Interview with Agha Humayun Amin, Major (Retired)

The first event was 1984 mobilization. Pakistan Army was in bad shape and would have come to certain grief if India had attacked. We were mobilized and concentrated at Qila Sobha Singh near Pasrur. Tanks were in bad shape and the nuclear deterrent was not there. Only assassination of Indira Gandhi averted the disaster that Pakistan was sure to face. The second event was 1987 mobilization in face of Brasstacks. Again the Pakistani military was in bad shape but disaster narrowly avoided because Indians had no long term strategic vision. The Indians lost three golden chances to strategically reduce Pakistan in size in 1971, 1984 and 1987.Now Indians will reap the harvest of destabilization, which would be difficult to foresee as well as handle. Utopians in India are jubilant that Pakistan has made peace with India. Nothing in reality can be farther from the truth. The recent sudden angelic desire on part of the Pakistani establishment to make peace with India has nothing to do with any major shift in Pakistans foreign policy written in the Pakistani military headquarters popularly known as the GHQ. The Pakistani apparent shift is merely a tactical response to extreme confrontation with the US over perceived US view that Pakistan is playing a double game in Afghanistan. This is similar to Musharrafs flirtation with India from 2000 to 2007 which in reality was a gambit to prevent a two front war with Afghanistan occupied by the USA and a hostile India in the east. Jaswant Singh, General (R) Pervez Musharraf & LIES.


The spark of tensions never dies on the frontiers of the countries involved in decade long disputes over territories and is always surrounded with animosity and suspicion. The feelings are almost reciprocated in all areas of activities the countries are involved into. What follow is inconclusive debates, skewed remarks, and fresh controversies. Indulged in such strain relationship for decades now are India – Pakistan, with the history of having fought four wars already. Their relationship has seen all shades of grey as well as pink over the years. The various attempts of restoring normalization have stumbled across many roadblocks. So when the representatives of these countries are given a platform to discuss and not debate their version of insight into issues, we are exposed to altogether different ideas. Speaking from the Indian version is the former Foreign Minister of India, Jaswant Singh, who held the position during the National Democratic Alliance rule from 1998 to 2004. Representing the Pakistan’s point of view is the Former President, General Pervez Musharaff, in power from 1999 to 2008. What makes the discussion more interesting is the fact that they both held the most controversial positions at a time when the countries were at tiff during the ongoing 1999 Kargil war. Then chief of Pakistan Army during the Kargil war, General Pervez Musharaff, affirms that for peace, both the countries needs to move from their stated position and solutions may differ but was certainly sought by the Pakistan Government. Involved in resolving the Indo- Pak Kargil War as a foreign minister then, Jaswant Singh believes that sensitivity of both the countries relationship is unmatched and despite the odds they have bright future ahead. Both the counterparts have strong arguments on the human right violation from their respective ends and blame the west for heir hypocrisies on these issues.  ISLAMABAD Eleven years after the fateful night that put an end to his military career, General (retd) Ziauddin Butt disclosed that General (retd) Pervez Musharraf had plans to topple the elected government since his inception as Chief of the Army Staff (COAS) in 1998. “I do know personally that he had some such plans since October 1998 when he assumed the office of the COAS,” said General (retired) Ziauddin in an exclusive but informal chat with Dawn at his residence in Lahore. General Ziauddin was “appointed” army chief by then prime minister Mian Nawaz Sharif on October 12, 1999, which triggered the series of events that led to the military coup later that night. The night proved to be no less tumultuous for Ziauddin; stripped of his military rank, he was kept in solitary confinement for two years at the headquarters of the 111 Brigade. In perhaps what is his first extensive interaction with the media, the military officer claimed that Musharraf was a “friend of mine”. At the same time, when pressed to talk further about the “plans” to carry out a coup, which dated back to 1998, the general refused to reveal anything else. He did, however, claim that the plan to topple the elected government was not a secret in the days leading up to October 12. “We were aware that General Musharraf and his cronies would take over.” Ziauddin told Dawn that armed with this knowledge the prime minister too had decided to remove General Musharraf though he (Ziauddin) was not aware of the details of what Nawaz Sharif had in mind. The government, he said, sprang into action when on October 12 Mr Sharif was about to proceed on a scheduled visit to Shujaabad, Multan. Shortly before he was about to leave the prime minister received a telephone call from a “reliable source”. This prompted the prime minister to remove General Musharraf. “To date Mian Nawaz Sharif has not disclosed who the caller on the other end was.” Ziauddin also said that despite heading the ISI, he was kept out of the loop by the rest of the military in the run-up to the coup. He explained that one of his junior officers, Major General Ghulam Ahmed, widely known as GA, was secretly reporting to Musharraf. He said that in the ISI, most of the postings were done by GHQ and hence if the DG ISI did not enjoy the confidence of the chief of army staff, he was not just ineffective but also helpless despite heading one of the strongest intelligence agencies in the country. He also disclosed that on the night of October 12, 1999, after the military had taken over, General Mahmud Ahmed visited him and suggested that he denounce the removal of Pervez Musharraf. Ziauddin refused and ended up in solitary confinement. “I refused to become party to the unconstitutional act carried out by the fellow Generals,” said Ziauddin. He held General Musharraf; then corps commander General Mahmud Ahmed; chief of general staff General Aziz Khan; vice chief of general staff Maj-Gen Ali Mohammad Jan Orakzai; DG MO Maj-Gen Shahid Aziz and others responsible for the coup. Clad in a blue t-shirt with white trousers, General (retired) Ziauddin said that the differences between the PML-N and the military emerged after the Kargil war. Siding with Sharif, he too claimed that Musharraf started the Kargil conflict without the prior approval and knowledge of the elected government. “Even the corps commanders and principal staff officers were kept in the dark.” After the conflict, the relations deteriorated rapidly; according to Ziauddin, Musharraf began abusing Sharif in private gatherings. Sharif learnt this because he was given an audio tape in which the chief of army staff was using insulting language against the prime minister. When asked about his reported close relations with the father of Sharif which is said to have led to his appointment as army chief in October 1999, Ziauddin could not help smiling before he answered that he had never met Sharif senior. Ziauddin also claimed that his name as the successor to Musharraf was suggested by secretary defence; Sharif had asked the secretary as to who was the senior most general after Musharraf and this is when Ziauddin`s name came up. “On October 12 when I went to PM house I was taken by surprise when I was given the letter appointing me as COAS.” He said that he was the senior most military officer on October 12, 1999. When asked about the reports which claimed that Ziauddin had no experience of commanding a corps, he said that he had commanded an infantry brigade and had been awarded the highest grade in the war course and that he had been personnel staff officer of COAS Aslam Baig for which the best brigadier of the army is selected. Besides this, he had also served as the Gujranwala corps commander. These reports about his previous military experience had surfaced after the coup, in a bid to highlight that Sharif`s choice for COAS had been inappropriate also because Ziauddin lacked the requisite experience. However, he claimed that this was not the first time his name had been considered for COAS. Even when General Jahangir Karamat`s replacement was to be finalised in October 1998, Ziauddin`s name was proposed along with those of Lt. General Ali Quli Khan and General Musharraf. “But at that time then secretary defence, Lt. General (retired) Iftikhar Ahmed Khan supported Musharraf for the post.” Ziauddin also claimed that Musharraf was all set to be removed by the former army chief General Jahangir Karamat because the latter had received some pictures and evidence implicating Musharraf in some immoral activities but for some reasons this did not happen. Talking about his arrest, General (retired) Ziauddin said he was kept in custody for two years. He said that he was told by a junior officer that he (Ziauddin) had been removed from service. Later, he added, he was given a hand-written order that he was removed under section 16 of the Pakistan Military Law and Manual of Pakistan Military Law but he was never court martialled. According to Ziauddin, the removal orders of any senior officer are to be signed by the prime minister or the president. But his dismissal orders, which were sent to the then president, Rafiq Tarar, were not signed by the latter. Evidently, the dismissal orders must have been backdated and signed by Pervez Musharraf once he took over as president, he conjectured. Ziauddin said that Musharraf confiscated his property and deprived him of his retirement benefits. The retired ISI chief today lives in a one-canal house owned by his wife. In 2008 Lieutenant General Jamshed Gulzar Kiani's forthright revelations on a TV channel about Kargil prove what this scribe stated more than 5 years ago.Lieut General Jamshed Gulzar Kiani called Kargil a debacle:-- The Kargil Conspiracy The Nation 29 May 2003 A.H Amin - There is general consensus on the fact that military juntas are convenient agents of change employed by larger powers to bring desired policy changes in smaller countries.This is more true for Pakistan where the USA has had a record of using the military juntas as agents of change . Ayub was cultivated in the 1950s and proved his worth as USA’s collaborator par excellence in destroying democracy in Pakistan . The Zia coup was US inspired and had complete US blessings since the USA viewed Mr Z.A Bhutto as a dangerously charismatic leader capable of uniting the Islamic/Third World ! Thus Operation Foul Play of 5th July 1977 ! When Liaquat Ali Khan the then prime minister of Pakistan warned the US Ambassador to Pakistan that the Graham Report on Kashmir must be presented in the UN by 15th October 1951 he was assassinated on 16th October 1951 ! Raja Ghazanfar Ali then Pakistan’s ambassador to Iran noted that Liaquat had planned an Islamic conference to discuss Kashmir , Anglo Iranian Oil Company and Palestine ! Keeping this background in mind the fact that a deliberate conspiracy with a design to control and manipulate Pakistan’s geopolitical future with Kargil as the key point cannot be ruled out.It is possible that Kargil may have been designed as the catalyst to create a civil-military political conflict in Pakistan and as a future launching pad of a military coup. In 1998 Nawaz Sharif often criticized as a man with limited IQ took one of Pakistan’s most decisive strategic command decisions defying USA , not appeasing it as Musharraf took in September 2001 ! Recently Dr Qadeer Khan speaking at a function in Karachi on 3rd April 2003 stated that Nawaz even refused an offer of bribe from Clinton wherein Clinton had offered to deposite 100 Million USD in Nawaz Sharif’s personal bank account ! All evidence proves that Nawaz Sharif’s decision to go on with the Nuclear blast was a political decision and the role of the armed forces was merely that of a technocrat consultant ! It appears that from May 1998 the US policy makers came to the conclusion that Nawaz was an irresponsible man and must be taken to task.. By September 1998 it appears that the Americans had succeeded in their manipulations . The then Army chief General Karamat at this stage started pressurizing the political leadership to include the army in the political decision making . Nawaz had done his homework well.With the ISI firmly under the prime ministers command under Lieutenant General Ziauddin one senior officer Zulfiqar presently chairman WAPDA had been sent to Ukraine to find details of kick backs given to General Jahangir Karamat in the Ukraianian tank deal with Pakistan.Full evidence was prepared of Jahangirs complicity in taking kick backs.Once Karamat asserted his political ambitions Nawaz threatened him with prosecution for taking kick backs ! Thus Jahangir Karamat’s unceremonial exit from power ! USA’s likely agent of change had been removed ! Now comes Kargil. With the appointment of Musharraf as army chief the more Machiavellian geopolitical moves were planned ! Major general Javed Hassan Khan previously military attaché to Washington where many military attaches are successfully cultivated by US intelligence was posted as Commander FCNA incharge of the forces in Gilgit ,Northern Areas including Kargil.The readers may note that this officer presently the commandant of the Pakistan Army’s National Defence College , back in early 1990s made Mughal Emperor Humayun fight in Second Battle of Panipat in his book “India- A Study in Profile�? ! The men who planned Kargil military operation using Pakistan’s 80 Brigade to infiltrate Indian positions in Kargil Sector were instruments of a grand conspiracy to destabilize Pakistans political government which had defied the USA and wanted to make peace with India without US involvement ! Ambition of General Musharraf and his team while planning Kargil had infected the entire military thought process ! The Kargil plan was adventurist,superpower manipulated and its intrinsic violence penetrated and cut open the very arteries of the Pakistani state, spurting out in civil military strife and finally a military coup ! The heroes of those rocky pinnacles are all dead ! Sacrificed in vain ! Diabolically launched into the valleys of death by men who now are dead earnest to make peace with India but propelled by promiscuous and unadulterated ambition wanted to sabotage Nawaz Sharif’s Lahore Peace move in 1999 ! Once Vajpayee came to Lahore on Nawaz’s initiatiave in 1999 he was a vampire but once Musharraf went to Agra later Vajpayee was an angel ! At the super power level Kargil was planned with a view to ridicule Pakistan’s political leadership , embarrass the Pakistani prime minister and to create a civil military divide aimed at a military coup in Pakistan ! Why ! Someone may ask naievely ! Because the USA views the military junta in Third World countries as a more reliable collaborator agent of change than a prime minister who repeatedly defies US threats of retaliation and a 100 Million USD bribery offer ! Thus Kargil operation was launched with an ulterior motive to divide Pakistan’s political and military leaderships ! It is an unfortunate fact of history that Nawaz Sharif was mot aided by a good defence analyst team ! Those who were with him and supposedly considered defence experts were either in secret league with Nawaz’s handpicked military man or too naieve to understand the military intricacies of Kargil ! Kargil in the final analysis stands out as the meticulously planned conspiracy catalyst employed to trigger a chain of events that led to the primacy of the military junta on 12 October 1999 ! So far the Americans have succeeded ! The Pakistani Nuclear programme is in safe hands ! Pakistan , the beautiful woman in words of General Habibullah has sold herself to , not the highest bidder , but the only bidder at a relatively low price ! The military junta has divided the society ! Bought the pillars of state ! Balkanised the political parties ! Marginalised the society introducing unjust ethnic domination in the army , reduced the Sindhis into a political minority , pitched Punjab against Sindh by Machaievellian agreement to Thal Canal and is all set to strike a deal with India which would ensure that Pakistan’s military junta is given a permanent share in the political hierarchy simply because it is USA’s best and most reliable agent of change ! Life goes on ! Kargil stands as perhaps the final military effort on Pakistans part to settle the Kashmir dispute by military means. Analysis has mostly centred around political aspects of the operation while the military aspects have been largely left to the imagination of the public.Lately it has been claimed that Kargil was launched to bail out Mujahideen as a last resort ! This is an insult to the memory of the Pakistani armed forces "Volunteers" who died in that Himalayan wasteland without a funeral and in circumstances of unimaginable misery ! Kargil operation cannot be understood unless the personalities and motives of the principal characters are examined !  In this context the Kargil operation was born out of two key factors ! One was the personality of general Pervez Musharraf and the second was the unceremonial manner in which Nawaz Sharif ousted General Jahangir Karamat Musharraf's predecessor army chief of Pakistan Army. Musharraf as those who have served with him know which includes this scribe also has always been an intensely ambitious man ! One hallmark of his personality is that he wants to stand out as a great military commander ! Propelled by an enormous ego wherever he served he endeavoured to do something extraordinary ! However fate did not allow him the glory in battle which his other coursemates like shabbir sharif achieved ! In 1965 Musharraf was a subaltern in an artillery unit which saw little action apart from supporting operatiions by indirect fire ! The 16 SP unlike 3 SP which fired on Indian tanks with direct gunsights at Chawinda stayed in conventional artillery role ! In 1971 Musharrafs commando company was not involved in action ! Nevertheless Musharraf compensated for this lack of combat laurels by achieving laurels in army courses and in various command assignments ! His final opportunity came when he ascended to the post of army chief in a situation when the army was in a subservient position vis a vis the civilian head of state , something which was regarded by the military herarchy as worse than blasphemy ! The forced retirement of General Karamat by prime minister Nawaz Sharif was regarded as a personal defeat by the Pakistani military brass and by Musharraf who felt that he would be a far weaker army chief under a strong prime minister who had asserted civilian control over the military machine ! These two factors were the fathers of the Kargil operation ! Ambition accompanied by a perception that the Pakistani public must be convinced that the soldiers were better than politicians. Kargil at the military level was the brainchild of three men i.e General Musharraf the army chief ,Aziz the then army Chief of general Staff and Mahmud the then corps commander 10 Corps ! Musharraf and Mahmud were motivated by intense ambition to achieve military glory and Aziz was motivated by his Kashmiri ancestry plus military ambition.The person they selected to execute the operation was again one distinguished by out of proportion ambition i.e Major General Javed Hassan , author of a book in 1990s that claimed that India was on its way to disintegration and in which mughal king Humayun was resurrected from the grave to fight at Second Battle of Panipat ! In November December 1998 just one month after Musharraf's elevation to the post of army chief volunteers were asked for at the army level for an operation in Kashmir ! Many thousand volunteered including both officers and men from various units ! At no stage did any Mujahideen enter Kargil ! This is a piece of fiction and has no veracity ! These were attached to NLI units in the 80 Brigade sector for training.The principal idea of the plan was to infiltrate four battalions of NLI (Northern light Infantry) stationed in 80 Brigade Sector into Kargil Heights overlooking and dominating the Srinagar Ladakh road the lone Indian link with the Siachen and Leh Sectors ! The idea being to cut the lifeline of Indian supplies to Leh and Siachen Sectors ! Indian held heights in Kargil were to be occupied in February 1999 while Indian infantry had abandoned these heights at the approach of winter snow as an annual routine since 1948.In occupying the heights no fighting was involved !  Plans were kept secret and even the Commander 10 Corps Engineers of was not allowed to enter the Operations Room in 10 Corps Pindi. The distance involved in reaching the heights varied from 15 to 35 kilometres from Pakistan side over mountains as high as 13 to 19,000 feet .To do this each battalion was divided into two parts , one acting as porters taking supplies forward and one half occupying the heights . The heights were occupied as per the plan but the four units while doing so were severly exhausted ! In March-April the Indians discovered the Pakistani presence and reacted severely ! Severe fighting continued till July once the Indians finally re-captured the heights after Pakistani troops had been left to the mercy of Indian artillery and overwhelming troop concentrations as a result of the Blair House Accord ! A brief military examination of the plan reveals following weaknesses.(1) Failure to assess strategic repercussions of the operation at geopolitic and national strategic level .(2) Logistic failure in incorrect appreciation of supplying the troops . (3) Failure to understand that by occupying the heights the Indians were driven into a corner and had no choice but to retaliate , not for glory as was the Pakistani military's case but for pure military survival . (4) At a more subtle level the use of the Chora-Batalik Sector as a future spring board for Pakistani operations against India was sealed since Indians heavily fortified this sector for any future war. The Pakistani planners failed to assess that war as an instrument of policy is no longer in vogue at the international level and their temporary military success would only bring greater international censure and a negative war mongering image without any corresponding military gain at the strategic level. We initiated this operation but failed to support it with comprehensive operational planning and above all buildup for essential logistic support without which no operation can succeed"......'" the principal reason for our heavy casualties and lack of progress was unimaginative and callous logistic operations to support the units". At one point the sepoys who had volunteered to fight and had come from many other infantry units to the NLI units refused to act as porters carrying supplies over 15 kilometres and were so exasperated that they defied Javed Hassan's personal orders in unit durbars to carry supplies and when Javed Hassn threw his cap on the ground threatened to march over it unless they were not employed as porters ! One such volunteer told this scribe that we had volunteered to fight ,not to act as porters ! The same fact was also mentioned in ISI chief Ziauddin Butt's secret report to Nawaz Sharif prepared by an Engineer officer on Zia's staff in ISI ! The failure to assess the "Enemy" factor was another strategic planning failure at the highest level .I asked General Warraich this question and he stated " Capture of Kargil Heights would totally stop all Indian movement to Leh and Ladakh Sectors unlike Pakistan in Siachen and Indians had no option but to do and die " ! Lust for glory and honour in battle are perfectly reasonable aspirations as long as they are accompanied by commensurate military talent in the generals who are at the helm of affairs ! This was sadly lacking in the Musharraf team who planned the operation. Their egos were many times larger than their real military talent ! By promoting an intensely ambitious man to the rank of army chief Nawaz did a favour which could only be repaid by betrayal ! The plan was based not on sound military reasoning but on burning ambition and an unrealistic desire for glory by men far away from the heat of battle ! No one above major level died , yet in a report to the military secretarys branch Javed Hassan recommended retiring 75 % of officers involved in the operation below colonel level ! The prime minister was not fully briefed because of ulterior motives ! Had the operation succeeded it would have been projected as a proof of Musharraf's Napoleonic brilliance and if it failed as it did Nawaz Sharif would have been made the scapegoat ! The operations planners were distinguished neither by loftiness of thought,nor audacity in the conduct of battle athe operational or strategic level.Thus boldness at tactiacl level was sacrificed because of operational and tactical timidity at the highest level. No one appreciated that the army men who were employed , and it is a fiction that there was a single Mujahid in Kargil , had flesha nd blood ! These men mourned by a few hundred families were sons husbands fathers and brothers ! The Kargil operation at the military level is a watershed ! Idealism that propelled many hundred to die in those Himalayan wastes is buried for good ! Now there is a new breed which dominates the army ! The ones who aim at going on lush UN secondments or to KESC,WAPDA or as well paid consulatants ! What can one conclude ! It was the human heart that failed in Kargil and this heart which failed was housed in the ribcage of men sitting in the GHQ and not on the rocky pinnacles of Kargil ! Once the supply lines were closed under Indian threat of a counter attack , these brave men all Pakistan Army regulars were abandoned to die , pounded by artillery fire , bayoneted by overwhelming numbers , weakened by starvation ! "LIE" with Imran Aslam aka Jinnah, GEO TV & Jang Group.


Speaking at a forum in Washington earlier this year, President GEO TV Imran Aslam proudly described his channel’s political activism. He spent most of the time talking about activism against the Hudood ordinances – a great example for an American audience, but hardly the only (or most common) issue. Actually, when the moderator asked if he thinks he has ever gone too far, Imran replied, ‘Zardari think so’ and then burst into laughter. The question of whether media should engage in political activism, though, is no laughing matter. Imran Aslam may have been the one to publicly admit that his channel sees itself as doing activism and not just journalism, but Geo TV is not the only media organisation that engages in political activism. Political activism masqurading as journalism has also been seen on Samaa TV, the channel that aired Meher Bokhari’s fatwas before she finally crossed the line, only to get picked up at Dunya TV. BBC: The rise of Pakistan's televangelists By Mobeen Azhar BBC World Service, Karachi 14 July 2012 Farhat Hashmi has been accused of embezzling funds from her television show and fleeing to Canada to avoid prosecution, although she denies any wrongdoing. And Mehar Bukhari, known for her political interviews, sparked outrage by declaring the politician she was speaking to was a heretic. But the best-known of all the TV evangelists is Dr Amir Liaqat. From a glossy television studio above a parade of run-down shops in Karachi, he had an audience of millions for Alim aur Alam, a live one-hour show that went out five days a week across Pakistan. The programme allowed Dr Liaqat to play the role of a religious "Agony Uncle", remedying the religious dilemmas of his audience. In September 2008, Liaqat dedicated an entire episode to exploring the beliefs of the Ahmedis, a Muslim sect which has been declared as "un-Islamic" by much of the orthodoxy. In it, two scholars said that anyone who associated with false prophets was "worthy of murder". Dr Khalid Yusaf, an Ahmedi Muslim, watched the programme with his family, and says he was shocked that a mainstream channel would broadcast this kind of material. "They talked about murder as a religious duty. A duty for 'good' Muslims." Within 24 hours of the broadcast, a prominent member of the Ahmedi community was shot dead in the small town of Mirpur Kass. Twenty-four hours later Khalid Yusaf's father, another Ahmedi community leader, was killed by two masked gunmen. Liaqat has distanced himself from the shootings. "I have no regrets because it has nothing to do with me," he says. "I'm hurt by what happened and I'm sorry for the families but it has nothing to do with me or anything that was said on my programme." In a program aired on 7 September 2008 the anchor of the religious program 'Alam Online', Dr. Amir Liaquat Hussain--also former federal minister for religious affairs--declared the murder of Ahmadi sect members to be necessary (Wajib ul Qatal) according to Islamic teachings, because its followers don't believe in the last prophet, Mohammad, peace be upon him. Dr. Amir repeated his instruction several times, urging fundamentalists Muslims to kill without fear. While on air the anchor person also pressured the other two Islamic scholars (from two different sects) on the program to support the statement. This resulted in a unanimous decision among the scholars, on air during a popular television show, to urge lynching with the intent to kill. This was not a one-off. On September 9, Mr. Hussain answered a query with the comment that blasphemers are liable to be put to death. According to the information received, at 1:15pm on September 8, 18 hours after the broadcast, six persons entered the Fazle Umer Clinic, a two-story hospital at Mirpur Khas city and two of them went to the second floor and started pressuring 45 year-old Dr. Abdul Manan Siddiqui to come downstairs to attend to a patient in crisis. Dr. Manan left his office and descended into an ambush. He was shot 11 times and died on the spot. His private guard was also shot and is in a serious condition. A woman was also injured by firing. The killers remained at the hospital until the doctor was declared dead, then they walked out of the building's front entrance. Police registered the killers as unknown. On September 9, 48 hours after the broadcast, Mr. Yousaf, a 75 year-old rice trader and district chief of the Ahmadi sect was killed on his way to prayer in Nawab Shah, Sindh province. Yousaf was fired on from people on motor bikes, and sustained three bullet wounds. He died on the way to the hospital. The assailants had taken a route past a police station. No one was arrested. The Ahmadi sect was declared non-Islamic sect on September 7, 1974, through a constitutional amendment, and was labeled a minority sect. Since then, there has been open hatred of the sect by certain Islamic circles and fundamentalists across the Muslim world, and sect members suffer widespread discrimination. Ahmadi followers are not allowed to bury their dead in the ordinary grave yards of Muslims, and many of those buried before 1974 were shifted by fundamentalists. Since 1984 (when statistics have been compiled) around 93 Ahmadis have been killed for their allegiance to their sect, with four killed so far this year, including Dr. Ghulam Sarwar on March 19 in Faisalabad, Punjab province and Mr. Basharat Mughal on February 24 in Karachi. The Dr. Siddiqui is the 15th medical doctor killed since 1984. 2006: New Hudood laws at US behest Nayyar Zaidi Saturday, September 16, 2006 WASHINGTON: The State Department’s report on “International Religious Freedom” during 2006 appears to provide a unique insight into the Pakistani government’s efforts to produce a “reformed” version of the 1984 Hudood Ordinance by last Monday. The report informs that “(US) Embassy officials pressed members of parliament and the government to revise blasphemy laws and the Hudood Ordinances to minimise abuses”. On the other hand, it perhaps also provides an equally unique insight into why something that appeared to be a “done deal” last Friday disintegrated by not only the efforts of the Muttahida Majlis-Amal (MMA) but also such “yours truly” type liberals as the Pakistan People’s Party Parliamentarians (PPPP) and a modern equivalent of “you, too, Brutus”, ie the Muttahida Qaumi Movement, an ally of the government. The report minces no words when it says: “The government failed to protect the rights of religious minorities. Discriminatory legislation and the government’s failure to take action against societal forces hostile to those who practice a different faith fostered religious intolerance and acts of violence and intimidation against religious minorities.” Add this to the long list of government’s “failures” to reign in the al-Qaeda and Taliban and you can guess the temperatures inside the Oval Office September 22 when George W Bush meets General Pervez Musharraf.

But there were silver linings as well and both the government and the Muttahida Majlis Amal (MMA) are given some credit for efforts to reduce religious tensions and create religious harmony in Pakistan. According to the report, “(T)he government maintained its public calls for religious tolerance, worked with moderate religious leaders to organise programmes on sectarian harmony and interfaith understanding, maintained its ban on and actively attempted to curb the activities of sectarian and terrorist organisations, implemented a registration scheme for Islamic religious schools known as madrassahs, and proceeded with reform of the public education curriculum designed to end the teaching of religious intolerance.” Although not all but “some members of the MMA made efforts to eliminate their rhetoric against Christians, Sikhs, Hindus, Buddhists and Parsis. Under government pressure, many of its leaders joined various interfaith efforts to promote religious tolerance. Religious leaders, representing the country’s six major Shia and Sunni groups, issued a religious injunction in May 2005 banning sectarian violence and the killing of non-Muslims”. But in spite of these efforts, the report noted, “relations between religious communities were tense. Societal discrimination against religious minorities was widespread and societal violence against such groups occurred. Societal actors, including terrorist and extremist groups and individuals, targeted religious congregations. More than 110 deaths accrued from sectarian violence... large numbers of victims came from both Sunni and Shi’a sects”. It is duly noted that the followers of Aga Khan and the “Zikirs” are off the hook and religious rhetoric against them is “eliminated”. Christians have no complaints about the government policy. Their fears are based on “societal pressures” that may force them into “self censorship”.

The report highlights alleged discrimination and mistreatment of the Ahmadiyya sect. “The embassy carefully monitored treatment of the Ahmadiyya community. During discussions with Islamic religious leaders, embassy officials urged reconciliation with the Ahmadiyya community and an end to persecution of this minority group. Embassy officials also raised and discussed treatment of the Ahmadis with members of parliament, encouraging an eventual repeal of anti-Ahmadi laws and a less severe application in the interim”. Some examples of discrimination against the Ahmadis included: “While the constitution guarantees the right to establish places of worship and train clergy, in practice, Ahmadis suffered from restrictions on this right. According to press reports, the authorities continued to conduct surveillance on the Ahmadis and their institutions. Several Ahmadis’ places of worship reportedly have been closed; others reportedly have been desecrated or had their construction stopped. For example, on June 18, 2005, police ordered the Ahmadiyya community in Pindi, Bhatian, Hafizabad, Punjab, to stop construction on a worship place at a site acquired for the purpose some 20 years before then. Police were reportedly acting on the request of the local Islamic cleric.” Contrary to this, “state funding was provided for construction and maintenance of mosques and for Islamic clergy”.

While Christians seem to have no complaints about importing and locally printing books on their faith, the same right was allegedly denied to the Ahmadis who could not distribute their religious literature openly in public. However, there were no restrictions on doing so within their own community. But the most serious accusation is that the permission to hold a conference on the finality of the Prophet Mohammad (PBUH) was a “tacit endorsement” by the government of the campaign against the Ahmadis. Also, those applying for Hajj have to sign an affidavit declaring Mirza Ghulam Ahmad as an “imposter” which is calculated to discourage and identify Ahmadi applicants.

However, there is relative improvement even on this front. “In 2005, the government enacted a law that requires senior police officials to investigate any blasphemy charges before a complaint is filed....There were only 24 blasphemy cases filed during the reporting period, a decline from 54 during the previous years’ reporting period. According to figures compiled by local NGOs, between 1986 and April 2006, 695 persons were accused of blasphemy: 362 Muslims, 239 Ahmadis, 86 Christians, and 10 Hindus. In many cases filed during the year, the accused were either released on bail or charges were dropped. Of the 695 individuals accused of blasphemy at the end of the reporting period, 22 remained in detention awaiting trial on blasphemy charges, and 9 were in prison following conviction.” Another plus: “The government did not impose onerous financial penalties due to religion....The government did not abuse converts to minority religious groups. Converts to the Ahmadiyya community were often accused of blasphemy, violations of the anti-Ahmadi laws, or other crimes.” But there were complaints that religious zealots continued to force people to convert against their wills. The government also “took steps to bolster religious freedom during the period covered by this report” and there was “a significant decline in new blasphemy and Hudood cases, approximately 44 per cent and 164 per cent from the previous reporting period, respectively. It appears that this decline could be due to the implementation of the 2005 revision to the procedures for the implementation of both the blasphemy laws and the Hudood Ordinances. Under the new procedures, senior police officials must investigate all blasphemy cases before charges are filed, and a court order must precede women’s detention under the extramarital sex provisions of the Hudood Ordinances. But who knows? By the time President Musharraf takes his seat at the breakfast table with President Bush on September 22, news of a reformed Hudood bill could be in has hands. 2. Summary: Post believes the time has come to end the contract the BBG holds with “GEO TV Network” and move it to a responsible organization. GEO is owned by the “Jang Group,” a multimedia corporation owning Urdu and English language newspapers and magazines and Urdu television stations in all major media markets in Pakistan, with cable TV contracts in the United States and elsewhere. We have evidence the Jang Group is consciously publishing and broadcasting false and inflammatory stories, without regard to the fact that they could encourage violence against Americans or against U.S. interests. It is purposefully using the reach of its television network to amplify unchecked hate speech and promote violence in a brazen attempt to uphold or even increase its market share in a down economy. 4. The “Jang Group” is a multimedia corporation owning Urdu and English language newspapers, magazines, and television stations in all major media markets in Pakistan with a country-wide reach.

Founded at the end of the Second World War by Mir Khalil ur Rehman. The company consists of three groups: Independent Newspapers Corporation (Pvt) Limited, News Publications (Pvt) Limited, and Independent Media Corporation (Pvt) Limited.

5. The Group Chairman and Executive Director is Mir Javed ur Rehman, the eldest son of founder Mir Khalil ur Rehman. The Group Chief Executive and Editor in Chief is his younger brother, Mir Shakil ur Rehman. The Group Editor is Mehmood Shaam (Karachi).

6. The Independent Newspapers Corporation (Pvt) Limited owns the daily Urdu language “Jang” with editions issued in Karachi, Lahore, Rawalpindi, Quetta, Multan, and London. It has a combined estimated circulation of 300,000 plus (the largest in the country). Other papers owned by group include the Urdu daily “Awaz” (Lahore), evening Urdu daily “Awam” (Karachi), evening Urdu daily “Inqilaab” (Lahore), Urdu weekly “Akhbar-e-Jehan” (Karachi), English weekly “MAG” (Karachi), and the website www.jang.com.pk.

7. News Publications (Pvt) Limited owns the English daily “The News,” with editions issued in Karachi, Islamabad, and Lahore. Its combined daily estimated circulation is 50,000.

8. Independent Media Corporation (Pvt) Limited owns Urdu language “GEO TV Network.” The satellite TV channel is headquartered in Dubai, UAE, with studios and offices in Karachi, Islamabad, and Lahore. “GEO TV Network” started in 2002 with its flagship “GEO TV,” later branching into two channels “GEO News” and “GEO Entertainment” (dramas, sitcoms, etc.). It has subsequently launched “GEO Super” (24-hour sports), “Aag” (24-hour music) and international editions including GEO UK, GEO USA, GEO Middle East, GEO Canada, GEO Europe, and GEO Japan. The Chief Executive is Mir Ibrahim Rehman (based in Karachi), the son of Mir Shakil ur Rehman and the President is Imran Aslam (Karachi).

9. Post has watched with growing concern, as “Jang Group” media entities have grown more irresponsible running erroneous and clearly unsubstantiated stories against not only USG policies and the Embassy, but also a minority religious group in Pakistan, as well as espousing anti-Semitic rhetoric. While initially this could be seen as a flexing of new found media freedoms allowed under former President Musharraf — and continued under newly-elected President Zardari – we now believe these stories are intentional and put our people at risk. The Group’s outlets have frequently been the only media outlets in Pakistan to run, without modification or qualification, releases put out by the Taliban.

Among the more egregious acts:

– On August 27, 2008, Jang Group papers ran a story claiming all USAID offices in the FATA had closed due to a threat from Tehrik-e-Taliban Pakistan. Not only was the story a fabrication, but it also made baseless inflammatory accusations claiming Blackwater USA was handling security and identifying an American Peshawar Consulate employee as a Jew, stating that as a Jew he should close down his offices there, “since the presence of Jewish officials in FATA would not be tolerated in any case.” ISLAMABAD 00003712 002 OF 003

– On September 7, 2008, “GEO TV Network” aired the program “Aalim Online.” The date coincided with the anniversary of a change in Pakistan’s constitution in 1974 that officially classified the Ahmadis as “non-Muslims.” The host Dr. Aamir Liaquat Hussain egged on guests about the Ahmadis. One guest responded that, “As long as this sedition is alive and even one (Ahmadi) remains on this earth, there is a need to eliminate it.” Two other guests used the Arabic phrase “Wajb-ul-Qatal (duty to kill) to describe those who believe in the Ahmadi doctrine. Dr. Hussain did not intervene to moderate the views, and in his closing statement belittled the Ahmadi founder and agreed in essence with the guests’ contention that his followers were not true Muslims. No member of the Ahmadi community was invited to speak. Two prominent Ahmadi leaders, one of them an American citizen, were murdered in Pakistan shortly after the program was televised.

– After the September 20, 2008 Marriott Hotel bombing, English language paper “The News” ran a series of baseless pieces attempting to blame the bombing on the U.S., claiming that Post had been using the hotel as a base of operations for “hundreds” of “Marines,” carrying on about steel boxes that had been moved in and out of the hotel under cover of night. When those stories petered out, it claimed that the fire that raged throughout the night of the bombing, was started by chemicals in the guest room of the one of the Americans who died in the blast. None of this was ever substantiated in any way, yet ran on the front page of the paper and was echoed by “GEO TV.”. Few of these stories were picked up by any of the other media, and completely ignored by the international press here.

– On October 23, 2008, Post’s Information Officer received a call at 2200 on the mobile telephone he reserves for press calls from someone who would not identify himself, but claimed that he had just driven by the IO’s residence, saw there were cars there, and asked if he had not been invited to a reception. The individual then asked about a resolution that had recently been passed by the Pakistani parliament, and then asked to speak to the Ambassador.

The IO was then asked about a “Daniel Pearl Lecture” he had heard the IO conducted in Karachi earlier in the week, and then inquired if the IO was Jewish. The subsequent story in “The News” took the IO’s comments out of context in a clear effort to paint a derogatory picture.

– On November 17, 2008, “GEO TV” suddenly disappeared from the airwaves in Karachi. The blackout lasted about six hours. A senior “GEO” staffer told our senior information LES that the stoppage was a result of pressure being applied by one of the political parties due to “GEO” not airing a speech by one of its politicians. Post found out subsequently that another “GEO” official disclosed to an officer of a European diplomatic mission that they had taken themselves off the air in order to blame the political party, and garner support for the station.

10. We have protested directly to reporters, editors, and the Group Chief Executive and Editor in Chief Mir Shakil ur Rehman over the consistent inaccuracy of “Jang Group” reporting, as well as their refusal to apply the most basic standards of journalistic ethics, stating that we expect to be called about and to respond to any story any entity of the group is carrying about the Embassy or its activities, and even provided them with direct telephone numbers for the IO, the PAO, and the Ambassador. Despite these efforts, the “Jang Group” has not changed its practices.

11. All of this occurs under the eye of the Group Editor who has not exercised supervision or applied good journalistic practices when assigning and reviewing stories. When queried by Post’s IO he stated that they know that many of their reporters have political agendas, are paid by ISI, military intelligence, Jamaat-e-Islami, or other interests but that they prefer not to fire or reprimand these reporters.

12. The problem of reporting rumor, innuendo, and unsubstantiated allegations is bad enough when limited to the distribution numbers of “Jang” daily or “The News.” However, it is when these stories are amplified by the “GEO TV Network” that the truly negative influence expands to substantial numbers. And all of this by their own admission is calculated to maintain or increase their market share.

13. On a recent visit to “GEO TV Network” offices in Karachi, our IO had a conversation putting all of this into context. “GEO” sees

its behavior as win-win with sensationalism and hate speech generating ratings and any attempt by authorities to rein it in allowing them to exploit their circumstance by claiming censorship.

While they realize that we (like the GOP, Brits, Canadians and many of the international reporters) find their reporting reprehensible and dangerous, we have supported them in the past, especially when President Musharraf took “GEO TV” off the air during the 2007 State of Emergency, and believe we dare not stop them lest we be seen as hypocrites. Their calculus is that we are more cowed by accusations of actively trampling their freedom of the press than we are of tacitly supporting hate speech. Therein lies the rub for the USG – at what point do we cater to consistent, blatant hate speech and intentionally inaccurate and irresponsible reporting in major daily newspapers and a country’s largest broadcaster which threatens the safety of American citizens or U.S. interests?

14. We have discussed the issue with the GOP at different levels, including President Zardari, and all are concerned by the “Jang Group’s” coverage. In an unprecedented move, Punjab Assembly unanimously ratified a motion, placed before the House by PML-N member Sanaullah Masti Khel, against media on Friday, according to reports. Interestingly, no assembly member opposed the said motion. The assembly also condemned the programmes being aired casting aspersions on the MPAs. Earlier, some members of the assembly including the female members delivered fiery speeches in the House blaming generals- judges-journalists nexus conspiring against the democratic dispensation. On the other hand, the media persons, sitting in the gallery, immediately left Punjab Assembly and boycotted the proceedings. Later, the journalists held a peaceful demonstration outside the assembly. The journalists raised slogans against this gang up of the lawmakers against the media, set ablaze copies of resolution in protest and chanted slogans in front of Chief Minister Shahbaz Sharif and members of Punjab assembly. RAWALPINDI: In the Geo News programme 'Aaj Kamran Khan Ke Saath,' the host Kamran Khan has expressed surprise that after having failed to nab killers of thousands of people, the government had identified Indian agents in the country. And it was Senior Minister in the Punjab cabinet Raja Riaz who had made the disclosure. He claimed that it was a conspiracy against democracy and also against the party that had been confronting the establishment, he said. Kamran Khan, however, reminded that in Pakistan establishment means Army. And according to Prime Minister Yousuf Raza Gilani the government not only enjoyed best of relations with it but also had been moving ahead with it shoulder to shoulder. LAHORE: Following some heated arguments between the PML-N and the PPP MPAs over corruption scandals, the PPP parliamentary leader and Senior Minister Raja Riaz, speaking on a point of order, started criticising Daily Jang, Geo News and its senior reporters including Kamran Khan and Ansar Abbasi. The PPP minister claimed that Kamran Khan, the famous Geo TV anchorperson, presented 560 news stories solely on President Asif Zardari, mainly to target him. He alleged that Ansar Abbasi was also working on the same agenda, i.e. to weaken democracy in Pakistan. He termed both the senior journalists ‘Indian agents’. He said for the last two-and-a-half years, the PPP leadership was being targeted by the media and these journalists, though the coalition government wanted to strengthen democracy. Guess who was spotted on November 9 in Washington D.C. at a reception for American and Pakistani media personnel thrown by US AfPak ambassador Richard Holbrooke's media assistant Ashley Bommer? Mir Ibrahim Rehman, scion of the house of Jang and CEO of the Geo TV Network. He walked in with The Friday Times editor and Dunya TV's Najam Sethi but stayed long after Sethi left the party.

Mir Ibrahim (MIR) apparently jetted in for a mysterious three-day visit to the US, during which, our sources say, the main objective was to convince the US administration that Geo was neither anti-US nor anti-democracy, the line being peddled by the Pakistan Peoples Party (PPP) government. MIR also wished to gather official American support for the Jang Groupagainst the PPP boycott of the group as an instance of an assault on freedom of the media. Our sources claim that MIR did not find too much traction among US officials against the idea of a media boycott, perhaps because the Obama administration itself has a similar boycott against Fox News (albeit without the shoe-throwing rent-a-demos and vile grafitti scrawlsagainst Fox News owners). However, what is particularly interesting about the Jang Group's attempts to woo the American establishment is the fact that there has been apparently a lot of discussion within the US government about whether it should support and even subsidize a media group that has no qualms about running shrill propaganda against the US, and sometimes even promoting a pro-Taliban line. In particular, Hamid Mir's contribution to whipping up Blackwater hysteria in Pakistan, Ansar Abbasi's rants about Western puppets, and the space given to nutjobs such as Zaid Hamid (Aag TV) and Ahmad Quraishi (Aag TV and The News) have apparently raised quite a few eyebrows in the US administration. The Americans have reason to be upset with the Jang Group, and MIR has reasons to find their upset unsettling. The running of the banal American propaganda Voice of America (VoA) programme Khabron Se Aagay[Beyond the Headlines] as an 'advertorial' on Geo since 2005 has netted the Jang Group and its owners, by some accounts, millions of US taxpayer dollars. Although the exact 'compensation package' doled out to Geo by the US government is still secret, it should be noted that the deal between Geo and VoA was mediated during the Bush-Musharraf era by the then Information Secretary Anwar Mahmood and advertising whiz-kid Asif Salahuddin, the latter of whom is reputed not to touch 'small' deals. Apparently, part of MIR's discussions with the US administration included those on the future of the Geo-VoA deal. Incidentally, while Najam Sethi was ostensibly in the US for medical check-ups and may have been present at the Bommer reception only coincidentally, as we have reported in the past, he too has been trying to persuade American-backed NGOs to fund a new 'liberal' channel to be headed by him. Coming back to MIR, it seems that more than American upset, a potential threat of withdrawal of lucrative financial support may be the trigger for a panic at the Jang Group. As they say, bullshit may walk but it's money that talks. I have a strong feeling that you may well see the (media) house line shifting very soon. If you suddenly begin to miss the casual anti-US vitriol in the group's publications and on Geo, you'll know why.
