Curious Case of Memogate, Treason and Jang Group


Reuters says on Allegations and contentious or vituperative attacks: We can never allow our sources to make allegations, contentious statements or vituperative attacks behind a cloak of anonymity. It weakens our credibility and gives the sources an opportunity to benefit at our expense. It is fundamentally unfair to the other party and thus biased. If quoting unnamed sources on one side of a conflict about what is happening on the other side, use them only for facts, not opinions. If a source wants to make a vituperative attack on an individual, organisation, company or country he or she must speak on the record. We may waive this rule only if the source is a senior official making a considered policy statement which is obviously newsworthy. A story must make clear both that the informant has volunteered the information and that he or she is an official. If the person will not speak on that basis we should not use the story. Such a story might begin: "Gaul accused Rome on Wednesday of practicing genocide against its ethnic minorities." The second paragraph would then read something like this: "In news briefing a government official, who declined to be identified, said...". Recently the Judiciary has allowed Zaid Hamid petition in SC against Jang Group and SAFMA wherein he alleges that certain people in Jang Group are Anti Pakistan and on this the Jang Group has reacted and started asking 20 questions, I would just quote from Jang Group very own archives wherein the Group Editor of the News Mr. Shaheen Sehabi, Resident Editor The News Islamabad Mohammad Malick (who is now MD PTV) and their countless minions --> and they call themselves Journalists uloaded similar Allegation without even a formal enquiry and they not only influenced the Judiciary by relaying 24/7 Marathon Transmission loaded with worse king of mudslinging, misreporting and highly unethical campaign on a matter which was in the court of law and that too without any genuine legal ground, read the news and watch the footage & do note the Imran Khan and Mohammad Malick (now MD PTV and then resident editor The News of Jang Group) connivance in Memogate and also note the use of word "Traitor" by Khawaja Muhammad Asif.

ISLAMABAD: The PML-N Friday, through a Civil Miscellaneous Application (CMA), requested the Supreme Court that Pakistan’s High Commissioner to UK, Wajid Shamsul Hassan; Shaheen Sehbai, Group Editor, The News, and Muhammad Malick, Editor, The News, Islamabad, also be made respondents in the memo case being taken up for hearing from December 19. In their petition, PML-N leader Ishaq Dar and Khwaja Asif contended that an impression was created by the civil authorities that Pakistan knew nothing about the Abbottabad operation in advance. However, they stated that Shaheen Sehbai, Group Editor of The News, in his story on December 8, 2011, while quoting interviews of Pakistan’s High Commissioner in UK, Wajid Shamsul Hassan, with CNN, BBC and NDTV revealed that Pakistan had known about the May 2 raid at least 8 to 10 days in advance. The report further revealed that Pakistan knew the operation was going to happen and assisted in terms of authorisation of the helicopter flights in our space. Similarly, the report, while quoting the ambassador’s interview, also stated that Pakistan knew about bin Laden’s location and helped the US reach him. The petitioners further submitted that another report of December 8, 2011, submitted by Ms Mehreen Zahra-Malik also quoted Mansoor Ijaz alleging that Pakistan’s former Ambassador to the US, Hussain Haqqani, and President Asif Ali Zardari had prior knowledge of the United States stealth mission to eliminate Osama bin Laden. The PML-N leaders also informed the apex court that another senior journalist. Mohamamd Malick, Editor of daily The News, had authored numerous informative reports on the subject and two reports dated November 18 and November 20, 2011, were co-authored along with Sehbai. The petitioners requested that the court ensure Wajid Shamsul Hassan’s appearance through the Ministry of Foreign Affairs, which may be directed to ensure that the ambassador, once in Pakistan, not be permitted to proceed abroad unless exonerated by this court or any commission so appointed for the said purpose by this court. They contended that Wajid, being the person who had admitted on May 2, 2011, to having prior knowledge of the May 2, 2011, Abbottabad operation was a necessary party. The PML-N leaders prayed to the apex court that their application be allowed, and the three persons, including Pakistan’s High Commissioner in UK Wajid Shamsul Hassan, Shaheen Sehbai, Group Editor, The News, and Mohammad Malick, Editor, The News, Islamabad, be added as respondents in the noted petition and be summoned for assisting this court for the effective adjudication of the matter in issue. They prayed that the apex court direct the Ministry of Foreign Affairs to ensure the presence of Wajid Shamsul Hassan in the court. It is pertinent to mention here that a larger bench of the apex court headed by the chief justice is resuming from hearing from December 19 petitions filed by PML-N Chief Mian Nawaz Sharif. In compliance with the court’s earlier order of December 1, 2011, Chief of the Army Staff (COAS), DG ISI, Secretary Ministry of Foreign Affairs, Secretary Ministry of Interior, Defence, Cabint Division and Federation have submitted their replies in the memo case while President Asif Ali Zaradari, another respondent in the case, has not yet filed his reply. Likewise, the administration of the Supreme Court has ordered extra security measures for December 19 as the memo case is being taken up by the larger bench of the apex court. The treasonous memo! By Shaheen Sehbai & Mohammad Malick November 18, 2011 - ISLAMABAD/DUBAI: From a smoking gun to a smouldering fuse, the mysterious memo earned many sobriquets even before its precise contents were known to anyone but a handful of highly secretive power players involved in its drafting and communication. The (in)famous, rather possibly game-changing, Mike Mullen memo, ironically contains six mutinous articles and is now being revealed after Admiral Mike Mullen also confirmed its existence and 'remembered' having received it at the height of the OBL crisis. After days of huddles between the troika and other major power players of the country resulted in a resignation offer by President Zardari's closest foreign and domestic policy adviser and Ambassador to the US, Husain Haqqani, the memo has acquired the importance of a political nuclear bomb. The memo was sent to Mike Mullen through mutually trusted contacts by US businessman Mansoor Ijaz, who claimed doing so at the behest of an unnamed senior Pakistani diplomat, who has now been identified as none other than Mr. Husain Haqani. The memo is said to have been approved by the President of Pakistan. Chief of the Army Staff General Ashfaq Parvez Kayani reportedly endorsed and seemed convinced with the evidence that Mansoor Ijaz has provided to the army and took this up in his latest one-on-one meeting with the president. Sources say without offering many options, the president was 'asked' by Gen. Kayani to immediately summon Haqqani for further enquiries. The President, who earlier through his spokesman had simply shrugged off the whole affair while rubbishing Mansoor's claims, readily obliged and Haqqani was summoned to Islamabad. So far however, the ambassador is still staying put in Washington on the officially offered explanation that he is finishing up prescheduled diplomatic commitments. 


Besides the Memo, the electronic correspondence between the diplomat and Mansoor Ijaz has also become available in full and is a graphic account of dates, time lines, words, and even emoticons, which are normally used by youthful SMS users. Part of this conversation was recently released by Mansoor Ijaz to the media in his almost 3,700 word long statement. All communications between Haqqani and Mansoor have now been transcribed from the cell phones and made available to The News. The Memo has reached The News from more than one source, both within Pakistan and from abroad, and is nothing short of being offensively repulsive, offering an alarming insight into a power-corrupt mindset willing to compromise national interest for petty personal power gains. It is, arguably, a document crafted by soul-less conspirators who clearly have no shame and dignity, no national pride or respect. The originator, writer, approver and the ultimate beneficiary of the Memo all look like vicious anti-state collaborators and traitors hiding under the garb of national leaders and proving themselves to be decision-makers occupying positions they never deserved and should never have been allowed to occupy in the first instance. All that has come in bits and pieces in the media so far are simply peanuts as compared to the 929 words of the Confidential Memo, which has been obtained and confirmed to be authentic by The News. Couched as a "Briefing for Admiral Mike Mullen," each word has a deep meaning and each sentence carries an offer, a plan, an incentive to demolish national security apparatus of Pakistan, play havoc with its nuclear assets, allow American boots on Pakistani soil and help and abet the US in accusing and proving the Pakistani armed forces and intelligence agencies guilty of "complicity" in the Osama bin Laden affair, his secret stay in Pakistan and his mission. To top it all and make such an investigation into a foolproof nutcracker, the memo also invites US authorities to hand pick the investigators panel. Aping Camp-Justice style justice, the memo also assures its recipient that the investigation process, "will result in immediate termination of active service officers". In other words, byebye to a recalcitrant Kayani, adios to a hardnosed Pasha? The memo brazenly accuses the Pakistan Army leadership of "brinkmanship aimed at bringing down the civilian apparatus in Pakistan" and calls the time it was written in May 2011 as "a 1971 moment in Pakistan's history" when the armed forces had been defeated in East Pakistan and civilians led by ZA Bhutto had gained the upper hand over the military. 


And what do the drafters of this treasonous memo have in mind for changing the security paradigm of Pakistan? In lieu of prolonging their own stay in power, the authors of the memo promised the US administration to replace the, "National security adviser and other national security officials with trusted advisers that include ex-military and civilian leaders favourably viewed by Washington". Talk of being his master's voice. The Memo talks of creating a "new national security team" which promises to give "carte blanche" or a blank cheque to the Americans to carry out Osama-type military raids inside Pakistan and any operation on Pakistani soil. Could there be a greater violation of national sovereignty? One wonders. Clearly the authors of the memo did not give two hoots about at least two unanimous resolutions of the national parliament, which categorically forbade any violation of Pakistan's sovereignty by a third country and any action by it against Pakistani citizens inside Pakistan. Not only this but the memo also promises that the US would be given the "green signal" to not only track down people on Pakistani soil but also to kill them if so needed. The memo stands in clear defiance of the binding resolutions adopted by the Constitutionally elected parliament. In a criminally dangerous development, the memo presents as an equivocal fact that the top al-Qaeda leadership is based inside Pakistan when the authors promise to hand over the likes of Ayman Al Zawahiri, Mulla Omar etc. This angle alone would have qualified Pakistan to be declared a rogue terrorist state but try telling that to a duo with vaulting ambitions who appear to have no qualms of destroying the state in order to perpetuate their stay in office and continue with loot and plunder. As an icing on the cake, the authors of the memo also promised to bring Pakistan's nuclear assets under a "more verifiable, transparent regime.. For those in the know, this translates into retooling the entire setup and providing unrestricted access to Pakistan's nuclear assets to United States, something that has long figured high on the US wish list. This offered concession also fits in neatly with the framework softly being pushed through the slower and circuitous Cooperative Threat Reduction regime (CTR) That the move to place our nuclear assets at the mercy of the US and its 'friends' has direct security consequences for Pakistan vis-‡-vis India, among other serious concerns, is clearly no priority for the authors. And understandably so because their only concern was to stay in power no matter how. Let the country pay the price of their avarice. What political repercussions this memo will have on the power politics of Pakistan is too early to predict but what has been established is that the military establishment is not happy at all with what was going on and the Opposition will jump on the government with a relentless campaign to bring the culprits to book. Will the President stick to his guns and refuse to abandon his man in Washington? Or will he move with ruthless efficiency and speed to sever any possible incriminating link? Will the expected sacking of the envoy signal the end of the crisis or mark the beginning of the next and possibly fateful phase? The political landscape is waiting for some more aftershocks, it appears. What is certain however is that the heat from the smouldering fuse is being felt by the keg. REFERENCE: The treasonous memo! Najam Sethi is a riddle wrapped up in an enigma never ceases to amaze. He is liberal anti-establishment, pro-establishment and pro-PPP, all at the same time. Kinda similar game is played by Altaf Hussain. - Najam's inclusion in Laghar Cabinet in 1996 (as pronounced by Zardari) after Tummandar dismissed his own (PPP second government) - What we have here that Alleged Awami Government is awarding Tamghas (Medals) to the likes of Najam Sethi - In good book of Zardari or not but he is absolutely in the good books of State Department and Rawalpindi.

FEB 22, 1999: The Pen Is Mightier... Pakistan's press is certainly freer than before though it labours under the shadow of the government. BY NAJAM SETHI NAWAZ Sharif has never liked the press. He once said newspapers only cause trouble. When he was prime minister the last time (1990-93), he had a short fuse and gave the press a hard time. Numerous cases of vandalism by ruling party thugs against newspapers and journalists were reported across the country. Takbeer magazine's offices in Karachi were burnt down. A sedition case was lodged against the editor of The News in Islamabad for publishing a poem in the letters column which Sharif didn't like. And so on. I had a particularly nasty experience in 1992-93 because, apart from the investigative stories of corruption in government, Sharif didn't warm to a weekly satirical column about him in my paper. Armed thugs were sent to rough me up but I escaped their clutches. I was advised my safety couldn't be guaranteed if some ruling party loyalists decided to bomb my office. Income tax notices flew thick and fast. Anonymous phone-callers abused my wife and threatened rape and kidnapping. My paper survived only because Sharif was booted out of power a couple of months later. Pakistani politicians like Sharif who are originally products of martial law have a special love-hate relationship with the press. They adore it when in opposition and abhor it when in power. Their problem is that they cannot come to terms with a Pakistani press which has come to savour and guard its independence after forty years of censorship under various authoritarian regimes. Pakistan's press is certainly freer today than ever before. But it continues to labour under the shadow of the government. One, the government controls the bread and butter of newspapers newsprint imports are banned except for the press but the government retains a tight grip over newsprint quota. Two, as the government is one of the biggest sources of advertising, the press can't afford to shrug off its main source of revenue. Three, the government can use its vast coercive apparatus to browbeat the press or muzzle it if it remains unrepentant. In the final analysis, therefore, the press in Pakistan is free only to the extent that the government in power respects the rules of democracy or the judiciary, as the custodian of fundamental rights in the last resort, is strong enough to resist encroachments on democracy. If the government is authoritarian and the judiciary weak or divided, the press is a prime target for repression. Some of us have been shrieking murder since Sharif assaulted, divided and weakened the judiciary in 1997. With the judiciary out of the way, we reasoned, it was only a matter of time before the press would come under Sharif's heel. The worst has now come to pass. The Jang group of newspapers has become the focus of Sharif's unmitigated wrath. By lashing out at the largest media group, Sharif is sending a stern warning to the small fry. The siege of the Jang group is unprecedentedly vicious. Its bank accounts have been frozen, newsprint godowns sealed, hawkers harassed, journalists threatened, stiff income tax notices served and sedition cases lodged against three editors. All that remains is for the group's newspapers to cease publication, its owners to be arrested and its journalists packed off. The confrontation began like this. A column by Irshad Haqqani, Lahore Jang editor, kicked up a veritable storm in Islamabad in July 1998. Haqqani wrote advisedly about the need to revamp the government's ad-hoc decision-making system and suggested the army might have a small but positive role to play in it within the parameters of the democratic system. Islamabad reacted angrily by freezing ads to the Jang group. Then came the proverbial straw which broke the government's back. In October, army chief Gen. Jehangir Karamat suggested a National Security Council to tackle the country's mounting difficulties. The Jang group ordered a telephonic survey of public opinion: an overwhelming majority were all for the proposal. Two days later, Karamat was sacked. On the third day, Sharif stood before the national assembly and blasted those who wanted to derail democracy. And ordered senator Saif-ur Rahman, a loyalist who runs the controversial Accountability Bureau, to teach them a lesson. Jang was number one on the good senator's hitlist. We know the rest, thanks to the charming indiscretions of the senator, who was taped by the owner-editor of the Jang group, Mir Shakilur Rehman, when he brandished the threats. Among other demands, the government wants the Jang group to fire 16 top editors and reporters. Where does the press, and in particular the Jang group, go from here? Forward. There is no choice. Here was an Urdu newspaper whose editorial comment pages were often conspicuously tilted, as a matter of policy, in favour of the government. Indeed, a number of highly paid hacks blindly loyal to Sharif were put on its payrolls expressly to keep Islamabad happy. Yet it fell foul of an autocratic regime when it tried to steer a marginally less devoted path. Imagine what might happen to a more outspoken paper (like mine) if the Jang group were to bite the dust. Saif-ur Rahman claims he is only going after tax dodgers, not impinging on press freedom. This is a hollow, self-righteous claim. The biggest tax dodger and loan defaulter is the senator's boss, followed by scores of fellow compatriots in the national assembly, including industrial robber-barons and feudal landlords who have scooted away with Rs 200 billion in public money, without as much as a scratch on their backs. The press is in for a rough time. It would do well to remember a fact of life. Governments are fated to come and go but the press is destined to go on forever. REFERENCE: The Pen Is Mightier... Partial Pakistani Media Incites Hatred.

Bete´ noire´ - Something especially hated or dreaded; a bugbear. It has become an obnoxious habit amongst several leading Pakistani Private TV Channel News Anchors/Correspondents to create an imaginary threat and take a cover behind that imaginary threat to fulfill their own agenda e.g. that MQM is a Threat whereas the same Media whenever it desires "ruthlessly" attack MQM at will. Media Barons have created an imaginary threat to hide their own nefarious agenda whereas an alleged Islamist Newspaper of Karachi i.e. Daily Ummat usually publish extremely fiery rather outright Hateful news reports against the MQM in the same Karachi which is considered a dangerous city for reporting on MQM. Go through the contents of the last one week of Daily Ummat (which is allegedly Islamist too) and you may find Daily Ummat as if it is a pamphlet of a Nationalist party whereas the same Daily Ummat can hardly be quoted on Rinkle Kumari, Minorities, Misuse of Blasphemy Law and above all on Islamic Extremists rather if one may search the archives of Daily Ummat then it would emerge that the newspaper is rather outright opponent of any kind of Ethnic Politics. The Chief Executive is Mir Ibrahim Rehman (based in Karachi), the son of Mir Shakil ur Rehman and the President is Imran Aslam (Karachi).

Post has watched with growing concern, as “Jang Group” media entities have grown more irresponsible running erroneous and clearly unsubstantiated stories against not only USG policies and the Embassy, but also a minority religious group in Pakistan, as well as espousing anti-Semitic rhetoric. While initially this could be seen as a flexing of new found media freedoms allowed under former President Musharraf — and continued under newly-elected President Zardari – we now believe these stories are intentional and put our people at risk. The Group’s outlets have frequently been the only media outlets in Pakistan to run, without modification or qualification, releases put out by the Taliban.

Among the more egregious acts:

– On August 27, 2008, Jang Group papers ran a story claiming all USAID offices in the FATA had closed due to a threat from Tehrik-e-Taliban Pakistan. Not only was the story a fabrication, but it also made baseless inflammatory accusations claiming Blackwater USA was handling security and identifying an American Peshawar Consulate employee as a Jew, stating that as a Jew he should close down his offices there, “since the presence of Jewish officials in FATA would not be tolerated in any case.” ISLAMABAD 00003712 002 OF 003

– On September 7, 2008, “GEO TV Network” aired the program “Aalim Online.” The date coincided with the anniversary of a change in Pakistan’s constitution in 1974 that officially classified the Ahmadis as “non-Muslims.” The host Dr. Aamir Liaquat Hussain egged on guests about the Ahmadis. One guest responded that, “As long as this sedition is alive and even one (Ahmadi) remains on this earth, there is a need to eliminate it.” Two other guests used the Arabic phrase “Wajb-ul-Qatal (duty to kill) to describe those who believe in the Ahmadi doctrine. Dr. Hussain did not intervene to moderate the views, and in his closing statement belittled the Ahmadi founder and agreed in essence with the guests’ contention that his followers were not true Muslims. No member of the Ahmadi community was invited to speak. Two prominent Ahmadi leaders, one of them an American citizen, were murdered in Pakistan shortly after the program was televised.

– After the September 20, 2008 Marriott Hotel bombing, English language paper “The News” ran a series of baseless pieces attempting to blame the bombing on the U.S., claiming that Post had been using the hotel as a base of operations for “hundreds” of “Marines,” carrying on about steel boxes that had been moved in and out of the hotel under cover of night. When those stories petered out, it claimed that the fire that raged throughout the night of the bombing, was started by chemicals in the guest room of the one of the Americans who died in the blast. None of this was ever substantiated in any way, yet ran on the front page of the paper and was echoed by “GEO TV.”. Few of these stories were picked up by any of the other media, and completely ignored by the international press here.

– On October 23, 2008, Post’s Information Officer received a call at 2200 on the mobile telephone he reserves for press calls from someone who would not identify himself, but claimed that he had just driven by the IO’s residence, saw there were cars there, and asked if he had not been invited to a reception. The individual then asked about a resolution that had recently been passed by the Pakistani parliament, and then asked to speak to the Ambassador.

The IO was then asked about a “Daniel Pearl Lecture” he had heard the IO conducted in Karachi earlier in the week, and then inquired if the IO was Jewish. The subsequent story in “The News” took the IO’s comments out of context in a clear effort to paint a derogatory picture.

– On November 17, 2008, “GEO TV” suddenly disappeared from the airwaves in Karachi. The blackout lasted about six hours. A senior “GEO” staffer told our senior information LES that the stoppage was a result of pressure being applied by one of the political parties due to “GEO” not airing a speech by one of its politicians. Post found out subsequently that another “GEO” official disclosed to an officer of a European diplomatic mission that they had taken themselves off the air in order to blame the political party, and garner support for the station.

10. We have protested directly to reporters, editors, and the Group Chief Executive and Editor in Chief Mir Shakil ur Rehman over the consistent inaccuracy of “Jang Group” reporting, as well as their refusal to apply the most basic standards of journalistic ethics, stating that we expect to be called about and to respond to any story any entity of the group is carrying about the Embassy or its activities, and even provided them with direct telephone numbers for the IO, the PAO, and the Ambassador. Despite these efforts, the “Jang Group” has not changed its practices.

11. All of this occurs under the eye of the Group Editor who has not exercised supervision or applied good journalistic practices when assigning and reviewing stories. When queried by Post’s IO he stated that they know that many of their reporters have political agendas, are paid by ISI, military intelligence, Jamaat-e-Islami, or other interests but that they prefer not to fire or reprimand these reporters.

12. The problem of reporting rumor, innuendo, and unsubstantiated allegations is bad enough when limited to the distribution numbers of “Jang” daily or “The News.” However, it is when these stories are amplified by the “GEO TV Network” that the truly negative influence expands to substantial numbers. And all of this by their own admission is calculated to maintain or increase their market share.

13. On a recent visit to “GEO TV Network” offices in Karachi, our IO had a conversation putting all of this into context. “GEO” sees

its behavior as win-win with sensationalism and hate speech generating ratings and any attempt by authorities to rein it in allowing them to exploit their circumstance by claiming censorship.

While they realize that we (like the GOP, Brits, Canadians and many of the international reporters) find their reporting reprehensible and dangerous, we have supported them in the past, especially when President Musharraf took “GEO TV” off the air during the 2007 State of Emergency, and believe we dare not stop them lest we be seen as hypocrites. Their calculus is that we are more cowed by accusations of actively trampling their freedom of the press than we are of tacitly supporting hate speech. Therein lies the rub for the USG – at what point do we cater to consistent, blatant hate speech and intentionally inaccurate and irresponsible reporting in major daily newspapers and a country’s largest broadcaster which threatens the safety of American citizens or U.S. interests?

14. We have discussed the issue with the GOP at different levels, including President Zardari, and all are concerned by the “Jang Group’s” coverage. While wishing to grant the benefit of the doubt in order to protect the right to a free press, we believe the utter lack of any journalistic standard or editorial restraint has now proven too much to overlook.

Perhaps, if their criticism had been well-founded through those episodes, it wouldn’t have been so difficult for them to have remained consistent. But some august members of the media appeared to have relied too heavily on the briefings by Gen Pasha’s psy-ops brigade. And now that GHQ, one could argue rightly, has changed its mind, the defenders of our sovereignty particularly in the media are feeling short-changed. In fact, they are so embarrassed that they are either accusing the government of mismanaging the issue or they aren’t addressing it at all. Now, if you ask me who I would blame for poor governance, maladministration, unaddressed corruption charges, the sharpest decline in major public-sector corporations, a breakdown of the law and order in many cities, I’d say the PPP-led government without much hesitation. Look no further than the recent ‘Lyari’ operation as a glaring example of the PPP’s incompetence. It was launched with so much fanfare but apparently so little planning that nobody knows what it aimed to achieve or did actually achieve in the end. All one saw was a police officer known for ‘extrajudicial’ killings claiming to the media everyday that the ‘criminals will be finished off by the end of the day’. After this, his men made sure the TV cameras got their dramatic footage share as they fired aimless volleys into the air from different angles. It was an abject failure which led to pointless, callous and criminal loss of life on all sides. At the same time, it brought misery to innocent citizens who feared getting caught in the crossfire and remained bunkered down in their homes with no power, food and water for days on end. But please don’t tell me the PPP is to blame for any shortcomings, indecision or outright failure in foreign, defence or even national security policies because rather spinelessly, it slowly but surely surrendered these to GHQ in a process initiated after the furore over the Kerry-Lugar bill. It can come in for criticism for having hived off to GHQ what should fall in the civilian domain according to the constitution. However, the realities of politics in Pakistan would also help you understand, even if not appreciate, what it means by its policy of ‘reconciliation’. ‘Reconciliation’ for a party that sees itself as besieged and believes it is under attack from every conceivable adversary at all times can best be described as a series of costly compromises to remain in power and build up support from this rather minimalist base. It is the triumph of realpolitik over ideological, principled politics. Therefore, I have my own, to me, exceedingly valid grounds to attack the PPP. But frankly the reopening of the Nato supply routes won’t form the central plank of my objections. Wouldn’t you have liked to see an illuminating debate in the media, particularly on the electronic platform, which placed a diversity of views, opinions and analyses before our many confused souls and informed and empowered them to reach judicious conclusions whatever they may be? What we are seeing instead is an embarrassed lot of media personalities, influential opinion-makers, ducking the main issue and instead discussing topics which are no more than distractions, given the magnitude of what we face. LONDON: Top British journalist Victoria Schofield and other speakers at a seminar on the May 12 violence in Karachi have said that the British government should take people’s concerns into account about MQM chief Altaf Hussain. They held the Muttahida Qaumi Movement (MQM) responsible for the Karachi killings, and drew comparisons between the cases of Altaf Hussain and the radical Muslims being extradited to face terrorism charges in the countries of their origin. A large number of MQM leaders, including Haider Abbas Rizvi, MNA, and Faisal Sabzwari, MPA, also attended the seminar organised by the May 12 Group at the School of Oriental and African Studies (SOAS), London, to discuss the events of May 12 in Karachi and their wider social and political repercussions in the future political landscape of Pakistan. The May 12 Group was launched by Pakistani students from the University of Oxford, London School of Economics, and SOAS in collaboration with leading journalists, financial and legal professionals, and businessmen. The group's membership soared as Pakistanis living in Britain and America and human rights organisations have associated themselves with its cause.

Speaking on the occasion, senior Pakistani journalist M Ziauddin said that President Pervez Musharraf, who was patronising Altaf Hussain, had once called him a traitor when the former was the Chief of the Army Staff in 1999. Ziauddin criticised the MQM for joining hands with feudal lords against whom it had launched a struggle. He also accused the MQM of working for the military establishment to counter the PPP power in Sindh. He claimed that the Army and the MQM were behind the recent threats to journalists in Pakistan and termed it dangerous for the freedom and independence of the media. He claimed that even the Chief Executive of ARY TV, Shaheen Sehbai, had to leave Pakistan once again after his name appeared on the hit-list. Ziauddin also highlighted historical perspective of Pakistan's politics and its relations with the emergence of the MQM in the 80s. He elaborated the MQM's sporadic involvement in violence in collaboration with the Army against the mainstream political parties for the past two decades, particularly ethnic polarisation in Karachi.

Responding to some questions from the audience, he said that he was alarmed by the silence of state institutions which led many to put May 12 violence's responsibility on the Musharraf regime in Pakistan. Ali Hasan Dayan, a representative of the Human Rights Watch, declared Pakistan a military state which, according to him, has no respect for the rule of law and human rights. He blamed the MQM and the Sindh government for the Karachi massacre. He also expressed concerns over human rights violations and attacks on press freedom in recent days by the MQM, a coalition partner of the government. He also questioned the Musharaf regime's legitimacy after the present episode of violence. Earlier, Victoria Schofield analysed the British government's policy vis-a-vis providing shelter to individuals and organisations, which are allegedly involved in terrorist activities abroad. She drew comparison between the cases of Altaf Hussain and the MQM and those of Muslim radicals, who were allegedly involved in inciting terrorism abroad, and who have been or are being deported to the countries of their origin. She asked the Labour government in the UK to look into the concerns of Pakistan's civil society about Altaf Hussain, and praised the May 12 Group for raising such an important issue. LONDON: Muttahida Qaumi Movement chief Altaf Hussain is facing the danger of being tried in the UK courts over terrorism charges after the British media declared on Saturday that the MQM is run like the mafia from an office block in London amid accusations that the party had planned (the May 12) carnage which left 42 dead. This was declared in the findings of an investigative report of The Guardian. The MQM chief refused to meet its reporter when he tried to get his version on all these charges. His refusal strengthened the British media's view that the MQM is run like the mafia and whatever was being said about the party in Pakistan carried a lot of weight. On the eve of arrival of Pakistan Tehrik-e-Insaf (PTI) chief Imran Khan in London to file cases against the MQM chief, the UK media also splashed his demand that Altaf should face anti-terror charges. The Daily Telegraph was the first paper to run a four-column front page story against Altaf, headlined, Running Karachi from London. The Guardian had assigned two of its reporters to investigate charges against the MQM and its chief Altaf Hussain. One of them went to Karachi and the other visited the MQM's London office to meet Altaf in his party office. The first reporter visited Altaf's residence in Karachi and found only one telephone operator running the house. The second reporter was shown only certain rooms of the MQM office in London and told that Altaf Bhai was not available to meet him.

According to The Guardian, outside may be Karachi but inside the discreetly guarded room all minds are focused on London. The clock is set to British summer time and a pair of telephones connect to an office 5,000 miles away, from where a controversial leader runs his political empire. Altaf Hussain leads the Muttahida Qaumi Movement -- a powerful, popular and, critics say, thuggish political force that has a vice-like grip on Karachi. At "Nine Zero", the party headquarters in Karachi, his presence looms large. A giant poster hangs over the entrance and reverential acolytes speak of "Altaf Bhai". But the great leader is missing. The Guardian writes that for the past 16 years, Altaf has lived in self-imposed exile in the UK, first as an asylum seeker and now as a British citizen. Based in an office block on Edgware High Street in north London he rules by phone, directing his closest lieutenants in long, late-night conversations. But in Pakistan that arrangement has become a matter of controversy -- one about to land at the British government's door.

The Guardian said cricketer-turned-politician Imran Khan arrived in London to try to have Altaf prosecuted under British anti-terror laws. Three weeks ago gunmen opened fire on a rally in support of Chief Justice Iftikhar Muhammad Chaudhry, triggering a day of bloodshed that left 42 people dead. Imran -- as well as lawyers, human rights activists and opposition parties -- accuse Altaf of orchestrating the carnage from his sofa in London. "The whole thing was planned. No British citizen is allowed to sit in London and direct terrorist operations abroad. So why should Altaf Hussain?" said Imran Khan who described the MQM as a fascist movement run by criminals. "If Pakistan has to arrest al-Qaeda operatives, then Britain has an obligation to pick up Altaf," added Imran, who plans to bring a petition to Downing Street. "There's a war on terror going on but here we have Pakistan's No 1 terrorist being given sanctuary by the British government," he said.

The MQM denies the charges, and insists it was the victim and not the perpetrator of May 12. The party says 13 of its own activists were among the dead, and last week it produced a video from May 12 showing apparent supporters of the Pakistan People's Party (PPP) firing their guns in the air. "This is a conspiracy against us. Our decision to hold a rally on May 12 may be open to criticism, but we were not involved in armed attacks," said Dr Farooq Sattar, deputy convener of the MQM's Rabita Committee. But Altaf has little to say. At the MQM's International Secretariat on Edgware High Street -- a red brick office block opposite a supermarket -- a party official said the leader was not available for comment. But he was happy to show the Guardian around the offices, which he confirmed was Altaf's London headquarters, and he vowed to repel any court action by Imran.

The fight is getting personal. Back in Karachi, graffiti slurs against Imran appeared on walls and the MQM-dominated local government has banned him from the city for one month. The report said the MQM was founded in 1984 by Altaf, a former Chicago cab driver, and won broad support among the Mohajirs. The party prided itself on its well-oiled machine and its secular, liberal outlook. But since May 12 the party's aspirations of becoming a national force lie in shreds, and there are worrying echoes of past tactics. On Tuesday, three Karachi journalists with foreign news agencies found unmarked envelopes containing a single bullet on their car windscreens. Two of them had earlier been denounced as anti-Mohajir by the MQM-linked Muhajir Rabita Council. The Guardian asks, "Will Mr Hussain ever come home?" At Nine Zero, where beefy young men with baseball caps stand guard, there is little sign. "We do not want him to come back to Karachi; it is too dangerous here," said parliamentarian Faisal Subzwari. But there is always hope. A few doors down Altaf's deserted terraced house is waiting, protected by blast proof metal shutters. LONDON: The new proposed powers to British police to use telephonic conversations as evidence in a court of law might land Muttahida Qaumi Movement chief Altaf Hussain in hot waters, or at least greatly affect his regular telephonic addresses to his followers in Pakistan. The British government has been bringing sweeping anti-terrorism laws to use telephonic addresses, secret conversations and email messages of individuals as strong evidence in the courts on the pattern of American and European laws. After the enactment of these new laws at least Altaf would be required to be very careful in choosing his words as these might be used as evidence by police, if someone accuses him of inciting violence. Pakistani opposition leaders, particularly Imran Khan, are already levelling allegations against Altaf for inciting violence in Pakistan through his telephonic addresses during the last 16 years since he arrived here in 1992. Parts of the proposals will be laid out in more detail on Thursday, when the outgoing home secretary, John Reid, will announce a consultation on the terrorism bill due this autumn. They include detaining suspects for more than four weeks without charge, allowing questioning after charge and the use of intercept evidence.

It is understood here that regular telephonic addresses of Altaf Hussain from London to Karachi were recorded by the secret agencies of Britain. But under the current laws, these conversations could not be produced as evidence in courts of law. According to available details of these proposals, now material gathered from intercepts, and transcripts of telephone and email conversations would be admissible in evidence in criminal trials. Currently, patterns of phone contacts — who called who, and how often — can be used as evidence, and lengthy schedules of calls are a common feature of criminal trials. At present telephonic conversation or emails can only be used as intelligence, which may act as a springboard for an evidence-gathering investigation. This prohibition has been enshrined in law since the 1980s. One of the proposals says police should be able to question terror suspects who have been charged and are awaiting trial. Under current law, police can arrest someone for an offence when the person is facing trial for a completely separate offence. However, the police are not allowed to question the person about the offence they have already been charged with, even if evidence emerges that was not available before they were charged. The shutter comes down when someone is charged. Another proposal is to make terrorism an aggravating factor in sentencing, in the same way that racial motivation is. This would have the greatest effect in cases that spin off from core terrorism inquiries, such as benefit or passport fraud, where there is intelligence about terror links but no obvious crimes of violence. Police want these lesser offences to be punished more severely if they can show the fraud was to help terrorists. One proposal calls for greater public scrutiny of the heads of MI5 and MI6. Currently, they are overseen by the Intelligence and Security Committee, which reports to the prime minister and conducts its work in secret. LONDON: Former prime minister Nawaz Sharif on Friday claimed that as the prime minister he knew that the Muttahida Qaumi Movement (MQM) had murdered Hakim Muhammad Said in Karachi on October 17, 1998. Talking to newspersons at the PML-N office here, he also alleged that Federal Minister Babur Ghauri was now secretly playing the role of a "messenger" between President Gen Pervez Musharraf and Altaf Hussain. He also claimed that Prime Minister Shaukat Aziz would soon ditch President Musharraf and join the opposition parties.Nawaz alleged that Musharraf and Altaf were busy hatching a conspiracy against Pakistan and their collaboration might harm the country. He said that he had made it clear to the MQM leaders, who were part of the coalition government then, either to surrender those who had murdered Hakim Said or quit the Sindh government. "After the refusal of the MQM to surrender the killers, I preferred to sacrifice the provincial government of Liaqat Jatoi instead of making compromises with those who had killed an honourable man like Hakim Said," he said. Nawaz said the MQM leaders were playing a dangerous game by collaborating with Gen Musharraf. "Being the twice elected prime minister of Pakistan, I have some understanding of politics, and my political intuition tells me that Altaf and Musharraf are working to harm the country's interests," he said. Nawaz said, on May 10, while addressing a press conference, he had warned that if the MQM was not stopped from holding a rally in Karachi on the arrival of the chief justice, many innocent people might be killed. He regretted that his timely warning was not heeded to. Nawaz disclosed that even certain elements had tried to warn Gen Musharraf about the likely bloodshed in Karachi if the MQM was not stopped from holding the rally. But, he claimed that instead of giving a serious thought to that logical advice from the intelligence quarters, Musharraf got furious and told them to leave the room. Nawaz said that these words gave a clear idea that Musharraf and Altaf had planned the massacre in Karachi. Nawaz also backed the movement of Imran Khan against Altaf and said his own hard-hitting stance on the MQM was known to everybody. He said that he was against the MQM since it murdered Hakim Said. Nawaz also disclosed that the ruling party leaders sitting in the government were secretly in touch with him to secure their political future after 2007 and claimed that soon Prime Minister Shaukat Aziz would ditch Gen Musharraf and join the opposition, as he was not a stranger to them (Nawaz and Benazir Bhutto) because, as a banker, he used to meet them regularly both within and outside Pakistan. "Look, you will soon see Shaukat Aziz ditching Gen Musharraf and joining the political leadership of the opposition parties," Nawaz told the press conference. Nawaz asked Benazir to attend the all parties conference in London, instead of sending a five-member delegation of her party, as he observed that her presence would make a difference. To a question, Nawaz dropped a hint at accepting some of the ruling party members, saying that he would be required to make a distinction between people like Sheikh Rashid and those who did not come out in the open to launch attack on the opposition leaders. However, Nawaz did not reveal who was in touch with him and whether they were federal ministers, MNAs or senators. Earlier, Nawaz Sharif blasted the top generals and heads of secret agencies who had filed affidavits in the Supreme Court. He wondered how could the generals make such claims in their written statements and that how could they all come to the office of the Army chief only on the phone call of the chief justice. Nawaz said that they could not dare enter the room of Musharraf unless he directed them to visit his office. He said that it was a ridiculous thing to say that the generals had come to the office of Musharraf on the telephone call from the chief justice and Musharraf had no idea about their likely visit to his office. He said the secret agencies had no role in the affairs of the chief justice, as no law allowed them to interfere in the legal and constitutional affairs. He said the heads of these agencies were also subverting the Constitution. Nawaz questioned the powers of heads of secret agencies to even discuss the reference issue with the CJ in the office of the Army chief as this was not their mandate and legal duty. He said that it was a laughable excuse that the chief justice wanted Musharraf to dissolve the assemblies as what kind of benefits a chief justice could get after the sacking of a Parliament. Nawaz said political change must come and come early in Pakistan but it should not be on the wishes and help of foreign forces like America or rest of the world. Nawaz said that former US President Bill Clinton had made him five telephone calls to persuade him not to conduct nuclear tests and had offered $5 billion as aid but he refused to surrender before pressure and Pakistan became a nuclear state. Nawaz said, on the other hand, just one telephone call from Collin Powell on 9/11 was more than enough for Musharraf to toe the US line. The former prime minister claimed that had Musharraf been the ruler of Pakistan on May 28, 1998, the country would not have become a nuclear power. LONDON: The Muttahida Qaumi Movement (MQM) and its leadership continue to be at the receiving end since the May 12 Karachi carnage, as the daily Guardian alleged that the party was linked to South African crime networks. The British paper's investigative report alleged that the MQM was linked to “extortion, gun smuggling and South African crime networks”.The British media has turned its guns toward the MQM; it never did this in the past 16 years. It did not care about Altaf Hussain or any other Pakistani politician living in the UK and doing politics from London. But, the prevailing judicial crisis followed by killings in Karachi has changed the perception of the British media, which is publishing regular anti-MQM stories almost everyday putting pressure on its own government and people to review policies on leaders who acquired British citizenship but still participating in the politics of their country of origin. Stinging Hate Campaign of Jang Group/GEO TV against Sindhi Community.


The popular talking point has become, once again, that the government is playing ‘Sindh card’ in its relationship to the judiciary. But a careful examination of recent media articles suggests that perhaps there is another player holding the cards. ‘Sindh card’ refers of course to the idea that President Zardari and other PPP politicians attempt to energize a base of Sindhi supporters by invoking provincialism. Ethnic parties certainly exist, but PPP is a national party that enjoys support across ethnic and provincial lines. So while PPP might have a base in Sindh, that is not sufficient to classify it as an ethnic party. Nevertheless, a series of media reports suggest that some in the media might be attempting to do just that. Deeply aggrieved, full of anger and passionately in mourning, Sindhis are baffled and confused at the strange reaction in Punjab, specially the ruling elite which has adopted an aggressively parochial attitude, not just against the PPP but against entire Sindh, after the death of Benazir Bhutto. The accusations that large numbers of Punjabis have been forced to flee Sindh and become refugees in their province may help the PML-Q leaders rebuild their shattered election campaign but it is certainly not helping national unity and the cause of the federation of Pakistan. A quick tour of the heart broken hinterland of Sindh, starting from Karachi to Jamshoro, Sehwan Sharif, Dadu, Larkana, Naudero, Garhi Khuda Bux, Sukkur, Khairpur, Nowshero Feroze, Moro, Hala, Hyderabad and back to Karachi by road, revealed many facets of the Bhutto murder fallout which cannot be imagined while sitting in cozy drawing rooms before TV sets. It was quite baffling to note that while we were driving towards Larkana on the Jamshoro-Sehwan route, not one burnt vehicle was seen anywhere from near Karachi until we entered the constituency of Benazir Bhutto in Larkana, over 250 miles away, where we saw a skeleton of a bus. Neither could we see any burnt banks or buildings on this route.

But strikingly on our way back from Sukkur to Hyderabad , the damage was evident but not as widespread as was being reported or projected to be. Some 100 trucks, buses and very small number of cars were still presenting the scene of a battlefield, especially in Moro and some other portions of the National Highway. A few banks on the main road were also visibly damaged. But the interesting explanation we got by talking to residents and locals was that most of the damage all along the National Highway was in areas and constituencies which were not PPP strongholds and were either represented by Muslim Leagues or other breakaway PPP factions like the Jatois and others. Many gas and petrol stations were still totally undamaged while just in front of them, on the road, cars and buses had been burnt. The protestors were either not interested in burning some property or were cleverly selective in picking their targets. At one point in front of a huge CNG station, which was intact, several vehicles were burnt but right across the road was a Rangers headquarter and no one seemed to have noticed the violence or done anything to stop it. When we crossed it the Rangers were being guarded by a police picket and van, odd as it may seem.

So when the majority PPP dominated areas were relatively quiet, how would the violence in non-PPP areas be explained. The PPP leadership, rank and file have a ready made explanation that the reaction was orchestrated to blame Sindh and PPP and it was exaggerated to suit the establishment to counter the wave of sympathy for the PPP. It looks somewhat obvious that such an explanation would be given by the PPP but the sudden regression of the pro-establishment section of the Punjab leadership into a parochial mode has lent a lot of credence to the Sindhis’ complaints. Talking to the deeply disturbed and extremely nervous PPP leadership in Larkana, Naudero and Garhi Khuda Bux, the clear impression that emerges is not good news for the federation. Mr Asif Ali Zardari and Bilawal Bhutto made extra efforts in their early appearances before the media to send the message across that the PPP still wanted the federation, as it did when Benazir Bhutto was alive. But this message has been distorted by Punjab. The creation of a refugee centre in the heart of Lahore was almost hitting the federation below the belt. Some of the Punjabi small businessmen, roadside gas station owners and hotel stops whom we met on our journey were highly critical of this Punjab move. One of them near Hala said he was always a PML voter but would now vote for the PPP as Punjabi leadership, especially close to the establishment, was unfair. He was safe and doing his business without any fear though he admitted that for four days after the Bhutto murder, he did not come out of the house or open his business. His hotel and shops had not been touched by anyone during the riots. A PPP student wing leader in Larkana was specifically moved by the huge ads in newspapers from the PML which isolated Sindhis and spoke of large-scale migration from Sindh. “What do they want now that they have killed so many of our leaders? Do they want to push us into the sea. This is all rubbish and meant to fan hatred against Sindh for political gains,” he reacted. The PPP leadership is having a bad time in the sense that they have been pushed to the wall and now fears they have to take on the establishment which they fear would be a disaster for the country. Senior leaders candidly admit that the death of Benazir Bhutto has landed the party into a crisis but unity in the ranks and swift transition of power from Benazir to Asif Zardari has helped the party leaders and cadres focus on the real issue of winning the elections, helped by the sympathy wave.

One leader said it was challenging for Mr Zardari to get into the shoes of Ms Bhutto but since she had passed on the leadership to him in her will, the party had accepted the decision and quickly converted the street protests and violence into a determined electoral mission to win the elections. But February 18 was the cut off date for all practical purposes and it was impossible for any PPP leader, including Mr Zardari, to show any soft corner for President Pervez Musharraf or the establishment before the elections. “We have to decide that if Feb 18 turns out to be a fraud with us and the nation, what we have to do and this is not an easy decision but this decision cannot be put off any more,” said one leader. “And this time President Musharraf will have to accept all our demands without any precondition or bargaining because we have already paid the highest price that could be asked in any bargain.” Senior PPP leaders do not believe that the establishment would go for the elections even on Feb 18, if the PPP wave continues, which it will. “They are not prepared to hand over power through the ballot box and unless they are in a position to either manipulate the result and contain the PPP or strike a deal on their terms, they would not agree to a poll,” one leader said. “But the PPP is not in a position to offer anything now. If Mr Musharraf wants a deal with the PPP, he will first have to hold a free and fair election without asking for anything in return. This risk he has to take, or otherwise take much bigger risks.”

This PPP sentiment is reflected at all levels of the leadership which is now gearing up to accept the coming challenges. Whatever doubts and suspicions people may have about Mr Zardari, he has now been catapulted into a position where he has very little room for maneouvre or go against the general party sentiment. People want revenge and he has to lead the party into getting one. “The PPP candidates have been decided by Benazir so those cannot be changed. The PPP leadership all over the country is in place so no particular Zardari men can be inducted. The election is just around and no one can risk intra-party infighting. The mourning has been successfully converted into a fury to take revenge at the ballot boxes so the party has been saved from disarray,” according to a senior leader. This transition from protests and fury on the streets to revenge through democracy has been remarkably smooth. As we drove hundreds of miles in PPP and non-PPP territory, life had come to almost normal and only the remnants of the burnt out trucks, especially NLC containers and car-carriers, reminded us of the angry reaction. The first hurdle has successfully been crossed by the PPP, headed by Mr Zardari to control the people and turn them into highly motivated and committed workers. PML-Q Punjab alters ethnically exclusive ad

KARACHI: The PML-Q Punjab has amended the language of a controversial advertisement it published on riot damage compensation for non-Sindhis in Sindh, after a bad reaction from the southern province’s party leaders and workers. The advert now says Sindhis (in bold lettering) can also apply for compensation.

But the damage has been done. The PML-Q central leaders should find out who allowed the publication of a party advertisement excluding Sindhis from claiming damages in the post-BB assassination riots, argued the party’s Sindh information secretary Saturday.

A flurry of letters has made its way to the party’s chief Chaudhry Shujaat Hussain. “The way the PML-Q started an advertisement campaign in such sensitive conditions is strange,” said Jafar al Hasan, president, PML-Q (Youth Wing) Sindh, who added that he and others registered their protest.

The PML-Q Punjab started the advertisement campaign in the national print media Friday. On the first day, four colored half-page advertisements were printed with news clippings, saying that people affected by the riots could apply for compensation. One of the news items said that during violence in Bin Qasim (Karachi) 12 girls were kidnapped and raped – however, it failed to mention which newspaper published the stories. “I don’t remember exactly which newspaper published this story but I think it was an Islamabad-based Urdu newspaper,” said Mian Abdul Sattar, senior vice president PML-Q Punjab.

“It is against the party’s basic manifesto and with such a move the PML-Q leadership is dividing the party workers ahead of the polls; that would be so dangerous,” said Ismail Rahu, a former minister and PML-Q leader. “I have collected the details of the losses in my district and most of the sufferers were Sindhis. Most of the petrol pumps, shops and vehicles set on fire were not destroyed by Sindhis.”

Others argued that it was a PML campaign tactic. According to the PPP’s Syed Naveed Qamar, after Benazir’s assassination, the people sympathized with the PPP, something the PML-Q leaders were aware of.

The PML advertisement asked non-Sindhis in Sindh (Mohajirs, Pathans, Punjabis etc) to contact it with details of the losses they suffered in the riots after Benazir’s killing. The criticism was that the advert implied that Sindhis did not suffer any losses and were to blame for the rioting and looting.

Haleem Adil Shaikh has written a critical letter to the PML-Q’s central president Chaudhry Shujaat, asking for an unconditional apology for the people of Sindh. Shaikh, who is also a settler in Sindh, said that the advertisement ignored Sindhi people of Sindh. If the advertisement campaign was a mistake, then an inquiry should be conducted to find out who is responsible and who must apologize unconditionally to the Sindhi people, Shaikh wrote. If the advertisement was deliberate, then its aim was to cause linguistic and ethnic tensions. “There was a strong feeling that the party was only for the Punjab,” he said. Hafiz Tabassi, the media coordinator for the PML-Q Sindh, said that the letter had been sent to Shujaat already.

Sindhi cap is worn by every Pakistan from Keti Bandar to Landi Kotal. Pathans Balochs and even Punjabis wear the same cap with slight difference in design. My contention is why Sindhis have felt a cultural threat when a third grade journalist like Saleh Zafar passed derogatory remarks against cap. Fingers should be aimed at The GEO TV channel and Jang Group for tinkering with the sentiments of the people on one hand they demand "Pakistani Behaviour" and Pakistani Dress from Zardariwhereas for 9 years US backed Martial Law Administrator General Musharraf visited different foreign countries wearing Western Suits [was that a Pakistani Dress???] and nobody objected [shame on Pakistani Media particularly GEO TV]. Sindhi Cap and Shalwar Kameez are the dress of not only Sindh but Pakistan as well, because till the last news Sindh is in Pakistan. جس طرح عالم ہونا خوبی ہے، اسی طرح ایک جید جاہل ہونا بھی ہر کسی کے بس کا کام نہیں ہے۔ ہفتے بھر پہلے میں نے ایک پاکستانی چینل پر دو جیدوں کی پونے دو منٹ کی گفتگو دیکھی اور سنی۔ جس سے اندازہ ہوا کہ صدرِ مملکت آصف زرداری نے کابل میں صدر حامد کرزئی کی تقریبِ حلف برداری میں سندھی ٹوپی پہن کر سندھ کارڈ کھیلنے کی کوشش کی۔ صدرِ مملکت چونکہ وفاق کی علامت ہیں اس لیے انہیں بین الاقوامی سطح پر ملک کی نمائندگی کرتے ہوئے علاقائی لباس کی بجائے قومی لباس اور ٹوپی زیبِ تن کرنا چاہیے وغیرہ وغیرہ۔

میں اب تک سمجھتا تھا کہ سندھ ایک وفاقی اکائی ہے اور اس ناطے وہاں کا لباس اور ٹوپی بھی وفاقی ثقافت کا حصہ ہے۔ لیکن دونوں جئیدین کی گفتگو سے پتا چلا کہ سندھ پاکستان میں شامل نہیں بلکہ نائجیریا یا انڈونیشیا یا بولیویا کا حصہ ہے۔

دوسری بات یہ معلوم ہوئی کہ اگر کوئی فوجی آمر وردی پہن کر بیرونِ ملک جائے تو یہ فوجی کارڈ کھیلنا نہیں کہلائے گا۔ اگر کوئی صدر یا وزیرِ اعظم تھری پیس سوٹ اور ٹائی میں غیر ملکی دورے پر جائے تو یہ مغربی کارڈ کھیلنے کے مترادف نہیں ہوگا۔ کوئی حکمران اگر شلوار قمیض پہن کر ریاض ایرپورٹ پر اترے تو یہ پنجابی، پختون، سندھی یا سرائیکی یا بلوچ کارڈ تصور نہیں ہوگا لیکن سندھی ٹوپی پہننے سے وفاقی روح کو اچھا خاصا نقصان پہنچ سکتا ہے۔

ایسے ہی ٹوپی بازوں نے پاجامہ کرتا پہن کر قرار دادِ لاہور پیش کرنے میں پیش پیش بنگالیوں کو شلوار، شیروانی اور جناح کیپ پہننے سے انکار کے جرم میں ملک بنتے ہی 'پاکستانیت' کے دائرے سے باہر نکال دیا تھا۔ ان ہی عالی دماغ تنگ نظروں نے سینتیس برس پہلے سندھی کو صوبائی زبان کا درجہ دیے جانے پر 'اردو کا جنازہ ہے، زرا دھوم سے نکلے' کا نعرہ لگا کر پورے سندھ کو آگ اور خون میں جھونکنے کا اہتمام کرنے کی کوشش کی تھی۔

اگر ان میڈیائی مجتہدین کا بس چلے تو وہ محمد علی جناح کی ایسی تمام تصاویر اتروا دیں جن میں وہ کھلا لکھنوی پاجامہ یا چوڑی دار پاجامہ پہن کر ہندوستانی کارڈ اور قراقلی ٹوپی پہن کر بلوچ کارڈ اور فیلٹ ہیٹ پہن کر برطانوی سامراجی کارڈ کھیلنے میں مصروف ہیں۔ علامہ اقبال کی ایسی تمام تصاویر نذرِ آتش کروا دیں جن میں وہ تہبند میں ملبوس پنجابی کارڈ یا پھندنے والی لال ٹوپی پہن کر ٹرکش کارڈ کھیل رہے ہیں۔

ان ٹوپی ڈرامہ بازوں کو تو شاید یہ بھی معلوم نہ ہو کہ جب سندھ اسمبلی میں قرار دادِ الحاقِ پاکستان منظوری کے لیے پیش ہوئی تھی تو بیشتر مسلمان ارکانِ اسمبلی نے سندھی ٹوپی پہن کر اس کی تائید کی تھی۔ انہیں غالباً یہ خبر بھی نہیں پہنچی کہ فی زمانہ سندھی ٹوپی سندھ سے زیادہ جنوبی پنجاب، صوبہ سرحد، بلوچستان اور افغانستان میں پہنی جاتی ہے۔

تو کیا ہمارے گھروں کی ٹی وی سکرینوں پر تاریخ اور ثقافتی جغرافیے سے نابلد خوخیاتے بندر استرا لہراتے ہوئے ایسے ہی ٹوپی ڈرامہ کرتے رہیں گے؟

On Wednesday and Thursday when the Sindh interior minister almost declared full war on the MQM, revealing that all the closed criminal cases of the MQM were done fraudulently, the reality has now come to the surface. This is the final showdown the PPP is trying to start so that if President Zardari is disqualified, the Sindh Card, as it is generally known, could be played effectively. The problem with President Zardari and his cronies is that they don’t know how to defend their past corruption and how to convince their coalition partners and the relevant players in the establishment that they have changed their ways. This lack of minister almost declared full war on the MQM, revealing that all the closed criminal cases of the MQM were done fraudulently, the reality has now come to the surface. This is the final showdown the PPP is trying to start so that if President Zardari is disqualified, the Sindh Card, as it is generally known, could be played effectively.

The problem with President Zardari and his cronies is that they don’t know how to defend their past corruption and how to convince their coalition partners and the relevant players in the establishment that they have changed their ways. This lack of defence is driving them into desperation and as officially announced by Zulfikar Mirza, the ultimate weapon they have is the Sindh Card to save themselves, or, if they fail, to take the entire system down if they fail. I am a proud Pakistani and also a proud Sindhi, but I don’t believe in the Sindh card. I am sure that such a card does not exist anymore. It is again wrong to suggest that father of the nation Quaid-i-Azam Muhammad Ali Jinnah used the Sindh card for creation of Pakistan. It is simply childish to say that adoption of resolution in favour of Pakistan in the Sindh Assembly in 40s was an exploitation of the Sindh card. It shows lack of sense of history. The passage of resolution by the Sindh Assembly establishes the negation of the Sindh card. The role of the Awami National Party is also crucial in this situation as its role in any clash between the PPP and the MQM in Karachi will be pivotal as thousands of Pathans, with arms, could play havoc. آئے دن سندھ کےلوگ احتجاج اور مظاہرے کرتے رہتے ہیں

آخر مسئلہ کیا ہے کہ آئے دن سندھ کےلوگ احتجاج اور مظاہرے کرتے رہتے ہیں اور آزادی کے ساٹھ برس گزارنے کے بعد بھی اپنے آپ کو خوش نہیں پا رہے ہیں۔
وہ وفاق کے ہر منصوبے کو بڑے شک و شبہے کی نظر سے دیکھتے ہیں۔
قیامِ پاکستان کے بعد سندھ میں کیا ہوا، اور سندھی عوام کے ساتھ کیا ہوا؟
دراصل یہی وہ اسباب ہیں جس کی وجہ سے سندھ کے قدیم باشندے ناخوش ہیں۔
آزادی سے لے کر اب تک کی سندھ کی سیاسی، معاشی اور سماجی صورتحال پر سرسری نظر اسباب و وجوہات کو عیاں کردیتی ہے۔
زبان اور ثقافت
قیام پاکستان کے بعد سندھ سے مجموعی آْبادی کی بیس فیصد ہندو آبادی کے انخلاء اور اس کے بدلے بھارت کے مختلف صوبوں سے آ کر بسنے والی بڑی آبادی کی وجہ سے سندھ کے سماجی، ثقافتی اور سیاسی حیثیت متاثر ہوئی۔
ہندو آبادی زبان اور ثقافت کے لحاظ سے سندھ کا حصہ تھی۔ ہندوؤں نے مختلف شہروں میں سکول، کالج، تفریح گاہوں اور ہسپتالوں کے حوالوں سے کئی فلاحی کام کیے تھے۔ قیامِ پاکستان کے بعد سندھ میں ایسے کاموں اور ایسی سہولیات بڑھانے اور برقرار رکھنےکا سلسلہ رک گیا۔
دوسری زبانیں بولنے والوں کی ایک بڑی آبادی کے بسنے سے سندھ کی زبان اور کلچر پر برا اثر پڑا۔
اس کے علاوہ حکومتی سطح پر بھی بعض ایسے اقدامات کیے گئے جس سے سندھی زبان کی حیثیت مزید متاثر ہوئی۔
لیاقت علی اور ٹرومین

آزادی کے ایک سال بعد سندھ یونیورسٹی کو کراچی سے حیدر آباد منتقل کر دیاگیا اور کراچی کے لیے الگ یونیورسٹی قائم کی گئی۔ سندھ کے ممتاز دانشور محمد ابراہیم جویو نے ایک مقالے میں کہا تھا کہ سندھ یونیورسٹی کی حیدر آباد منتقلی کے وقت وزیرِاعظم لیاقت علی خان نے خوش گپیوں میں کہا تھا کہ یہ یونیورسٹی اونٹ اور گدھا گاڑی کلچر والوں کے لیے ہے۔
آئندہ پانچ برسوں میں کراچی یونیورسٹی میں سندھی کو امتحانی زبان کے طور پر ختم کردیاگیا اور صرف اردو، بنگالی اور انگریزی میں امتحان دینے کی اجازت دی گئی۔ کچھ ہی عرصہ بعد کراچی میں بعض سندھی سکول بند کر دیےگئے یا غیر سندھیوں کو بطور اساتذۃ مقرر کیا گیا۔
زمینیں
1947 میں ہریانہ اور راجپوتانہ سے نقل مکانی تو بند ہوگئی لیکن یو پی اور سی پی سے ہجرت کا سلسلہ کئی سال تک جاری رہا۔ باہر سے آنے والے لوگوں کی تعداد یہاں سے جانے والوں کے مقابلے میں کئی گنا زیادہ تھی۔ اس صورتحال پر سندھ کے وزیرِاعلیٰ ایوب کھوڑو کو مجبوراً یہ کہنا پڑا کہ سندھ نے صرف سات لاکھ مہاجر قبول کرنا منظور کیے تھے، مزید لوگ نہ بھیجے جائیں۔
مہاجروں کی آبادکاری کے لیے وزارتِ بحالیات اور کئی چھوٹے بڑے ادارے قائم کیے گئے۔ چنانچہ جعلی کلیموں کے ذریعے بڑی بڑی جائیدادیں ہتھیانے کا سلسلہ شروع ہوگیا۔
ایوب کھوڑو
ون یونٹ بنانے کے اہم کردار ایوب کھوڑو جن کو سندھ لوگ اب بھی اچھے الفاظ میں یاد نہیں کرتے

حکومت کے بیشتر اہلکار مہاجر یا پھر پنجابی تھے۔ انہوں نے افسرشاہی کو اپنے قبضے میں لے کر ہندوؤں کی متروکہ شہری جائیدادوں کے کلیم منظور کرانے کے ساتھ ساتھ زرخیز اور قابل کاشت دیہی زمینوں پر بھی قبضہ کرلیا جو ہندو چھوڑ گئے تھے۔ ان زمینوں کے حقیقی وارث سندھی کسان تھے لیکن آزادی کے خواب کی تعبیر کے برعکس ہندو کی جگہ مسلمان مہاجر آگیا۔
پنجاب کے ایک محقق احمد سلیم اس صورتحال کے بارے میں لکھتے ہیں کہ یہ کلیم یا تو بالکل جھوٹے ہوتے تھے یا پھر اصل سے زیادہ۔
قیامِ پاکستان سے چند ہی ماہ قبل سندھ اسمبلی نے ایک بل منظور کیا تھا کہ صوبے میں ہندوؤں کے پاس مسلمانوں کی جو زمینیں گروی ہیں ان کو وہ بیچ نہیں سکتے۔ اس قانون پر پنجاب میں توعمل درآمد کیا گیا لیکن سندھ میں گورنر نے بل پر دستخط نہیں کیے اور وہ باقاعدہ قانون نہ بن سکا۔ پھر جب پاکستان بنا تو یہ زمینیں ہندوؤں کی ملکیت قرار دے دی گئیں اور کلیموں کے ذریعے مہاجروں کو ملیں۔ مقامی لوگ زمین کی ملکیت سے محروم ہوگئے۔ بعض دستاویزات کے مطابق یہ اراضی40 لاکھ ایکڑ یا کل زرعی زمین کا بیالیس فی صد تھی۔
اسی کے ساتھ سندھ ریفیوجی رجسٹریشن آف لینڈ کلیم ایکٹ کے تحت مارچ 1947 کے بعد ہندوؤں کی بیچی گئی زمینوں کے معاہدوں کو منسوخ قرارا دے دیا گیا۔
سندھ ریفیوجی ایکٹ کے تحت ہجرت کر کے آنے والوں کو بھارت میں اپنی جائیداد کے ثبوت سے مستثنیٰ قرار دیاگیا۔
ایوب خان
صدر ایوب خان نے 1961 میں مارشل ریگولیشن کے ذریعے کلیموں کی دوبارہ تصدیق لازمی قرار دی

جب بھارتی حکومت نے زرعی اصلاحات کے تحت زمینیں ضبط کیں تو حیدرآباد دکن، یو پی، سی پی وغیرہ کے ان متاثرہ لوگوں کا نقصان پورا کرنے کرنے کے لئے1958 میں ایک اور قانون بنایا گیا۔ بعد میں جب حکومت کو محسوس ہوا کہ معاملہ گڑبڑ ہے تو صدر ایوب خان نے 1961 میں مارشل ریگولیشن کے ذریعے کلیموں کی دوبارہ تصدیق لازمی قرار دی لیکن چند ہی ماہ میں انہیں یہ قانون واپس لینا پڑا۔
شہری جائیدادیں
پچاس کی دہائی میں ہی ایک اور قانون بنایاگیا کہ مقامی لوگ دس ہزار روپے سے زیادہ مالیت کی شہری جائیداد نہیں خرید سکتے۔ بڑے بڑے مکانات، ہوٹل، سینما ہاؤس نیلام کیےگئے اور ان کی ادائیگی کلیم کے کاغذات کے ذریعے کی گئی جن کا یا تو وجود نہ تھا یا کوئی ثبوت نہ تھا۔
پچاس ہی کے عشرے میں کوٹری بیراج بنا تو اس کے زیرِ کمانڈ تین لاکھ چالیس ہزار ایکڑ زمین سول اور فوجی نوکرشاہی کو دی گئی۔
پروفیسر عزیزاحمد اپنی کتاب ’کیا ہم اکٹھے رہ سکتے ہیں‘ میں لکھتے ہیں کہ زمینیں سندھی ہاریوں کے پاس جانے کی بجائے پنجابیوں، مہاجروں اور پٹھانوں کے ہاتھوں میں جانا شروع ہوئیں۔

انیس سو اکیاون میں ایک سندھی روزنامہ نے اپنے اداریے میں لکھا: ’سندھ کے لوگوں کے ذہنوں میں شکوک بڑھ رہے ہیں کہ نئے بیراج کی زمینیں باہر کے لوگوں کو دی جائیں گی۔ اگر ایسا کیا جا رہا ہے تو اس کے بعد سندھ اور وفاقی حکومتیں سندھ کے لوگوں سے تعاون کی توقع نہ رکھیں۔ سندھ کے ہاریوں کا ان زمینوں پر پہلا حق ہے۔ سندھ کے ہاری کے پاس ہل نہیں تھا وہ ہندوؤں کی زمینیں کاشت کرتے تھے۔ اور اب پہلے سے زیرِ کاشت زمینیں مہاجروں کو دی گئی ہیں، اور نئی زمینیں نوکر شاہی کو دی جائیں گی‘۔ اس اداریے میں سندھ کی سیاسی جماعتوں اور لوگوں سے اپیل کی گئی تھی کہ وہ اس کے خلاف آواز اٹھائیں۔
ساٹھ کے عشرے میں گدو بیراج تعمیر ہوا تو تربیلا ڈیم ، منگلا ڈیم، اور اسلام آباد کے متاثرین، ریٹائرڈ اور عنقریب ریٹائرڈ ہونے والے ملازمین، انعام اور خطاب پانے والوں کو اور نیلام کے ذریعے یہ زمین دینے کا فارمولہ بنایاگیا۔
صورتحال یہ بنی کہ زمین حاصل کرنے والے 172 سرکاری اہلکاروں میں صرف ایک سندھی تھا۔ نیلامی کی زمینوں کا فائدہ صرف پنجاب کو ہوا۔ سندھ میں کہاوت کے طور پر کہا جانے لگا کہ خدا کرے کسی کو کوئی خطاب نہ ملے یا کوئی کھلاڑی اچھا کھیل نہ کھیلے کیونکہ اس کا معاوضہ سندھ کی ہی زمین دینے کی شکل میں ادا کیا جائےگا۔ سندھی عوام کی مہاجروں اور پنجابیوں سے ان بن کی جڑیں اسی غیر منصفانہ تقسیم میں ہیں۔
جب ون یونٹ بنا تو فیصلہ سازی، تمام سرکاری ریکارڈ، سب کچھ لاہور منتقل ہوگیا۔ ملازمتوں کے دروازے بھی سندھ کے لوگوں کے لیے بند ہوگئے۔ اختیار و اقتدار کی لاہور منتقلی اور ون یونٹ کا قیام اور مزید پنجابی آبادی کے سندھ میں بسنے کا باعث بنی۔

کراچی کو سندھ سے الگ کرنا
ابھی دیہی و شہری آبادی میں جائیدادوں پر قبضے کے معاملے چل ہی رہے تھے کہ سندھ کے عوام پر دوسرا حملہ کیا گیا۔ سندھیوں کے معاشی، سیاسی اور ثقافتی مرکز کراچی کو وفاقی دارالحکومت بنانے اوراسے وفاق کے حوالے کرنے کا منصوبہ بنایا گیا۔
سندھی لیڈروں کے وفد نے زیارت میں جا کر قائد اعظم سے ملاقات کی اور کراچی کو وفاق کے حوالے کرنے کی مخالفت کی۔ قائد اعظم کا کہنا تھا کہ اس سے سندھ کے لوگوں کا فائدہ ہے۔ جولائی انیس سو اڑتالیس کو گورنر جنرل کے حکم پر کراچی اور اس سے ملحقہ علاقوں سمیت 812 مربع میل مرکزی حکومت کے حوالے کردیا گیا۔
قائد اعظم انتقال کر گئے اور ان کے بعد کراچی کے سلسلے میں سندھی عوام کے خدشات درست ثابت ہوئے۔
کراچی کو سندھ سے الگ کرکے وفاقی علاقہ بنانے کے فیصلے کے خلاف سندھ سراپا احتجاج بن گیا۔ اس مسئلے پر قائم ہونے والے سندھ عوامی محاذ کے سینکڑوں کارکنوں کو جیل بھیج دیا گیا۔ بگڑتی ہوئی صورتحال کےپیشِ نظر وزیر اعظم لیاقت علی خان نے ایک پنجابی وکیل دین محمد کو سندھ کا گورنر بنایا۔ اس پر سندھ کے عوام نے مزید ناراضگی کا اظہار کیا۔ نئے گورنر نے سندھ میں اسیمبلی توڑ کر گورنر راج نافذ کردیا۔
کراچی کو وفاق کی تحویل میں دینے سے سندھ کو زبردست مالی نقصان اٹھانا پڑا۔ دستور ساز اسمبلی کی رپورٹ نے نقصان کا اندازہ چھ سو سے آٹھ سو ملین روپے تک لگایا۔ جن عمارتوں میں وفاقی ادارے قائم کیے گئے ان کی مالیت پینتالیس کروڑ بنتی تھی۔ وعدے کے مطابق یہ خسارہ وفاق کو پورا کرنا تھا لیکن ایسا کوئی قدم نہیں اٹھایا گیا۔
پولیس کا لاٹھی چارج

وفاق کی تحویل میں جانے کے باوجود کراچی میں سب سے بڑے ہسپتال، تمام تعلیمی اداروں وغیرہ پر اٹھنے والے اخراجات حکومتِ سندھ ادا کرتی رہی۔
دستور ساز اسمبلی کی رپورٹ کے مطابق 1955 میں یعنی قیام پاکستان کے سات سال بعد کراچی میں سندھ کی جائیداد کی قیمت 96 کروڑ پچاس لاکھ تھی۔ چنانچہ حکومت سندھ کا بجٹ مستقلاً خسارے کا بجٹ بن کر رہ گیا۔
پانی اور مالیات کے مسائل
سندھ کے حوالے سے دو اور امور بڑے متنازع رہے ہیں جن میں دریائے سندھ کے پانی کی تقسیم اور قومی مالیاتی ایوارڈ شامل ہیں۔ ان دونوں معاملات پر خاص طور پر سندھ اور پنجاب کے درمیاں اتفاق رائے نہیں ہو سکا۔
پانی کا معاہدہ ایک ایسے دور میں ہوا جب سندھ میں مرکز کی مسلّط کردہ جام صادق کی غیر مقبول حکومت تھی۔ سندھیوں کو ہمیشہ شکایت رہی ہے کہ اس معاہدے میں ان کے ساتھ زیادتی ہوئی ہے لیکن آگے چل کر اس معاہدے پر بھی حکومتِ پنجاب نے عمل کرنے سے انکار کردیا۔
قومی مالیاتی ایوارڈ مرکز اور صوبوں کے درمیان مالی وسائل اور آمدن کی تقسیم کا فارمولہ ہوتا ہے۔ اس میں یہ بھی طے کیا جاتا ہے کہ کس صوبے کو کتنی رقم ملے گی۔
اس ایوارڈ کا فیصلہ بھی فاروق لغاری کے نگران دور میں کیا گیا۔ یہ اور بات ہے کہ اس وقت سندھ میں نگراں وزیراعلیٰ ممتاز بھٹو تھے اور اس معاہدے پر ان کی ہی پارٹی کے نبی بخش بھرگڑی کے دستخط ہیں۔
یہ وہ مسائل ہیں جن کو پس منظر میں رکھ کر سندھ کا مسئلہ سمجھا جا سکتا ہے۔ انہی مسائل پر صوبے میں بے چینی اور عدم اطمینان رہا اور وقتاً فوقتاً تحریکیں بھی چلتی رہی ہیں۔

سندھ کی سیاسی تحریکیں
گزشتہ ساٹھ سال کے دوران سندھ میں کئی تحریکیں اٹھیں۔ لیکن ان میں سے تین ایسی تھیں جنہوں نے اسلام آباد کے ایوانوں کو ہلا دیا۔ وہ تحریکیں تھیں 1968 اور 1969 کی ون یونٹ مخالف تحریک، 1983 کی ایم آر ڈی تحریک، اور 1986 کی تحریک۔
ان تینوں تحریکوں کی شدت، مقاصد، کردار وغیرہ الگ الگ تھے لیکن ان تحریکوں کے علاوہ طلباء، مزدوروں اور کسانوں نے بھی کئی تحریکیں چلائیں۔
آٹھ جنوری کی طلبہ تحریک
1953 میں ڈیموکریٹک سٹوڈنٹس فیڈریشن کی اپیل پر کراچی کے طلباء نے احتجاج کیا۔ پولیس نے زبردست لاٹھی چارج کیا اور بڑے پیمانے پرگرفتاریاں کیں۔ دوسرے دن اس سے بھی بڑا جلوس نکالا گیا۔ جس میں عام شہری بھی شامل ہوگئے۔ پولیس نے گولیاں چلائیں۔ ستائیس افراد ہلاک اور درجنوں زخمی ہوگئے۔
سندھ کے قومی حقوق کی تحریک
صوبائی اسمبلی توڑنے کے بعد ضمنی انتخابات ہوئے۔ لبرل رہنما عبدالستار پیرزادہ نے حکومت بنانے کے لیے کراچی کی سندھ کو واپسی، مرکزی اداروں میں سندھیوں سے امتیازی سلوک کا خاتمہ، فوجی افسروں کو سندھ میں زمینیں دینے پر ممانعت جیسے مطالبات رکھے۔ ان دنوں پنجاب سے تعلق رکھنے والے نواب افتخار حسین ممدوٹ کو سندھ کا گورنر بنایاگیا جنہوں نے ستار پیرزادہ کی حکومت ختم کرکے ایوب کھوڑو کو بحال کردیا۔

بعد میں ایوب کھوڑو، پیر علی محمد راشدی اور ممدوٹ کے ذریعے ون یونٹ نافذ کردیا گیا۔ ون یونٹ کا قیام ویسے تو بنگال کے ساتھ برابری کے لیے تھا لیکن سندھ کو بھی اس نئے ڈھانچے میں بڑا نقصان ہوا۔
ایک طرف سندھ کے لوگ اپنے معاشی وسائل اور جائیداد ک مسائل محسوس کر رہے تھے تو دوسری طرف انہیں زبان اور ثقافت خطرے میں دکھائی دینے لگی تھی۔ شاید اسی لیے سندھ کی قومی تحریک ایک نکاتی مطالبے پر مرکوز ہوگئی یعنی ون یونٹ کا خاتمہ۔
حیدربخش جتوئی، جی ایم سید اور شیخ عبدالمجید سندھی نے اینٹی ون یونٹ فرنٹ قائم کیا جس کی تائید عوامی لیگ اور آزاد پاکستان پارٹی نے بھی کی۔
اکتوبر سن 58 میں ایوب خان نے مارشل لاء نافذ کردیا جس کی تیاری اگرچہ خاصے عرصے سے تھی لیکن سندھ کے لوگوں کا خیال ہے کہ یہ مارشل لاء ون یونٹ کو بچانے کے لیے لگایا گیا تھا۔
ہاری تحریک
پچاس کی دہائی کے آغاز پر سندھ کے ہاریوں نے حیدر بخش جتوئی کی قیادت میں سندھ اسمبلی کا گھیراؤ کیا اور سندھ ٹیننسی ایکٹ منظور کرایا۔

ہاریوں کے حقوق کے لیے بننے والا یہ پہلا قانون تھا۔ اسی کے چند برس بعد ہاریوں نے سندھ میں بٹئی تحریک چلائی جس کا مقصد یہ تھا کہ زرعی پیداوار کے نصف کا مالک ہاری ہوگا۔ یہ تحریک خاصے علاقوں میں بڑے زور وشور سے چلی۔ بعض مقامات پر ہاریوں نے اپنا حصہ لینے کے لیےباضابطہ مزاحمت بھی کی۔
جیئے سندھ تحریک
ان تمام مسلسل واقعات کے بعد سندھ میں پہلے بے قاعدہ اور بعد میں باقاعدہ ایک سوچ، ایک تحریک نے جنم لیا جسے بعد میں جیئے سندھ تحریک کا نام دیاگیا۔ ابتدائی طور پر اس تحریک کو روایتی زمینداروں اور درمیانے طبقے کی حمایت حاصل تھی۔ اس تحریک کے روحِ رواں جی ایم سید تھے تاہم اس کی بنیادوں میں حیدربخش جتوئی، قاضی فیض محمد، شیخ عبدالمجید سندھی، ہاشم گزدر جیسے کئی رہنما اور کئی گمنام کارکن اور رہنما شامل تھے جن کا اب تاریخ میں کوئی باقاعدہ ذکر نہیں ملتا۔
آگے چل کر جب جی ایم سید نے اسے باقاعدہ تنظیمی شکل دی تو جیئے سندھ تحریک پر یہ بھی الزام عائد کیا گیا کہ اس کا بھارتی حکومت سے تعلقات ہیں۔ ابتدائی طور پر یہ تحریک ثقافتی سطح پر رہی اور سیاسی مقاصد کو آگے نہ لا سکی۔
ذوالفقار بھٹو
پیپلز پارٹی واحد جماعت سمجھی جاتی تھی جو سندھ کو قابو میں رکھ سکتی تھی

ایوب خان کا سبز انقلاب اور زرعی اصلاحات سندھ کی دیہی آبادی کا کوئی زیادہ بھلا نہ کر سکے۔ البتہ سبز انقلاب کا فائدہ زمینداروں کو ضرور ہوا۔ عجیب بات ہے کہ اس سبز انقلاب سے فائدہ اٹھانے والے زمیندار ہی بعد میں ایوب کے مخالف ہوکر کھڑے ہوگئے۔
اسی اثناء میں ایک زمیندار اور پُرکشش قیادت رکھنے والے ذوالفقار علی بھٹو میدان میں آگئے۔ انہوں نے سندھ کی بے چینی کو استعمال کر کے مقبولیت حاصل کر لی۔ پیپلز پارٹی کا کردار دوہرا رہا۔ وہ صوبائی سطح پر سندھ کے مسائل اور ملکی سطح پر نچلے طبقے کے روٹی، کپڑا اور مکان جیسے مسائل اٹھا رہی تھی۔ اس کے ساتھ ساتھ یہ بھی کہ پیپلز پارٹی واحد جماعت ہے جو سندھ کو قابو میں رکھ سکتی ہے۔
ایوب خان اور ون یونٹ کے خلاف تحریک
ون یونٹ قیام کے بعد سندھ میں چھوٹی بڑی تحریکیں چلتی رہیں لیکن باقاعدہ تحریک کی شکل اس وقت بنی جب مغربی پاکستان کے گورنر کالا باغ نے سندھ یونیورسٹی کے وائس چانسلر کا ایک کمشنر کے کہنے پر تبادلہ کیا۔
چار مارچ 1967 کو سندھ یونیورسٹی کے طلباء جب کیمپس سے بسوں میں سوار ہو کر حیدر آباد شہر میں مظاہرہ کرنے آ رہے تھے تو شہر کے باہر ہی روک کر لاٹھی چارج کیا گیا اور سینکڑوں کی تعداد میں گرفتاریاں ہوئیں۔
یحییٰ خان
ایوب خان نے اقتدار اپنے ساتھی یحییٰ خان کو سونپ دیا

اس واقعے نے سندھ میں سیاسی سرگرمی کو نئی جِلا بخشی اور یہ ایک تحریک کی شکل اختیار کر گئی۔ اس کے بعد اس تحریک میں سندھ کے ادیب، دانشور، اور عام لوگ بھی شامل ہوگئے۔
1968 اور 1969 کی تحریک زیادہ شدید تھی جس نے نہ صرف سندھ کے اندر بلکہ پورے ملک میں ایک انقلابی صورتحال پیدا کردی تھی۔ اس تحریک میں اگرچہ قوم پرستی کا رنگ شامل تھا لیکن اپنے جوہر میں یہ تحریک طبقاتی اور جمہوری تھی۔
یہ واحد موقع تھا جب سندھ کی دیہی اور شہری آبادی متحد تھی اور تمام لسانی، قومی، مذہبی تعصبات سے بالاتر تھی۔ شہری علاقوں میں مزدور تحریک چلا رہے تھے اور دیہی علاقوں میں کسان اور درمیانہ طبقہ بغاوت کیے ہوئے تھا۔
اس دور میں قوم پرستوں کے تمام تر کام کے باوجود بھٹو نے بے پناہ مقبولیت حاصل کی اور جب ستّر کے انتخابات ہوئے تو لوگ پیپلز پارٹی اور بھٹو کے عشق میں اس حد تک چلے گئے کہ ’ووٹ پی پی کا اور سر مرشد کا‘۔
تحریک کے نتیجے میں جنرل ایوب کو جانا پڑا لیکن وہ اقتدار اپنے ساتھی جنرل یحییٰ خان کے حوالے کر گئے۔ ستّر کے انتخابات سے پہلے یحییٰ خان نے ون یونٹ توڑنے اور صوبے بحال کرنے کا اعلان کیا تو کراچی سندھ کو واپس مل گیا۔ اس سے سندھی آبادی کو خاصی تشفی ہوئی۔
لسانی بنیادوں پر تقسیم
 سندھ زبان کا بل اور کوٹہ سسٹم کا نفاذ سندھ کے دیہی آبادی کا تو کوئی بھلا نہیں کر پایا بلکہ اس سے سندھ کی شہری آبادی میں لسانی بنیادوں پر تقسیم ہوگئی۔ اس بات نے تنگ نظر چھوٹے مقامی لیڈروں کو مہاجر، پٹھان اور پنجابی آبادیوں میں جنم دیا
عام انتخابات کا اعلان ہوا تو ایک مرتبہ پھر سندھ کے لوگوں نےتحریک کے تسلسل کو جاری رکھا اور مطالبہ کیا کہ انتخابی فہرستیں سندھی میں بنائی جائیں۔ اس کے لیے بھوک ہڑتال کا سلسلہ شروع ہوا جو حیدرآباد شہر کے مشہور حیدر چوک پر کئی دنوں تک جاری رہا۔ اس موقع پر ایک بار پھر سندھی مہاجر فسادات کرانے کی کوشش کی گئی۔
جب صدر جنرل یحییٰ خان نے انتخابی نتائج ماننے سے انکار کیا تو بھٹو نے بطور مغربی پاکستان کے لیڈر کے یحییٰ خان کا ساتھ دیا اور بنگلہ دیش میں سِول لڑائی شروع ہوگئی۔ بنگلہ دیش کی آزادی کی جنگ کے دوران سندھ نے اکّا دکّا اظہار کیا تاہم کوئی بھرپور اظہار سامنے نہیں آیا۔
1971 میں جب پی پی انقلاب کی راہ چھوڑ کر اصلاحات کی طرف آئی تو یہ تحریک دم توڑ گئی اور معاملات لسانی اور قوم پرستی کی بنیادوں پر تقسیم ہوگئے۔ پیپلز پارٹی کی اصلاحات نے قومی سوال کو حل کرنے کی بجائے اس کو مزید الجھایا اور شدید کیا۔
بنگلہ دیش کی آزادی کے بعد مہاجروں کی نئی کھیپ جن کو عرف عام میں بہاری کہا جاتا ہے سندھ میں آنا شروع ہوگئی۔ یہ کھیپ بھی لاکھوں میں تھی۔

بھٹو کا جنازہ
بھٹو کی پھانسی نے سندھ تحریک کو بے پناہ طاقت دی

یہ عجیب بات ہے کہ سندھ میں لسانی فسادات پیپلز پارٹی کے ہی دور میں ہوئے۔ یہ فسادات ایک طرح سے مہاجر آبادی کی ناراضگی کا اظہار تھے جو اقتدار سے محروم ہو چکی تھی۔
بعد میں ان کے اطمینان کے لیے سندھ میں اردو سندھی دونوں کو سرکاری زبان بنایا گیا اور اسی کے ساتھ سابق وزیر اعظم لیاقت علی خان کی بیوی بیگم لیاقت علی خان کو سندھ میں گورنرمقرر کیا گیا اور ون یونٹ ٹوٹنے کے بعد سندھیوں کے تسلّط کا خوف محسوس کرنے والے مہاجروں کے اطمینان کے لیے غیر تحریری طور پر یہ معاہدہ طے ہوا کہ سندھ کا گورنر سندھی نہیں ہوگا۔
لہٰذا آج تک اس پر عمل درآمد ہو رہا ہے۔ مہاجروں کے اس بڑھتے ہوئے اثر کو روکنے کے لیے سندھی قوم پرست طلباء نے اردو بولنے والے لیکن پیپلز پارٹی کے صوبائی وزیر بدیع الحسن زیدی کو کراچی سے حیدر آباد آتے ہوئے جام شورو کے پاس اغواء کر لیا۔ انہیں کئی دن بعد مذاکرات کے ذریعے بازیاب کرایا گیا۔
پیپلز پارٹی کے اقتدار میں آنے سے سندھیوں کو اربنائزیشن (شہری) دھارے میں شامل ہونے کے لئے کچھ جگہ ملی۔
ایم آرڈی تحریک
1979 میں بھٹو حکومت کا تختہ الٹنے اور 1979 میں پھانسی نے سندھ میں قومی تحریک کو بے انتہا طاقت دی۔ اس کی علامت بھٹو تھا جو سندھ سے تعلق رکھتا تھا۔
ضیاء الحق
’ضیاء نے سندھ میں جو مظالم کیے وہ کسی طور پر انگریز سامراجیوں سے کم نہ تھے‘

ضیاء کا پس منظر اور اس کے کام سندھ میں اس کے خلاف نفرت پیدا کرنے کے لیے کافی تھے۔ ایم آر ڈی کی تحریک جو ملک گیر تھی لیکن اس کا عملی اظہار کچھ اس طرح ہوا کہ سندھ میں اس نے اتنی شدت اختیار کر لی کہ یہ تحریک سندھ کی تحریک کے طور پر ہی پہچانی جانے لگی۔
ضیاء نے سندھ میں جو مظالم کیے وہ کسی طور پر انگریز سامراجیوں سے کم نہ تھے جو انہوں نے برصغیر میں روا رکھے تھے۔اس بات نے سندھ میں فوجی حکومت کے خلاف ایک طاقتور تحریک کو جنم دیا۔
سرکاری اعداد وشمار یہ ہیں کہ اس دور میں 1263 لوگوں کو قتل کیا گیا اور ہزاروں کو زخمی کیا گیا۔ مظاہرے، جلوس، قید، کوڑے، پھانسیاں اور فوج کے ہاتھوں لاکھاٹ (سکرنڈ) اور میہڑ (دادو) میں مظاہرین کی ہلاکت اس تحریک کے بہت بڑے واقعات تھے۔
ایم آر ڈی تحریک کے دور میں بہادری اور شجاعت کے کئی ایک واقعات ہوئے جو اب سندھ میں لوک ادب کا حصہ بن گئے ہیں۔
یہ پہلا موقع تھا کہ سندھ کی دیہی آبادی نے فوجی آمریت کے خلاف اور اپنے حقوق کے لیے مکمل طور پر بغاوت کا اعلان کیا۔ سندھ میں شاید ہی ایسا کوئی گھر ہو جس نے اس تحریک میں حصہ نہ لیا ہو۔ اگرچہ اس کا رنگ ایک حد تک قوم پرستانہ تھا لیکن نچلی سطح پر عمومی طبقاتی تھی۔
محمد خان جونیجو
سندھ میں ضیاء کے خلاف نفرت کو ٹھنڈا کرنے کے لیے جونیجو کو وزیرِ اعظم بنایا گیا

یہ تحریک اس وجہ سے ناکام ہوئی کہ حکمران سندھ اور دیگر صوبوں کے شہروں میں لسانی بینادوں پرنفرت پھیلانے میں کامیاب ہوگئے تھے۔ اس تحریک کے توڑ کے لیے کراچی میں ایم کیو ایم، سندھ پنجابی پشتون اتحاد اور مذہبی بنیاد پرستی کو ابھارا گیا۔ یہ وہ وقت تھا جب تحریک اپنی طبقاتی شکل اختیار کر رہی تھی۔
اس کے باوجود یہ تحریک جاری رہی۔ اس دور میں جب جب قومی تضادات طبقاتی تضادات کے ساتھ جڑے تو معاملہ خاصا گرم ہو گیا۔
اس تحریک اور سندھ میں ضیاء کے خلاف نفرت کو ٹھنڈا کرنے کے لیے غیر جماعتی انتخابات کے نتیجے میں سندھ سے محمد خان جونیجو کو وزیرِ اعظم بنایا گیا لیکن آگے چل کر جنرل ضیاءالحق نے انہیں برطرف کر دیا۔
مبصرین کا کہنا ہے کہ یہ تحریک مزید کامیاب ہو جاتی اگر ایم آر ڈی اور پیپلزپارٹی کے رہنما انقلابی یا طبقاتی مطالبات سے گریز نہ کرتے۔ اگر ایسا ہو جاتا تو صوبوں اور شہری اور دیہی آبادی کے درمیان مزید بھائی چارہ ہوتا لیکن حکمران طبقہ جس میں ایم آر ڈی کے لیڈران بھی شامل تھے اس سے ڈرگئے تھے۔
سندھ کا احساسِ محرومی
 پاکستان کی تاریخ میں سندھ سے تین وزیر عظم رہے۔ ذوالفقار علی بھٹو، محمد خان جونیجو، اور بینظیر بھٹو۔ ان تینوں کو فوجی حکومت نے ہٹایا جس وجہ سے ان کی فوج کے خلاف نفرت اور احساس محرومی میں اضافہ ہوا
انیس سو چھیاسی کی تحریک
انیس سو چھیاسی کی تحریک ضیاء کے تابوت میں آخری کیل تھی۔ اس تحریک کا بڑا واقعہ بینظیر بھٹو کی وطن واپسی اور ملک بھر میں نکالی گئی ریلیاں تھیں لیکن بینظیر بھٹو کا اقتدار میں آنا اور جمہوری دور کی آمد معاہدوں کی نذر ہوگئے اور حقیقی مقاصد حاصل ہی نہ ہو سکے اور نہ ہی کوئی بہت بڑی تبدیلی آ سکی۔
یہ رسمی جمہوری دور چھوٹی قومیتوں کے لیے مزید تکلیف کا باعث بنا کہ مجموعی طور پر اظہار اور تقریر و تحریر کی آزادی نے ان لوگوں میں یہ احساس مزید بڑھایا کہ وہ کتنی تکلیف میں ہیں۔ وہ اپنی عدالتوں، اپنے افسران ، ثقافت وغیرہ سے محروم ہیں۔
شہری آبادی کی تحریک
1984 میں ایم کیو ایم وجود میں آئی۔ تجزیہ نگاروں کا کہنا ہے کہ اس کے مقاصد میں چاہے کچھ بھی رکھا گیا ہو لیکن دراصل مہاجر اس پوزیشن کو دوبارہ حاصل کرنا چاہتے تھے جو انہیں پاکستان بننے کے بعد ایک عشرے تک مرکزی اور صوبائی حکومتوں اور فیصلہ سازی میں حاصل تھی۔
یہ پوزیشن دراصل کراچی کے مرکزی دارالحکومت بننے اور پنجاب اور پٹھان آبادی کے بڑے پیمانے پر اس شہر میں آ کر بسنے، ون یونٹ کے بعد مغربی پاکستان کا دارالحکومت لاہور منتقل ہونے سے خاصی متاثر ہوگئی تھی۔
لڑاؤ اور حکومت کرو

 ایم کیو ایم کا فروغ ریاست کی سطح پر محنت کش طبقے کو نسلی، لسانی اور قوم پرستانہ بنیادوں پر تقسیم کرنا تھا۔ یہ ’لڑاؤ اور حکومت کرو‘ والی پالیسی کا تسلسل تھا
ایک اور نقصان اس وقت ہوا جب وفاقی دارالحکومت اسلام آباد منتقل ہوگیا۔ یوں مرکزی چیزوں پر پنجابی اور پٹھان نے نہ صرف اپنی حصہ داری بڑھا دی بلکہ باقی حصے میں سندھیوں کو بھی شراکت کرا دی تو مہاجر اپنے آپ کو تنگ محسوس کرنے لگے۔
یوں مہاجروں میں اپنی الگ سیاست کرنے کا خیال پیدا ہوا۔ ایم کیو ایم کا پہلا جھگڑا پٹھانوں کے ہی ساتھ ہوا جب بشرا زیدی کیس میں دونوں فریقین نے ایک دوسرے کے خلاف ہتھیاروں کا استعمال کیا۔
ضیاء حکومت کے غیر جماعتی انتخابات نے ملکی اور صوبائی سیاست پر زیادہ منفی اثرات ڈالے۔
پیپلز پارٹی کو کمزور کرنے کے چکر میں قوم پرستوں کو مراعات دینے یا خوش کرنے کی کوشش کی گئی۔ یہ حکومت کا جانبدارانہ رویہ تھا جس کے جواب میں مہاجریت کو ابھار ملا۔
ایم کیو ایم کا فروغ ریاست کی سطح پر محنت کش طبقے کو نسلی، لسانی اور قوم پرستانہ بنیادوں پر تقسیم کرنا تھا۔ یہ ’لڑاؤ اور حکومت کرو‘ والی پالیسی کا تسلسل تھا۔
افغان جنگ اور اس کی طرف پاکستان کے رویے کے نتیجے میں پندرہ لاکھ سے زیادہ افغانی سندھ میں آگئے جن کی اکثریت اب بھی کراچی میں رہ رہی ہے اور اس کی واپسی کا کوئی امکان نہیں ہے۔
جیئے سندھ نے مارشل لاء حکومت کی جزوی مخالفت اور حمایت والی پالیسی اختیار کی۔ ضیاء کو جی ایم سید کی عیادت کرنے جناح ہسپتال آنا پڑا اور ایم آر ڈی تحریک کے دوران سید کے آبائی گاؤں سن بھی جانا پڑا۔
ستّر اور اسّی کی دہائی میں بائیں بازو کی جماعت اور لیڈروں کی مقبولیت بڑھنا شروع ہوئی۔ اس دور میں کامریڈ جام ساقی اور رسول بخش پلیجو لیڈر کے طور پر ابھرے۔
پاکستان کی تاریخ میں سندھ سے تین وزیر عظم رہے۔ ذوالفقار علی بھٹو، محمد خان جونیجو، اور بینظیر بھٹو۔ ان تینوں کو فوجی حکومت نے ہٹایا جس وجہ سے سندھ میں فوج کے خلاف نفرت بڑھی اور احساس محرومی میں اضافہ ہوا۔

اس وقت کالا باغ ڈیم اور وسائل کی تقسیم ایسے معاملات ہیں جن سے دوریاں روز بروز بڑھ رہی ہیں۔

The Army, the ultimate protector of the external and internal security fronts, has been caught in a dangerous bind. While it was hard pressed fighting the terrorists and their creeping coups, President Zardari has opened a much wider and a potentially suicidal confrontation which had brought the entire country to a standstill, even before the long march could start or converge at a point. The Army is in no position to fight such a divisive and extended war with its own people, for the interests of a few misguided and incompetent leaders who failed to grow into the large shoes they landed in, by the stroke of luck after the ultimate sacrifice of Benazir Bhutto. While leaders like Maulana Fazlur Rehman are, in sheer desperation, trying to give the phenomenal rising of the people for a national cause the colour of a possible threat to the federation, all those leading the movement have repeatedly said the objective of their struggle is to attain the objective of reinstatement of Nov 2 judiciary and not to dislodge the present PPP government. Mian Nawaz Sharif, Qazi Hussain Ahmad, Imran Khan and the lawyers’ leadership have said in one voice that the government must listen to what the nation demands. The Jamaat-e-Islami chief has even asked Army chief Gen Ashfaq Parvez Kayani to use his pressure on the government to meet the public demand for the independence of judiciary instead of exploiting such a situation for a military intervention to grab power, a la Ziaul Haq or Musharraf.

Given the public mood and the thinking of the political leaders military intervention is not possible and would be strongly resisted if foolishly resorted to. Critical mistakes have been made by Zardari-controlled war room, set up in the bunker inside the presidency. When Punjab was forcibly taken over by the governor to physically stop the long march and the entire transport system, official and private, was hijacked to block every road, two days before the D-Day word was sent out that the Shahbaz Sharif government was being restored in a few days. Given our bureaucratic mindset, the entire Punjab administration was paralysed that very moment because no officer, junior or senior, would take action against an ousted chief minister or his party, if he was to regain power in a few days. Hence there are numerous reports that the Punjab police and the administration was helping the Sharifs break the barriers or even smuggle them in police vehicles to dodge orders of a governor who was about to be sacked. It is simple logic.

A senior government official, who drove to Islamabad from Lahore hours before the long march started towards Islamabad, reported the mood of the civil administration and the police in Punjab had changed altogether. He said officials were no more inclined to block the long march because they themselves had felt the change in the wind. He claimed if a police force of 23,000 and other security personnel deployed in Lahore could not prevent the Lahorites from coming out on the streets despite the use of brutal police force and teargas, the long march would smoothly move toward Islamabad as the other districts do not have enough force to face huge crowds. According to a report, high-ranking police officers, of SSP rank and above, rushed inside the Lahore High Court and made speeches, apologising to the lawyers and the civil society. They said whatever had happened was wrong and from now on they won’t be a part of it. Rich traders of Lahore also come to the high court and categorically blamed it all on President Zardari. People were not chanting ‘Zardari ko jana hoga!’, rather they were saying, ‘Zardari to gaya!’ Asif Zardari has always been in a hurry to blow up the system that he suddenly inherited 14 months ago. He has overstretched his desire to become ‘General’ Asif Zardari, following in the footsteps of Gen Musharraf, for whom he still carries a soft spot.

Zardari began where Musharraf had peaked in terms of power. He had everything going for him, a supportive people, a unanimous parliament, a friendly opposition, a lovable media, a world ready to help. But he could not grasp the opportunity or even fathom the critical role he had been swept in. His destructive politics has led him to the present pass. The last card he has, and he has been saying this in private for some time, is the ultimate “Sindh card” which had been used off and on by Sindhi leaders when they were in trouble or cornered because of their failed policies or strategies. Zardari using the Sindh card would be an ultimate joke with the people. Why this appears a last ditch desperate effort is obvious as his cronies and loyalists like Rehman Malik and the foxy Maulana Fazlur Rehman have started raising this bogey. Malik has been referring to the “East Pakistan like” situation whereas nothing like it exists on the ground. Even in Sindh all the nationalists led my Mumtaz Bhutto, GM Syed Group, Rasool Bux Paleejo, the nationalists of other provinces including the Bizenjos, Mengals, Marris of Balochistan and even the coalition partners Bilors of Peshawar have been looking at the situation as a fight for an independent judiciary and not a threat to the federation. Most have been very vocal in support of the judges. Zardari does not realise that he has pushed himself to the wrong side of the political, civil and intellectual spectrum. While everyone is clamouring for judicial independence, and everyone includes top judges, lawyers, politicians, journalists, even generals and bureaucrats, using the Sindh card would be nothing but an act of desperation signalling acceptance of defeat. The argument that the PPP was being victimised once again will hold no water as the present shape of the Zardari-led PPP is not what Benazir Bhutto’s PPP looked like and stood for. Benazir Bhutto’s jiyalas are no longer jiyalas of Zardari, they have been sidelined and it has been proved beyond doubt that Zardari does not stand for what Benazir wanted or struggled for. Thus all the Sindhi PPP and non-PPP stalwarts, including even Makhdoom Amin Fahim, Nawab Yousuf Talpur, the Jatois, Bhuttos et al, will not let Zardari use the Sindh card.
