President of the Pakistan Federal Union of Journalists Parvez Shaukat, Shakil Turabi of Sana news agency, Moniza Jehangir and Rauf Klasra had also approached the court. “My grouse is that without verification the court ordered to place the list ‘A’ on its official website to defame people as if they are proclaimed offenders,” lamented Ms Asma. “What constitutional violation a journalist had committed even if he had gone abroad with the prime minister to perform his professional duty,” she asked, adding that the court had given legitimacy to a flawed list by putting it on its website, but it never placed names of 7,500 condemned prisoners on the website. Ms Asma argued that instead of approaching the apex court the petitioners should have filed defamation cases at a proper forum to clear their names. “You cannot put apple and oranges in the same basket and place it before the public,” she regretted. “We should not suffocate this court with self-righteousness.” The counsel argued that the court should clarify its order as no-one should be subjected to a smear campaign. The apex court never sent its registrar before the Public Accounts Committee or placed its accounts on the website, she said. 2012 : ISLAMABAD, July 19: Television anchors Hamid Mir and Absar Alam filed on Thursday a joint petition with the Supreme Court seeking an inquiry into the list of journalists and anchors who were allegedly granted favours by owners and administration of Bahria Town Ltd. They have asked the court to direct the Bahria Town and its former chairman Malik Riaz to appear along with a proof of all the persons, including journalists, military officials and bureaucrats and any other individual whom they have tried directly or indirectly to buy favours from. The context in which the petition has been filed is very clear. Soon after real estate tycoon Malik Riaz claimed that he had paid huge sums of money to Arsalan Iftikhar, the son of Supreme Court Chief Justice Iftikhar Muhammad Chaudhry, for possible relief in certain court cases, a leaked conversation between Mr Riaz and two anchorpersons during intervals of a talk show had provoked public anger against the media. The following day a list apparently on the letterhead of the Bahria Town was circulated on social media, containing names of the anchors and journalists allegedly paid hefty amounts by the Bahria Town besides luxury cars, plots, houses and sponsored visits to foreign countries. The petition seeks directions to the Federal Board of Revenue to produce asset and income statements of all media persons under scrutiny and question. It also seeks directions to the Federal Investigation Agency to inquire as to who spread the list of media persons on social media and through short messaging service (SMS). The scope of the petition is wide ranging as it not only challenges the legality of establishment and maintenance of secret fund by the information ministry and seeks the court to summon complete record of the money doled out to various elements along with the purpose, but also pleads for asking the DG of Anti-Corruption of Punjab police to reveal reasons of hushing up a scam involving misuse of Rs640 million government funds. It also questions the legal status of code of conduct for the electronic media and calls for disclosure of assets and political affiliation of TV channel owners. The petition says it was essential that rags to riches story of Malik Riaz be made public as to how an ordinary man over the course of less than two decades became one of the richest man in the country. It questions the dubious nature of land acquisition by Malik Riaz and the Bahria Town and calls for exposing certain criminal element aiding and abetting Malik Riaz as his muscle by their active role in forcibly taking over possession of land from real owners. The petitioners have asked the court to either adjudicate and inquire into the issues itself or to constitute a commission for the purpose. 2009: Rampant corruption real problem: Malik Riaz RAWALPINDI: There is no economic problem in Pakistan but the rampant corruption, and if there is no corruption and left alone by the US and Britain, the country could achieve self-reliance within four years. Malik Riaz Hussain, head of Bahria Town, stated this while speaking as chief guest at a forum on problems faced by the Pakistani expatriates in property affairs, particularly in purchase of plots and after that. The event was organised by Daily Jang and Geo News, London, and panellists included Lord Nazir Ahmed, Zubair Gul, Mohsin Akhter and Ahmed Shahzad while Iftikhar Qaiser hosted the forum. “In this regard, we had also suggested some steps through we could have repaid the country’s debt,” Malik Riaz said. “In fact, every big figure in Pakistan is part of land mafia as no poor can grab land of another, therefore, there is a need to lay hands on big fish. All those sitting in the government are part of the mafia, otherwise a law can be passed within 24 hours,” he said. Malik Riaz said that all areas have their own desperados who do not allow setting up of schools in the respective areas so that people could not get education. He said that he did not get education from college or university and has learnt everything from experiences of his life. He said that an under-construction university affiliated with Middlesex University of Britain would start functioning in Pakistan. “After the October 8, 2005 earthquake in Pakistan, the government had no machinery to remove debris and without any request from the government, we shifted our machinery to the quake-hit areas. We have left no room for a fraud in Bahria Town project and any other scheme in which it is a partner. We are always alert about the mafia. Whenever I announce a new scheme, the pocket plots are purchased there in a single night. Then I pay several times more to acquire such plots so that every person can get a plot,” Malik Riaz said. “Under a law of the Punjab government, if anybody purchase 80 per cent land anywhere, he can get the remaining 20 per cent land vacated after payment to the owners,” he added. The Bahria Town chief said that according to his estimates, currently Pakistan needs 700,000 new houses annually whereas the government is building only 250,000 houses. He said that neither he is a political person nor has any intention to join politics. He said he has allocated 75 per cent of his assets for welfare activities while the remaining 25 per cent is meant for his family. “There is nothing to worry about and expatriate Pakistanis should make investment in their homeland without any fear. Only there is a need for purchasing property and making investment in a planned manner,” he said. Malik Riaz said that Bahria Town is the largest housing project in Asia with annual turnover of $1 billion. He said that 20,000 people are employed in the Bahria Town project and thus it is source of income for 100,000 people. He said that Henry Ford, the owner of the American car manufacturer, Ford, impressed him immensely for being a semi-educated person like himself. Quoting Henry Ford that he desired always to be remembered as a philanthropist, Malik Riaz said it is his wish that instead of a real estate tycoon he is remembered as a welfare tycoon. A large number of Pakistani expatriates in Britain attended the forum held in a big hall of the House of Lords. There was so much rush of people that around 150 people stood for two hours while another 150 people could not attend the forum because the management of the hall had stopped them outside the hall. Perhaps this first hurdle may be the only big hurdle and may never be crossed. The peers, naturally those who come out unscathed and "clean", should sit down to formulate lists of those who have been publicly demonstrating a lack of intellectual, moral and professional integrity. Big names like Minhaj Barna, Mushahid Hussain, Maleeha Lodhi, Wajid Shamsul Hassan, Nazir Naji, Ataul Haq Qasmi, Ayaz Amir, Hussain Haqqani, Irshad Ahmed Haqqani, Najam Sethi, Nasim Zehra, Jamiluddin Aali and many others who sought or accepted political, diplomatic or government jobs, or joined political parties as activists, should be asked to explain why they did not quit journalism to do so and why they continued to use the profession to get, keep or regain lucrative jobs or positions of power. How do they retain, or claim to retain, their objectivity and credibility, once they have demonstrated their political ambitions. In the least they should have apologised to the profession. Some of them have been going in and out of journalism so frequently as if the profession was a revolving door only to be used when they needed a push to restore their lost position of political, economic or administrative influence and power. Some others, like the once-revered Minhaj Barna, who led the trade union movement of journalists and whose "Barna Group" of Pakistan Federal Union of Journalists still exists, accepted so petty, temporary and at times demeaning jobs that the entire profession could only hang its head in shame. Scenes when stalwarts of the profession like him were seen waiting outside offices of petty bureaucrats in Islamabad’s corridors of power, to get an extension of their foreign assignment were, to say the least, despicable, bringing no merit to Pakistani journalism. I would never forget a supposedly well known name in today's op-ed pages who, in order to "please" a lady ambassador in Washington, turned himself into her private photographer and started taking her pictures with all those present at a grand farewell dinner thrown at her official residence. For three hours this newspaper columnist behaved like a personal privately hired professional. He even carried his "act of sycophancy" to the next day at the airport where people went to see her off, clicking rolls and rolls of pictures with the ambassador sitting, standing, waving and smiling at every Tom, Dick, Harry and Larry. Even junior embassy staffers started making jokes about this senior journalist and his "buttering skills". To his ultimate disgrace, he was never obliged by the slick ambassador, despite his publicly self-demeaning conduct. But later these very skills worked well with the successor political government and he landed a cushy government job in Islamabad. The moment the government was ousted, his columns started attacking his previous employers. Still he retains his claim to be an "impartial and objective" analyst and writer and does not include himself in the long list of trapeze artists that crowd the media circus in Pakistan. Nayyar Zaidi (Also contributed for The News/Jang) January 27, 2000 : This article is in response to Mr Shaheen Sehbai's Who will bell the bad, fat cats?. The author would like to clarify that it is not a personal attack, but an attempt to question the ideas and personal allegations expressed in the above article. In the words of the author, What proof did Mr Sehbai offer that the 12 people mentioned in the article had become millionaire(s) overnight and that the wealth they allegedly earned was unlawful?  "Who will bell the bad, fat cats?" This is a model piece of journalism i.e. it "reflects superficial thought and research, a popular slant and hurried composition...as distinguished from scholarly writing."(Webster's Encyclopedic Unabridged Dictionary of the English Language). We all live in the proverbial glass house. Of course, anyone may decide if and when to cast the first stone. You have recklessly exercised that option. It is one thing to "measure" someone by a "yardstick". However, it is downright cruel to flog people publicly with what you may misguidedly characterize as a "yardstick". You refer to Minhaj Barna as "the once-revered...who led the trade union movement of journalists... (but) accepted so petty, temporary and at times demeaning jobs that the entire profession could only hang its head in shame...." Barna Saheb is still revered! What is a "petty" and "demeaning" job? Did he put an honest day's work in whatever job he held? Was he qualified for the job, no matter how petty and demeaning? It is better to do a demeaning job than to demean the job one does.

The "entire profession" of journalism ought to have hung its head in shame not because Barna Saheb allegedly sought and accepted "demeaning jobs" but because he had to do so. He did so much for this "entire  profession" and yet none of its self proclaimed vigilantes came to his rescue in his old age and in his time of need. What do you want? Journalists of "integrity" should murder their families and then commit suicide in their twilight years simply to please hypocrites among their ranks? Without responsibilities, we are all capable of being very bold. It is the welfare of those whom we love that makes us stoop--sometime to our own disliking. There is no such thing as objective and/or independent journalism. Let me give you an insight into the proper use of analogies because an analogy contains the genetic map, so to speak, showing you exactly the nature of the beast.

Media is called a watchdog, correct? The analogy of a watchdog tells us that it is definitely "owned" to protect certain specific interests. A watchdog is always on a leash. The owners must ensure that the dog doesn't relieve itself on the property of others just because it perceives itself as an "independent dog"! The watchdog is supposed to bark only at strangers and outsiders. If it barks at the owners or at fellow dogs, it becomes an irritation--not to be tolerated indefinitely. The day it bites or attempts to bite, it is put to sleep. For the time being, I am leaving your subtleties alone. But tell me, since when has someone trying "to please a lady...in Washington" has required observers to send a reference to the Journalistic Accountability Bureau (JAB)?

You are from Peshawar. Be understanding of the fundamental human right that "Har Bandey Nu'n Dil Peshauri Karan Da Hukk Hai" (Sorry folks, this cannot be translated). As for taking photographs at a farewell dinner or at the airport, let me say that "parting is such sweet sorrow" that I don't blame anyone for preserving it on the film for pure academic pleasure later on. You accuse "stalwarts of the profession" of "waiting outside the offices of petty bureaucrats" to "get an extension of their foreign assignment". Every journalist is not fortunate enough to have an unabashed practitioner of nepotism as an uncle at a major newspaper. Please understand that God Almighty did not allow us to choose our parents. The same goes about uncles! So, don't rub it in! The Pakistani "journalists" living or stationed here (in the West)have no right to judge their distant peers who live and practice journalism in a totally different environment. The only exception would be those who come out in public moaning and groaning about being victimized. We do not need an Altaf Hussain of journalism in United States! If you wish to hold peers accountable, a proper way is to evaluate their work and products. This can be done by taking specific stories and columns and measuring them with the "yardstick"of journalistic and linguistic principles. This may be done in a "media watch" type of column. Using your own approach, of suspecting the motives (the hidden agendas), please consider this (and correct me, if I am wrong): The DAWN-USA.com is a business for profit web-site owned by you and/or your immediate family. You have advertisers who sponsor on the basis of "traffic" to the web-site. Your advertising rate also depends on the number of people who visit.

Please answer these questions, if you have any respect whatsoever for your own "credibility", if any, and "integrity", if any:

1) Are you losing your main source of income (DAWN Correspondent) in near future and, therefore, need to boost your income from other sources (like your web-site business)?

2) Have your web-site revenues fallen to a point where advertisers may withdraw unless you boost the traffic?

3) Or, you already have or plan to ask the advertisers to increase their rates because of the purported or anticipated increased traffic to your web site (as a result of this reckless attack on the professional integrity of your peers and others)?

It is this last possibility that disturbed me enough to oppose your approach. You may continue this disconcerting approach simply to maintain traffic to your web-site. By wilfully using a "popular slant" (see para three) you may be trying to increase your income at the expense of other peoples' reputations. This sort of attack is not protected by First Amendment, to the best of my belief. Please consult your lawyers (if it is Maggio & Kattar, please show it to them for your own sake, please). I give unsolicited advice only when I believe that irreparable harm could be caused to someone, if I (temporarily or forever) held both my peace and piece! The added controversy that may follow my response, may help you in the short-run, increasing "traffic" to your web-site. Perhaps, you used the term yardstick only as a figure of speech. It is one nasty instrument in real life. It is 36 inches long, it is very stiff and, if applied ruthlessly, it causes unbearable pain. This is why the prudent amongst us do not ask for it! 2002: Dr Tahirul Qadri was one of those who supported the sham referendum of a US Backed Military Dictator General Pervez Musharraf: The government has its own line-up. 2008: The man, who rigged 2002 polls, spills the beans  ISLAMABAD: The main wheeler and dealer of the ISI during the 2002 elections, the then Maj-Gen Ehtesham Zamir, now retired, has come out of the closet and admitted his guilt of manipulating the 2002 elections, and has directly blamed Gen Musharraf for ordering so. Talking to The News, the head of the ISI’s political cell in 2002, admitted manipulating the last elections at the behest of President Musharraf and termed the defeat of the King’s party, the PML-Q, this time “a reaction of the unnatural dispensation (installed in 2002).” Zamir said the ISI together with the NAB was instrumental in pressing the lawmakers to join the pro-Musharraf camp to form the government to support his stay in power. Looking down back into the memory lane and recalling his blunders which, he admitted, had pushed the country back instead of taking it forward, Zamir feels ashamed of his role and conduct. Massively embarrassed because he was the one who negotiated, coerced and did all the dirty work, the retired Maj-Gen said he was not in a position to become a preacher now when his own past was tainted. He said the country would not have faced such regression had the political management was not carried out by the ISI in 2002. But he also put some responsibility of the political disaster on the PML-Q as well. The former No: 2 of the ISI called for the closure of political cell in the agency, confessing that it was part of the problem due to its involvement in forging unnatural alliances, contrary to public wishes. Zamir’s blaming Musharraf for creating this unnatural alliance rings true as another former top associate of Musharraf, Lt-Gen (retd) Jamshed Gulzar Kiyani has already disclosed that majority of the corps commanders, in several meetings, had opposed Musharraf’s decision of patronising the leadership of the King’s party. “We had urged Musharraf many times during the corps commanders meeting that the PML-Q leadership was the most condemned and castigated personalities. They are the worst politicians who remained involved in co-operative scandals and writing off loans. But Musharraf never heard our advice,” Kiyani said while recalling discussions in their high profile meetings. He said one of their colleagues, who was an accountability chief at that time, had sought permission many times for proceeding against the King’s party top leaders but was always denied. Kiyani asked Musharraf to quit, the sooner the better, as otherwise the country would be in a serious trouble. Ma-Gen (retd) Ehtesham Zamir termed the 2008 elections ‘fairer than 2002’. He said the reason behind their fairness is that there was relatively less interference of intelligence agencies this time as compared to the last time. But he stopped short of saying that there was zero interference in the 2008 polls. “You are quite right,” he said when asked to confirm about heavy penetration of ISI into political affairs during the 2002 elections. But he said he did not do it on his own but on the directives issued by the government. Asked who directed him from the government side and if there was somebody else, not President Musharraf, he said: “Obviously on the directives of President Musharraf.” Asked if he then never felt that he was committing a crime by manipulating political business at the cost of public wishes, he said: “Who should I have told except myself. Could I have asked Musharraf about this? I was a serving officer and I did what I was told to do. I never felt this need during the service to question anyone senior to me,” he said and added that he could not defend his acts now. “It was for this reason that I have never tried to preach others what I did not practice. But I am of the view that the ISI’s political cell should be closed for good by revoking executive orders issued in 1975,” he said. Responding to a question regarding corruption cases that were used as pressure tactics on lawmakers, he said: “Yes! This tool was used, not only by the ISI. The NAB was also involved in this exercise.” Former corps commander of Rawalpindi, Lt-Gen (retd) Jamshed Gulzar Kiyani said majority of corps commanders had continued opposing Musharraf’s alliance with top leadership of the PML-Q. “Not just in one meeting, we opposed his alignment with these corrupt politicians in many meetings but who cared. 2006: Party to re-elect Musharraf: Pervaiz : LAHORE, March 23: Chief Minister Pervaiz Elahi says the PML will re-elect Gen Musharraf president-in-uniform to ensure the continuity of his policies which saved the country from default and being tagged as a terrorist state. Addressing a workers convention here on Thursday, he said the PML wanted the country to continue to progress under the leadership of Gen Musharraf. He said no matter whether somebody liked the idea or not, the PML would choose President Musharraf for another term. The chief minister’s speech set the tone, and most of the speakers who addressed after him, including the prime minister, praised the leadership qualities of the president and said he was the leader of the PML. Pervaiz Elahi said it was because of the policies and strategies of the president and the prime minister that the country was able to spend billions of rupees on education and health. He said President Musharraf was more tolerant in his attitude compared to the so-called democratic leaders of the past. Without naming anyone but leaving no doubt that he was referring to the late Zulfikar Ali Bhutto, the chief minister said he had dismissed the opposition parties’ governments of Balochistan and the NWFP within six months of their installation. In comparison, he said, Gen Musharraf had been tolerating the MMA government for the past three years despite a difference of opinion. He said a strong PML had always been in the interest of the country. He recalled that when the PML got weaker a leader, an obvious reference to Mr Bhutto, got an opportunity to disintegrate the country. The nation would never forgive such a leadership, he said. He recalled the role of the Muslim League in the creation of Pakistan. He was all praise for the Sindh Assembly which was the first legislature to adopt a resolution in favour of Pakistan. He said the PML was working well in the provinces at present. He believed that the country would make progress under the leadership of President Musharraf. 2008: TMQ activists besiege Aaj TV offices in Islamabad Saturday, November 08, 2008 LAHORE: Activists of Tehreek-e-Minhajul Quran (TMQ) besieged Aaj TV offices in Islamabad on Friday against the alleged use of ‘indecent words’ against their chief Dr Tahirul Qadri in one of its programmes. According to the TV channel, over 150 TMQ activists besieged the TV offices to protest the use of ‘improper language’ against Qadri by Mushtaq Minhas and Nusrat Javed - hosts of the show Bolta Pakistan. They carried placards rebuking the show and shouted slogans against the hosts. They also demanded an apology from the TV channel’s administration. The channel said they continued to receive threats and indecent mobile phone text messages throughout the day. Aaj TV Executive Director Talat Hussain said the TMQ should have talked to the channel’s administration if any of its programmes had hurt its feelings instead of surrounding the building. 2004: Musharraf's uniform a secondary issue: Altaf By Bureau Report 08 September 2004  , Sept 7: Muttahida Qaumi Movement chief Altaf Hussain has said that whether President Gen Pervez Musharraf remains in uniform or decides to doff it is a secondary issue because every government in Pakistan has sought protection of the military uniform. Speaking at the Peshawar Press Club's 'Meet the Press' programme here on Tuesday, he said the issue of uniform would be there as long as a people's government was not established in the country. Every ruler in the past had sought the help of the 'uniform' and compromised on principles, he added. He said that former prime ministers, including Zulfikar Ali Bhutto, Benazir Bhutto and Nawaz Sharif, had formed their governments with the help of the 'uniform'. The Jamaat-i-Islami supported Gen Ziaul Haq, who also was in uniform, for 11 long years, but now JI chief Qazi Hussain Ahmed was opposing a president in uniform to hoodwink the nation. Mr Hussain demanded that the NWFP be renamed because the present name did not reflect the identity, culture and psyche of its people who had been demanding the change of name since the inception of Pakistan. He was of the opinion that if the NWFP was not renamed as Pukhtoonkhwa or Pukhtoonistan or whatever its people wanted, they (the people of the province) might resort to other means to have a name of their choice. The MQM chief said the federation of Pakistan must give equal rights to all its federating units. Use of brute force, he added, would not keep the country intact. Paying rich tribute to late Khan Abdul Ghaffar Khan, he said that Bacha Khan was a genuine leader who had given a sense of freedom and independence to his people and launched a protracted but non-violent struggle against foreign rule. He said the name NWFP was a remnant of the colonial era and, therefore, must be changed. If the rulers were reluctant to rename the NWFP, they should change the names of other provinces, he added. Referring to 9/11, he said this single event had brought about profound changes in geo-politics. "Friends have become foes and foes have turned friends." In Pakistan, the rulers abandoned the Taliban and the Jihadi groups and joined hands with the United States and its other allies to protect Pakistan's interests in this part of the world. He said his party had joined the government in order to eradicate the decade-old backwardness and poverty and to steer the country out of a crisis which was posing a threat to its existence. The MQM was the only political party, Mr Hussain said, which represented the middle-class of Pakistan and it had survived many operations since its formation in 1984. He denied that the MQM had any plan for carving out a Jinnahpur out of Pakistan or that it was a separatist organization which wanted to dismember the country. He said that the forefathers of the people in the MQM had sacrificed their lives for Pakistan. "Our people are residents of the province of Sindh and this is now their only identity," he added. 2007: * Railways minister says govt has enough votes to elect Musharraf * Sher Afgan says Musharraf may doff uniform to seal deal with BB Staff Report LAHORE: President General Pervez Musharraf will seek re-election from the current parliament in uniform, Railways Minister Sheikh Rashid Ahmed said on Monday. “The government has enough votes to re-elect President Musharraf from the existing assemblies,” Ahmed told a press conference at Pakistan Railways Headquarters here. He added that the Pakistan People’s Party (PPP) would support the president’s re-election. He said the government does not want any major party to quit from the parliament during the presidential elections, but added that if the opposition does opt to resign, “one of the major political parties will not do so”. Asked about the PPP’s reservations regarding the president’s uniform, he said “All matters are settled, and the uniform is no big problem. However, the president has a programme to doff it and will himself take the decision in this regard according to the Constitution.” About the recent meeting between Gen Musharraf and PPP Chairwoman Benazir Bhutto, the minister said that it was the start of a final round of negotiations between the government and PPP. “It was not the first meeting between Benazir Bhutto and President Musharraf. Agencies add: Gen Musharraf may hang up his army uniform to pave the way for a pact with Bhutto, Parliamentary Affairs Minister Sher Afgan Niazi said on Monday. Musharraf and Bhutto held secret talks in Abu Dhabi on Friday on a pre-election power-sharing deal, but reached no agreement on two key issues, Niazi told AFP. The sticking points were the issue of Musharraf’s dual role as president and head of the army and a bar that prevents Bhutto having a third term as premier, he said. “The two met in Abu Dhabi on Friday to hammer out a political understanding so that moderate forces can join hands to defeat extremists in the coming general elections,” Niazi said. Niazi said he believed that Musharraf “would be willing to shed his uniform if he has the PPP and the ruling Pakistan Muslim League behind him”. Nusrat hits back at PFUJ

ISLAMABAD: Senior journalist, analyst and television talk show host Nusrat Javeed has responded strongly to a four-member special committee of the Pakistan Federal Union of Journalists (PFUJ) following allegations of corruption leveled against him. Addressing Muhammad Amin Yousaf, chairman of the committee and the secretary general of the PFUJ, Nusrat said he did not feel too good with the tone of the chairman’s letter. “In your letter I have been projected as if belonging to a dirty group of journalists who are found habitually involved in financial scams/blames/charges." The PFUJ had constituted a committee to probe allegations of corruption against 19 journalists who allegedly took plots of land, cash and other favors from property magnate Malik Riaz. Nusrat’s name was also on that list.

“While issuing a visibly strong-worded 'show cause notice' to me, you have invoked Article XXII and Rule 3 of the PFUJ's constitution. Doing this, you simply ignored a fundamental principle of justice which clearly suggests that allegations only attain some worth if appropriately put before an appropriate forum,” wrote Nusrat who works for Aaj TV.

“My inclusion in a list of media persons allegedly getting money from Bharia Town owner was generated through social media. No one owned it, but in my specific case it was widely spread by Dr Awab Alwi, the son of a PTI leader in Karachi and his supporters who are found diligently engaged in spreading the revolutionary message of Imran Khan. “Through my writings and talk show, I have been consistently challenging the 'revolutionary credentials' of this group. Yet, none of them ever dared to approach an appropriate forum, including the PFUJ, with any evidence of corrupt practices by me.

“All of them rather continuously 'disown' issuing the said list. Yet, you and the PFUJ considered the same list worth probing. While putting questions to me on the basis of it, please also make some effort to locate those who are spreading stories to malign your colleagues like me.”

Nusrat said he was not a novice to journalism. “Since 1975, I did nothing but full-time journalism and most of my community members should have been knowing all about me. I feel hurt when instead of relying on your empirical and anecdotal exposure to my person and living style, my comrades and colleagues have asked me to defend myself against a set of allegations, which no one is willing to own before any court or any other appropriate forum. I rather anticipated and perhaps deserved fierce defense from my comrades and colleagues instead of getting a visibly strong-worded 'show cause notice' from you.”

He then goes on to give details of his two bank accounts in Pakistan and says except for those two, he does not have any other account, both within and outside Pakistan.

“During the second government of Ms Bhutto, after thorough probe by all the intelligence agencies, a list of Islamabad-based journalists was furnished. Since they were found living on rent for years, they were to be allotted modest apartments in a complex at G-8. I agreed to get my name included in this list after much pleading by friends and well-wishers from my community.

“But eventually the government was packed and the whole project was abandoned. Twice, I was warned to pay outstanding dues to an unfinished apartment in an abandoned complex to retain its possession. Via forensic analysis of my late mother-in-law's account, you can find out that she, not me had paid those dues from her savings with the idea of providing a roof to her only daughter.

“My wife completed construction of the said flat with her own savings and income. Since no one is willing to live in that flat on sufficient rent, I am now in the process of selling it off.

“With the money that I may get for selling the said flat, I plan to at least start construction on a plot of land that I got along with 1200-plus colleagues of mine in Media Town of Loi Bher.

Nusrat said many years ago, he had distributed his share in his inherited property in Lahore to his brother and five sisters. “Except the above-mentioned properties, I have no immovable assets anywhere, both within and outside Pakistan.”

“Currently, I live in House 22, Street 20, F-8/2, Islamabad. This is a house that my father-in-law had constructed; he retired as a grade 22 officer. His pension from the UN and some money inherited by his wife helped construction of this house. My wife and her two brothers are now the owners of it. But both my brothers in law are in no haste to dispose of the said house; primarily considering the fact that their only sister is married to a so-called "star anchor and celebrity journalist," who you have now found among the company of media persons with reputation of being corrupt. In the same context, my wife also owns a 10-canal piece of land in Shah Allah Ditta, a water deficient village beyond Golra Sharif in Islamabad.

“In the meantime, please try to establish a welfare fund as well that I can approach to meet everyday expenses of my living in those months, when I do not get any penny from any of the organizations that I work and write for. Zamir Niazi’s second major book was the Press Under Siege (1992). This book dealt with the violent post-Zia years up to 1991. These were the years of the rise of the MQM in Karachi and hardly anyone dared to report, much less criticize, the violence of the MQM against the press. Zamir Niazi, despite his support of the ordinary people of Karachi and some of the issues the MQM dwelt upon, did not hesitate to write against the high handed tactics of the MQM workers just as he reported such events elsewhere. The book ended with a moving appeal to the civil society to value the press. He wrote:

... we all have to stand up today against the twin menace of state restrictions and street barbarism. Perhaps it will be our last chance to do so. Perhaps tomorrow it will be too late. DUBAI: MQM leader Altaf Hussain on Friday night twice threatened, although in very guarded and reluctant tone to unleash his followers if his party was pushed to the wall. What he meant by this was not explained and left to the imagination of listeners and viewers. But while threatening to let loose his forces against unknown and unnamed enemies, Altaf Hussain also twice offered full support and cooperation specifically to the Pakistan Army and the ISI to counter the various conspiracies that he thought were being hatched against Pakistan. At one stage he said if army and ISI joined hands with him: “We could even defeat the super powers.” This threat from the UK and US was always in the back of his mind as his continuous effort was to arouse and emotionally excite and activate his followers by referring to his death or murder, or disappearance from the scene. Why suddenly the MQM leader has become so worried about his life has not been explained and his three hours of live TV also did not throw much light on this specific aspect but analysts believe what could be bothering him may be the fast forwarded investigation into the murder of Dr Imran Farooq and the reported arrests of two suspected killers who have allegedly confessed their links to the MQM and may lead the Scotland Yard to the MQM head office in London, whether on the Edgeware Road or Colindale address. The drama and the casual, informal address to his workers, which was deliberately couched as a news conference to get maximum TV time, which it got, hardly addressed any core issue confronting Karachi and Pakistan as on most of these main questions Altaf Hussain either remained evasive or did not respond at all. He did not answer any charge raised by PPP leader Zulfikar Mirza saying he would not respond to that mad man, he did not touch the issue of his highly controversial remarks about breaking up Pakistan in front of Pir Mazhar and Mr Mirza, he ignored the Tony Blair letter totally, he did not deny that his party indulged in target killings, he refused to accept that not just his party but others also had a stake in peace of Karachi. But the most pathetic part of his address was his explanation and defence of the May 12 events which left his viewers and the nation reeling as May 12 is so fresh in everyone’s mind and what MQM did that day could never be denied in the manner Altaf Hussain did. His explanations only lowered his credibility. There is no question that MQM was totally incharge of all Home Ministry on May 12 and the MQM leader Wasim Akhtar was seen in numerous TV interviews claiming to be incharge and controlling the situation. The way containers, which were under control of another MQM minister Babar Ghauri, were used on that day cannot be brushed away by such belated and unbelievable explanations. How the Sindh High Court was besieged is for lawyers to elaborate. On May 12, I was also in Karachi and heading an important TV channel and I know personally how MQM tried its best to plant tailor-made video clips in our transmissions to prove that PPP and other parties were involved in the killings that were going on in Karachi. On that day I tried to present a balanced picture of the day’s events as head of the TV channel and when I showed a zoomed-out full view of the public meeting of Mr Altaf Hussain, within 3 minutes London started calling my channel bosses and shouted abuses because the wide empty spaces in the crowds had been exposed by the TV shots. It was not surprising then that within two days the Mohajir Rabita Council, a MQM dominated body of Karachi, issued a hit list of 10 journalists who they claimed were “haters” of MQM and my name was also included in that list. Altaf Hussain conveniently left the doors of an alliance and cooperation with PPP open in his press conference and repeatedly called President Asif Ali Zardari his brother while he made a preposterous claim that US had paid millions of dollars to Asfandyar Wali Khan of ANP and Nawaz Sharif’s party had big arsenals of weapons. He never presented any evidence to substantiate both these charges. Twice he said that MQM was prepared to join hands with PPP “for peace in Karachi” but he did not go into details of the long-winded negotiations, which are on-going between their teams in Karachi, Islamabad and London. The obvious message was that MQM wanted quickly to get back into power as the heat outside the power corridors was getting too hot to handle. The MQM leader’s long and comical thesis that Pakistan was under attack and threatened with a break up by quoting an odd book, some research writers and a couple of newspaper reports was probably the weakest part of his harangue as he could not convince anyone who even has a modicum of intelligence and knowledge about these theories. Such articles have been published ever since the country was created and Altaf Hussain needed much more solid evidence if he went public with this charge. Finally he appeared to be a man in the middle of a serious crisis, threatened by the acts of omission and commission that were catching up with his party, and may be personally against him, and the three-hour press outing was an attempt to justify whatever may be coming towards him as a runaway train, without brakes. May 30 (Reuters) - Three Pakistani journalists working for foreign news organisations in Karachi found bullets placed in their cars in what a local media body described on Wednesday as an attempt to intimidate the press into silence. "It is very threatening. This is a serious issue. It is an attempt to gag the press, but we will not compromise on our objectivity," Mazhar Abbas, secretary-general of the Pakistan Federal Union of Journalists, told Reuters. Karachi has been tense since May 12, when nearly 40 people were killed in clashes between rival political groups, that disrupted a visit to the city by suspended chief justice Iftikhar Chaudhry. Chaudhry is at the centre of a crisis that has gripped Pakistan since President Pervez Musharraf tried to sack him in March. Muttahida Qaumi Movement (MQM), the party controlling Pakistan's biggest city and an ally of Musharraf's and member of the coalition, has denied accusations that its workers played a big part in the Karachi bloodshed. Last week, a shadowy group associated with MQM issued a list of a dozen journalists, terming them "enemies". Two of the journalists who received bullets were on the list. An envelope containing a bullet was taped to the windscreens of vehicles belonging two journalists, while a similar envelope was thrown inside the car of a third late on Tuesday. Karachi police chief Azhar Farooqi said investigations were underway. Pakistani media has flourished and many new television channels have opened up since Musharraf seized power in a bloodless military coup 7-½ years ago. However, media groups say there has been a growing pressure on the media since the judicial crisis erupted. Television stations have been attacked and journalists have been threatened for covering countrywide protests by lawyers and opposition groups. "Threats against journalists are mounting in Pakistan and the government must take immediate steps not only to protect journalists, but to actively seek out and bring to justice those who would harm them," Bob Dietz, the Committee to Protect Journalists Asia programme coordinator, said in a statement last week. MQM denounced threats to journalists, though the list was circulated by Mohajir Rabita Council, a group linked to the party representing Urdu speakers who migrated to Pakistan from northern India during partition of the Sub-Continent 60 years ago. "These threats are aimed at creating a rift between journalists and MQM," Farooq Sattar, parliamentary leader of MQM, told Reuters. (PPF/IFEX) - The Mohajir Rabita Council (MRC), an ethnic political group in Pakistan's southern province of Sindh, has issued a list of twelve Pakistani journalists it denounced as being "chauvinists", and criticized their alleged role in the violence during protest rallies held in Karachi on 12 May 2007, during the visit of the suspended Supreme Court Chief Justice Iftekhar Mohammed Chaudhary to the city. The MRC is considered to be closely associated with the Muttahida Qaumi Movement (MQM), the party allied to President Pervez Musharraf and the main coalition partner in the Sindh provincial government. In a press statement, the vice-president and secretary general of MRC said the organization had established a special unit to inform the new generation about their "enemies". The statement also condemned certain television programmes and accused them of "playing a dangerous game to destroy Pakistan by igniting linguistic prejudices." The names of the journalists on the list include: Zafar Abbas of the daily newspaper "Dawn"; Azhar Abbas of Dawn TV; Mazhar Abbas of AFP; Ayaz Amir, a "Dawn" columnist; Sajjad Mir of TV One; Irfan Siddiqui of daily "Nawa-e-Waqt"; Dr. Shahid Masood of Geo TV; Aneeq Ahmed of ARY TV; Asfar Imam of Aaj TV; Zahid Hussain of Geo TV; Shaheen Sehbai of ARY TV; and Zarar Khan of AP. ISLAMABAD — A letter likely to point to the murderers of former Sindh governor Hakim Said has been reportedly recovered by Scotland Yard from the house of slain Muttahida Qaumi Movement (MQM) leader Dr Imran Farooq. Earlier, several MQM workers, allegedly involved in Said’s murder on October 17, 1998, were arrested and subsequently sentenced to death by an anti-terrorism court. However, on May 31, 2001, the Sindh High Court acquitted all the accused in the case for failure of the prosecution to produce terrified witnesses. The letter, said to have been written to Dr Farooq by one Javed Turk, is part of a number of documents impounded from the MQM leader’s house as part of the ongoing investigation into his murder. Said, who established Hamdard Foundation in 1948, was a well known scholar and philanthropist. After his murder, the then prime minister Nawaz Sharif dismissed the province government of his party and imposed governor’s rule in the province. Translated documents, recovered from Farooq’s house, are helping Scotland Yard to zero-in on suspects in Farooq’s murder case, sources said. Scotland Yard has recently questioned an activist of the MQM. Former Sindh senior minister Dr Zulfiqar Mirza has accused the MQM of assassinating Hakim Said and Imran Farooq saying the orders came from MQM chief Altaf Hussain. The MQM has rejected the allegation as absurd. Knowledgeable sources have claimed that the MQM UK chapter has taken strong exception to the direction the murder case probe has taken and has even reportedly protested to the UK government. Altaf Hussain last month accused Pakistan’s intelligence agencies of feeding poisonous material to London police against him and his party. Altaf has been out of public view for past about a fortnight amid reports that London police had stopped him from escaping to South Africa citing security reasons. The British High Commissioner in Islamabad has, however, refuted reports that Altaf is under house arrest. Zamir in Urdu means "conscience", and since his hook Press in Chains (Karachi Press Club, 1986) came out, Zamir Niazi has been the voice of conscience of the Pakistani press, its society and government. Press in Chains is a detailed history of government control and coercion of the press in Pakistan since 1947, and is distinguished by its thorough documentation—no incident was cited without attribution, a feature which is lacking in much of the history written in Pakistan. The book became an immediate bestseller and went into many reprints, both in Pakistan and India. Niazi followed his pioneering work with two more: The Press Under Siege, a look at the violence against and intimidation of the press from non-government sources, and The Web of Censorship, which exposed the culture of self-censorship in the press. Now 67 and stricken with cancer, Niazi remains very much a fighter for press freedom, and is preparing his fourth book. Himal caught up with the author in his Karachi home, against the backdrop of the very public row between the Sharif government and the Jang Group of Newspapers. (See Commentary page 8)

• How do you view this ongoing tussle between the government and the Jang Group?

Jang has always been a loyal follower of each and every government. It has been a very docile institution. Us circulation in various cities is more than the combined circulation of all the other papers. From the beginning, its founder and father, Mir Khalilur Rehman, who single-handedly made the paper into an institution and became an institution himself in his own life, knew how to run a business. Some 15 years back, in an interview, the Far Eastern Economic Review had asked him what his paper's policy was. He replied, our policy is to have no policy. He meant: We are with everybody, we don't believe in criticism or an adversarial role, we just do what the government and the people want. After his death, his very able sons have faithfully carried out this policy.

The present battle between Jang and the government has been going on for the last seven months. At first we thought it was a superficial fight. But then I read about the Jang Group Editor-in-Chief Mir Shakils press conference [in which he released tapes of his conversations with government officials including Senator Saifur Rehman] and I was shaken. The senator asks Mir Sahib to dismiss journalists, not to write anything against the prime minister, to support the Shariah Bill. On BBC, the senator admitted this in so many words and criticised Mir Shakil for taping the conversations. I think he [Shakil] did the best thing. This was the only proof. He was pushed to the wall. What else could he have done?

• So you think that whatever Mir Shakil did was justified?

Yes! He did great service not only to Jang but to the entire profession. Today the government is pressurizing Jang and if Jang surrenders, tomorrow they will pressurise Dawn. Then Nawai Waqt. We have to fight this thing. This is not a fight between Shakil and Saifur Rehman. This is a fight between the press and the government.

• There have always been government attempts to influence or control the press. How do you compare past attempts with this one?

This time the attempts have become ruthless. They've forgotten all norms of decency. The government wants to turn Jang into a Pravda.

• The South Asian press has frequently been accused of adventurism. Governments have blamed the press for going beyond the call of constructive criticism. There are such allegations against Jang now.

Where will you draw the line? Who is going to draw the line? I've been in the profession since 1954. Each government says the same, "We welcome constructive criticism." Who decides what is constructive criticism?

I'll give you examples of limits in different periods. After the imposition of the first martial law, during Ayub Khan's period, criticism of the defence forces was out. In the same period, after [Zulfikar Ali] Bhutto became the foreign minister, you couldn't write anything on foreign affairs. In Bhutto's era, the limits changed—if somebody was Bhutto's friend, you couldn't criticise him. In Zia-ul Haq's period it was something more. Because of the long period of dictatorship, every small guy in his institution became a dictator. Then you couldn't even write about the railways or the PIA or the civic bodies such as the Karachi Municipal Corporation or the Karachi Development Authority. So who is going to define the limits?

• How do you compare press freedoms in Pakistan with that in other countries of the region?

In the entire SAARC region, the press is free in India only. Sri Lanka and Bangladesh are the same as Pakistan. In India, except for the 17 months' Emergency during Indira Gandhi's rule, the press remained free. But our press has remained in chains for 40 years. Despite that, Kuldip Nayyar told me that the Pakistani press is bolder than India's, because we people have learnt the art of saying things between the lines.

For example, April 4th, the day Bhutto was hanged in 1979, is also the day that Martin Luther Kingjr was assassinated in 1968. On the first anniversary of Mr Bhuttos execution [because we could not write on him], we wrote articles paying tributes to Martin Luther King. An influential member of the Ministry of Information told me, "We know that you are telling people, today is the death anniversary of Bhutto, we know it."

Our press has been ruthlessly suppressed in our short history of 50 years. And look at what is happening even now. This is a so-called democratic era and the man [Nawaz Sharif] who claims every week to have a heavy mandate', look at what he is doing to the press.

• Did this tradition of muzzling the press start very early on in Pakistan's history?

I have mentioned it in detail in my first book. Three days before Pakistan came into being, on August 11th 1947, Jinnah made his first speech. In that speech he explained the secular nature of the polity of the new nation. Some people, with the backing of some bureaucrats, tried to censor that portion of the speech. So this thing started right from the word go.

• The press attempts to evade governmental influence by seeking revenue from the private sector. If it faces censorship from that sector as well, what can a newspaper do to survive?

It's a walk on a razor's edge. There are journalists who are trying to fight both forms of censorship. But one must remember that for a good cause you will always find only a minority. The redeeming thing, however, is that this minority ultimately triumphs. It takes time but it does happen. One should always dream. Dreams should not die. Your dreams are your identity. So many Utopias have proved to be nightmares. But there is still a Utopia.

• You have written about government attempts to curb press freedom and of other forces within society which intimidate the press. Which of these is more sinister?

Some six months back I thought the darkest period for the press was Zia's martial law, and that perhaps even more dangerous was when he lifted censorship and we fell into selfcensorship. That destroyed our faculties. But seeing what has been happening over the last week or so, I am in much pain. I used to say that now the worst is over. But I think I was wrong. Something terrible is happening. We have to stand united. Every citizen must stand up for their rights. It is our right to know. You, can't take that away.
