his claim that HAARP can cause earthquakes and floods. But even the briefest examination makes clear his claims make no scientific sense. HAARP stands for High Frequency Active Auroral Research Programme. Its website states it is a research programme run by the University of Alaska in collaboration with various US colleges and universities. If HAARP is a secret military project conceived by evil and diabolical minds, it is hard to see why visitors, including foreign nationals, are said to be allowed on site. The website says that the last open house was on July 17, 2010. At least on the face of things, HAARP does not have the trappings of an American secret weapons facility. (Google Earth, which I used, blacks these out.) Readers will see a field of antennas, as well as some cars and two ordinary looking buildings. No security barriers are visible. This does not appear to be a classified project. But, of course, appearances can be deceptive. So let us simply use common sense and physics. Assume therefore that the power of the transmitters is many times that declared on the website (3.6MW). This may mean HAARP could potentially disrupt radio communications during war, or blind incoming missiles. But science cannot accept Dr Rahman’s claim that “It (HAARP) may also affect plate tectonics causing earthquakes, floods through torrential rains and trigger tsunamis.” Does the good doctor believe in magic and demons? How else can massive tectonic plates be moved by radio waves? Will HAARP tickle a sleeping subterranean monster that awakes and sets off earthquakes? This kind of thinking was what irate and ignorant village mullahs used after the 2005 Pakistani earthquake. They blamed cable television, after which followers smashed thousands of television sets. Weather change simply cannot be caused by HAARP’s radio waves. The effects of a puny 3.6MW radio transmitter on the ionosphere can only be detected with sensitive instruments. Even these are almost completely washed out by a constant stream of charged particles from the sun that hit the earth during daytime. To see HAARP’s effects would be like trying to see a candle a mile away in blazing sunlight. Today, even the most powerful lasers and radios are millions of times weaker than needed to heat sizeable portions of the ionosphere. (Of course, producing hotspots in tiny volumes anywhere is not a problem, but these have zero effect on the weather or earthquakes.) Perhaps in some future century a laser might be able to do this job.

Dr Rahman says he is uncertain if HAARP could equal a nuclear weapon or perhaps be even more destructive. But if it is actually the super-weapon that he alleges, then the laws of physics will have to be overturned. Physicists will have the sad task of unlearning all that they know and burning their useless books. With a heavy heart, I shall return all my physics degrees. Scientists sometimes disagree — this is how scientific disputes are resolved. But it is worth asking if at least some genuine scientists support Dr Rahman’s claims. He provides no examples. Instead, he quotes President Hugo Chavez of Venezuela, who accused the US of causing the Haiti earthquake. While I admire Chavez for standing up to political bullying by the US, I am not sure he knows anything about plate tectonics. In fact, his claim caused seismologists to crack up with laughter. Dr Rahman also quotes a 1999 committee of the European Union Parliament that called for HAARP to be examined by an international independent body. I do not know if any of the committee members were scientists. But 11 years later, the EU has not called for further investigation, nor alleged that HAARP has caused natural disasters. The good doctor enthusiastically endorses the statements of Dr Nick Begich, one of HAARP’s most vocal critics, and refers to him reverentially as a scientist. But Begich’s website says that he obtained a doctorate in traditional medicine from The Open International University for Complementary Medicines in 1994. In other words Begich is not a scientist, but a homeopath who obtained a mail order degree. Yet another quoted “authority” is the arch conspiracy theorist, Michel Chossudovsky, a retired professor of economics in Ottawa. In Dr Rahman’s pantheon of ‘experts’, none has published a scientific paper in a reputable science journal that demonstrates a connection between ionospheric physics and any weather or subterranean phenomenon. In short, Dr Rahman’s claims about HAARP are based on pseudo-science promoted by conspiracy theorists who blame America for all grief in the world. Once science loses its objectivity and becomes enslaved to any kind of ideology or political opinion, it becomes useless. Quack science does not just cost money. It also confuses people, engages them in bizarre conspiracy theories, and decreases society’s collective ability to make sensible decisions. One must therefore seriously question whether a pseudoscience organisation like Comstech deserves lavish funding from poor Pakistanis. We have better things to spend our money on. As for the world of science: it will not even notice Comstech’s demise. REFERENCE: Case of bogus science By Pervez Hoodbhoy 16th November, 2010 http://dawn.com/2010/11/16/case-of-bogus-science/

Dementia: Dr. Abdul Qadeer Khan & Dr. Atta-ur-Rahman.

Dementia: Chronic brain syndrome; Lewy body dementia; DLB; Vascular dementia; Mild cognitive impairment; MCI - Dementia is a loss of brain function that occurs with certain diseases. It affects memory, thinking, language, judgment, and behavior. On 14 August 2012, Dr. Abdul Qadeer Khan again made an speech which can easily be described as hate speech against Ahmadi Community (who despite being Kaafir are still Pakistanis and Pakistan’s most persecuted minority despite clear guarantees of protection of their lives, property, privacy and honour, and Free Practicing of their Religion given in Objective Resolution and 1973 Constitution of Pakistan) Sitting comfortably with another Hate Monger of Geo TV i.e Dr Aamir Liaquat Hussain : Details http://chagataikhan.blogspot.com/2012/07/lie-with-imran-aslam-aka-jinnah-geo-tv.html , Dr A Q Khan said in Urdu which can be translated: “We, the people of Bhopal origin, are proud of two things: first, Bhopal has never produced a traitor. Second, Bhopal has never produced a Qadiyani” ends - Dr A Q Khan quite innocently and quite beautifully implied that Quadiyanis are Treasonous and while doing this he conveniently forget that Father of the Nation i.e. Muhammad Ali Jinnah did appoint a Quadiyani Chaudhry Sir Muhammad Zafarullah Khan as Minister of foreign affairs who also remained leader of Pakistan's delegation to the United Nations (1947–1954). Therefore not only Jinnah but Liaquat Ali Khan should also be declared Treasonous and Kaafir (Apostate) too for tolerating a Blatant Treasonous Non-Bhopali Kaafir in the Corridors of Alleged Ideological State. Lest I forget, historically Dr A Q Khan is also quite a dunce because one of his fellow Bhopali i.e. Obaidullah Aleem (A Pakistani Poet) was a Quadiyani and from Bhopal, Madhya Pradesh, India. There is another tip for Dr A Q Khan i.e. to adopt the School of thought of another Great Scholar of Bhopal i.e. Nawab Siddiq Hasan Khan of Bhopal, who was Ahl-e-Hadith but there is one big problem before becoming Ahl-e-Hadith, he was a Shia. This is a dangerous trend in a country which consists upon people of diverse belief, culture, language, faith, sects and social background e.g. we have books available in the market written by Rampant Sectarian Mullahs declaring opposing sects Deviant, Apostate, Infernal, Death Deserving and what not, Mullah who had issued Fatwa of Apostasy against Jinnah, Allama Iqbal, and Sir Syed Ahmed Khan : Read Fatwa http://chagataikhan.blogspot.com/2012/02/jinnah-imam-ahmed-raza-khan-barelvi.html, today Dr A Q Khan has spit venom against a community to sooth his own personal ego and show off and tomorrow somebody else could rise and start declaring any other community and region as Treasonous and Apostate as well. Where would this end? Ultimately this would end up in anarchy and would fetch bad name for not only Pakistan but overwhelmingly peaceful and tolerant Pakistanis who are also overwhelmingly Muslims and ultimately this would be a blot on Islam. Non Combatant and Peaceful and Neutral Disbelievers were not killed even during the full scale war whereas Pakistani TV Anchors and some demented scientist are bent to attribute Violence and Murder towards Islam which is itself a biggest Blasphemy against Islam, read,  particularly for the trigger happy sanctimonious Pakistanis what Islamic Laws of War says - Islamic Laws for War. http://chagataikhan.blogspot.com/2008/10/islamic-laws-for-war.html . There are numerous places in the Holy Quran and several Hadith which clearly detest creating Anarchy on Earth. Prevailing situation in Pakistan is already anarchic enough and any more rhetoric and religious exploitation would open doors of complete chaos which would detrimental not only for the Pakistan but it's very sovereignty and existence.

Objective Resolution &; Minorities: 5 Adequate provision shall be made for the minorities to freely profess and practice their religions and develop their cultures. Wherein adequate provision shall be made for the minorities to [1][freely] profess and practice their religions and develop their cultures; - Wherein shall be guaranteed fundamental rights including equality of status, of opportunity and before law, social, economic and political justice, and freedom of thought, expression, belief, faith, worship and association, subject to law and public morality; Wherein adequate provisions shall be made to safeguard the legitimate interests of minorities and backward and depressed classes; Ed. note: Mr. Ardeshir Cowasjee's article 'The sole statesman - 4' - published in Dawn on July 9, 2000 - makes an interesting observation about a potential disparity between the original Objectives Resolution and the Annex inserted into the Constitution by P. O. 14 of 1985. The word "freely", which appears in the original Resolution, notes Mr. Cowasjee, is missing from the clause: "Wherein adequate provision shall be made for the minorities to profess and practice their religions and develop their cultures;" The Constitution (Eighteenth Amendment) Act, 2010 (Article 99), with effect from April 19th, 2010, has corrected this by inserting the word "freely" at the correct place. 2012: A different democracy Atta-ur-Rahman (Former Federal Minister in General Perevz Musharraf Cabinet) The key to progress in this day and age is education. The former prime minister of the United Kingdom, Tony Blair, was once asked what were the top three priorities of his government. He instantly replied “education, education, and education”. In this day and age countries with strong knowledge economies have surged forward on the basis of innovations and entrepreneurship. The real global competition is an economic one – in the field of high-tech products, ranging from pharmaceuticals to engineering goods, from biomedical devices to laptop computers, from sophisticated defence equipment to automobiles and aircraft, from software to solar cells. To be leading in this race of socio-economic development the four key pillars are (1) education, (2) science & technology, (3) innovation & entrepreneurship and (4) good governance requiring an eminent, honest leadership. Pakistan was created in 1947 after hundreds of thousands sacrificed their lives for a separate homeland, free from oppression. Today, 66 years later, we find that we are sinking fast due to massive corruption at the highest levels, defiance of the Supreme Court, feudal stranglehold over governance systems and rampant illiteracy that breeds poverty, intolerance and terrorism. The federal and provincial parliaments have a large number of parliamentarians with forged degrees – some 300 at least, and the Supreme Court has failed to evict them from these bodies in spite of its initial decisions directing the Election Commission to identify and act against such fraudsters. Our aspirations to rid of ourselves of poverty and hunger remain an illusion largely because of two closely inter-connected factors – feudalism and illiteracy. A feudal dominated parliament just cannot support education as it threatens the very existence of the feudal system. Pakistan is the only country in the world today where the feudal system has survived in its present form. It was abolished through land reforms in India by Jawaharlal Nehru soon after partition, and also in Bangladesh soon after it came into existence after breaking off from Pakistan. This laid the foundations of genuine democratic systems to be established and to evolve. In Pakistan the feudal dominated parliaments refused to take any such actions or to frame laws against their interests so that true democratic systems could not be established. This has had a devastating impact on the state of education in Pakistan and consequently on the socio-economic development. Pakistan today is ranked among the bottom seven countries of the world with an expenditure of 1.7 percent of its GDP on education. Lack of education and skills have led to massive unemployment and increasing frustrations and bitterness in the country. With some 90 million below the age of 19, about 56 percent of our population is in this sizeable “demographic bulge”, a huge opportunity for development through their empowerment is being lost. The repeated failure of the present democratic system has often been attributed to military interventions. It is claimed that democracy was never given a proper chance to “evolve”. In fact the military was forced to repeatedly intervene to stop the loot and plunder that became the norm each time the ‘feudal dominated democracy’ (“feudocracy” — a term coined by me to describe the prevailing demonic version of democracy found in Pakistan) was allowed to function. A clear break from the present is needed. The salient features of such a system are presented here.

(1) Pakistan should establish a presidential system of democracy so that people have the opportunity to elect one person who they consider has the needed qualities of integrity, competence and leadership to lead the nation. That person should then choose his team of cabinet ministers and government secretaries from the best technocrats that are available with the necessary skill sets.

(2) A “Judicial Council of Elders” should be established from retired judges of the Supreme and High Courts which should be self-sustaining and elect any replacements without government involvement. This Council of Elders should be responsible for carefully screening and approving all persons who have been nominated to be elected to the post of the President of Pakistan as well as to parliament and heads of major public organisations.

The approval should only be given to persons with spotless character, outstanding capabilities and a track record of excellence and outstanding accomplishments.

(3) The role of parliament should be confined to law making and oversight. To be able to make laws parliamentarians and senators should have the education background and competence required for this job. These should be defined and only those persons with the requisite competence be elected for parliament.

(4) All public sector organisations (PIA, Pakistan Steel Mills, Pakistan Railways, Wapda, PTCL etc) should have eminent governing boards (approved after screening by the Judicial Council of Elders). They should not be appointed by the government. Their heads should be internally elected.

(5) It should be made mandatory to invest at least 7 percent of the GDP in education through necessary constitutional changes.

(6) To curb corruption the heads and senior persons in NAB, FIA and other anti-corruption agencies should be appointed by the Judicial Council of Elders and not by the government.

(7) Major reforms in the judicial system and appointment of thousands of additional judges so that justice could be delivered with a mandatory deadline of three months.

Now the million dollar question: Who will bring such reforms? Obviously the feudal dominated parliament would not want to amend the Constitution in this manner as it would undermine strong vested interests. The change in the Constitution to bring in a different presidential form of democracy will therefore need to be done by an interim technocrat government with the blessings of the judiciary and the military. It is hoped that within the political parties there would be some visionary persons with national interests at heart who will be able to support such a constitutional change, in spite of the strong opposition expected from many of their feudal colleagues. We do not need to look far to see the ongoing transformation of many Asian countries into economic giants. Lee Kwan Yew took charge as prime minister of Singapore in June 1959, and within three decades Singapore became an economic giant. It has a population of only five million but a GDP of about $250 billion, much greater than that of Pakistan which has a population of 180 billion. A similar situation is seen in Malaysia. Due to the visionary policies of Mahathir Mohammed, Malaysia today contributes 86.5 percent of all high tech exports from the Islamic world and its GDP has jumped from only $26 billion in 1980 to about $300 billion! General Park Chung-hee was the architect of the Korean economy. From a poor country with a per capita income of only US$72 in 1961, Korea today is an economic giant with the per capita income at a stunning $30,200 and a GDP of above $1.2 trillion. We too can do it. However some visionary leaders, the Supreme Court and the military must come together before it is too late so that Pakistan too can rise from its ashes and establish a new presidential form of democracy as outlined above. The writer is former federal minister for science and technology and former chairman of the Higher Education Commission. Reckoning time for HEC By Pervez Hoodbhoy  THE exit of Dr Atta-ur-Rahman as chairman of the Higher Education Commission (HEC) closes a unique period in Pakistan`s education system. His endless stories of success were accompanied by a flood of half-truths. But on the other hand Dr Rahman led the first serious effort to rescue a failed university system. Had a system of checks and balances been in place, some of his bold steps could have worked. In any case, it is time to make a balance sheet. What do the pluses and minuses of his term add up to? The negatives are huge. Numerous HEC projects violated common sense and, not surprisingly, turned into costly disasters. An egregious example is the $4.3bn HEC mega-project to establish nine new engineering universities staffed by hundreds of European professors. None were built although large, but unknown, amounts were spent. Other prestige projects sucked up resources too. Many scientists, including myself, warned against buying certain fancy scientific equipment. But the opposition was futile and the whims of influential individuals prevailed. Expensive equipment was bought for which, years down the line, use still cannot be found. The desire to show revolutionary progress inflicted long-term damage on our university system. For example, advised by Dr Rahman, Gen Musharraf declared that the annual production of PhD degree holders would be boosted from 150 per year to 1,500 per year. To support this, HEC incentive schemes encouraged PhD thesis supervisors, often of doubtful academic merit, to take on dozens of students each. Quality plummeted. The proof is before us. One straightforward measure of a student`s achievement level is his/her performance in an international examination known as the GRE subject test. In a notification issued in July 2008, the HEC declared the passing mark required of Pakistani PhD graduates, who could take the test even in their final year, to be 40 percentile. This announcement is shocking. It officially acknowledges the inferiority of Pakistani degrees. A web search by the reader will show that entry-level students in graduate programmes at an average US university have GRE subject scores in the 70-75 percentile range. Many Chinese, Indian and Iranian entry-level students make it to the 90 percentile bracket in the same tests. On the other hand, Pakistani students, although allowed an additional four to five years` preparation time, can get a PhD with just 40 percentile. Worse, some university teachers, who are paid by the HEC an extra Rs5,000 per month for every PhD student enrolled under their name, are energetically lobbying to get the pass mark reduced still further.

Strong endorsements by the World Bank and the science journal Nature were deftly used by Dr Rahman to justify his schemes. Neither conducted independent investigations, nor were familiar with the local university culture. They relied exclusively on what the HEC had to say about itself. Their partisan praise eroded their credibility. On the other hand, some of Dr Rahman`s initiatives were fundamentally sound. And, to his credit, he did put his finger on some key problems in Pakistan`s higher education sector. It was a positive achievement to have increased access to higher education in a country where enrolment is abysmal. The number of public universities nearly doubled between 2002 and 2008. Unfortunately, there was no way to provide an adequate number of properly qualified teachers and as such they were largely ineffective. One feels that similar resources spent on vocational or college education would have yielded greater dividends. Sending students overseas for graduate work also goes to Dr Rahman`s credit. Although the cost was enormous, around 3,000 were sent. Surely some good can come of it. But the flawed selection mechanism, which amounted to a simple numeracy and literacy high-school-level test, permitted large numbers of academically unprepared students to slip through into advanced graduate programmes. Perhaps only a quarter of those sent should actually have been sent. Low salaries for university teachers needed raising, and Dr Rahman did that. Today a public university professor, provided he successfully finagles himself into the higher-paying (tenure track) position, can make as much as Rs350,000 per month. Unfortunately, the jump lacked proportion. If money grew on trees and bushes it would be wonderful to give such raises. But it is not right to pay university teachers huge salaries in a country where primary school teachers make a miserable Rs10,000 a month, and college lecturers only Rs25,000. There are important lessons to learn from Pakistan`s flawed experiment. Large financial inputs did not work, nor were good ideas without adequate implementation mechanisms sufficient. The record-setting increase in the budget for higher education — which shot up from Rs3.8bn in 2002 to Rs33.7bn in 2007 — did not remove basic weaknesses. Today, with the national economy almost bankrupt, more money is not an option. So what should be done to save higher education? In the tiny space available here, only a glimpse can be given. Solutions are needed at three distinct levels — determining correct funding priorities, implementing approved plans responsibly and, most importantly, inducing changes in cultural values to promote and enable real learning.

Broadly speaking, higher education reform must now aim primarily at improving teaching quality. It was wrong to have concentrated so heavily on funding research, much of which is of dubious quality and utility. Good research is impossible without sound basics, and this will only be achieved if the next generation of researchers is exposed to knowledgeable teachers at the college and university level. Therefore, high priority should be assigned to better teacher-selection mechanisms, and to create large-scale, high-quality teacher-training academies in every province. Established with international help, these academies should bring in the best teachers as trainers from across Pakistan and from our neighbouring countries. The present neglect of public colleges must end. Even as many public universities were furiously wasting money, our colleges remained in desperate shape with dilapidated buildings, broken furniture, and miserable laboratory and library facilities. Many other changes are also needed. Major quality improvements could result from using properly standardised nationwide tests for students` admission into higher education institutions, teaching teachers to use distance-learning materials effectively, and designing standardised teaching laboratories that may be efficiently duplicated across Pakistan. Higher education in Pakistan has a chance only if it is seen as the apex of a supporting pyramidal structure, and if solution strategies are pursued with intelligence and honesty. The new HEC head has a difficult task ahead. One hopes that he will have the dynamism and eloquence of Dr Rahman, but not the flaws. Instead of criticizing Hoodbhoy, the HEC should welcome debate about its projects and should apologize for acting in such a reprehensible manner. An interesting debate has been going on revolving around various HEC projects. The debate started with an article “Reforms? What reforms?” by Pervez Hoodbhoy (The News July 7th 2005). In the article, Hoodbhoy criticized several HEC projects clearly stating his reservations about them. The futility of the projects should have been obvious to the HEC if they had the courage to look at the facts Hoodbhoy presented. Instead of admitting its mistakes, the HEC has tried to defend these projects without regard for the academic consequences. Articles by the HEC officials have appeared in the newspapers and in the online forums. Multiple versions of the articles are available on the HEC website. The authors of these articles have levelled all sorts of charges against Hoodbhoy but have failed to provide any satisfactory answers to the questions raised by him. They have deliberately ignored the facts mentioned in the article and have tried to create an impression that Hoodbhoy is not competent enough to criticize the projects. The objective of HEC media blitzkrieg aimed at Hoodbhoy seems to be to discourage people from criticizing the HEC projects. Consider the Best Teachers Award initiated by the HEC. As Hoodbhoy mentioned in his article most of the teachers who got this award were chairpersons or directors of their respective departments or institutes. The list of awardees is available online. A simple google search reveals that in 2003 15 of the 22 and in 2004 20 of the 28 who got the award were in senior administrative positions. The HEC cannot be excused on the ground that people making the recommendation were not suppose to recommend themselves. The HEC is well aware of the tendency of the people in charge to profit from their position. We should assume that HEC is aware of the culture that permeates Pakistani Universities. Another example provided by Hoodbhoy was of too many PhD students registered with a single supervisor. The number of students registered with different faculty members of the physics department is available on the QAU website at http://www.qau.edu.pk/phylab.htm. The chairperson of the department, Aslam Baig, has 13 students registered with him. Another faculty member, Muhammad Zakaullah, has 11 and another nine students are registered with Asghari Maqsood. These three professors together have 33 PhD students. Compare this with 38 PhD students at the Centre for Theoretical Physics (MIT) with a faculty of 26. In the last 20-25 years, these three professors supervised altogether 20 PhD students. Are we to believe that since the creation of the HEC they have somehow overnight become capable of handling 33 students at once? It should be obvious to the HEC that their practice of paying the supervisor Rs. 5000 per month for an HEC funded student has something to do with supervisors overnight becoming interested in research.

An HEC funded student registered with these professors is not going to get any better supervision than other students do. The limit of eight HEC funded students for one supervisor does nothing if the total number of students per professor is not constrained. There has to be some constraint on the number of students one faculty member can have since most faculty members in Pakistani Universities are just not capable of supervising multiple PhD students. In its multiple rejoinders to Hoodbhoy, published in various newspapers and available on the HEC website, no reasonable explanation has been provided by the HEC for funding the ’Quaranization Project’ of Saadia Chisti. The mysterious change in the title of the project the very day Hoodbhoy’s article appeared indicates that perhaps the HEC itself was uncomfortable with this project. Could it be that they had to fund it since Dr. Chisti is a member of the board of governors of the HEC? It is also not clear what the actual amount of funding for the project is. The research grants web page mentions Rs. 5.58 Million but the August HEC newsletter (page 16) indicates an amount of Rs. 4.98 Million. This Rs. 4.98 Million are in addition to the Rs. 5.58 Million already approved or is it that so much money is lying around that Rs. 600,000 does not matter anymore? Of the ten principal investigators mentioned in the August newsletter, Saadia Chisti is the only one with no University affiliation.

The HEC did not follow its own rules limiting research grants to persons holding a full time position at an academic institution  The HEC’s claim that project was reviewed by “top experts in the field” is rather strange since by its very nature there cannot be any credible “experts” in the field of Quaranization of science. As far as I know, no high-energy Physics lab is carrying out experiments based on verses of Quran. Perhaps the million-dollar ancient artefact HEC is proposing to buy i.e. Van de Graaf accelerator, was for this purpose. If the HEC has nothing to hide all referee reports about this project and the breakdown of the various expenses involved in the project should be made public. In any case one does not need an advanced degree in science to realize that such attempts at Islamizing science are counter productive and have, in the past, led to deterioration of science research in the country. Perhaps it is time to read once again the article “They call it Islamic science” by Pervez Hoodbhoy (Herald, Jan 1988) to realize what happens when science and religion are mixed under state patronage. I recall a project very similar to this presented by a PhD student from a Pakistani University at a Math conference in Lahore recently. The student wanted to derive all scientific facts and formulas from the verses of Quran and clearly indicated without any reservations, as Saadia Chisti does to a lesser extent in her project abstract, that it is an established fact that all scientific knowledge is contained in Quran. That he did not even had a basic understanding of Physics or Mathematics seemed no obstacle to him declaring after reciting a Quranic verse that, for example, instantaneous communication is possible since, after all, Allah can see different things going on at different places at the same time. Not satisfied with destroying the basis of modern physics by a single verse he went on to recite verses, which according to him explain the basic principles behind information retrieval from the internet by a computer. Who invited this student to a Math conference and why he was allowed to speak is a mystery. A degree from Cornell, as the HEC keeps reminding us Saadia Chisti has, was no excuse for funding this project. As the above example shows, a degree from Cornell is no obstacle to absurd proposals. Foreign faculty hiring project also needs urgent attention. This scheme has been going on for over two years now, and it is time for the HEC to carry out an academic audit to access its impact. Student evaluations of the foreign faculty should be the corner stone of any such audit. The HEC has spent Millions on this project; a few thousand spent on getting the opinion of the students would be worth it. The HEC has not been able to provide any satisfactory explanation of the various points raised by Pervez Hoodbhoy. Instead of criticizing Hoodbhoy, the HEC should welcome debate about its projects and should apologize for acting in such a reprehensible manner. Jang Group "Attacks" Minority Community "Again" & Violate Jinnah's Teachings.

What a joke that yesterday Jang/The News objected on WikiLeaks because WikiLeaks carried some disturbing Data http://chagataikhan.blogspot.com/2011/06/jang-groupgeo-tv-use-reject-wiki-leaks.html on The Jang Group of Newspapers and toady (13 June 2011 Opinion page) the Jang Group has again played a very dangerous game by using Dr. A Q Khan's column with venomous lines/words against a Minority Community (instead of that particular person who belongs to the community, Dr A Q Khan maligned the community and Jang group was part and parcel in it) in Pakistan (keep in mind that Minorities in Pakistan are under constant Threat). More shameful is this that "Jang (Urdu version of The News) published those controversial Lines by A Q Khan against Minority Community whereas the Verbatim of the same article published in The News (13 June 2011) didn't have that line???? Jang Group is also very Happy on Benazir Bhutto's Murder (Dr A Q Khan comlumn) gave that signal and The Jang and The News "happily" published" the same with slight tampering to hoodwink the West particularly the USA to retain it's contract with "Voice of America":)

The matter does not end here. Wikileaks reveals that Zardari told the US ambassador that if he had his way he would hand me over to the IAEA. What a spineless head of state, totally lacking in self-respect. Musharraf and Benazir Bhutto had wanted to do this too, and where are they now? Wikileaks brought to light the fact that, except Imran Khan, all our top leaders were meeting the US ambassador of their own accord, seeking favours and assuring her of their unconditional obedience. We also read shocking disclosures about Maulana Fazlur Rehman (make me prime minister, my votes are for sale), Musharraf (support me to prolong my rule by dissolving the assemblies), Amin Fahim (help me become prime minister), Nawaz Sharif (we can dump the chief justice) and Gen Kayani (the media should be gagged). Headlines like Jap City No More soon brought the news to a joyous nation. Crowds gathered in Times Square to celebrate; there was less of the enemy left. Rarely are victors encumbered by remorse. President Harry Truman declared: When you have to deal with a beast you have to treat him as a beast. It is most regrettable but nevertheless true.[ii] Not surprisingly, six decades later, even American liberals remain ambivalent about the morality of nuking the two Japanese cities. The late Hans Bethe, Nobel Prize winner in physics of Manhattan Project fame and a leading exponent of arms control, declared that the atom bomb was the greatest gift we could have given to the Japanese. QUESTION: The last question on close allies. Pakistan is a close ally of the U.S. We were here last year and we are here today. A governor has lost his life, a minister has lost his life, and thousands of people. What are we going to do? We have been pumping billions of dollars, so next year, again, we’ll have a report. Do you have anything about --

ASSISTANT SECRETARY POSNER: Yeah. I --

QUESTION: -- talking – walking the walk instead of just talking the talk?

ASSISTANT SECRETARY POSNER: No. These are – the issues you raise are of great concern. I was in Pakistan in January. I met with Governor Taseer’s family three weeks after he was assassinated, continue to be in contact with them. I met with Minister Bhatti there and again here. Secretary Clinton and I met him together several weeks before he was killed. The issues of intolerance in Pakistan trouble us greatly, and I think they trouble most Pakistanis. I am particularly concerned about the Urdu press and the role it plays in that. Again, we can’t force that change, but we are very mindful – our Ambassador Cameron Munter is very, very attuned and very sensitive to the real challenges that we and the Pakistani Government face in trying to tamp down the intolerance that now is so pervasive. According to the AHRC, in May 2009 Maheen Usmani, a senior anchorperson for Dunya Television News in Islamabad, allegedly received two late-night telephone calls from Yusuf Baig Mirza, the channel's managing director, in which he made inappropriate comments. Usmani informed the channel's director of news and chief executive officer, but no action was taken. She claimed that she experienced professional setbacks; on June 15, she resigned, citing "continued harassment, coercion, and highly unethical conduct of the top management of Dunya News." An internal investigation committee and the National Press Club investigated the claim, but there was no progress by year's end. Mirza filed two defamation lawsuits against Usmani, who was approached with offers of money and jobs in exchange for dropping the case. According to The Nation, M. Zar Nigar Ali of PTV accused the head of the current affairs department, Tahir Mahmood, of sexual harassment and threatening behavior. Ali allegedly received late-night telephone calls from Mahmood in which he made threats if she did not reciprocate his advances. This state-directed discrimination has caused prejudice to soak into the bones of even well-educated Pakistanis. It is acceptable to denigrate Ahmadis as "agents of foreign powers" such as the CIA and Raw, India's intelligence service. In 2008 a prominent preacher on Geo, the country's largest channel, suggested that right-minded Muslims should kill Ahmadis. Within 48 hours two Ahmadis had been lynched. The television presenter has prospered. Last year a banner appeared outside the high court in Lahore, declaring "Jews, Christians and Ahmadis are enemies of Islam". Few complained. The silence that followed the Ahmadi killings was broken last week by a tsunami of outrage at the Israeli commando raids on boats headed for Gaza. Commentators and politicians fulminated at the treatment of the Palestinians – a minority that suffers state-sanctioned, religiously driven discrimination. Nobody got the irony. It makes one realise how small the constituency of true liberals is in Pakistan – not Pervez Musharraf-style liberals, who drink whisky and attend fashion shows, but people who believe the state should cherish all citizens equally. That, after all, was the publicly expressed desire of Pakistan's founder, Muhammad Ali Jinnah, 63 years ago. Today it lies in tatters. Faculty of Health Sciences and of The Aga Khan University Hospital Karachi. November 11, 1985
Your Highness Prince Karim Aga Khan; Your Highness Begum Aga Khan; Lieutenant-General Jahan Dad Khan, Governor, Sind; Mr. Justice Ghous Ali Shah, Chief Minister of Sind; Mr. Shams Lakha; Honourable Ministers; Members of the Senate, National Assembly & Provincial Assemblies; Excellencies; Distinguished Guests; Ladies and Gentlemen:

Assalam-o-Alaikum

It is a matter of great pleasure and honour for me to welcome your Highness to Pakistan, once again, and particularly to the city of Karachi - which apart from many other reasons of attracting your attention, is also the birthplace of your illustrious grandfather.

Your last visit, Your Highness, in 1983, coincided with the presentation of the Charter of the Aga Khan University. Today, by the grace of Allah, the buildings of the Hospital, the Faculty of Health Sciences, and the Hostel of the University are complete; providing testimony in brick and mortar, to your pre-eminent quality of philanthropy. Pakistan is, indeed, fortunate in having been blessed with a University of such a high calibre. On behalf of the Government and the people of Pakistan, and on my own behalf, I would like to express our profound gratitude to your Highness.

...I have been here a number of times and I was really thinking of what my true feelings are at this time and mind you, I am not being modest, I am being very frank, my contribution is very little, it is only the magnanimity of His Highness that has exploded my contribution to such an extent. But being a witness to the growth of this complex, I was just wondering as to what my true feelings are today. Many of us sitting here today are fathers and mothers and many of us have seen our children grow but very few really think that the man who stands before you today as perhaps a doctor, an engineer, a banker once was a little child incapable of walking, incapable of thinking for himself and then when you look back many years you find that it is the effort and the love and affection that reared up that child to grow where he is today. I am talking about a life span of man. Here is a life span of a complex.

I came here a few years ago and I saw a deserted piece of ground. I came the next time I saw a bit of life, I came the next time and we gave the Charter to the University. It is only in a matter of two years we see here, not a child but a child that is certainly mine, no doubt, but is the child of His Highness, which has been reared upon the last few years with such love and affection by himself, the Begum who accompanied him all the time, by His Highness Amyn Aga Khan and by a team of such dedicated workers as Mr. Merchant who is sitting very quietly down below, Mr. Shamsh Lakha, Mr. Ashiqueali and many others who will perhaps continue to remain the back stage workers without whose efforts this complex would not have come up, and just taking a lead from Mr. Shamsh Lakha's words, the torch has been lit and we are all to witness the light that will emerge from this great institution of learning, I hope, Inshallah.

These magnificent buildings of the Aga Khan University Complex also bear testimony to your Highness's outstanding contribution towards the enhancement of Islamic Architecture, by blending contemporary technology with the grace and beauty of conventional style. Such excellence, if I may add, can only be achieved by a team that is privileged to work under the guidance and inspiration of your Highness.

Judged by any standards, however exacting, the Aga Khan University is an exemplary institution. The criterion adopted for admission to this University offers the guarantee that the principle of equity will be safeguarded without sacrificing excellence. The provision in the University Charter for attracting scholars, particularly Pakistani scholars from abroad, is something that needs to be extended by the Pakistani authorities to other universities in the country as well.

Here, I would like to make a reference to another exemplary feature of the Aga Khan University; and this is the positive and constructive attitude that is inculcated among its students. As a result, the atmosphere of the University is entirely academic and free from incidence of in discipline and political manipulation which has been the main cause of deterioration of academic standards in many of our educational institutions in Pakistan today. The sanctity of the academic environment in the Aga Khan University has, no doubt, been maintained through the single minded commitment to the cause of education and education alone.

The establishment of the Aga Khan University complex, with facilities for research and medical education and treatment, is indeed in accord with the spirit of Islam. As we all know, Islam gives top priority to the acquisition of knowledge, and regards the care of the sick as one of the foremost duties of man. Your Highness has thus demonstrated how to keep one's covenant with Islamic teachings, and I am sure Allah will, doubtless, bless you for it Inshallah.

Pakistan owes an immense debt of gratitude to your Highness for your generous assistance in supplementing the efforts of the Government, through the Aga Khan Foundation in improving the quality of life of our people, particularly in the health sector.

Your Highness, we perceive in the various on-going projects, launched by your Highness in Pakistan, a continuation of the noble mission initiated by your forefathers. Aga Khan University is one of such projects and I am confident that it will play a vital role in its own right.

Here I would also like to express my personal gratitude once again for such a fine institution. We are living in a material world and if we just look at the amount of investment $400 million worth of a project devoted purely for the sake of education and care for the sick. Where in the metropolis of Karachi is a gift that can be befitting to any nation, to any city, to any people?

Permit me your Highness to express my personal gratitude to your Highness for the creation of endowments in the name of Begum Shafiqa Zia. These endowments will be used to provide Scholarships for students in the Faculty of Health Sciences in the Aga Khan University, and for the creation of a fund to support the cost of medical care of the needy and the deserving patients at the Aga Khan University Hospital.

I pray to Allah that both these institutions, the Aga Khan University and the Aga Khan University Hospital may achieve greatness in the fullness of time; and may Allah in his benevolence bestow his grace on the generation of students to complete their training with distinction and use their knowledge in the service of mankind; and also provide courage, strength and wisdom to the hospital staff to enable them to face the challenges that lie ahead; and thereby justify the confidence that your Highness and the Government of Pakistan have reposed in these two great institutions.

My statement will not be complete if I did not reciprocate. This entire gift of $400 million is from His Highness, the Government of Pakistan's contribution is whatever it is, my own personal interest is what I have stated a little while ago. In the same spirit I would like to offer to the Aga Khan Medical College, two Scholarships a year for those graduates who qualify at the top positions at the Aga Khan Medical University and who complete their preliminary specialisation in Pakistan. This will be done through a scholarship and your Highness, I have not asked your permission but I am sure you will be kind enough that this scholarship will be called Salima Aga Khan scholarship.

We have been talking about the Universities of Cambridge, Oxford, McGill, Osborne, Munich and the like. I pray to Allah that the Aga Khan University not only be remembered in line with some of those modern and the most talented and the most reputed educational institutions but it will also be headed by the Aga Khan University.

I, once again, thank your Highness for your love and care for Pakistan, and for your devotion to the cause of improving the quality of life of its people. May Allah endow you with long life, health and happiness. Ameen!

With these words, I have great pleasure in inaugurating the new building of the Aga Khan University Hospital.

Thank you.

Pakistan Zindabad

"UNQUOTE"
Dr. A. Q. Khan's Attorney is a Shia and Ismaili Community is a Section of Shia School of Thought therefore following is for the Information of "Ignorant Lot" in the Jang Group of Newspapers.

In my opinion Pakistan can only be run peacefully if it is to be run et all then it must be run through an Strictly Secular Constitutional System otherwise be prepare for another Yugoslavia of 90s, Lebanon of 70s and 80s or latest Iraq. Those who claim that Jinnah wanted an Islamic State should know about Jinnah that he was an Ismaili [in his early life as per the record of Bombay High Court] and then converted to Shiaism [as per Sindh High Court Record more references are given at the end with excerpts from a books].

Just assume that Pakistan is going to be an Islamic State [in a literal and real sense] then what School of thought will govern the country [just imagine the mess Deobandis hates Barelvis, Shia and Wahaabis, Wahaabis hate Deobandis, Barelvis, Shias, Barelvis hates Deobandis, Wahaabis but they dont hate Shia as much above all if Jamat-e-Islami is allowed to run then all those mentioned above hate Jamat-e-Islami to extreme].

We are in a soup for big time. Assume that Jinnah wanted Theocratic Country then it would have been a Rafizi Pakistan. I am posting the entire history below read and you all decide tha should Pakistan be run on Secular Ideology or Islamic Ideology? I vote for Strictly and Pure Secular Pakistan.

LATE. MR JINNAH’S RELIGION:

On 24 September 1948, after the demise of Muhammad Ali Jinnah, his sister Fatimah Jinnah and the then Prime Minister of Pakistan, Liaquat Ali Khan, submitted a jointly signed petition at the Karachi High Court, describing Jinnah as ‘Shia Khoja Mohamedan’ and praying that his will may be disposed of under Shia inheritance law. On 6 February, 1968 after Mohtarma Fatima Jinnah'’ demise the previous year, her sister Shirin Bai, moved an application at the High Court claiming Fatimah Jinnah’s property under the Shia inheritance law on grounds that the deceased was a Shia. As per Mr. I. H. Ispahani who was a family friend of Jinnah, revealed that Jinnah had himself told him in 1936 that he and his family had converted to Shiism after his return from England in 1894. He said that Jinnah had married Ruttie Bai according to the Shia ritual during which she was represented by a Shia scholar of Bombay, and Jinnah was represented by his Shia friend, Raja Sahib of Mehmoodabad. He however conceded that Jinnah was opposed in Bombay elections by a Shia Conference canditate. Ispahani was present when Miss Fatima Jinnah died in 1967. He himself arranged the Ghusl and Janaza {Funeral Bath and Funeral} for her at Mohatta Palace according to the Shia Ritual before handing over the body to the state. Her Sunni Namaz-e-Janaza was held later at Polo Ground, Karachi after which she was buried next to her brother at a spot chosen by Ispahani inside the mausoleum. Ritualistic Shia talqin (last advice to the deceased) was done after her dead body was lowered into the grave. (Jinnah had arranged for talqin for Ruttie Bai too when she died in 1929). Allama Syed Anisul Husnain, a Shia scholar, deposed that he had arranged the gusl of the Quaid on the instructions of Miss Fatimah Jinah. He led his Namaz-e-Janaza in a room of the Governor General’s House at which such luminaries as Yousuf Haroon, Hashim Raza, and Aftab Hatim Alvi were present, while Liaquat Ali Khan waited outside the room. After the Shia ritual, the body was handed over to the state and Maulana Shabbir Ahmed Usmani, an alim belonging to Deoband school of thought known for its anti-Shia belief, read his Janaza according the Sunni ritual at the ground where the mausoleum was later constructed. Other witnesses confirmed that after the demise of Miss Fatimah Jinnah, alam and panja (two Shia symbols) were discovered from her residence, Mohatta Palace. Despite all this Jinnah kept himself away from Shia politics. He was not a Shia; he was also not a Sunni; he was simply a Muslim.

Three months before the partition of the subcontinent, in an interview with Doon Campbell of Reuters, Jinnah firmly stated: "The new state will be a modern democratic state with sovereignty resting in the people and the members of the new nation having equal rights of citizenship regardless of religion, caste or creed." He repeated this on August 11, 1947, whilst addressing the members of his Constituent Assembly, making it doubly clear to them that religion is not the business of the state. He told them: "You are free, free to go to your temples, you are free to go to your mosques or to any other places of worship in this state of Pakistan. You may belong to any religion or caste or creed that has nothing to do with the business of the State."

On August 11, 1947, before the flag of Pakistan had even been unfurled, Jinnah told his people and their future legislators:

"You are free, free to go to your temples, you are free to go to your mosques or to any other places of worship in this state of Pakistan. You may belong to any religion or caste or creed - that has nothing to do with the business of the State.

Jinnah addressed his Constituent Assembly at Karachi. He told the future legislators :

". . . . . . . you will find that in course of time Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense because that is the personal faith of each individual, but in the political sense as citizens of the state.

"Well, gentlemen, I do not wish to take up any more of your time and thank you again for the honour you have done to me. I shall always be guided by the principles of justice and fair play without any, as is put in political language, prejudice or ill-will, in other words, partiality or favouritism. My guiding principle will be justice and complete impartiality, and I am sure that with your support and cooperation I can look forward to Pakistan becoming one of the greatest nations of the world."

Indian Congresswoman and poet, Mrs Sarojini Naidu, after meeting Jinnah for the first time at the 1906 annual session of Congress held at Calcutta.

Now to what Mohammed Ali Jinnah had to say on the future constitution of Pakistan in his broadcast to the American people in February 1948: "The constitution of Pakistan has yet to be framed by the Pakistan Constituent Assembly. I do not know what the ultimate shape of this constitution is going to be, but I am sure that it will be of a democratic type, embodying the essential principles of Islam.

"Today, they are as applicable in actual life as they were 1,300 years ago. Islam and its idealism have taught us democracy. Islam has taught the equality of men, justice and fairplay to everybody. We are the inheritors of these glorious traditions and are fully alive to our responsibilities and obligations as framers of the future constitution of Pakistan. In any case, Pakistan is not going to be a theocratic state to be ruled by priests with a divine mission. We have many non-Muslims - Hindus, Christians and Parsis – but they are all Pakistanis. They will enjoy the same rights and privileges as any other citizens and will play their rightful part in the affairs of Pakistan. "

Jinnah's views against mixing religion with politics

"Jinnah left the Home Rule League and the Congress after Gandhi took them over because he (Jinnah) strongly disapproved of the introduction of religion into politics by Gandhi, and because he disapproved equally strongly of unconstitutional means to secure swaraj." H.M. Seervai -- Legend and Reality, p.169

"Jinnah had told him that he (Gandhi) had ruined politics in India by dragging up a lot of unwholesome elements in Indian life and giving them political prominence, that it was a crime to mix up politics and religion the way he (Gandhi) had done." Transfer of Power Documents, Vol.VI, p. 617

"Jinnah, however, warned Gandhiji not to encourage the fanaticism of Muslim religious leaders and their followers. Indeed, he was not the only person who foresaw danger in the Khilafat Movement." K.M. Munshi, Pilgrimage to Freedom -- p. 22

"Jinnah made it clear, however, that he had no intention of playing the role of an Islamic Khalifah. As Pakistan's Governor-General, he intended to see to it that all its citizens, irrespective of religious or cultural orientation, were, politically and before the law, similar and equal." The Pakistan in the Twentieth Century -- A Political History by Lawrence Ziring - pp. 66, 67

"Jinnah's insistence on balance and fairness to all, irrespective of religious persuasion or cultural identity, projected a secular approach that was now obscured in the Muslim League's struggle to achieve parity with the Congress." Ibid, p. 39

"Jinnah, the 'ambassador of Hindu-Muslim unity', had worked hard to get the Congress and the League to co-operate and deplored the opportunistic alliance between the Mahatma and the Khilafat Muslims." The Sole Spokesman -- Jinnah, the Muslim League, and the Demand for Pakistan by Ayesha Jalal -- pp. 8, 9

Quaid-e-Azam never referred to Pakistan as "Islamic Republic" but as the "State of Pakistan," "Sovereign State of Pakistan," "Dominion of Pakistan" or "Federal Republic of Pakistan".

Pakistan not to be a theocratic state

"Will Pakistan be a secular or theocratic state? You are asking me a question that is absurd. I do not know what a theocratic state means." Jinnah's press conference in New Delhi on July 14, 1947, Jinnah -- Speeches and Statements 1947-1949, Oxford University Press, p.15

"But make no mistake: Pakistan is not a theocracy or anything like it..." Jinnah's address to the people of Australia on Feb. 19,1948 -- Ibid, p.118

"In any case, Pakistan is not going to be a theocratic State--to be ruled by priests with a divine mission." Jinnah's address to the people of the United States of America in February 1948, Ibid, p.125

Equal status, and rights, and protection to minorities

"Minorities, to whichever community they may belong, will be safeguarded. Their religion or faith or belief will be secure. There will be no interference of any kind with their freedom of worship. They will have their protection with regard to their religion, faith, their life, their culture. They will be, in all respects, the citizens of Pakistan without any distinction of caste or creed". Jinnah's press conference in New Delhi on 14th July 1947, Ibid, p. 13

"You are free; you are free to go to your temples, you are free to go to your mosques or to any other place of worship in this State of Pakistan. You may belong to any religion or caste or creed--that has nothing to do with the business of the State". Jinnah's presidential address to the Constituent Assembly on Aug.11, 1947.

"Now, I think we should keep that in front of us as our ideal and you will find that in course of time Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense, because that is the personal faith of each individual, but in the political sense as citizens of the State." Ibid.

"We have many non-Muslims- Hindus, Christians, and Parsis--but they are all Pakistanis. They will enjoy the same rights and privileges as any other citizens and will play their rightful part in the affairs of Pakistan." Jinnah's address to the people of the United States on February 1948, p.125

Almost all authors of the books on the Quaid-e-Azam, including Stanley Wolpert, Lawrence Ziring, Ayesha Jalal, H.M. Seervai and K.M. Munshi, substantiate and support the view that the Quaid was himself secular and always wanted Pakistan to be a secular state.

Ulema and Pakistan Movement

Muslim religious organisations of the sub-continent --Jamiat Ulema-i-Hind, Majlis-i- Ahrar- i-Islam and Jamat-i-Islami [1]-- were politically very active during the struggle for Pakistan but all of them opposed tooth and nail the creation of a separate homeland for the Muslims. The opposition of Jamiat and Ahrar was on the plea that Pakistan was essentially a territorial concept and thus alien to the philosophy of Islamic brotherhood, which was universal in character. Nationalism was an un-Islamic concept for them but at the same time they supported the CongressParty' s idea of Indian nationalism which the Muslim political leadership considered as accepting perpetual domination of Hindu majority. Jamat-i-Islami reacted to the idea of Pakistan in a complex manner. It rejected both the nationalist Ulema's concept of nationalism as well as the Muslim League's demand for a separate homeland for the Muslims.

The most noteworthy feature of the struggle for Pakistan is that its leadership came almost entirely from the Western-educated Muslim professionals. The Ulema remained, by and large, hostile to the idea of a Muslim national state. But during the mass contact campaign, which began around 1943, the Muslim League abandoned its quaint constitutionalist and legalist image in favor of Muslim populism which drew heavily on Islamic values. Wild promises were made of restoring the glory of Islam in the future Muslim state. As a consequence, many religious divines and some respected Ulema were won over.[2]

The Muslim political leadership believed that the Ulema were not capable of giving a correct lead in politics to the Muslims because of their exclusively traditional education and complete ignorance of the complexities of modern life. It, therefore, pleaded that the Ulema should confine their sphere of activity to religion since they did not understand the nature of politics of the twentieth century.

It was really unfortunate that the Ulema, in general and the Darul Ulum Deoband in particular, understood Islam primarily in a legal form. Their medieval conception of the Shariah remained unchanged, orthodox and traditional in toto and they accepted it as finished goods manufactured centuries ago by men like (Imam) Abu Hanifa and Abu Yusuf. Their scholasticism, couched in the old categories of thought, barred them from creative thinking and properly understanding the problems, social or philosophical, confronting the Muslim society in a post-feudal era. They were intellectually ill-equipped to comprehend the crisis Islam had to face in the twentieth century. [3]

The struggle for Pakistan -- to establish a distinct identity of Muslims -- was virtually a secular campaign led by men of politics rather than religion and Mohammad Ali Jinnah and his lieutenants such as Liaquat Ali Khan who won Pakistan despite opposition by most of the Ulema.

Jinnah was continuously harassed by the Ulema, particularly by those with Congress orientation. They stood for status quo as far as Islam and Muslims were concerned, and regarded new ideas such as the two nation theory, the concept of Muslim nationhood and the territorial specification of Islam through the establishment of Pakistan as innovations which they were not prepared to accept under any circumstance. It was in this background that Jinnah pointed out to the students of the Muslim University Union: "What the League has done is to set you free from the reactionary elements of Muslims and to create the opinion that those who play their selfish game are traitors. It has certainly freed you from that undesirable element of Molvis and Maulanas. I am not speaking of Molvis as a whole class. There are some of them who are as patriotic and sincere as any other, but there is a section of them which is undesirable. Having freed ourselves from the clutches of the British Government, the Congress, the reactionaries and so-called Molvis, may I appeal to the youth to emancipate our women. This is essential. I do not mean that we are to ape the evils of the West. What I mean is that they must share our life not only social but also political." [4]

The history of the Ulema in the sub-continent has been one of their perpetual conflict with intelligentsia. The Ulema opposed Sir Syed Ahmad Khan when he tried to rally the Muslims in 1857. Nearly a hundred of them, including Maulana Rashid Ahmad Gangohi, the leading light of Deoband, ruled that it was unlawful to join the Patriotic Association founded by him. However, the Muslim community proved wiser than the religious elite and decided to follow the political lead given by Sir Syed Ahmad.

The conflict between conservative Ulema and political Muslim leadership came to a head during the struggle for Pakistan when a number of Ulema openly opposed the Quaid-i-Azam and denounced the concept of Pakistan. It is an irony of history that Jinnah in his own days, like Sir Syed Ahmad before him, faced the opposition of the Ulema.

The Ahrar Ulema -- Ataullah Shah Bukhari, Habibur Rahman Ludhianawi and Mazhar Ali Azhar – seldom mentioned the Quaid-i-Azam by his correct name which was always distorted. Mazhar Ali Azhar used the insulting sobriquet Kafir-i-Azam (the great unbeliever) for Quaid-i-Azam. One of the resolutions passed by the Working Committee of the Majlis-i-Ahrar which met in Delhi on 3rd March 1940, disapproved of Pakistan plan, and in some subsequent speeches of the Ahrar leaders Pakistan was dubbed as "palidistan" . The authorship of the following couplet is attributed to Maulana Mazhar Ali Azhar, a leading personality of the Ahrar:

Ik Kafira Ke Waste Islam ko Chhora

Yeh Quaid-i-Azam hai Ke hai Kafir-i-Azam. [6]

(He abandoned Islam for the sake of a non-believer woman [7], he is a great leader or a great non-believer)

During the struggle for Pakistan, the Ahrar were flinging foul abuse on all the leading personalities of the Muslim League and accusing them of leading un-Islamic lives. Islam was with them a weapon which they could drop and pick up at pleasure to discomfit a political adversary. Religion was a private affair in their dealings with the Congress and nationalism their ideology. But when they were pitted against the Muslim League, their sole consideration was Islam. They said that the Muslim League was not only indifferent to Islam but an enemy of it.

After independence, the Ahrar leaders came to Pakistan. But before coming, the All India Majlis-i-Ahrar passed a resolution dissolving their organization and advising the Muslims to accept
Maulana Azad as their leader and join the Congress Party.[8]

The Jamat-i-Islami was also opposed to the idea of Pakistan which it described as Na Pakistan (not pure).

In none of the writings of the Jama'at is to be found the remotest reference in support of the demand for Pakistan. The pre-independence views of Maulana Abul Ala Maududi, the founder of the Jamat-i-Islami were quite definite:

"Among Indian Muslims today we find two kinds of nationalists: the Nationalists Muslims, namely those who in spite of their being Muslims believe in Indian Nationalism and worship it; and the Muslims Nationalist: namely those who are little concerned with Islam and its principles and aims, but are concerned with the individuality and the political and economic interests of that nation which has come to exist by the name of Muslim, and they are so concerned only because of their accidence of birth in that nation. From the Islamic viewpoint both these types of nationalists were equally misled, for Islam enjoins faith in truth only; it does not permit any kind of nation-worshipping at all.[9]

Maulana Maududi was of the view that the form of government in the new Muslim state, if it ever came into existence, could only be secular. In a speech shortly before partition he said: "Why should we foolishly waste our time in expediting the so-called Muslim-nation state and fritter away our energies in setting it up, when we know that it will not only be useless for our purposes, but will rather prove an obstacle in our path." [10]

Paradoxically, Maulana Maududi's writings played an important role in convincing the Muslim intelligentsia that the concept of united nationalism was suicidal for the Muslims but his reaction to the Pakistan movement was complex and contradictory. When asked to cooperate with the Muslim League he replied: "Please do not think that I do not want to participate in this work because of any differences, my difficulty is that I do not see how I can participate because partial remedies do not appeal to my mind and I have never been interested in patch work."[11]

He had opposed the idea of united nationhood because he was convinced that the Muslims would be drawn away from Islam if they agreed to merge themselves in the Indian milieu. He was interested more in Islam than in Muslims: because Muslims were Muslims not because they belonged to a communal or a national entity but because they believed in Islam. The first priority, therefore, in his mind was that Muslim loyalty to Islam should be strengthened. This could be done only by a body of Muslims who did sincerely believe in Islam and did not pay only lip service to it. Hence he founded the Jamat-i-Islami (in August 1941).[12]

However, Maulana Maududi's stand failed to take cognizance of the circumstances in which the Muslims were placed [13] at that critical moment.

The Jamiat-i-Ulema- i-Hind, the most prestigious organization of the Ulema, saw nothing Islamic in the idea of Pakistan. Its president, Maulana Husain Ahmad Madani, who was also Mohtamim or principal of Darul Ulum Deoband opposed the idea of two-nation theory, pleading that all Indians, Muslims or Hindus were one nation. He argued that faith was universal and could not be contained within national boundaries but that nationality was a matter of geography, and Muslims were obliged to be loyal to the nation of their birth along with their non-Muslim fellow citizens. Maulana Madani said: "all should endeavor jointly for such a democratic government in which Hindus, Muslims, Sikhs, Christians and Parsis are included. Such a freedom is in accordance with Islam." [14] He was of the view that in the present times, nations are formed on the basis of homeland and not on ethnicity and religion.[15] He issued a fatwa forbidding Muslims from joining the Muslim League.

Maulana Hussain Ahmad Madani accepted the doctrine of Indian nationalism with all enthusiasm and started preaching it in mosques. This brought a sharp rebuke from Dr. Mohammad Iqbal. His poem on Hussain Ahmad [16] in 1938 started a heated controversy between the so-called nationalist Ulema and the adherents of pan-Islamism (Umma).

Maulana Abul Kalam Azad, a member of Indian National Congress regrets that he did not accept Congress president ship in 1946, which led Nehru to assume that office and give the statements that could be exploited by the Muslim League for creation of Pakistan and withdrawal of its acceptance of the Cabinet Plan that envisaged an Indian Union of all the provinces and states of the sub-continent with safeguards for minorities. [17] He had persuaded the pro-Congress Ulema that their interests would be better safeguarded under a united India, and that they should repose full confidence in Indian nationalism. However, they should make efforts to secure for themselves the control of Muslim personal law, by getting a guarantee from the Indian National Congress, that the Muslim personal law would be administered by qadis (judges) who were appointed from amongst the Ulema.[18]

In a bid to weaken the Muslim League's claim to represent all Muslims of the subcontinent, the Congress strengthened its links with the Jamiat-i-Ulema- i-Hind, the Ahrars and such minor and insignificant non-League Muslim groups as the Momins and the Shia Conference.[ 19]

Along with its refusal to share power with the Muslim League, the Congress pursued an anti-Muslim League policy in another direction with the help of Jamiat-i-Ulema- i-Hind . It was not enough to keep the Muslim League out of power. Its power among the people should be weakened and finally broken. Therefore, it decided to bypass Muslim political leadership and launch a clever movement of contacting the Muslim masses directly to wean them away from the leadership that sought to protect them from the fate of becoming totally dependent on the sweet will of the Hindu majority for their rights, even for their continued existence. This strategy -- called Muslim Mass Contact Movement -- was organized in 1937 with great finesse by Pandit Jawahar Lal Nehru. [20]

Congress leaders .... employed Molvis to convert the Muslim masses to the Congress creed. The Molvis, having no voice in the molding of the Congress policy and program, naturally could not promise to solve the real difficulties of the masses, a promise which would have drawn the masses towards the Congress. The Molvis and others employed for the work tried to create a division among the Muslim masses by carrying on a most unworthy propaganda against the leaders of the Muslim League. [21] However, this Muslim mass contact movement failed.

It is pertinent to note here that a small section of the Deoband School was against joining the Congress. Maulana Ashraf Ali Thanwi (1863-1943) was the chief spokesman of this group. Later Maulana Shabbir Ahmad Othmani (1887-1949), a well-known disciple of Maulana Hussain Ahmad Madani and a scholar of good repute, who had been for years in the forefront of the Jamiat leadership quit it with a few other Deoband Ulema, and became the first president of the Jamiat-i-Ulema- i-Islam established in 1946 to counteract the activities of the Jamiat-i-Ulema- i-Hind. However, the bulk of the Deoband Ulema kept on following the lead of Maulana Hussain Ahmad Madani and the Jamiat in opposing the demand for Pakistan.

Contrary to the plea of the nationalist Ulema, the Muslim intelligentsia was worried that the end of British domination should not become for the Muslims the beginning of Hindu domination. They perceived through the past experience that the Hindus could not be expected to live with them on equal terms within the same political framework. Therefore they did not seek to change masters. A homeland is an identity and surely the Muslims of the sub-continent could not have served the cause of universal brotherhood by losing their identity, which is what would have inevitably happened if they had been compelled to accept the political domination of the Hindus. The Ulema thought in terms of a glorious past and linked it unrealistically to a nebulous future of Muslim brotherhood. This more than anything else damaged the growth of Muslim nationalism and retarded the progress of Muslims in the sub-continent. [22]

The nationalist Ulema failed to realize this simple truth and eventually found themselves completely isolated from the mainstream of the Muslim struggle for emancipation. Their opposition to Pakistan on grounds of territorial nationalism was the result of their failure to grasp contemporary realities. [23] They did not realize that majorities can be much more devastating, specifically when it is an ethnic, linguistic or religious majority which cannot be converted into a minority through any election.[24]

The Ulema, as a class, concentrated on jurisprudence and traditional sciences. They developed a penchant for argument and hair splitting. This resulted in their progressive alienation from the people, who while paying them the respect due to religious scholars, rejected their lead in national affairs. While their influence on the religious minded masses remained considerable, their impact on public affairs shrank simply because the Ulema concentrated on the traditional studies and lost touch with the realities of contemporary life.[25]

1. After independence "some of the Ulema decided to stay in India, others hastened to Pakistan to lend a helping hand. If they had not been able to save the Muslims from Pakistan they must now save Pakistan from the Muslims. Among them was Maulana Abul Aala Maududi, head of the Jamat-i-Islami, who had been bitterly opposed to Pakistan." Mohammad Ayub Khan, Friends not

Dr. Iqbal said: "It seems to me that God is slowly bringing home to us the truth that Islam is neither nationalism nor imperialism but a league of nations which recognizes artificial boundaries and racial distinctions for facility of reference only and not for restricting the social horizon of its members." (Reconstruction of Religious Thought in Islam, p-159) Dr. Iqbal had apparently in mind the following verse from the Holy Quran: O Mankind !
