The spark of tensions never dies on the frontiers of the countries involved in decade long disputes over territories and is always surrounded with animosity and suspicion. The feelings are almost reciprocated in all areas of activities the countries are involved into. What follow is inconclusive debates, skewed remarks, and fresh controversies. Indulged in such strain relationship for decades now are India – Pakistan, with the history of having fought four wars already. Their relationship has seen all shades of grey as well as pink over the years. The various attempts of restoring normalization have stumbled across many roadblocks. So when the representatives of these countries are given a platform to discuss and not debate their version of insight into issues, we are exposed to altogether different ideas. Speaking from the Indian version is the former Foreign Minister of India, Jaswant Singh, who held the position during the National Democratic Alliance rule from 1998 to 2004. Representing the Pakistan’s point of view is the Former President, General Pervez Musharaff, in power from 1999 to 2008. What makes the discussion more interesting is the fact that they both held the most controversial positions at a time when the countries were at tiff during the ongoing 1999 Kargil war. Then chief of Pakistan Army during the Kargil war, General Pervez Musharaff, affirms that for peace, both the countries needs to move from their stated position and solutions may differ but was certainly sought by the Pakistan Government. Involved in resolving the Indo- Pak Kargil War as a foreign minister then, Jaswant Singh believes that sensitivity of both the countries relationship is unmatched and despite the odds they have bright future ahead. Both the counterparts have strong arguments on the human right violation from their respective ends and blame the west for heir hypocrisies on these issues.  ISLAMABAD Eleven years after the fateful night that put an end to his military career, General (retd) Ziauddin Butt disclosed that General (retd) Pervez Musharraf had plans to topple the elected government since his inception as Chief of the Army Staff (COAS) in 1998. “I do know personally that he had some such plans since October 1998 when he assumed the office of the COAS,” said General (retired) Ziauddin in an exclusive but informal chat with Dawn at his residence in Lahore. General Ziauddin was “appointed” army chief by then prime minister Mian Nawaz Sharif on October 12, 1999, which triggered the series of events that led to the military coup later that night. The night proved to be no less tumultuous for Ziauddin; stripped of his military rank, he was kept in solitary confinement for two years at the headquarters of the 111 Brigade. In perhaps what is his first extensive interaction with the media, the military officer claimed that Musharraf was a “friend of mine”. At the same time, when pressed to talk further about the “plans” to carry out a coup, which dated back to 1998, the general refused to reveal anything else. He did, however, claim that the plan to topple the elected government was not a secret in the days leading up to October 12. “We were aware that General Musharraf and his cronies would take over.” Ziauddin told Dawn that armed with this knowledge the prime minister too had decided to remove General Musharraf though he (Ziauddin) was not aware of the details of what Nawaz Sharif had in mind. The government, he said, sprang into action when on October 12 Mr Sharif was about to proceed on a scheduled visit to Shujaabad, Multan. Shortly before he was about to leave the prime minister received a telephone call from a “reliable source”. This prompted the prime minister to remove General Musharraf. “To date Mian Nawaz Sharif has not disclosed who the caller on the other end was.” Ziauddin also said that despite heading the ISI, he was kept out of the loop by the rest of the military in the run-up to the coup. He explained that one of his junior officers, Major General Ghulam Ahmed, widely known as GA, was secretly reporting to Musharraf. He said that in the ISI, most of the postings were done by GHQ and hence if the DG ISI did not enjoy the confidence of the chief of army staff, he was not just ineffective but also helpless despite heading one of the strongest intelligence agencies in the country. He also disclosed that on the night of October 12, 1999, after the military had taken over, General Mahmud Ahmed visited him and suggested that he denounce the removal of Pervez Musharraf. Ziauddin refused and ended up in solitary confinement. “I refused to become party to the unconstitutional act carried out by the fellow Generals,” said Ziauddin. He held General Musharraf; then corps commander General Mahmud Ahmed; chief of general staff General Aziz Khan; vice chief of general staff Maj-Gen Ali Mohammad Jan Orakzai; DG MO Maj-Gen Shahid Aziz and others responsible for the coup. Clad in a blue t-shirt with white trousers, General (retired) Ziauddin said that the differences between the PML-N and the military emerged after the Kargil war. Siding with Sharif, he too claimed that Musharraf started the Kargil conflict without the prior approval and knowledge of the elected government. “Even the corps commanders and principal staff officers were kept in the dark.” After the conflict, the relations deteriorated rapidly; according to Ziauddin, Musharraf began abusing Sharif in private gatherings. Sharif learnt this because he was given an audio tape in which the chief of army staff was using insulting language against the prime minister. When asked about his reported close relations with the father of Sharif which is said to have led to his appointment as army chief in October 1999, Ziauddin could not help smiling before he answered that he had never met Sharif senior. Ziauddin also claimed that his name as the successor to Musharraf was suggested by secretary defence; Sharif had asked the secretary as to who was the senior most general after Musharraf and this is when Ziauddin`s name came up. “On October 12 when I went to PM house I was taken by surprise when I was given the letter appointing me as COAS.” He said that he was the senior most military officer on October 12, 1999. When asked about the reports which claimed that Ziauddin had no experience of commanding a corps, he said that he had commanded an infantry brigade and had been awarded the highest grade in the war course and that he had been personnel staff officer of COAS Aslam Baig for which the best brigadier of the army is selected. Besides this, he had also served as the Gujranwala corps commander. These reports about his previous military experience had surfaced after the coup, in a bid to highlight that Sharif`s choice for COAS had been inappropriate also because Ziauddin lacked the requisite experience. However, he claimed that this was not the first time his name had been considered for COAS. Even when General Jahangir Karamat`s replacement was to be finalised in October 1998, Ziauddin`s name was proposed along with those of Lt. General Ali Quli Khan and General Musharraf. “But at that time then secretary defence, Lt. General (retired) Iftikhar Ahmed Khan supported Musharraf for the post.” Ziauddin also claimed that Musharraf was all set to be removed by the former army chief General Jahangir Karamat because the latter had received some pictures and evidence implicating Musharraf in some immoral activities but for some reasons this did not happen. Talking about his arrest, General (retired) Ziauddin said he was kept in custody for two years. He said that he was told by a junior officer that he (Ziauddin) had been removed from service. Later, he added, he was given a hand-written order that he was removed under section 16 of the Pakistan Military Law and Manual of Pakistan Military Law but he was never court martialled. According to Ziauddin, the removal orders of any senior officer are to be signed by the prime minister or the president. But his dismissal orders, which were sent to the then president, Rafiq Tarar, were not signed by the latter. Evidently, the dismissal orders must have been backdated and signed by Pervez Musharraf once he took over as president, he conjectured. Ziauddin said that Musharraf confiscated his property and deprived him of his retirement benefits. The retired ISI chief today lives in a one-canal house owned by his wife. Ayub was cultivated in the 1950s and proved his worth as USA’s collaborator par excellence in destroying democracy in Pakistan . The Zia coup was US inspired and had complete US blessings since the USA viewed Mr Z.A Bhutto as a dangerously charismatic leader capable of uniting the Islamic/Third World ! Thus Operation Foul Play of 5th July 1977 ! When Liaquat Ali Khan the then prime minister of Pakistan warned the US Ambassador to Pakistan that the Graham Report on Kashmir must be presented in the UN by 15th October 1951 he was assassinated on 16th October 1951 ! Raja Ghazanfar Ali then Pakistan’s ambassador to Iran noted that Liaquat had planned an Islamic conference to discuss Kashmir , Anglo Iranian Oil Company and Palestine ! Keeping this background in mind the fact that a deliberate conspiracy with a design to control and manipulate Pakistan’s geopolitical future with Kargil as the key point cannot be ruled out.It is possible that Kargil may have been designed as the catalyst to create a civil-military political conflict in Pakistan and as a future launching pad of a military coup. In 1998 Nawaz Sharif often criticized as a man with limited IQ took one of Pakistan’s most decisive strategic command decisions defying USA , not appeasing it as Musharraf took in September 2001 ! Recently Dr Qadeer Khan speaking at a function in Karachi on 3rd April 2003 stated that Nawaz even refused an offer of bribe from Clinton wherein Clinton had offered to deposite 100 Million USD in Nawaz Sharif’s personal bank account ! All evidence proves that Nawaz Sharif’s decision to go on with the Nuclear blast was a political decision and the role of the armed forces was merely that of a technocrat consultant ! It appears that from May 1998 the US policy makers came to the conclusion that Nawaz was an irresponsible man and must be taken to task.. By September 1998 it appears that the Americans had succeeded in their manipulations . The then Army chief General Karamat at this stage started pressurizing the political leadership to include the army in the political decision making . Nawaz had done his homework well.With the ISI firmly under the prime ministers command under Lieutenant General Ziauddin one senior officer Zulfiqar presently chairman WAPDA had been sent to Ukraine to find details of kick backs given to General Jahangir Karamat in the Ukraianian tank deal with Pakistan.Full evidence was prepared of Jahangirs complicity in taking kick backs.Once Karamat asserted his political ambitions Nawaz threatened him with prosecution for taking kick backs ! Thus Jahangir Karamat’s unceremonial exit from power ! USA’s likely agent of change had been removed ! Now comes Kargil. With the appointment of Musharraf as army chief the more Machiavellian geopolitical moves were planned ! Major general Javed Hassan Khan previously military attaché to Washington where many military attaches are successfully cultivated by US intelligence was posted as Commander FCNA incharge of the forces in Gilgit ,Northern Areas including Kargil.The readers may note that this officer presently the commandant of the Pakistan Army’s National Defence College , back in early 1990s made Mughal Emperor Humayun fight in Second Battle of Panipat in his book “India- A Study in Profile�? ! The men who planned Kargil military operation using Pakistan’s 80 Brigade to infiltrate Indian positions in Kargil Sector were instruments of a grand conspiracy to destabilize Pakistans political government which had defied the USA and wanted to make peace with India without US involvement ! Ambition of General Musharraf and his team while planning Kargil had infected the entire military thought process ! The Kargil plan was adventurist,superpower manipulated and its intrinsic violence penetrated and cut open the very arteries of the Pakistani state, spurting out in civil military strife and finally a military coup ! The heroes of those rocky pinnacles are all dead ! Sacrificed in vain ! Diabolically launched into the valleys of death by men who now are dead earnest to make peace with India but propelled by promiscuous and unadulterated ambition wanted to sabotage Nawaz Sharif’s Lahore Peace move in 1999 ! Once Vajpayee came to Lahore on Nawaz’s initiatiave in 1999 he was a vampire but once Musharraf went to Agra later Vajpayee was an angel ! At the super power level Kargil was planned with a view to ridicule Pakistan’s political leadership , embarrass the Pakistani prime minister and to create a civil military divide aimed at a military coup in Pakistan ! Why ! Someone may ask naievely ! Because the USA views the military junta in Third World countries as a more reliable collaborator agent of change than a prime minister who repeatedly defies US threats of retaliation and a 100 Million USD bribery offer ! Thus Kargil operation was launched with an ulterior motive to divide Pakistan’s political and military leaderships ! It is an unfortunate fact of history that Nawaz Sharif was mot aided by a good defence analyst team ! Those who were with him and supposedly considered defence experts were either in secret league with Nawaz’s handpicked military man or too naieve to understand the military intricacies of Kargil ! Kargil in the final analysis stands out as the meticulously planned conspiracy catalyst employed to trigger a chain of events that led to the primacy of the military junta on 12 October 1999 ! So far the Americans have succeeded ! The Pakistani Nuclear programme is in safe hands ! Pakistan , the beautiful woman in words of General Habibullah has sold herself to , not the highest bidder , but the only bidder at a relatively low price ! The military junta has divided the society ! Bought the pillars of state ! Balkanised the political parties ! Marginalised the society introducing unjust ethnic domination in the army , reduced the Sindhis into a political minority , pitched Punjab against Sindh by Machaievellian agreement to Thal Canal and is all set to strike a deal with India which would ensure that Pakistan’s military junta is given a permanent share in the political hierarchy simply because it is USA’s best and most reliable agent of change ! Life goes on ! Kargil stands as perhaps the final military effort on Pakistans part to settle the Kashmir dispute by military means. Analysis has mostly centred around political aspects of the operation while the military aspects have been largely left to the imagination of the public.Lately it has been claimed that Kargil was launched to bail out Mujahideen as a last resort ! This is an insult to the memory of the Pakistani armed forces "Volunteers" who died in that Himalayan wasteland without a funeral and in circumstances of unimaginable misery ! Kargil operation cannot be understood unless the personalities and motives of the principal characters are examined !  In this context the Kargil operation was born out of two key factors ! One was the personality of general Pervez Musharraf and the second was the unceremonial manner in which Nawaz Sharif ousted General Jahangir Karamat Musharraf's predecessor army chief of Pakistan Army. Musharraf as those who have served with him know which includes this scribe also has always been an intensely ambitious man ! One hallmark of his personality is that he wants to stand out as a great military commander ! Propelled by an enormous ego wherever he served he endeavoured to do something extraordinary ! However fate did not allow him the glory in battle which his other coursemates like shabbir sharif achieved ! In 1965 Musharraf was a subaltern in an artillery unit which saw little action apart from supporting operatiions by indirect fire ! The 16 SP unlike 3 SP which fired on Indian tanks with direct gunsights at Chawinda stayed in conventional artillery role ! In 1971 Musharrafs commando company was not involved in action ! Nevertheless Musharraf compensated for this lack of combat laurels by achieving laurels in army courses and in various command assignments ! His final opportunity came when he ascended to the post of army chief in a situation when the army was in a subservient position vis a vis the civilian head of state , something which was regarded by the military herarchy as worse than blasphemy ! The forced retirement of General Karamat by prime minister Nawaz Sharif was regarded as a personal defeat by the Pakistani military brass and by Musharraf who felt that he would be a far weaker army chief under a strong prime minister who had asserted civilian control over the military machine ! These two factors were the fathers of the Kargil operation ! Ambition accompanied by a perception that the Pakistani public must be convinced that the soldiers were better than politicians. Kargil at the military level was the brainchild of three men i.e General Musharraf the army chief ,Aziz the then army Chief of general Staff and Mahmud the then corps commander 10 Corps ! Musharraf and Mahmud were motivated by intense ambition to achieve military glory and Aziz was motivated by his Kashmiri ancestry plus military ambition.The person they selected to execute the operation was again one distinguished by out of proportion ambition i.e Major General Javed Hassan , author of a book in 1990s that claimed that India was on its way to disintegration and in which mughal king Humayun was resurrected from the grave to fight at Second Battle of Panipat ! In November December 1998 just one month after Musharraf's elevation to the post of army chief volunteers were asked for at the army level for an operation in Kashmir ! Many thousand volunteered including both officers and men from various units ! At no stage did any Mujahideen enter Kargil ! This is a piece of fiction and has no veracity ! These were attached to NLI units in the 80 Brigade sector for training.The principal idea of the plan was to infiltrate four battalions of NLI (Northern light Infantry) stationed in 80 Brigade Sector into Kargil Heights overlooking and dominating the Srinagar Ladakh road the lone Indian link with the Siachen and Leh Sectors ! The idea being to cut the lifeline of Indian supplies to Leh and Siachen Sectors ! Indian held heights in Kargil were to be occupied in February 1999 while Indian infantry had abandoned these heights at the approach of winter snow as an annual routine since 1948.In occupying the heights no fighting was involved !  Plans were kept secret and even the Commander 10 Corps Engineers of was not allowed to enter the Operations Room in 10 Corps Pindi. The distance involved in reaching the heights varied from 15 to 35 kilometres from Pakistan side over mountains as high as 13 to 19,000 feet .To do this each battalion was divided into two parts , one acting as porters taking supplies forward and one half occupying the heights . The heights were occupied as per the plan but the four units while doing so were severly exhausted ! In March-April the Indians discovered the Pakistani presence and reacted severely ! Severe fighting continued till July once the Indians finally re-captured the heights after Pakistani troops had been left to the mercy of Indian artillery and overwhelming troop concentrations as a result of the Blair House Accord ! A brief military examination of the plan reveals following weaknesses.(1) Failure to assess strategic repercussions of the operation at geopolitic and national strategic level .(2) Logistic failure in incorrect appreciation of supplying the troops . (3) Failure to understand that by occupying the heights the Indians were driven into a corner and had no choice but to retaliate , not for glory as was the Pakistani military's case but for pure military survival . (4) At a more subtle level the use of the Chora-Batalik Sector as a future spring board for Pakistani operations against India was sealed since Indians heavily fortified this sector for any future war. The Pakistani planners failed to assess that war as an instrument of policy is no longer in vogue at the international level and their temporary military success would only bring greater international censure and a negative war mongering image without any corresponding military gain at the strategic level. We initiated this operation but failed to support it with comprehensive operational planning and above all buildup for essential logistic support without which no operation can succeed"......'" the principal reason for our heavy casualties and lack of progress was unimaginative and callous logistic operations to support the units". At one point the sepoys who had volunteered to fight and had come from many other infantry units to the NLI units refused to act as porters carrying supplies over 15 kilometres and were so exasperated that they defied Javed Hassan's personal orders in unit durbars to carry supplies and when Javed Hassn threw his cap on the ground threatened to march over it unless they were not employed as porters ! One such volunteer told this scribe that we had volunteered to fight ,not to act as porters ! The same fact was also mentioned in ISI chief Ziauddin Butt's secret report to Nawaz Sharif prepared by an Engineer officer on Zia's staff in ISI ! The failure to assess the "Enemy" factor was another strategic planning failure at the highest level .I asked General Warraich this question and he stated " Capture of Kargil Heights would totally stop all Indian movement to Leh and Ladakh Sectors unlike Pakistan in Siachen and Indians had no option but to do and die " ! Lust for glory and honour in battle are perfectly reasonable aspirations as long as they are accompanied by commensurate military talent in the generals who are at the helm of affairs ! This was sadly lacking in the Musharraf team who planned the operation. Their egos were many times larger than their real military talent ! By promoting an intensely ambitious man to the rank of army chief Nawaz did a favour which could only be repaid by betrayal ! The plan was based not on sound military reasoning but on burning ambition and an unrealistic desire for glory by men far away from the heat of battle ! No one above major level died , yet in a report to the military secretarys branch Javed Hassan recommended retiring 75 % of officers involved in the operation below colonel level ! The prime minister was not fully briefed because of ulterior motives ! Had the operation succeeded it would have been projected as a proof of Musharraf's Napoleonic brilliance and if it failed as it did Nawaz Sharif would have been made the scapegoat ! The operations planners were distinguished neither by loftiness of thought,nor audacity in the conduct of battle athe operational or strategic level.Thus boldness at tactiacl level was sacrificed because of operational and tactical timidity at the highest level. No one appreciated that the army men who were employed , and it is a fiction that there was a single Mujahid in Kargil , had flesha nd blood ! These men mourned by a few hundred families were sons husbands fathers and brothers ! The Kargil operation at the military level is a watershed ! Idealism that propelled many hundred to die in those Himalayan wastes is buried for good ! Now there is a new breed which dominates the army ! The ones who aim at going on lush UN secondments or to KESC,WAPDA or as well paid consulatants ! What can one conclude ! It was the human heart that failed in Kargil and this heart which failed was housed in the ribcage of men sitting in the GHQ and not on the rocky pinnacles of Kargil ! Once the supply lines were closed under Indian threat of a counter attack , these brave men all Pakistan Army regulars were abandoned to die , pounded by artillery fire , bayoneted by overwhelming numbers , weakened by starvation ! Who can hear their cries ! Our ears are covered with heaps of lies ! Truth died at Kargil ! What remains is a body guard of lies! 2012: LAHORE, June 28: The Pakistan Tehrik-i-Insaaf and the Jamaat-i-Islami have agreed to launch a joint struggle for upholding supremacy of the Constitution with full support to the Supreme Court, and for holding free, fair and transparent elections under an independent election commission. A PTI’s four-member delegation led by Imran Khan called on JI chief Syed Munawar Hasan at Mansoora here on Thursday. The two leaders discussed the current political situation in the country. JI’s Prof Khurshid Ahmed, Dr Muhammad Kamal, Muhammad Aslam Saleemi and Liaqat Baloch were also present. 2007: LAHORE: Pakistan Tehrik-e-Insaaf (PTI) Chairman Imran Khan was arrested by police on Wednesday as he emerged from hiding to mobilise students' support at the Punjab University New Campus against the imposition of emergency. Activists of the Jamaat-e-Islami (JI) student wing Islami Jamiat-e-Tulba and PU administration were instrumental in foiling the bid of the cricketer-turned politician to drum up some support for the anti-government protest. Imran, attracting scores of charged students, was whisked away from the campus, manhandled and forcefully detained by the IJT activists inside the building of Centre for High Energy Physics (CHEP), before the PU administration handed him over to the police authorities outside the varsity premises.

Imran had announced to start the movement from the PU after strong assurance of IJT support from his ally (JI) in the All Parties Democratic Movement (APDM) Qazi Hussain Ahmed, chief patron of IJT and the head of JI and MMA. In an eventful day, Imran's sudden appearance galvanised the protesting students into action who started to flock to the politician and chanting slogans of 'Go Musharraf Go'. The procession gained momentum and Imran was lifted onto the shoulders of the students then pushed inside CHEP building by IJT students. IJT varsity head had earlier aired vibes of disapproval regarding Imran's decision to lead a student rally from the PU, stating Imran would not be welcome to the varsity. The protesting students and media flocked to the building in the morning while only some pro-IJT teachers were allowed to enter the premises by the students (IJT members).

The IJT, which had gathered support from other city institutions as well, also fired crackers around the building to disperse the swelling crowd of the students. Some supporters of Imran and students were brutally manhandled by the IJT members besides roughing up the foreign and local journalists who demanded that they should be allowed to talk with Imran. The detention drama dragged on till 12:00 pm, for almost an hour, during which plain clothed security personnel also reached the spot. Later, a PU van (LRC-526) was brought to the entrance gate of the building and Imran was bundled into the vehicle. The IJT activists made a protective chain around the van to stop journalists from interaction with Imran. Accompanied by two PU professors, Imran was taken to Gate No. 1, amid silent protest of students, where awaiting police team arrested Imran.

JI Information Secretary Amir-ul-Azeem, who appeared at the scene after Imran had been taken away, was brushed aside by IJT activists while chanting slogans against JI leaders including Qazi Hussain Ahmed. The IJT members said they would not allow any politician to damage the atmosphere of the varsity. PU Registrar Naeem Khan said the administration did not invite Imran Khan whereas some professors only facilitated the exit of a person wanted by the state. However, he shied away when asked why JI information secretary Ameer-ur-Azeem, who is also wanted by the police, was not handed over. It merits a mention that the PU administration renounced any link with the IJT and JI but acting Vice Chancellor Prof Dr Muhammad Arif Butt was an office-bearer of the IJT. Though IJT claims being an independent body, its patron-ship by the JI is well known, as the IJT serves as a breeding ground of future political leaders of the JI.

Present Vice head of JI, Liaqat Baloch and many others, held the rank of PU IJT head during their student life. Sources within the JI disclosed that IJT had received specific instructions by the JI command to roughen up the PTI leader, for publicly denouncing Maulana Fazlur Rehman, head of JUI, a coalition partner in the religious conglomeration of MMA. Despite open assurance of support, Qazi Hussain Ahmed and IJT members, are wary of Imran's popularity within the youth and were afraid that IJT's hegemony as the sole power in PU might be at stake after Imran's rally on Wednesday. The MMA has been severely criticized in the past for supporting the regime by underhand deals with the government besides remaining in coalition government in Balochistan with the ruling PML.

Agencies add: Talking to AFP, Imran said "I came to the university to lead a rally of students against the dictator Musharraf and his illegal actions." "I have achieved my purpose. I have started the student movement." Police said Imran would be charged under anti-terrorism laws. "He will be charged under the anti-terrorism act," Lahore police chief Malik Mohammad Iqbal said. "Through his speeches he has been inciting people to pick up arms, he has been calling for civil disobedience, he was spreading hatred," Iqbal said. Meanwhile, Jamaat-e-Islami condemned the arrest of Imran Khan. In a joint statement, Secretary General Syed Munawar Hassan, JI Naib Amir Liaqat Baloch, former president PU student union Hafiz Muhammad Idrees, Deputy Secretary General, Punjab Farid Ahmad Paracha and JI leader Ameer ul Azeem said it was an attempt to quell the struggle. Showing solidarity with Imran Khan, the JI leaders expressed their resolve to fight against anti-democratic elements in the country. 2007: LAHORE: THE Islami Jamiat Talba - the student wing of the Jamat-e-Islami - has always been in the forefront, staged big demonstrations and even smashed public property on the call of JI in the past. IJT activists, however, have tried to show that they are an independent union and not run by the JI after they manhandled Imran and later handed him over to police who had been searching for the PTI chief for many days. IJT activists have always been in the forefront on every important occasion in the history of JI be it when Qazi Hussain Ahmed gave the slogan of “Zalmoo Qazi aa Raha Haa” or when the JI attempted to sabotage the visit of former Indian prime minister Atal Behari Vajpayee to Lahore. During Kargil operation, the JI leadership called on the IJT to start agitation and its student wing performed well in showing its muscle.

The IJT was also very active during February 14 riots on The Mall to protest the publication of blasphemous caricatures. They were also very conspicuous when they came out on roads to show unity with deposed Iraqi president Saddam Hussain when he was hanged. A similar response was seen when US launched attacks on Afghanistan. In the case of Lal Masjid and imposition of emergency in the country, however, the IJT response was not similar to its earlier efforts. But whether the IJT can really distance itself from the JI after it has thrashed the legendary Pakistani cricketer is not something it can easily sell to people. Aziz has been picked up for the second time, his wife said, denying any links of the family with terrorism incidents. “I’m a sworn enemy of America and can pay any price for it but I strongly oppose terrorism within Pakistan,” Amira Aziz told The News. She said the intelligence operatives had been following the women activists of Tehrik-e-Islami for the last six months and harassed them. She alleged that her husband was beaten black and blue when picked up last time and kept in illegal custody for a night. Despite killing Osama bin Laden, and other hawkish exploits, President Obama remains vulnerable to Republican assertions of foreign policy weakness. Another major military success could revive Obama’s flagging poll numbers. Until recently, most analysts thought a US-Israeli attack against Iran’s nuclear facilities may serve this purpose. But the Iranians will react strongly, directly and asymmetrically to such an attack. After the events of 2011, American strategists may see Pakistan as a far ‘softer’ target. It is uncertain if either the US or Pakistan has fully thought through the potential consequences of their possible military confrontation. Whatever its weaknesses, Pakistan will be compelled by national sentiment to respond to another US attack or intervention across its borders. A limited ‘engagement’ could escalate rapidly into wide-ranging hostilities. If, during such a crisis, Pakistan’s strategic command believes that the US military strike is aimed to capture or destroy its nuclear and delivery capabilities, it may feel compelled to use rather than lose these capabilities. To avoid such a miscalculation, Pakistan’s new nuclear deterrence doctrine, aimed to deter aggression from not only India but also from other sources, needs to be clearly and publicly spelt out. The apocalyptic danger of a military conflict between two (albeit unequal) nuclear powers should be addressed urgently by the international community. The US-Nato should accept the measures Pakistan has proposed to avoid another shooting exchange. The US cannot continue to claim the right to strike at will within Pakistan’s territory without Pakistan’s concurrence. WAY BACK IN 2003: The United States has given Pakistan until Friday to decide whether it will waive the diplomatic immunity of its U.N. ambassador, Munir Akram, so that he can be prosecuted on domestic violence charges. Reached by phone at his residence, where he was spending the day, Akram declined to comment, saying, "My government is handling this. I prefer to leave it at that." The charges stem from an early morning incident on December 10 in which Marijana Mihic, 35, told police that she and Akram had argued in an apartment, and he had tried to prevent her from leaving. She described herself as Akram's girlfriend. Police said Mihic had a bruise on her head and minor abrasions on her knees. Because of the ambassador's diplomatic status, police were unable to arrest Akram. A spokesman for the Manhattan district attorney said if diplomatic immunity were lifted, "We would be prepared to arrest" the ambassador. Meanwhile, the Pakistani mission is trying to downplay the incident, calling it a "momentary misunderstanding." "No charges were filed, and no charges have been filed," said Mansoor Suhail, a spokesman for Akram. "The ambassador as well as his friend both strongly believe there is no basis for any legal action. 2009: ISLAMABAD: The government has finally admitted that Ajmal Kasab, the lone surviving gunman of the November attacks in Mumbai, is a Pakistani national. The Foreign Office spokesman, who is currently in Kabul said, “According to our preliminary investigations, Ajmal Kasab is a Pakistani national. Our investigations are continuing.” Coming on the heels of this admission, Prime Minister Yousuf Raza Gilani sacked his National Security Adviser Major General (retd) Mehmud Ali Durrani for giving a statement on Ajmal Kasab without taking him into confidence. Before the formal announcement, Prime Minister Gilani told Geo News on telephone that Durrani had given a statement to an Indian news channel regarding Ajmal Kasab without taking him into confidence. The prime minister said that Durrani’s statement had tarnished the country’s image. “So I decided to sack him,” he told Geo News. Earlier, the Foreign Office was reluctant to confirm the report with even Foreign Secretary Salman Bashir denying Kasab’s nationality in an interview to an Indian TV channel. His ministry was only willing to do so after other senior officials and ministers from other ministries came out in the open and confirmed Kasab’s nationality when asked by the foreign news agencies. Confusion reigned supreme in Pakistan on Wednesday evening with several official voices speaking at the same time, but ensuring that they were not on the same page regarding the nationality of Ajmal Kasab. These officials proved to the world that they were strangers to ‘coordination’, and nobody knew who was in charge. As far as Kasab’s nationality is concerned it was the Ministry of Information that had the final word in interaction with AP and Reuters where Information Minister Sherry Rehman confirmed that Ajmal Kasab was a Pakistani national. Later, state-run television carried the version of the minister. In the end the Foreign Office was left with no choice but to agree. What has emerged very clearly is that the Ministry of Foreign Affairs was very much out of the loop on Wednesday and decisions and announcements were made elsewhere with a clueless and embarrassed Foreign Office shaking its head in disbelief. “I really do not know what is happening and this is certainly a very sad state of affairs. I myself am confused. We are trying to get through to the spokesman who is in Kabul,” one frustrated official at the Foreign Office told The News. Earlier, the Ministry of Foreign Affairs wanted to have the final say when the National Security Adviser, Maj Gen (retd) Mehmood Durrani, was quoted as saying that Ajmal Kasab was very much a Pakistani citizen while the Foreign Office rebutted this and sent out a one liner from Kabul saying, “investigations to determine the nationality of Ajamal Kasab are still in progress, it is still premature to say anything in this regard — and the information given to us by India is being ‘seriously’ examined.” The Foreign Office spokesman, who is ambassador-designate to Afghanistan, is still in Kabul and in his absence the national security adviser, Foreign Secretary Salman Bashir and Information Minister Sherry Rehman talked to the foreign media, including India. This is something Durrani and Bashir are reluctant to do where the Pakistani media is concerned. Durrani was quoted by the Indian media as saying that the identity of Kasab had been established and he was a Pakistani while Bashir was at pains to tell the Indian media that investigations were still continuing. This led to a media circus where reports were being updated every hour, something not seen before in the Ministry of Foreign Affairs whose statements are taken as the Gospel truth. Earlier, a few weeks ago, the spokesman had stated that they were still examining the letter written to them allegedly by Kasab and they would soon issue a statement regarding the decision that the government would take. The spokesman had issued a statement early in the afternoon and referred to different reports that had appeared, and said that the information received from India is being ‘seriously’ examined. “Pakistan remains fully determined in its investigations to uncover full facts pertaining to the Mumbai incident and is cognizant of the need for establishing legally tenable evidence.” “Pakistan regrets the propaganda campaign unleashed by India to malign the country. 2003: NEW YORK, Jan 8: The US State Department has asked Pakistan to withdraw diplomatic immunity of its Ambassador Munir Akram at the world body following a request by the New York City’s prosecutors office. The City’s prosecutors want to investigate a month-old assault charges filed against him by a woman friend, who has since recanted her story. Marijana Mihic, 35, has withdrawn the charges and met the New York City’s district attorney’s officials pleading that the case not be pursued. The New York Times in a report on Wednesday acknowledged that the legal dispute came at a bad time for the ambassador. On Jan 1, Pakistan took a seat on the 15-nation Security Council for a two-year term, just when the Council would be weighing whether to authorize war on Iraq. A spokesman for the Pakistan Mission expressed surprise that the paper like the New York Times had decided to run the report when no charges had been filed. “The ambassador and his friend both strongly believe that there is no basis for any legal action in this matter,” said Spokesman Mansoor Suhail. “And they have both communicated that belief to the concerned authorities.” The spokesman noted that a “trivial matter has been blown up into an issue” when both parties had communicated that belief to the authorities. A spokesman for the ministry of foreign affairs said that the ministry was investigating the incident “which appears to have been based on some misunderstanding”. On completion of this process, further appropriate action would be taken, he added. Diplomats here speculate that Mr Akram, who is known to take tough, principled positions on issues without fear, could be undermined with reports about his personal life. Mr Akram refused to make any comments on the reports on the advice of his lawyers. However, he expressed the hope that the matter would be resolved “fairly”. AFP adds: The New York Times and The Washington Post reported on Wednesday that the US request stemmed from a Dec 10 incident in which the New York police were called to Mr Akram’s home by a woman who alleged the envoy had beaten her. 2003 WASHINGTON, Jan 9: The State Department said on Wednesday it wanted the US legal system to complete its procedure in the complaint against Pakistan’s ambassador to the United Nations, Munir Akram, although the complainant was not pressing charges against him. When spokesman Richard Boucher told a briefing that the department had asked Pakistan to waive the diplomatic immunity of its ambassador, a reporter asked him why the US government was insisting on trying the ambassador when the complainant was not interested. Mr Boucher said the request to seek revocation of diplomatic immunity came from the New York police department, based on legal grounds “on what happens legally in terms of the allegations and possible legal proceedings”. “Our job is to try to get the other government to waive immunity so that those procedures can take place. Even at the best of times, he is known to be acerbic and pungent as they come, his anti-India vitriol alarming to the uninitiated. But last month, Pakistan's UN envoy, Munir Akram, directed his bile at his live-in girlfriend and in the process earned a big, black eye for his country. His dreadful conduct took the wind out of Pakistani sails as Islamabad began its tenure as a non-permanent member of the Security Council—and just as it was gearing to deliver some good rhetorical punches there on behalf of the world's Muslims. What could be more un-Islamic than a relationship outside wedlock which under Shariah is punishable by Taliban-style retribution? Akram's stars plunged precipitously as New York's tabloids screamed details of Pakistan's "diplo-basher" and "abuser". The US State Department asked Islamabad to withdraw his diplomatic immunity so he could face criminal prosecution as a common man. The Pakistani establishment didn't know what hit them, struggling, as they were, with other difficult aspects of their tortuous relationship with Uncle Sam—border shootings and bombs dropping from American planes. They didn't need a new complication from one of their own. The famed corridors of the United Nations were suddenly abuzz with talk of Akram's physical, not verbal, violence. In Indian diplomatic circles, Munir Akram is infamous for his rabid rhetoric against New Delhi. Kashmir or nukes, Akram's visceral anti-India tirades are legion. In fact, the Brothers Akram—Munir and Zamir (who was earlier posted in India)—are known for the poisonous missiles they launch regularly at India. Munir, as spokesman of his foreign office, once called Salman Khursheed "kirai ka Muslim". But first the facts. On the morning of December 10, Akram's girlfriend, Marijana Mihic (pronounced Mariana), called the emergency 911 number at 1.36 am, asking for help. She told the police dispatcher that a man, whom she identified as her husband, had smashed her head into a wall. She said that her arm also was hurting and that he was a repeat offender. The dispatcher noted, "female caller states husband has diplomatic immunity". When the NY police arrived, guns on the ready and red light flashing, at the posh address in the upper reaches of Manhattan, Mihic changed her story a bit and said that Akram, 22 years her senior, was her "boyfriend". She had tried to leave after a heated argument but he grabbed her and she fell. Police officers noticed a bruise on her head but she declined a visit to the hospital. Akram reluctantly identified himself to the police as Pakistan's UN ambassador. The police had no choice but to leave quietly in the face of the ultimate diplomatic perk—immunity from local laws. His press spokesman, Mansoor Suhail, told Outlook: "It was a minor incident blown out of proportion by some people. They continue to be friends. There would be no basis for a legal case when there is no complaint filed." Unfortunately for Akram, the American criminal justice system works a little differently. Even if a victim doesn't file a complaint, the system can. Manhattan district attorney Robert Morgenthau is prepared to press misdemeanour assault charges once the diplomatic immunity is lifted. After all, pushing the case is none other than Majorie Tiven, the city commissioner in charge of UN, and a member of the powerful and wealthy Bloomberg family. In fact, Tiven is New York mayor Michael Bloomberg's sister and a social worker by training. On December 26, she wrote to the US mission at the UN, asking that Akram's immunity be waived. The request was forwarded to Washington, and two days later the State Department sent the summons to Pakistan. Akram has never swum rougher seas. Suhail denied there was any deadline for Islamabad to lift Akram's immunity or to even respond to the Americans.But conventional wisdom at the UN is that Pakistan has little choice but to withdraw him, because for all practical purposes, Akram is compromised. "If he doesn't go, there'll always be this Damocles' sword hanging over him. He's been rendered ineffective," said a diplomat. There's already talk that Akram would be recalled soon. Both Munir and Zamir, who is now ambassador to Nepal, have made their reputation on the one thing that serves Pakistani diplomats well—loud anti-India rhetoric. They have successfully parleyed their bellicosity to endear themselves to the army establishment. Two days after taking his post in NY, Munir Akram threatened the use of nuclear weapons against India. "India should not have the license to kill with conventional weapons while Pakistan's hands are tied regarding other means to defend itself," he said. In Geneva, he regularly accused India of harbouring the lowest of low intentions against Pakistan because it declined to sign the Comprehensive Test Ban Treaty in the mid-1990s. Says G. Parthasarthy, India's former high commissioner to Pakistan: "In my view, the senior diplomats of the 1980s like Niaz Naik, Riaz Piracha, Humayun Khan and Shahryar Khan were sophisticated people who could put their view points without being abrasive." But the later crop led by the Akram brothers, Riaz Khokhar and Shamshad Ahmed went to another school, one where more bile means more clout with the army and the ISI. 2009: ISLAMABAD, Jan 7 Pakistani authorities, during the course of their own investigations into the Mumbai carnage, have established that the only surviving terrorist Ajmal Kasab is a Pakistani national. After a series of conflicting statements by various officials representing different sections of the government, it was officially acknowledged that DawnNews TV`s news item about the official investigation report regarding Ajmal Kasab`s identity was correct. Earlier, a high-ranking government official had told Dawn that the preliminary finding had provided enough information to conclude that the man at present in India`s custody was from a Punjab village, and perhaps belonged to a militant group that was bent upon destabilising the region by undermining the peace process. The official, who requested anonymity, said the authorities were examining all parts of the puzzle on the basis of their own investigation, as well as the information provided by India and the Americans.

However, he said there was no doubt in the minds of the investigators that the captured terrorist was a Pakistani. “Sadly, it has been established that Kasab is a Pakistani national.”

But within minutes of the revelation, confusing, and somewhat conflicting, statements started emanating from different sections of the government in Islamabad. While the Indian television channel CNN-IBN quoted Pakistan`s National Security Adviser Mehmud Ali Durrani as saying that Ajmal Kasab`s identity as a Pakistani had been established, Foreign Secretary Salman Bashir told the same channel that it was premature to say anything because the investigation was continuing.

In the midst of all this, American news agency APTN quoted Information Minister Sherry Rehman as confirming that Ajmal Kasab in fact was a Pakistani national. The minister later confirmed it to Dawn that “he is Pakistani” and that investigations are ongoing.

Similarly, the Foreign Office which at the initial stage appeared either detached from reality or completely out of the loop, admitted by broadcasting through the state-run PTV that Ajmal Kasab was indeed a Pakistani national.

During the course of Dawn`s own investigation, a number of senior officials in the interior ministry and police said that investigations were started soon after initial reports had suggested that Ajmal Kasab might be a Pakistani national. But the authorities wanted to be doubly sure about his identity because there was no record of Kasab and his family in the national database maintained by Nadra. Details of preliminary investigations submitted to the government have still not been made public.

The official who confirmed to Dawn about the preliminary investigation report said Kasab was son of Amir Kasab and Mrs Noor Illahi. But the identity of other militants killed in Mumbai is yet to be established. Senior security officials, however, said that preliminary investigations had established that the militants were operating on their own and had absolutely no link with any section of the country`s security apparatus.

A top ranking western diplomat also confirmed to Dawn that there was no linkage between the terrorists who carried out the Mumbai carnage and the Pakistani security agencies, particularly the ISI. “There is ample evidence to prove that most of the terrorists belonged to Pakistan,” the diplomat said. “But there is not even a shred of evidence to suggest that the ISI or any other Pakistani intelligence agency had any links with these terrorists,” the diplomat said.

“And this is not based on what the Pakistanis have been telling us, as we have double checked it on our own,” the diplomat added.

The remarks belie the latest claim by Indian Prime Minister Manmohan Singh who on Tuesday had tried to up the ante by directly accusing the Pakistani security apparatus of being involved in the Mumbai carnage. Pakistan has already rejected the Indian accusation in strongest terms.

In a related development, a statement by Prime Minister Yousuf Gilani also said the Pakistan`s investigations into the Mumbai attacks had made progress. He said that some information of an interim nature on Indian investigations had been received. He did not elaborate.

Punjab`s dusty town of Faridkot became the centre of attention soon after the deadly Mumbai attack as the Indian authorities captured Kasab and claimed that he belonged to Faridkot. The town was thronged by local and foreign media and conflicting reports came out about the identity of Kasab.

At that time the government had, for obvious reasons, decided to adopt a tight-lipped policy, maintaining that only a thorough investigation, based on concrete information, could establish whether Kasab was a Pakistani national, and a resident of Faridkot.

Answering a question about consular access to Kasab, a senior official said the militant had damaged Pakistan `like no other`. “We are not yet sure when to ask for consular access. We may not ask for it. He is involved in a heinous crime,” the official said. Kasab also wrote a letter to the Pakistan High Commission in New Delhi. AFTER 9/11.

In the afternoon, Mahmood was invited to CIA headquarters at Langley, Virginia, where he told George Tenet, the CIA director, that in his view Mullah Omar, the Taliban chief, was a religious man with humanitarian instincts and not a man of violence! This was a bit difficult for the CIA officials to digest and rightly so as the Taliban’s track record, especially in the realm of human rights, was no secret. General Mahmood was told politely but firmly that Mullah Omar and the Taliban would have to face US Military might if Osama Bin Laden along with other Al-Qaeda leaders were not handed over without delay. General Mahmood on September 13, 2001, was handed a formal list of the US demands by Mr. Armitage and was asked to convey these to Musharraf and was also duly informed, for the sake of emphasis, that these were “not negotiable.” Colin Powell, Richard Armitage, and the assisstant secretary of state, Christina Rocca, had drafted the list in the shape of a “non-paper”. It categorically asked Pakistan:

Stop Al-Qaeda operatives coming from Afghanistan to Pakistan, intercept arms shipments through Pakistan, and end ALL logistical support for Osama Bin Laden.

Give blanket overflight and landing rights to US aircraft.

Give the US access to Pakistani Naval and Air Bases and to the border areas betweeen Pakistan and Afghanistan.

Turn over all the intelligence and immigration information.

Condemn the September 11 attacks and curb all domestic expressions of support for terrorism.

Cut off all shipments of fuel to the Talibans, and stop Pakistani volunteers from going into Afghanistan to join the Taliban. Note that, should the evidence strongly implicate Osama Bin Laden and the Al-Qaeda Network in Afghanistan, and should the Taliban continue to harbour him and his accomplices, Pakistan will break diplomatic relations with the Taliban regime, end support for the Taliban, and assist the US in the aforementioned ways to destroy Osama and his network.

Mahmood then faxed the document to Musharraf. While the latter was going through it and in the process of weighing the pros and cons of each demand, his aide de camp that Colin Powell was on the line. Musharraf liked and respected Powell, and the conversation was not going to be a problem. He told him that he understood and appreciated the US position, but he would respond to the US demands after having discussed these with his associates. For example, after the 9/11, the former JI Amir Qazi Hussain Ahmad stated that al-Qaeda was a figment of the Americans’ imagination. He justified the two-nation theory saying, the Hindus and the Muslims coexisted peacefully only under the Muslim rule and such an existence was otherwise impossible. ‘The colonial rule divided the Hindus and the Muslims…that resulted in the 1947 riots!’ He admitted that during the last 15-20 years, the Pakistani society had become increasingly intolerant. He conceded that the blasphemy laws were being misused, but he did not favor amending them. ‘The punishment for blasphemy is death – in Christianity, the Old Testament, the New Testament, the Quran and the precepts of the Holy Prophet Mohammad.’ The blasphemy does not apply to serious academic debate, he said. ‘It applies only to derogatory remarks.’ He dismissed the argument that the Barelvis consider the Deobandis and the Ahl-i-Hadith blasphemers. On the Kashmir jihad, Prof. Ahmad said that the JI has no organizational relationship with the Hizbul Mujahideen. ‘But of course, we do meet and whatever the Hizb is doing, it is its fundamental right.’ The JI India and JI Pakistan have different ideas on certain issues such as Kashmir though the source of inspiration for them was the same. He said that Israel was an illegitimate country, but did not support the annihilation of the Israeli Jews. In fact, he supported the idea of a single state in which the Jews and the Palestinians live together. He acknowledged that the US and NATO played some positive role in the Balkans, but they allowed the massacre of the Muslims to continue. In a surprise move this week, Pakistan’s federal minister of the interior, Faisal Saleh Hayat, listed a number of incidences in which members of the Jamaat-i-Islami (JI), the premier fundamentalist party in the country, had been tied to al-Qaeda, and called on it to “explain these links”. “It is a matter of concern that Jamaat-e-Islami, which is a main faction of the Muttahida Majlis-e-Amal [MMA], has neither dissociated itself from its activists having links with the al-Qaeda network nor condemned their activities,” Faisal said, adding that “one could derive a meaning out of its silence”. The MMA is an alliance of six religious parties that gained unprecedented electoral victories in national elections in 2002. One of its members is the leader of the opposition in the Lower House, while the MMA controls the provincial government in North West Frontier Province. It also forms part of a coalition government in Balochistan province. The MMA has 67 seats in the 342-seat National Assembly, with just under a third of them held by the JI. ISLAMABAD: One of the top security agencies on Wednesday picked up Raja Ehsan Aziz, a member of Tehrik-e-Islami (TI), for his alleged connections with terrorists who had attacked the Parade Lane Mosque in Rawalpindi and Moon Market in Lahore. Tehrik-e-Islami is a splinter group of the JI. Two female members of the Tehrik have already been taken into custody. Sarwat Wahid, another female member whose son’s car was used in the Parade Lane Mosque attack, is missing. Also her son, Jawad, who was studying in Faisalabad after doing A Level from Beacon House School System, is missing. Aziz, a graduate of Columbia University who also served on senior positions at the Foreign Office, is a retired professor of International Relations, Quaid-i-Azam University. His elder son is an Army doctor. Aziz was taken away from his house in G/10-3 on Wednesday evening by sleuths of the Counter-Terrorism Cell, his wife Amira Aziz told The News. Amira, an ex-MNA of Jamaat-e-Islami and now a Shura member of the Tehrik, is a religious scholar and writes columns in an Urdu daily. Aziz’s driver, Phool Zeb from Nowshera, has already been arrested as investigators found a mobile SIM allegedly used for conversation during the attacks on the Parade Lane Mosque and Moon Market, was issued in his name. Likewise, the car used in the mosque attack belonged to Jawad, the son of a Tehrik-e-Islami woman, Sarwat Wahid, a resident of I-8 Sector, Islamabad. Both of them are missing since then.
